Uzbekistan in international struggle against illegal drug traffic |
| By the way of performance of the international obligations accepted by Uzbekistan in the field of the struggle against illegal circulation of drugs, by the decision of the State commission on control over drugs the State program on "Counteractions against illegal circulation of narcotics, psychotropic substances and abusing them" for 2002-2005 had been accepted.
The criminal code of the Republic of Uzbekistan stipulates the responsibility (only 6 articles) - for cultivation of the plants forbidden for cultivation (article 270), illegal capturing of narcotics and psychotropic substances (article 271), illegal manufacturing, purchase, storage and other actions with narcotics with the purpose of selling (article 273), etc.
Uzbekistan is a member of the Convention of the United Nations on struggle against illegal circulation of narcotics and psychotropic substances of 1988, the Uniform Convention on narcotics of 1961 with amendments and Conventions on psychotropic substances of February 21, 1971.
According to the UNDCP data 3400 tons of opium has been manufactured in Afghanistan in 2002, that is twice - three times more than in 2001. Besides, the big stocks of opium and heroin - a crop of the last years were kept.
In view of such a narco-situation, the law enforcement bodies of Uzbekistan carry out a number of complex actions. For instance, in order to reveal and prevent illegal circulation of drugs such operations as "Black poppy" and "Barrier" were carried out.
The Republic of Uzbekistan continues successful participation in implementation of the international operation TOPAZ on regular tracking of deliveries of the anhydride of an acetic acid. The project "Strengthening of law-enforcement structures and strengthening of cooperation in frontier areas of Kyrghyzstan, Tajikistan and Uzbekistan (Osh unit)" is successfully completed, the National Kinologic Center is created.
On April 30, 2003 the Design document on assistance to Uzbekistan in renewal of activity on check point "Khayraton" on the Uzbek-Afghani border between the Government of the Republic of Uzbekistan and the Council of the United Nations on drugs and criminality was signed. The project is directed on perfection of the boundary control over the checkpoint "Khayraton" on the Uzbek-Afghani border, strengthening of the co-ordination of the activity of law enforcement bodies in the field of the control over drugs. On June 26 official opening of the given project took place.
On February 7-8, 2006 the meeting of the representatives of the member-countries of the Memorandum of mutual understanding and co-operation in the field of the control over drugs in the Central Asia on creation of the Regional Information and Co-ordination Centre (CARICS) took place in Almaty.
The creation of the CARICS pursues the purpose of improvement and co-ordination of efforts of law enforcement bodies of the Central Asian countries on struggle against illegal circulation of drugs.
