Normative - legal framework of activity

• The Ministry of Foreign Affairs of the Republic of Uzbekistan has been established by the Decree of the President of the Republic of Uzbekistan "On improvement of activity of the Ministry of Foreign Affairs of the Republic of Uzbekistan" № UP-769 dated February 25, 1994 and Resolution of the Cabinet of Ministers of the Republic of Uzbekistan "On improvement of activity of the Ministry of Foreign Affairs of the Republic of Uzbekistan", dated March 16, 1994.
• Regulations and structure of the Ministry of Foreign Affairs of the Republic of Uzbekistan have been approved by the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan "On improvement of activity of the Ministry of Foreign Affairs of the Republic of Uzbekistan", dated March 16, 1994.

Functions and rights

Ministry of Foreign Affairs of the Republic of Uzbekistan is a body of state administration and a member of system of the Cabinet of Ministers of the Republic of Uzbekistan which carries out the implementation of foreign policy of the Republic of Uzbekistan based on the principles of Constitution of the Republic of Uzbekistan and international laws.

The Ministry carries out its activity under a direct leadership of the President of the Republic of Uzbekistan.

The basic tasks of the Ministry are implementation of a principle of the state sovereignty and practical realization of foreign-policy course of the Republic of Uzbekistan; protection of state interests and rights of citizens of Uzbekistan in their relations with foreign countries, as well as in international and regional.

In accordance with its tasks the Ministry:

• develops proposals on foreign policy strategy of the Republic of Uzbekistan, protection and progress of the country’s foreign-policy interests, and on other issues of the international activity of the state;
• coordinates ministries, agencies, establishments in their work on development of international relations;
• promotes a development of foreign economic relations, establishment and expansion of contacts with international financial, economic and other organizations;
• carries out negotiations and signs treaties and agreements with the appropriate state bodies and foreign policy relations organizations of other countries, as well as with international organizations;
• performs the functions of a depositary of the original texts of international treaties and agreements;
• submits to Oliy Majlis relevant state treaties and agreements for their ratification;
• provides interstate treaties and agreements of the Republic of Uzbekistan come into force to the Secretary of the United Nations Organization for registration or filing, including into the list or publishing;
• takes measures to ensure a control over performance of obligations of the parties under the state treaties (contracts) of the Republic of Uzbekistan;
• conducts a protocol preparation and arranges an organizational support and logistics of visits of the President of the Republic of Uzbekistan, Chairman of Oliy Majlis, Prime Minister and Minister of Foreign Affairs of the Republic of Uzbekistan to the foreign states in accordance with a Regulation on State Diplomatic Protocol of the Republic of Uzbekistan;
• forms and sends official delegations of the Republic of Uzbekistan for participation in international conferences, sessions of the international and regional organizations;
• organizes and participates in a reception of official state delegations of the foreign states and carries out political, diplomatic, protocol and representation work;
• promotes a development of the international contacts of the ministries and agencies, public organizations and citizens of the Republic of Uzbekistan in the field of economy, culture, scientific and technical exchange, and trade;
• through "Jahon” Information Agency promotes a distribution to abroad of objective information about foreign and internal policy of the Republic of Uzbekistan;
• assists ministries, agencies and organizations of the Republic of Uzbekistan in the field of diplomatic protocol, in carrying out contacts with embassies and other foreign representations;
• carries out both in territory of the republic and abroad diplomatic and consular relations with the foreign states, international, intergovernmental and regional organizations;
• in accordance with norms of international law and legislation of Uzbekistan, supports relations with permanent diplomatic representations of other states in the republic; authorizes employees of diplomatic representations;
• accredits foreign correspondents, takes measures to inform public on foreign policy of the Republic of Uzbekistan; carries out briefings, press conferences and meetings with journalists of foreign states;
• accredits trade representations of the foreign states, representations and missions of the international political, economic and financial organizations and associations;
• creates conditions in the Republic of Uzbekistan for observance of diplomatic and consular immunity of foreign representations and international organizations, provides assistance in realization of their functions in accordance with norms of international law;
• promotes a development of relations and contacts with compatriots living abroad;
• carries out passport-visa documentation works;
• conducts requisition and legalization of the documents for the local and foreign juridical persons and citizens, considers other consular issues connected with acts of a change of marital–civil status and notary;
• participates in prescribed order in consideration of the petitions of the persons entering the Republic of Uzbekistan on accession a citizenship of the Republic of Uzbekistan;
• develops drafts of the legislation acts concerning foreign policy activity, prepares proposals on amendments to the state legislation;

Major Rights: To perform its tasks the Ministry is empowered to:

• conduct within the scope of its competence negotiations with the relevant state bodies, agencies of foreign relations and diplomatic representations of other countries and carry out official correspondence with them on behalf of the state;
• send the requests and receive data, proposals, conclusions and other necessary materials related to foreign policy and economic activities from the ministries, departments, organizations, agencies and enterprises of the Republic of Uzbekistan;
• form Coordination, Scientific - methodological and other Councils, Interdepartmental Expert Commissions, and also to convoke special meetings on problems of foreign policy activity;
• establish, when it is necessary, temporary working groups consisting of scientists and experts for preparation of proposals, conclusions and analytical materials in the field of the international relations;
• make in prescribed order an exchange of necessary information with foreign countries receiving for that requested materials from the ministries, agencies and organizations;
• carry out a leadership of the University of World Economy and Diplomacy.
