ХОТИРА – МУҚАДДАС, ҚАДР – АЗИЗ
Инсонга ҳар куни тинчлик-осойишталик ва хотиржамлик керак. Тинчлигини йўқотган хонадон ҳам, мамлакат ҳам асло хотиржам бўла олмайди. Тинчлик-хотиржамлик – тараққиёт гаровидир.
Биз азал-азалдан тинчликсевар халқмиз. Айнан шу ғоя тарғибига бағишланган буюк миллий маънавий меросимиз бор. Уларнинг барида тинчликнинг қадрига етиш тарғиб этилади, уруш эса батамом қораланади.
9 майни Хотира ва Қадрлаш куни тарзида умумхалқ байрами сифатида нишонлаб келаётганимиз замирида ҳам айнан ана шу эзгу мақсад ётибди.
II жаҳон урушида Ўзбекистонимиздан 1 миллион 433 минг 230 нафар одам иштирок этди. 604 минг 52 нафар ҳамюртимиз уруш майдонларидан ногирон бўлиб қайтди, 450 мингдан ортиқ ватандошимиз эса қонли жангларда ҳалок бўлди.
Ҳамон орамизда қанчадан-қанча уруш қатнашчилари, фронт ортида меҳнат-машаққат чекканлар бор. Ўтганларни хотирлаш, сафимизда юрганларнинг эса қадрига етиш керак.
Мустақил Ўзбекистон халқи ва давлати аввал-бошдан тинчлик-тотувлик тарафдори сифатида майдонга чиқди.
Ана шу асосларга кўра, мустақиллик йилларида ҳам бизда 9 май умумхалқ байрами сифатида, 1999 йилдан бошлаб эса Хотира ва Қадрлаш куни сифатида нишонлаймиз. Дарҳақиқат, Мустақил давлатнинг байрамлари ҳам халқ табиати ва анъаналарига мос бўлиши керак. Чунки ҳар бир халқ қандай яшаши, нимани қадрлаши, қайси саналарни тантана қилишини ўзи ҳал этади. Бунда ўз тарихидан келиб чиқади, бугунини ўйлайди ва келажагини кўзда тутади.
Умуман, дунёқарашни, яъники тафаккурни миллийлаштириш, миллий мафкурани шакллантириш ярим мустамлака исканжасидан қутулган ёш давлат учун шу қадар муҳим эдики, бу – мамлакатнинг мамлакат, давлатнинг давлат бўлиб туришини таъминлайдиган бош омиллардан саналади.
Шу маънода мустақилликка эришганимиздан сўнг 9 майни шўро талқинидагича байрам қилиш бизнинг онг-шууримизга мутлақо мос келмай қолган эди. Иккинчи жаҳон урушида иштирок этган ҳар бир халқ уни ўзича эслайди, қурбонларини ўзича хотирлайди, жангдан омон қайтган, фронт ортида фидокорона меҳнат қилган ва бугун сафимизда юрган фахрийларни ҳам ўзича қадрлайди.
Ўз мустақиллигига эришган давлатлар ичида Ўзбекистон бунинг чинакам намунасини кўрсатди. Хотира ва Қадрлаш куни энди ўзгача, аниқроғи, миллий хусусият касб этди. Бу байрамнинг мазмун-моҳияти буткул ўзгарди – у халқ хотираси ва инсонни қадрлаш кунига айланди.
Халқ хотираси деганда киши кўз ўнгидан Ватан ибтидосидан бугунига қадар шу юрт, шу халқ деб курашган, куч-қудрати, ақл-заковатини аямаган, керак бўлса, шу йўлда жон фидо қилган не-не буюк зотлар бир-бир ўтади. Спитамен, Широқдан Туркон Хотун, Маҳмуд Торобийгача, Соҳибқирон Амир Темур, Мирзо Улуғбекдан Заҳириддин Муҳаммад Бобургача, Жалолиддин Мангубердидан, Нажмиддин Куброгача ёдга тушаверади.
Хотира ва Қадрлаш куни чинакам миллий – умумхалқ байрамига айланди. Шу куни Ўзбекистоннинг барча қабристонларидан зиёратчилар аримайди.
Бу байрамда Иккинчи жаҳон урушида ҳалок бўлганлар хотирланади, Афғонистон урушида ҳалок бўлганлар шўро сиёсатининг бегуноҳ қурбонлари сифатида эсланади, умуман, ўтганлар руҳи ёдга олинади, мустақиллик йилларида хизмат бурчини бажариш чоғида ҳалок бўлган ҳарбий хизматчилар ва ҳуқуқни муҳофаза қилиш органлари ходимларининг хотираси олдида ҳурмат бажо келтирилади.
Бу дунёнинг марказида ҳазрати инсон туради. Шуни тан олмаган ҳар қандай ғоянинг мағзи – пуч, пойдевори – бўш, иморати – омонат. Фашизм ҳам, шўро мафкураси ҳам худди ана шу – инсонга, унинг табиати, феъл-атвори, мақсад-муддаоларига зидлиги, унинг эҳтиёжу манфаатларидан келиб чиқмагани учун буткул мағлубиятга учради.
Ҳамма ёқда номаълум аскарнинг рамзий қабрига дуч келар эдик… Ҳолбуки, жангда ҳалок бўлган тирик жоннинг ҳеч бири номаълум эмас эди. Ҳар бирининг ота-онаси, шаҳару қишлоғи, маҳалла-кўйи, қавму қариндоши, қўни-қўшниси, борингки, умр йўлдоши ёхуд севган ёри бор эди-ку!..
Очиғи, ўтган замонда қурбонларни хотирлаш ҳам, тирик қолганларнинг қадрига етиш ҳам шунчаки, яъни расмият учунгина эди, холос. Одамлар шахс сифатида эмас, омманинг таркибий қисми тарзидагина эсланарди. Ҳолбуки, ҳар қандай сиёсат ҳам, аслида, инсон учун, унинг манфаатларини ҳимоя қилишга қаратилган бўлиши керак эмасми?!
Инсонни, унинг табиатини менсимаслик, шахсни шахс ўрнида кўрмаслик эски мафкуранинг мағзи-мағзига сингиб кетган ақида эди. Одамга фақат сиёсий ғоялар йўлидаги бир мурватдек қаралар эди. Сиёсатда ҳам, ҳаётда ҳам шу бемаъни ақидага амал қилинар эди.
Энди Тошкент шаҳрининг марказида – Хотира майдонидаги 1999 йил 9 май куни очилган қадди дол Мотамсаро она сиймоси пойига битилган: “Сен доимо қалбимдасан, жигарим!” – деган сўзларнинг инсонийлигини, самимийлигини ўйлаб, бир юракдан ҳис этиб кўрайлик. Ҳалок бўлган тирик жон кимнингдир жигарпораси, демак, шу Ватаннинг фарзанди-ку! Ҳар бирининг ортидан қанча одам қон йиғлаб қолди. Умрининг сўнгги лаҳзасига қадар кўзларида ёши қуримай, ўғлини – жигарпорасини кутиб ўтган қанчадан-қанча мотамсаро она бор эди. Даҳшатли урушда ҳалок бўлган отажонини кўрмаган, унга, лоақал, бир бора бўлсин: “Дадажон!” – деб мурожаат қилолмай яшаётганлар – қанча.
9 майнинг Хотира ва Қадрлаш куни деб эълон қилиниши бизда сиёсатнинг инсонийлашганидан, давлатнинг ҳазрати инсонга қайишганидан далолат беради. Урушда ҳалок бўлган ҳар бир ўзбекистонлик – Ватанимиз фарзанди эди. Уларни ёддан чиқаришга ҳеч биримизнинг ҳаққимиз йўқ. Истиқлол йилларида 35 жилдлик “Хотира” китоби чоп этилди. Энди эса уруш қурбонларининг номи мамлакат пойтахтидаги Хотира майдонига ўрнатилган темир “дафтар”га зарҳал ҳарфлар билан битиб қўйилди.
Бу ерга зиёратга келган ҳар бир ватандошимиз, албатта, ўз жигари, ҳеч бўлмаганда, бирор қўшнисининг номига дуч келади. Беихтиёр, ўтганлар руҳига тиловату дуолар қилиб, юзига фотиҳа тортади…
…Яқинда Сурхондарё вилояти “дафтар”и олдида зиёратга келган бир қизнинг, афтидан, онасига қўнғироқ қилиб, йиғлаб: “Бобомнинг исм-фамилияларини топдим! Бор эканлар!” – деб айтаётганига гувоҳ бўлдик. Ўлган ўлиб кетди. Лекин унинг ёди тириклар учун бефарқ эмас-ку. Эҳтимол, она қизини атайлаб шуни аниқлаб келиш учун Тошкентга юборгандир…
Хотира майдонида темир “дафтар”ларда қатор-қатор номлар ёзиб қўйилган бўлса, беихтиёр бу исм-фамилияларнинг ҳар бири бир инсон эканини ўйлайсиз, улар орасидан ўзингизга таниш, қалбингизга яқин, қони қонингизга туташ кишиларни қидирасиз ва топасиз ҳам…
Хуллас, Ўзбекистоннинг хоҳлаган шаҳари, исталган қишлоғи ёхуд овулидан келган одам бу ерга кириб, қай бир яқинининг муборак номини топади, албатта. 1999 йил 9 майидан эътиборан бу майдон мамлакатимиз фуқароларининг қалбига яқин, ўтганлар руҳи ёдга олинадиган, дуолар ижобат бўладиган гўшасига – муқаддас маконга айланди. Шундан буён бу ер – зиёратчилар билан гавжум.
Ҳозир барча минтақаларимиз, кўплаб шаҳарларимиз ва туманларимиз марказларида ҳам шундай хотира майдонлари барпо этилди, бу хайрли иш изчил давом эттириляпти.
Ўзбекистон Республикасининг Биринчи Президенти Ислом Каримовнинг: “Хотира ва қадрлаш деганда биз, аввало, ўзимизни инсон сифатида англашни, одамийлик фазилатларини улуғлашни назарда тутамиз”, – деган қимматли сўзлари замирида ана шундай моҳият ётибди.
Мамлакатимизда Хотира ва Қадрлаш куни умумхалқ байрамига қизғин тайёргарлик кўриш ишлари бошланиб кетди. Шу йилнинг 4 апрель куни Ўзбекистон Республикаси Президенти Шавкат Мирзиёев “Иккинчи жаҳон уруши қатнашчиларини рағбатлантириш тўғрисида”ги Фармони ҳамда “Хотира ва Қадрлаш кунига тайёргарлик кўриш ва уни ўтказиш чора-тадбирлари тўғрисида”ги Қарори қабул қилинди.
Мазкур Фармонда 1941 – 1945 йиллардаги Иккинчи жаҳон уруши қатнашчилари ва ногиронларининг ҳар бирига 2 миллион сўм миқдорида бир марталик пул мукофоти бериш кўзда тутилган. Ушбу пул мукофотлари Иккинчи жаҳон уруши қатнашчилари ва ногиронларига тантанали ва байрамона вазиятда топширилади.
Фармонда, шунингдек, Қорақалпоғистон Республикаси Вазирлар Кенгаши, вилоятлар ва Тошкент шаҳри ҳокимликларига Маданият, Мудофаа, Ички ишлар вазирликлари, Хотин-қизлар қўмитаси, “Камолот” ёшлар ижтимоий ҳаракати, Бадиий академия, Республика Маънавият тарғибот маркази, “Нуроний” жамғармаси, “Маҳалла” хайрия жамоат фонди, бошқа нодавлат нотижорат ташкилотлар билан биргаликда Ватанимиз озодлиги ва шаъни-шарафи ҳимоячиларига бағишланган махсус учрашувлар ва маърифий-бадиий кечалар ўтказиш вазифаси ҳам топширилди. Ҳозирги кунда жойларда бу борада турли-туман тадбирлар, учрашувлар ва хотира кечалари бўлиб ўтмоқда.
Бундан ташқари Фармонда белгиланганидек, шаҳримизда истиқомат қилаётган Иккинчи жаҳон уруши қатнашчилари ва ногиронларининг 300 нафарга яқинига енгил автомобилларни имтиёзли харид қилишга оид сертификатлар тақдим этилган бўлиб, шу кунларда эл-юрт эъзозидаги фахрийларимизга уларнинг хоҳиш-истакларига мувофиқ “Дамас”, “Ласетти” русумли ўзимизда ишлаб чиқарилган автомашиналар Тошкент шаҳар ҳокимлиги мутасаддилари, туманлар ҳокимлари, “Нуроний” жамғармаси ҳамда “Маҳалла” хайрия жамоат фонди шаҳар бўлимлари раҳбарлари, “Камолот” ЁИҲ етакчилари, маҳаллалар оқсоқоллари иштирокида тантанали равишда топширилмоқда.
Иккинчи жаҳон уруши тугаганига 72 йил тўляпти. Бу бир инсоннинг ўртача умрига тенг. Орамизда шу ёшдан катта бўлганларгина уруш даврини кўрган. Бироқ, ғалабага эришилганидан кейинги йиллар осон кечди, деб ўйлайсизми? Ёки бу жангу жадаллар асоратлари бир умр одамлар қалбида чандиқ бўлиб қолмадими? Ким ҳам урушда ҳалок бўлган жигарини унута олади?
Инсон бор экан, хотира – муқаддас. Ҳеч ким, ҳеч нарса эсдан чиқмайди. Халқ бугунги тинч-хотиржам замонни асраб-авайлаш, қадрига етиш учун ҳам урушни, унинг қаҳрамонларини, ғалабага муносиб ҳисса қўшган ҳеч бир кишини хотирасидан фориғ қилмайди.
Ўзбекистон Республикаси Президентининг “Хотира ва Қадрлаш кунига тайёргарлик кўриш ва уни ўтказиш чора-тадбирлари тўғрисида”ги Қарорида алоҳида таъкидланганидек: “Хотира – кечаги ўтмишни, аждодлар ўгитини, миллий меросимизни англатиб турувчи муқаддас китоб зарварақларидек ҳаётимизни ёритиб туради. Қадр – инсонни юксакликка кўтаради, унинг фаолиятига, орзу-интилишларига, мақсад-маслакларига олижаноблик бағишлайди”.
Ушбу қонуности ҳужжатида мамлакатимизда Хотира ва Қадрлаш кунини, Иккинчи жаҳон урушининг ҳар бир қатнашчиси, фронт орти меҳнат фахрийлари ҳамда мустақиллик йилларида хизмат бурчини бажариш чоғида ҳалок бўлган ҳарбий хизматчилар ва ҳуқуқни муҳофаза қилиш органлари ходимларининг хотираси олдида ҳурмат бажо келтириш, юртимизда меҳр-оқибат, ҳамжиҳатлик, инсонийлик, бағрикенглик ва хайр-саховат муҳитини янада мустаҳкамлаш, ёш авлодни миллий анъаналаримизга садоқат ва умуминсоний қадриятларга ҳурмат руҳида камол топтириш ҳамда бу муқаддас айёмни юксак савияда нишонлашга қаратилган Дастур маъқулланган.
Жумладан, ёлғиз ва кам таъминланган Иккинчи жаҳон уруши қатнашчилари турар жойи ва уй хўжаликларини таъмирлаш, ободонлаштириш ҳамда ўз уй-жойига эга бўлмаганларига турар жой ажратиш бўйича тегишли чора-тадбирларни амалга ошириш белгиланган. Мамлакатимизнинг турли минтақаларида истиқомат қилувчи 1941 – 1945 йиллардаги Иккинчи жаҳон уруши қатнашчилари ва фронт орти меҳнат фахрийлари вакилларининг Тошкент шаҳрида бўлиб ўтадиган маросимларга темир йўл ёки автомобиль транспортида келиб-кетиши, меҳмонхоналарда жойлашиши, овқатланиши, маданий ҳордиқ чиқариши ҳамда зарур ҳолларда кийим-кечак билан таъминланиши ҳам кўзда тутилган.
Давлат тарафидан кўрсатилаётган бу ғамхўрликларнинг бари мазкур умумхалқ байрами мазмунидаги қадрлаш моҳиятининг амалий жиҳатини яққол намоён этади.
Кунлар кунларни, йиллар йилларни қувиб, бу кўҳна чархи фалак шу сирли коинот яралганидан бери айлангани-айланган. Айни шу инсоннинг абадий – боқий эмаслиги онг-шууримизда хотира деган тушунчани пайдо қилган бўлса, ажаб эмас. Негаки хотирагина ўтганларни эслаш, бугунни кечанинг ёди билан тўлдириш, яъни уни янада бойитиш имконини беради. Хотира ва қадрлаш тушунчалари – моҳиятан бир-бирига чамбарчас боғлиқдир. Байрамни янгича номлашда улар ўртасидаги ана шу узвийлик асос қилиб олинган.
Хуллас, ушбу умумхалқ байрамининг янгича талқини туфайли хотира ҳам, қадрлаш ҳам миллий онгимиздаги оҳорий, муайянлашган фалсафий тушунчага айланди.
“Фалсафанинг бош муаммоси нима?” – деган савол, қарийб, башарият яратилганидан буён кишилар баҳсу мунозарасига сабаб бўлиб келаётгани ҳеч кимга сир эмас. Бу мунозарани қандай давом эттириш, бугун унга қай тарзда ечим топиш – илмнинг иши.
Бироқ шарқона, содда, энг муҳими, халқона фалсафа шуки, инсон онг-тафаккури учун асосий муаммо – борлиқнинг абадийлигию киши умрининг ўткинчилиги ўртасидаги қарама-қаршиликда мужассам. Хотира – одамларнинг вафотидан кейин ҳам бу дунёда яшаши учун имкон берадиган бирдан-бир макон. Одамлар – ортда қолганлар хотирасида яшашга интилиш илинжи кишини тарбиялайди. Уни эзгуликларга, кишиларнинг бирор-бир корига яраб қолишга, умрни зое кетказмасликка ундайди.
Шундай кишилар тириклигида ҳам қадр топади. Халқ ҳеч қачон яхши фарзандларини эсдан чиқармайди. Халқнинг хотирасиз яшаши асло мумкин эмас…
Хотира ва Қадрлаш куни – дунёқарашимиздаги ана шундай тамоман янги фалсафий ҳодиса. Мустақил Ўзбекистон сиёсатидаги бу фалсафийликни сезмаслик, тан олмаслик, тарғиб қилмаслик мумкин эмас.
Мутаносиблик, миллийлик, инсонийлик, фалсафийлик, рағбат бирлашган жойда ҳаёт дарахти гуллаб-яшнайди. Ҳаёт – ҳамиша ширин. Байрамлар инсоннинг қалб торларини черта олиши билан ҳаётни янада ширинроқ қилади, одамларни элу юртни кўпроқ севишга ундайди, оламда меҳр-мурувват, ҳурмат-эътибор, қадр-қиммат ва оқибат уруғларининг кўпроқ сочилишига ҳисса қўшади.
Пойтахтнинг Хотира майдони зиёрати кишида камида ана шундай ҳис-туйғулар, фикр-ўйлар уйғотади.
Энди кимки инсонлигини эсга олмоқчи, умрнинг ўткинчилигини, бир лаҳза бўлсин, дилдан ҳис этмоқчи, ҳаётини бекорга ўтказмаслик, Ватанга қўлдан келгани қадар фидойи-ларча хизмат қилиш фикрини мустаҳкамламоқчи бўлса, шу пок руҳлар кезиб юрган муқаддас маконни зиёрат қилсин.
Тўрдаги мотамсаро она – Ватан рамзи. “Сен доимо қалбимдасан, жигарим!” – деган сўзларини она гўё Ватан бўлиб, халқ бўлиб айтаётгандек…
Шундай қилиб, истиқлол йилларида байрамларимизга муносабатимиз тубдан янгилангани орқали миллий онгимиз, инсоний тушунчаларимиз, фалсафий оламимиз бутунлай ўзгараётгани, XXI асрга тамоман бошқача руҳий-маънавий дунёқарашимиз билан кириб келганимизни пайқаш қийин эмас.
Хотира ва Қадрлаш кунини муносиб нишонлашдан кўзлаган бош мақсадимиз – Ватан ҳимоячиларини хотирлаш, орамиздаги фидойи инсонларнинг, тинчликнинг қадрига етиш, урушни қоралаш, тинч-осойишта яшаётганимиз, турмуш фаровонлигини таъминлаш учун тер тўкиб, унумли меҳнат қилаётганимизнинг шукронасини қилишдан иборат.
Бу ҳар қандай кишини маънан рағбатлантиради, уни яшашга, яратишга, элу юртга садоқат ва қатъият билан хизмат қилишга ундайди.

Peace and tranquility are the foundation of all our achievements
At the initiative of President Islam Karimov, May 9 – Memory and Honor Day is widely celebrated in our country as a national holiday.
Honoring the memory of ancestors, a manifestation of special respect and attention to the representatives of the older generation, who have made a worthy contribution to the peace and development of the country, remain one of our national values. Day of Memory and Honor, which is widely celebrated by the initiative of the head of our state, is also embodies these noble principles.
On this holiday we remind once again, at the expense of which hardships and difficulties we achieved peaceful and quiet life, well-being and prosperity, more deeply aware of the importance of independence, peace and tranquility prevailing in our country.
Securing a prosperous life of the older generation, strengthening their health, creating the necessary conditions are in the focus of constant attention of our state. Decree of the President Islam Karimov “On the promotion of the participants of World War II” dated April 18 this year, is another sign of honoring veterans. In accordance with this decree war veterans in a solemn atmosphere were handed cash rewards and holiday gifts.
May 8. Metropolitan area of memory is crowded more than ever. Veterans of war and labor, senators and deputies, members of the government, militaries, members of the public are gathered on the square.

President of Uzbekistan honored the memory of our compatriots who perished in World War II.
– In these days, in all the cities and villages of our country, in every family, everyone, all of our fellow citizens widely celebrate May 9 – Day of Memory and Honor, 71st anniversary of the Victory over fascism in the Great Patriotic War, Islam Karimov said in an interview with the media. – It gives me great pleasure to congratulate our veterans who have shown courage and heroism in winning this great victory, our compatriots, who selflessly worked in the home front, and wish them health and long life.
It is a duty and honor for all of us to pay tribute to those who in the name of the current peaceful life and a clear sky fell on the battlefield.
Today, being present in this square of Memory, which has become a sacred place for our people marking Victory Day, reached in the bloodiest war in the whole history of the world, which led to innumerable victims, sorrows and suffering, it should be emphasized that despite the lapse of many years, there is no person in our country who has forgotten the brutal war and its consequences.
This date, which will remain in history as a memorable day, the fact that among the thousands and thousands of people of different nationalities who have shown courage and perseverance in the conquest of the victory over fascism, there were many of our fellow citizens, our fathers and grandfathers, many of whom have not returned from the war, 338 of our compatriots were awarded the title of hero, thousands – were awarded military orders and medals – all of this, of course, fills our hearts with pride.
However, when it comes to the contribution of our people in the struggle against fascism, we are reminded again and again to the immeasurable loss that will always remain an open wound in our hearts.
In this regard, I think it is appropriate to cite the following figures.
Uzbekistan had a population of about 6.5 million people at the beginning of the war, of which 1.5 million have participated in the war. If we consider that more than 500 thousand of them were killed on the battlefields, many returned as disabled, and many – are missing, it is self-evident how expensive was the cost of the victory for us, the President of our country noted.
Magnanimity, generosity and humanism of any people are tested not only in relation to their loved ones, but also to other people, on whose lot sorrows and suffering have fallen, obviously revealed in an effort to provide them help and care.
Compassion and mercy – this is the most noble qualities of our people. Our compatriots have taken nearly one million evacuated children, women and old people. They shared with them the last piece of bread and shelter, have shown the goodness and mercy to them, saying, “You are not an orphan”, which was a high expression of the best human qualities of generosity and nobility of our people.
Man, people are alive and eternal thanks to the historical memory, Islam Karimov said. To honor the memory of fallen heroes, give them a tribute – anciently inherent quality of our people. We are indebted to the people who fell on the battlefield in the name of Motherland, for the sake of bright days of future generations, especially in front of the veterans who are still alive, who are worthy of all respect and reverence.
History – This is a memory, the veneration of the glorious deeds of their ancestors, their heroism, the ability to draw the right conclusions from the past.
Given all this, 17 years ago, in our country we announced May 9 as a Day of Memory and Honor, created Memory squares in our capital Tashkent, the Republic of Karakalpakstan, regions and districts, established in these squares monuments of Sorrowful mother. In other words, in this title are the bright reflection of the two complementing each other, inextricably linked noble concepts like memory and reverence.
Over time, life itself confirms how right our decision was. It has become a good tradition of our people to visit these places, providing respect for memory of the fallen. Our people that experienced all the hardships and sufferings of the most terrible and cruel war in the human history, has always lived with one thought: let this evil never happen again. Our compatriots are always asking the God for only one thing: we need peace and quiet.
This desire is deeply rooted in the minds of our people, who has seen a lot in his life, and each of us is clearly aware of the nature and importance, the value of peace and tranquility.
Meanwhile, contradictions and confrontations more and more exacerbated in the world, bloody clashes in the near and far abroad are extremely serious threat and a danger to peace and stability, which disturbs our people.
In neighboring Afghanistan there has been an unstable situation for over 35 years. The growing threats such as extremism, terrorism is a concern of our fellow citizens.
Such a complex and dangerous situation, difficult times, of course, require all of us to always be vigilant and careful, said the President of our country. The motto “Our house – we should take care of it!” today is relevant more than ever. To avoid still encountered indifference and carelessness, the most important thing – to live with a sense of belonging to the events taking place around – is our duty.
Such a difficult time requires from our state and our society to strengthen security, prevent any aggression against our country, necessary measures to ensure the integrity of our borders, protection of the peaceful life of our people.
In this regard, we believe the best decision that in the current difficult situation, we have legislated policies to further enhance the capacity of the Armed Forces of the Republic of Uzbekistan, the Non-Aligned Uzbekistan to any military blocs, to avoid placing on the territory of our country’s military bases of other countries, visit our troops outside of the country, Islam Karimov said.
You’re a bit of time to a wide and solemn celebration of the 25th anniversary of independence of our country.

It is our own thinking in a new way boys and girls who have mastered contemporary knowledge and professions, capable to take responsibility for tomorrow, to show their potential and opportunities, Islam Karimov said.
Long-term goals and objectives well-planned by us today, including a double increase of GDP of our country by 2030, all of us reinforces our confidence in the future. They were boys when they went to battlefields to protect the peaceful sky, freedom and happiness of thousands of families. Many of the soldiers didn`t return, and today units among us. But always the key words delivers fr om generation to generation – the memory is sacred.
On the eve of Remembrance Day and honor celebrations held in the country. The youth with their mentors come to the Eternal Flame in the heart of the capital and regional centers. In the glow of the fire – a symbol of memory – as if the time reflect losses and new hopes, the names of heroes live forever.
In the years of independence Uzbekistan pays special attention to the support of socially vulnerable layers of the population, in particular, the elderly, people with disabilities, single pensioners, veterans of war and labor front. The President’s Decree “On additional measures on social protection of single pensioners who need of constant care” of 27 May 1991, “On measures to strengthen social support for pensioners” fr om September 17, 2007 and other documents are the legal framework .
Continue of legislative work on improving the system of social support and pension provision for old age persons, which aimed to improving their lives, providing them with high-quality social services, reflected in the State program “Year of attention and care for the older generation.” The decree “On the promotion of the participants of World War II” released on April 18, 2016, which picked up the implementation of major reforms. Thus, according to this decree, every participant of events of 1941-1945 will allocate 800 thousand sums.
Programs to improve the health of grandparents is in action. Every year, every veteran of public funds can visit the resort. At their disposal are 37 health centers where the necessary conditions for the recuperation of war veterans and labor front. Everywhere conducted medical checkups.
According to the Fund for Social Support of Veterans “Nuroniy” in Uzbekistan in 2214 participants of the Second World War and 54600 – the labor front. Visited and presented gifts to citizens, past the difficult times, the fund’s experts, together with representatives of the CCA “Vatanparvar”. Visitors from mahallas and ODM “Kamolot” also become welcome guests in the homes of the elderly.
Employees Fund “Nuroniy” together with a number of organizations have taken care of cultural leisure, war veterans and labor front. In the Palace of “Turkistan” gala concert will be held for them. Under the slogan “Nobody is forgotten,” kicked off the event, wh ere the characters address words of gratitude.
Within the framework of the traditional meetings between the two generations, veterans are invited to schools, colleges and high schools, higher education institutions. In the complex Bolo Hovuz of Bukhara there was a meeting with a member of the Second World War, Ahmad ota Muhsinov. 97-year-old elder from mahalla Mukhtar Ashrafi told students and foreign tourists which located in the city about his experiences and events of the Second World War, the heroism of fellow comrades. He remembered the heavy and difficult years. Ahmad Ota said that we have to preserve the piece prevailing in our country.

The feat of participants of the Second World War in the fight against fascism, will be remain in posterity`s memory forever. This confirms the attention of state and society, by which our veterans are surrounded. This is a warning to future generations – there is nothing more precious than peace, and clear skies overhead.
Today, the Labour veteran Valentina Tultsevaya is already 102 years old. She remembers her childhood and how began the most terrible events of the last hundred years – the Second World War.
Valya was born in 1914 in the north of Russia. Her childhood and adolescence passed in cold lands. It was hard: a girl has known hunger, and often froze in light, not wearing winter clothes. In 1932 they moved with her family to Tashkent.The Sunny city seemed the best place in the world. As if not the war…
– Our family consisted of five persons, Valentina Vasilyevna remembers. Her mother died early, her father worked all day, and then he was paralyzed, and we, the children, had to take care of him ourselves and cope with the housework. The large family struggled to survive the winter in the cold, and that’s decided to move to the warmer place. By that time I was already married. My husband and I lived be heart and soul to one another. But, it lasted not so long …
Valentina’s husband was taken to the front in November 1941 directly fr om military service. In February 1942 Valya saw him for the last time when -, he died in the Battle of Stalingrad. A soldier from their command sent a letter with the names of guys from Tashkent, who did not return from the war. I was alone with a six-year old son, and since that time I didn’t marriage.
– All my life I loved him alone, V. Tultseva said sadly. – So I did not tied my fate with anyone. I brought my son Victor up. Until the last days he was waiting for reports from the front with the words: “to know how the war is over”, but did not live, he died in October 1942. I worked in the capital of military-grocery store all the war. After the victory I moved to a plant, which was called as tube plant at that time, wh ere I worked for 18 years until my retirement.
After retiring, Valentina Vasilyevna continued to help others: sat with nieces and nephews, admonished grandchildren, until I was on my feet, visiting the elderly in the charity homes, bringing them food and supporting as much as possible.
– Granddaughter takes care of me – she says. – My legs were ill, but I still try to move independently, albeit with crutches.
– While watching movies, it’s so horrible, and yet how many actually died in that war! Thank you to our forefathers, because thanks to them today we have a peaceful sky over our heads, that neither we nor our children will not have seen the terrible battles and deaths, Natalya Dimchets, granddaughter of Valentina says. – I have two grown daughters, two grandchildren, one of which this year has already graduated from college. Together, we help grandmother, she was alone. In our mahalla “Shark Yulduzi” nobody forget about her and always comes to visit and congratulate on holidays and support. In 1995 and 2015 by the decrees of the President she was awarded memorable jubilee medals “50 Years of Victory over fascism in the war of 1941-1945.” and “Jahon Ikkinchi urushidagi Galabaning 70 yilligi”.
Action of kindness and mercy
The kindness and mercy action has been conducted in the Tashkent Republican boarding house of war veterans and labor in connection with the celebration of May 9 – the Day of Memory and Honor.

The order of purchasing discount tickets by veterans was determined
Resolution of the Cabinet of Ministers approved the Regulations on the procedure of granting the right to free travel on the railway transport and reduced fare on air transport to veterans of war and labor front of 1941-1945, who are going to health establishments of the republic, according to www.norma.uz.
The document shall provide the right for free travel on the railway transport, as well as benefits in the form of a discount of 50% of the cost of travel by air transport there and back once a year for veterans of war and labor front of 1941-1945, who are going to health establishments of the republic.
Veterans with a disability group I also have the right to purchase a ticket for a reduced fare for one accompanying person.
Tickets for the price reductions granted to veterans through authorized units of “Uzbekistan Railways” SJSRC and “Uzbekistan Airways” NAC.
To get a ticket veterans should submit to the appropriate box office copies of passport, tickets to the health establishments of the Republic, issued by the district (city) center for the promotion of employment and social protection, copies of identity documents or a war veteran to participate in the work on the labor front in 1941-1945.
Veterans awarded with memorable jubilee medals
Various enlightenment events and meetings of generations with the participation of the Second World War and labor front veterans being held in the framework of the execution of Presidential decree signed on 26 March 2015 about the preparation and conduct of a national holiday – Day of Memory and Honor, in all regions of our country.
One of such events under the motto “Feat, Duty, Firmness” was held in the Central Recreation Park named after Ghafur Ghulom. Islam Karimov signs decree on rewarding World War Two veterans
The President of Uzbekistan Islam Karimov signed a decree on rewarding the participants of the World War Two (1941-1945) on 18 April 2016.
The decree was signed in connection with the Day of Memory and Honor, marked on 9 May, and the 71st anniversary of the victory over fascism, as well as rewarding participants and disabled people of the war.
In line with the decree, the war veterans will receive a one-time remuneration for 800,000 soums.
The decree said that the State Budget will cover related expenses.

Passing glorious traditions
The Central Council of Veterans Affairs under the Ministry of Defense has conducted an active work on educating military personnel in the spirit of high military-patriotic and moral qualities.
Recently, a large group of veterans of the Armed Forces took part in the meeting of generations, held at the State Museum of the Armed Forces of the Republic of Uzbekistan. Cadets of higher military educational institutions, academic military schools, students, members of military families were invited to the event.
The veterans have shared with the audience their experience of military service in an informal atmosphere. A similar event was held in the library of Tashkent higher military command school. Veterans, awarded orders and medals of the Republic of Uzbekistan, many of whom have studied here, willingly have told about martial way.
More than 200 spiritual and educational events, meetings and round tables with participation of veterans of war and labor were held in military units and institutions of the Ministry of Defense in 2015. Over 1,450 meetings were held with students of academic lyceums and professional colleges, as well as orphanages.

About 6,200 war veterans receive memorable jubilee medals
About 6,200 veterans of war and labour front of 1941-1945 received memorable jubilee medals “Ikkinchi Jahon Urushidagi Galabaning 70 yilligi” (the 70th anniversary of victory in the World War II), the press service of the Ministry of Labour and Social Protection of Population said.
President of Uzbekistan Islam Karimov signed a decree “On awarding memorable jubilee medal “Ikkinchi Jahon Urushidagi Galabaning 70 yilligi” of war and labour veterans of 1941-1945” on 19 February 2015.
According to the decree, the medal is awarded World War II veterans, awarded with various medals and orders for their contribution in the war and hard work in rear in 1941-1945.
In line with the data of the Uzbek people, the medals were handed over to 6,194 veterans of the war and labour from of the World War II.

Tour for veterans
These days, a group of veterans living in the Republican boarding house for war and labor veterans, visited the village “Zangi-ota” and visited the mausoleum, according to the Ministry of Labor and Social Protection of Uzbekistan.

Published twice a year since 2007 in French and English. The magazine highlights the significant diplomatic life in Geneva, cultural and humanitarian activities and economic nature, carried out within the framework of the diplomatic community to promote international cooperation. The publication includes illustrated material about the unique historical and cultural heritage of the Uzbek people, achievements of the country during the years of independence, trade, economic, industrial and tourism potential of our country. The publication notes that Uzbekistan – is a dynamically developing multi-ethnic and multi-confessional state in Central Asia, which is characterized by its ancient history, rich cultural traditions, hospitable, highly educated population, a wealth of natural resources. At the same time it stresses that there are processes in the country’s political and economic modernization and liberalization. Specifically referring to the democratic and institutional reforms in the country, Diplomatic News tells about the development of a bicameral parliamentary system, strengthening the role of political parties, improvement of the electoral system, the active participation of women in the political life of the country.
It is emphasized that in the period fr om December 2014 to March 2015 in Uzbekistan had a very important process of renewal of democratic institutions. The Ministry of Labor and Social Protection of the Republic of Uzbekistan hosted a press conference dedicated to the priority areas of the agency. It was attended by heads and senior officials of the Ministry and representatives of the national media.
At the event, it noted that the priority of the Ministry of Labor and Social Protection of the current 2015 is the implementation of the tasks set in the State Program “Year of attention and care for the older generation”.
In particular, within the framework of this program, ason April 1, 2015 more than 17,5 thousand single elderly, pensioners and disabled persons who have expressed a desire to use social services, services provided by social workers.
All single pensioners and the disabled at the expense of charities provided financial assistance amounting to more than 1 billion soums. They also underwent medical examinations, the results of which need to get treatment in the outpatient, inpatient, as well as at home.
According to the organizers, for the first quarter of this year, the disabled need free of charge provided with technical means of rehabilitation, including 642 disabled provided with wheelchairs, 272 people – hearing aids, 117 – crutches and 389 disabled – canes.
In addition, 615 veterans of war and labor front are provided with vouchers for recuperation. 8670 elderly and disabled received spa vouchers to the sanatorium of the Ministry of Labor and Social Protection of Uzbekistan.
Mahalla: good works continuing

It was noted that since the beginning of the year for the purpose of implementation of the State program “Year of attention and care for the older generation” and the planned measures for 2015 to do some work. Particular attention is paid attention to the provision of elderly people, material and moral support of the veterans of war and labor front, single elderly, pensioners and people with disabilities, low-income families. In particular, the 109 participants in the war of 1941-1945 got TVs domestic production. President of the Republic of Uzbekistan Islam Karimov visited Moscow on May 8, 2015, at the invitation of President of the Russian Federation Vladimir Putin and took part in the Commonwealth of Independent States meeting of heads of state as part of the events occasioned to the seventieth anniversary of Victory over fascism in the Second World War.
In his speech, Uzbekistan’s leader said that we will always remember the inimitable courage, heroism and resolve of all those who defended the peace and freedom on Earth in the battlefields at the price of their lives.
Islam Karimov stressed in particular that Uzbekistan made its input into the Victory over fascism in World War II. Out of the 6.5 million people living then in our republic 1.5 million went to the combat zone. If we take into account that around 500 thousand of our fellow countrymen, another thousands disappeared without trace, myriads returned maimed, it would be easy to imagine what price the Uzbek people had had to pay in that war.
Today, with infinite gratefulness do we recall the selflessness and nobility of the people of Uzbekistan who, notwithstanding all the predicaments and thorny days of the war years, shared their dwelling places and the last slice of bread with those 1 million people evacuated from occupied territories, including about two hundred thousand orphans, children and teenagers.
In order to perpetuate the memory of the fallen and those compatriots who did not return from the war, their names were inscribed with golden letters in the Books of Memory set up across the entire Uzbekistan.
The year 2015 was announced as the one of Attention and Care for the Senior Generation in our country, and a national program was approved that envisages implementation of solid practical measures to bolster the targeted social protection of and support for the elderly people, first and foremost the veterans of war and labor battlefields who made a worthwhile contribution to the Victory over Nazism.
As Islam Karimov underscored, jubilee festivities dedicated to the seventieth anniversary of Victory are held currently throughout Uzbekistan with the participation of wider public of the country.
What is crucial today is to extract essential lessons from that war, that bloodbath, Uzbekistan’s leader put it. On the eve of the Day of memory and honor, recalling the heroism and bravery of our ancestors on the fronts of World War II and labor feats committed in the rear, you can not forget about those who despite his young age has gone through all the hardships and horrors of that time, who remembers war years. Those who, having overcome the difficulties and hardships, he lived a decent life and to this day continues to work for the prosperity and welfare of our country.
IA “Jahon” wants to tell today exactly about such a man. He is Buribekov Akram Akhmedovich, labor veteran, who served for many years and continues his career in the Ministry of Foreign Affairs of Uzbekistan, carrying out translations of international agreements, treaties and other legal acts of the Republic of Uzbekistan into the state language.
– When World War II began, I was in the fifth grade – says Akram Akhmedovich. – Long before that I became an orphan and lived with my grandmother. It was not easy, but with the beginning of the war, it became very difficult. Bread and scarce products were issued on cards. Workers had 800 grams of bread a day, all the rest – 400.
However, that harsh life, malnutrition, suffering and grief around did not break my perseverance in gaining knowledge. Maybe subconsciously trying to get away from the realities of the time, I put all my strength into the study, trying to learn new as much as possible, to understand complicated things. This diligence has allowed me to finish school with a gold medal.
The big role in becoming an English teacher played Togunova Valentina Nikolayevna. She was evacuated from Leningrad. Seeing my desire and the desire for knowledge, she advised me after graduation to go to Leningrad to enter university. So, I joined the faculty of oriental languages at Leningrad University, after which in 1952 he returned to his native land.
These days are far behind, but today I am thankful for the bumpy ride and the people whom I met him.
Today, when our country is making strides toward building a democratic state with a strong civil society and the social market economy, when above us shines bright sun on the peaceful skies for our children and grandchildren created opportunities in education, in business and creativity, I wish the younger generation always keep up with the times. This means never stop and to improve their knowledge and skills, discover new trends and areas to share their experiences with others.
Knowledge – is the greatest wealth, because through them one can achieve all the necessary to contribute to the development and prosperity of the motherland. Society is constantly progressing, and for its full development needs specialists who are constantly working on themselves, multiply your intellectual capital.This is particularly important for diplomats, because from them depends largely on the effectiveness of international cooperation, the development of trust and fruitful relations between states and peoples.

The seven principles of helping people

Postage stamps dedicated to the 70th anniversary of the Victory in World War II
On April 15, series of postage stamps of the special issue dedicated to the 70th anniversary of the Victory in World War II were put into circulation, according to the press service of JSC “O’zbekiston pochtasi”.
The series is printed in the form of coupling with intermediate coupon and consists of 2 stamps.
Postage stamps are depicted with the sculpture memorial complex “Grieving Mother” and solemn congratulation to war veterans.

Decrees of the President of our country on measures to further reinforce social support for the veterans of 1941-1945 war and labor front, signed 13 October 2014, as well as the one on the encouragement of participants of the war of 1941-1945, inked 6 March 2015, defined new prospects for the manifestation of reverence and esteem for the people of older generation.
In the gracious efforts undertaken on this front, a particular emphasis is placed on the comprehensive use of the rich experience of distinguished aksakals and mothers in bringing up the younger generation. The war veteran Antonina Kolomintseva considers Uzbekistan her Motherland. During the Second World War, Antonina worked as a medical nurse and saved the lives of wounded soldiers.

This day we remember those who remained on the battlefield, who lived a life with dignity and was a participant in peace-building, who brings up great-grandchildren.”, – says participant in the war of 1941-1945 Valentina Myasnikova.

Veteran of the Second World War, 99-year-old Odil-ota Fozilov lives in the Katta Oltintepa mahalla of Mirzo-Ulugbek district of the capital.

The Resolution of the Cabinet of Ministers of Uzbekistan approved measures on implementation of decrees of the President of the Republic of Uzbekistan “On awarding the commemorative medal “Ikkinchi jahon urushidagi galabaning 70 yilligi” to citizens of the Republic of Uzbekistan – veterans of war and labor front of 1941-1945″ and the “Encouragement of the participants of the war of 1941 – 1945″, reports IA UzReport.
According to the document, 6.1 thousand pieces of commemorative medals and their certificates will be produced.
According to the Decree, ministries of defense, interior, the National security service of the Republic of Uzbekistan, Council of Ministers of the Republic of Karakalpakstan, khokimiyats of regions and Tashkent city are entrusted in period from 15 to 25 April 2015 to provide:
– handing commemorative jubilee medals in a solemn ceremony on behalf of the President of the Republic of Uzbekistan;
– together with the Central Bank, non-budgetary Pension Fund under the Ministry of Finance of the Republic and JSC “Uzbekiston pochtasi” make a payment of one-time cash awards to participants and disabled persons of the war of 1941 – 1945 in the amount of 700 000 soums.
In case of death of a person entitled to awarding the jubilee medal or a one-time cash reward on the day of adoption of the Order, anniversary medal or a cash award will be given to family members.

More than 120 veterans enjoyed a course of rehabilitation in the sanatorium “Tavaksai” – Uzbekistan News.
In pursuance of Presidential Decree “On measures on further strengthening the social support of veterans of war and labor front of 1941-1945″, and in the framework of the state program “Year of attention and care for the older generation”, since the beginning of March of this year, war and labor veterans were able to enjoy rehabilitation courses in sanatoriums.
In particular, the sanatorium “Tavaksai” from the beginning of March received more than 120 veterans, the information service of the Ministry of Labor and Social Protection of the Republic of Uzbekistan said.
Compartments and rooms are equipped with necessary auxiliary accessories, as well a special menu developed with regard to the age of veterans.
Between treatments, vacationers have the opportunity to walk and enjoy some fresh air, play board games or watch TV.
One of the favorite places of veterans has become a gazebo with national chairs, where over a cup of fragrant tea older people can discuss the latest news.

Lieutenant Nikolay Smirnov got to the front when he was eighteen-years-old young men in 1943, immediately after the tank school. He commanded a platoon. After retirement, Nikolay Smirnov worked as a teacher initial pre-conscription training in schools of Chilanzar district. He took an active part in various activities on patriotic education of youth. – In our country, in 2015 declared the Year of attention and care for the senior generation, – says Nikolay Abramovich. – I believe that this decision is fully embodied by sighted and very correct policy of our President, aimed at providing comprehensive support to all veterans and elderly people. Each of us feels a sense of care and attention, aware of its importance not only for the family but the entire state and society.
In accordance with the Decree of the President of the Republic of Uzbekistan “On measures to further strengthen the social support of veterans of war and labor front of 1941-1945″ from October 13, 2014 veterans got the opportunity once a year in terms acceptable to them free of charge to pass a health course in 37 health facilities.
– Because we have the opportunity to be treated free of charge in health centers, I would like to express special thanks, – says Nikolay Abramovich. – Every year we with my wife Valentina Nikolayevna take preventive treatment at the Central Military Clinical Hospital of the Ministry of Defense and other institutions designed specifically to support the health of veterans. Thanks to a comprehensive care of the state we managed to keep fit and health, air and enjoy a peaceful quiet life, to take an active part in public life.
Nikolay Abramovich and Valentina Nikolaevna have seven grandchildren and ten great-grandchildren. Its always crowded at the apartment, when the family gathers for the holiday table. On the eve of May 9 veteran invited into schools – to tell young people about the heroes and feats. And he, despite his venerableage, always responds to the invitation. He considers as duty to talk about fighting friends and colleagues that they continue to live in the memory of future generations.
– I want with all my heart to express my sincere gratitude to the leadership of our country for the support and care of veterans and the elderly, – says Nikolay Abramovich. – During the years of independence for us create the best conditions. Upon reaching old age the state pays a decent pension. By the Day of Memory and Honor by presidential decree yearly issued gratuity to participants of the war. In a festive atmosphere, we handed flowers and gifts. Such attention warms, and most importantly – gives us confidence that we need and demand in society.

Veteran of World War II Sayfi-ota Qurbonov living in Muborak mahalla of Samarkand region, believes that a huge concern rendered in our country for the senior generation, is the result of a peaceful and tranquil life prevailing in our country and the government’s wise policy, reports National Information Agency UzA.
The veteran, whose youth fell on the war, worked in various fields of the national economy for many years. Together with his wife raised five sons and two daughters.

According to the report of the press service of the Ministry of Labor and Social Protection, from the beginning of March veterans of war and labor front started visiting sanatoriums using free vouchers they received.
All sanatoriums, which will provide the rehabilitation of veterans of war and labor carried out extensive preparatory work, they prepared facilities for veterans with necessary additional equipment, developed special menus and created conditions for the provision of a whole range of medical and social services.
In addition to treatment, the facilities include recreational programs. In their spare time, vacationers can play checkers and chess drinking a bowl of fragrant tea, watch movies, browse the library for favorite books and, of course, enjoy the performance of variety artists and theater.
President Decrees on Awarding World War Two Veterans

President of Uzbekistan Islam Karimov signed a decree on 6 March on rewarding the participants of the World War Two in connection with the national holiday, Day of Memory and Honor, celebrated on 9 May, and the 70th anniversary of Victory over fascism in the World War Two of 1941-1945.
In accordance with the decree, participants and the disabled of the World War Two will be rewarded with UZS 700,000.
The ministries of finance, labor and social protection, defense, and interior affairs, as well as the National Security Service and the Central Bank have been entrusted with rewarding the veterans at special solemn events.
The Council of Ministers of Karakalpakstan, and the regional and Tashkent city administrations, jointly with various ministries and organizations will hold holiday meetings and events devoted to the defenders of the freedom and honor of the country.
