On International
Conference on «Improvement of interaction of the Republic of Uzbekistan with
international organizations on the issues of human rights and freedom»
October 18, 2007
National Human Rights Centre of
Uzbekistan, Ombudsman of Oliy Majlis of Uzbekistan jointly with the
representative of UNDP Office in Uzbekistan organized an international
conference on «Improvement of interaction of the Republic of Uzbekistan with
international organizations on the issues of human rights and freedom».
The Republic of Uzbekistan carries out the international cooperation in the
sphere of human rights with the universal and regional international
organizations such as UN, OSCE, UNICEF, ILO, UNESCO, as well as with the
international nongovernmental organizations and funds.
Uzbekistan ratified all six basic international treaties of the United
Nations on Human rights: International Pact on Civil and Political Rights;
International Pact on Economic, Social and Cultural Rights; International
Convention on elimination of all forms of racial discrimination, Convention
on the rights of child, Convention on elimination of all forms of
discrimination against women; Convention against torture and other cruel,
inhuman or degrading treatment or punishment, as well as presents national
reports to the conventional bodies of the United Nations on a regular basis.
For this moment Uzbekistan prepared 18 reports on implementation of the
international treaty on human rights.
One of the biggest achievements of independent Uzbekistan is the creation on
the recommendation of the international organizations of institutional
structure which provides monitoring and control over the issues of human
rights. In 1995-1996 new independent and effective institutes in the field
of protection of human rights have been created in Uzbekistan: Ombudsman of
the Oliy Majlis of the Republic of Uzbekistan, Institute of monitoring of
current legislation, National Human Rights Centre of Uzbekistan. In the
following years the process of creation of special structural divisions on
protection of human rights in various ministries and departments of the
Republic of Uzbekistan was proceeded: in the General Prosecutor’s Office,
Ministry of Justice and Ministry of Internal Affairs.
Each of national institutes on encouragement and observance of human rights
by means inherent in them and methods are participating in providing of
realization of international obligations of the Republic of Uzbekistan in
the sphere of human rights, based and cooperating with the international
organizations.
During the years of independence, Uzbekistan carried out cooperation with
the international organizations in sphere of human rights in the following
forms: presenting of national reports on fulfillment of international
obligations; technical assistance and support in promotion and encouragement
of policy on protection of human rights; exchange of information on human
rights problems and paths of their solution; support and assistance in
education in the sphere of human rights. During this period good experience
have been gathered and this conference gives opportunity not only to
evaluate all this efforts, but also to define the further directions of such
cooperation.
Deputy Minister of Foreign Affairs S.Minovarov, Director of the National
Human Rights Centre of Uzbekistan A.Saidov, Ombudsman of the Oliy Majlis of
Uzbekistan S.Rashidova, Head of representation of UNICEF Reza Hossayni,
Coordinator of the ILO/IPEK project in Uzbekistan S.Rahimova made the
speeches at the conference. Interesting and fruitful dialogue on the
problems and ways of the further development of cooperation on human right
took place between institutions on human rights of the Republic of
Uzbekistan and representatives of the international organizations and
diplomatic corps.
