Further deepening of reforms in housing and
communal services is one of the priorities in the realization of economic
state program in 2007.
The joint session of the Committee of the Senate on legislation and judicial
issues and Kengash of People’s deputies of Tashkent city was held in
Tashkent city municipality, where results of monitoring of the activity of
fellowship of private estate proprietors.
As President of the Republic of Uzbekistan I.A.Karimov indicated in his
speech during the session of the Cabinet of Ministers, dedicated to the
results of social-economic development of the country in 2006: “It necessary
again and again to evaluate critically those processes, which occurs in
housing and communal sector, expose existed serious problems in this
important sector”. Successful implementation of state policy in the sphere
of housing and communal services mainly depend on realization of the Law of
the Republic of Uzbekistan “On fellowship of private estate proprietors” and
other legal acts, which regulate the relations in the sphere of formation
and activity of fellowship of private estate proprietors in multi-apartment
building as voluntary association for joint management and keeping
maintenance, safety and construction of the housing fund.
In order to study of the status of implementation of the requirements of
indicated Law on places, study the reasons of existed problems, as well as
determination of measures on effective organization and all-round support
for the activity of fellowship of private estate proprietors by the
Committee of the Senate on legislation and judicial issues jointly with
Kengash of People’s deputies of Tashkent city monitoring was held in all
districts of the capital in March.
The results of monitoring demonstrate, that by ensuring the tasks indicated
in legal acts for improving communal services in Tashkent city the concrete
work to organize and increasing the effectiveness of the activity of
fellowship of private estate proprietors. In all districts of the city the
work was completed on reorganization of the activity of fellowship of
private estate proprietors, number of which by 1 January 2007 reached 2086.
For the development of the competitive sphere in service of communal sector
96 alternative service companies are also created.
It was also indicated, that implementation of the activities indicated in
the agenda for 2006 was completed in the sphere housing and communal
service. Particularly, fully reconstructed 79 multistoried houses, 32 boiler
houses, 40 km. of worming, 25 km. of gas and 8,7 water mains.
At the same time, the monitoring shows that there are some imperfections in
the activity of fellowship of private estate proprietors relating to the
implementation of requirements of the legislation. So, today 475 legal and
natural persons who have the right of property for non-residential premises
in tenement houses which are located in the responsibility of 601
fellowships of private estate proprietors, do not have the agreement with 62
of them. Many fellowships of private estate proprietors do note realize
their legal rights in the issues of using lax credits and loans for
improvement of their financial conditions and development of competition in
offering services in housing and communal sphere, implementing
entrepreneurship activity in indicated limits. Insufficient attention is
paying to the issues of payment of accounts debts for communal services.
In some fellowship of private estate proprietors there are not conditions
for rendering additional services to tenants. There are some cases of not
implementing measures on complaints in time, lands are not measured
according to the regulation.
During the joint discussion of the case by the senators and peoples deputies
they paid big attention to necessity of increasing of responsibility of
district municipalities, state body management, leaders of organizations and
enterprises for organization and development of the activity of fellowship
of private estate proprietors, rendering them all-round support and
assistance.
During the session several proposals and recommendations were said, directed
to solving regional problem by full ensuring the requirements of the
legislation and taking decisions on terminating the existed problems in the
activity of fellowship of private estate proprietors, increasing their role
in deepening reforms in housing and communal sphere.
According to the results of the discussions the relevant decree was adopted.
Senators, deputies of the Oliy Majlis of the Republic of Uzbekistan and
Kengash of People’s deputies of Tashkent city, representatives of the
Cabinet of Ministers of the Republic of Uzbekistan, Supreme Court of the
Republic of Uzbekistan, Prosecutors Office, Ministry of Justice,
“Uzkommunkhizmat” Agency, Institute of Monitoring on legislation at the
President’s office of Uzbekistan, Institute of studying of citizens society,
Ombudsman of the Oliy Majlis of the Republic of Uzbekistan, as well as other
interested ministries, bodies and mass media participated the session.
