 About the Round Table dedicated to Issues of improvement of work with citizens application

 in the Senate of Oliy Majlis (Parliament) of the Republic Uzbekistan

The topic Issues of improvement of work with citizens application was the key subject discussed during the round table organized by the Committee on legislation and judicial legal matters of the Senate of Oliy Majlis (Parliament) of the Republic of Uzbekistan that held on February 14 of this year.


Article 35 of the Constitution of the Republic of Uzbekistan establishes, that everyone have a right individually or collectively to submit applications and proposals, and to lodge complaints with competent state bodies, institutions and public representatives.


Such applications, proposals and complaints shall be considered in accordance with the procedure and within the time limit specified by law. Passed on the basis of the given norm the Law of the Republic of Uzbekistan About citizens applications has fixed guarantees and the mechanism of realization of the constitutional right to submit applications by citizens of our country.


Participants of the round table noted, that the ministries and state bodies, local government authorities, officials carry out the significant work on duly consideration of citizens applications according to the requirements of the Law of the Republic of Uzbekistan On citizens applications. Meantime the reasons and conditions that lead to particular infringements of the rights and legitimate interests of citizens come to light and measures on their elimination are taken. The applicants are informed in writing about the results of consideration of the applications and the decisions taken by the corresponding office.


The shortcomings of the work with citizens’ applications were also discussed during the round table. In particular, it has been noted, that during the study of the mentioned above topic in Tashkent, Surkhandarya and Ferghana regions Khokimiyats (local government authorities) in December 2006, the cases of infringement of Law requirements on terms of consideration of citizens applications, direction of written replies to the applicant, rules of jurisdiction and also the absence of the appropriate control over execution of the decisions accepted as a result of consideration of the application were revealed. Office of Public Prosecutor applied measures of legal influence on several facts of infringement of the norms of the given Law in the specified regions.


Participants of the round table comprehensively and thoroughly discussed the issues related with the perfection of work with citizens’ applications, strengthening the measures of realization of the Law On citizens applications, increase of the responsibility of heads of the ministries and state bodies, local state authorities and officials. The attention has been drawn to the necessity of activization of joint activities of bodies of executive and representative authority, law enforcement bodies and public associations directed on improvement of the process of consideration of citizens application, prevention of infringements of their rights, freedoms and legitimate interests, maintenance of strict execution of Law requirements in these sphere.


During the discussions participants of the round table stated their proposals and approved the recommendations directed on further perfection of the mechanism of realization of the Law On citizens applications, qualitative improvement of forms and methods of work of the ministries and state bodies, local state authorities and officials with citizens applications.


Senators, representatives of the Supreme court, Supreme economic court, General Prosecutor’s Office, Ministry of Justice, Ministry of Internal Affairs, Ministry of labor and social protection of the population of the Republic of Uzbekistan, People's Deputies Local Kengash of Bukhara, Khorezm, Tashkent regions and the city of Tashkent, Institute of strategic and inter-regional researches under the President of the Republic of Uzbekistan, Tashkent State Institute of Law, Academy of the Ministry of Internal Affairs, Civil Society Studies Institute, National University of Uzbekistan named Mirzo Ulugbek, the Center Ijtimoiy fikr, Makhalla Foundation and mass media have taken part in the session of round table.
