ADDRESS by President H.E. Mr. Islam Karimov at the festive ceremony dedicated to the 19th anniversary of Independence of the Republic of Uzbekistan


Dear compatriots!
Distinguished guests!


Today there is a great holiday in our beautiful and blessed land – our people with a big inspiration are marking the nineteenth anniversary of the country’s national independence.

It gives me an enormous pleasure to sincerely and from the bottom of my heart congratulate all of you and in your person our entire nation on this truly greatest and dearest holiday for all of us.

Dear friends!

On the eve of this landmark date we involuntarily recall that how difficult and thorny path our nation has traversed to secure a true political and economic independence, to define its destiny on its own, as well as rightly exploit the natural, economic and intellectual potential of its country.

Whatever complex problems and hardships, whatever serious challenges and threats we had to endure, we didn’t turn back from our chosen path, but firmly and steadily achieved the set goal.

And today, summarizing the outcomes of what was traversed and achieved during the years of our independent development, we have all grounds to assert that how right and solely correct was the decision that we made and the goal that we set nineteen years ago to build a democratic state and open civil society in the country, radically and deeply reform economy, implement a strong social policy aimed at protecting the people’s interests.

The enormous changes in each particular family, truly large-scale transformations taking place in our cities, villages and the country as a whole do serve as a concrete confirmation of the aforesaid.

Our economy and social sphere are seeing their stable and sustainable development with living standards of the population being on the rise.

Uzbekistan, among few states in the world despite negative impact of the ongoing financial and economic crisis, preserves sustainable growth rates.

For over the last two years the growth of the country’s economy made up 9 and 8.1 percent, respectively, and this year this indicator is expected to be in the range of 8.5 percent which cannot but arouse feelings of acknowledgement and respect.

In order to clearly imagine what our country has achieved for over the years of independence, I deem it necessary to bring up the following facts.

In comparison with the year 1990 the gross domestic product of our country grew almost for 3.5 times, and in proportion per capita – for 2.5 times, the size of average salary at the end of this year will account for about 500 US dollars and will increase almost for 14 times.

Yet there is another notable fact, i.e. for over the last twenty years the average life expectancy in our country increased from 67 to 73 years of age. This is a concrete testimony to steadily developing economy, protection of health, growth of well-being of population, as well as a strong social policy aimed at taking a comprehensive care about human.

All of us unambiguously realize the fact that all of this cannot be achieved for over one year or two.

This is the result of persistent and hard work of our people during the years of independence.

And, each and every person, who lives in our land, may rightly be proud of these achievements.

Dear friends!

Our supreme goal is to join the ranks of developed democratic states of the world. In order to make this happen we need to resolve the two key tasks, which are equal in their worth and mutually complementary on their essence and significance.

First, to ensure the worthy level of development of the country and well-being of population through deepening reforms and structural changes in the economy, accelerating the growth rates of socio-economic and technological development.

Second, to continue modernization and liberalization of the country, democratic renewal of political, legal and economic system, and building a strong civil society.

I think, today there is no need to prove that formulation of such responsible goals, which is a logical and natural continuation of our policy being carried out since the early days of independence, requires persistent and tireless work, mobilization of power and energy of the entire nation.

Along with that, implementation of these tasks requires each of us, given ongoing changes in the world, to further raise consciousness and level of our political and legal culture, as well as complicity to everything what is taking place around us. Shortly speaking, one needs to be imbued with a feeling that this beautiful and unique land is my one and only Homeland, and its joys and concerns are my joys and concerns.

When I speak about it, I pin the biggest hopes on forthcoming young generation, on your aspiration by gaining contemporary knowledge and experience through your own persistent work, to rightly become a particular decisive force in the society, who will be capable to take on a responsibility for the nation’s future.

Announcement of 2010 in our country as the “Year of harmoniously developed generation” undoubtedly will become yet another resolute step on the way to implement these particular supreme goals.

I am convinced that our people, who have experienced and endured much, deeply realize that to implement the strategic tasks which stand before us and noble intentions it needs as the apple of an eye to cherish peace and tranquility that reign in our homes, further strengthen the interethnic and inter-religious accord, tolerance in the society, and what is most important, to retain vigilance and stand ready to suppress and neutralize all attempts to provoke seats of tension and confrontation in the region and in our nearest surrounding.

Certainly, achievement of the set goals is inconceivable without further deepening of relations and mutual understanding with our close and far neighbors, as well as comprehensive consolidation of cooperation with the world community. We have always considered such a task to be the most important for us and we shall continue to consistently adhere to his policy.

Taking this opportunity, allow me to welcome the ambassadors of foreign states, representatives of international organizations and our dear guests, who are participating in today’s festive ceremony and sharing our joy, and on behalf of our nation express our deep respect and sincere kind wishes to all our foreign friends and partners.

Dear compatriots!

On this occasion, illuminated with light and bliss, allow me to renew my congratulations to all of you on the holiday of Independence and bow low to the people of Uzbekistan – the creator and maker of all our successes and achievements.

I wish all of you a sound health, happiness, well-being and abundance to your households.

May peace always reign in our country!

May sky over our Homeland be clear!

President opens “Ancient and Eternal Bukhara” monument
August 30, 2010

 
President of Uzbekistan Islam Karimov visited Bukhara on 30 August, where he got acquainted with the newly built Bukhoro Madaniy Markazi (Bukhara Cultural Center) complex.


Bukhara, which has a history of more than 25 centuries, is one of the ancient and at the same time eternally young cities, that has made a great contribution to the development of the world civilization.


The city has been known for centuries as a cradle of science, enlightenment and culture.

 

During the years of the country’s independence, Bukhara has also seen significant transformations.


As a result of the socioeconomic reforms, which are centered on the people’s interests, the industrial potential of Bukhara region has increased, living conditions have improved and the cities and villages of the region are becoming more and more beautiful.


The new complex, Bukhara Cultural Center, occupies 107 hectares and consists of a regional musical drama theater for 700 seats, and amphitheater for 2,000 people and a monument “Ancient and Eternal Bukhara”.


The 18-meter-high monument, built on the initiative of the head of the state, was created by a famous sculptor, honored worker of arts of Uzbekistan, academician of the Arts academy Ilhom Jabbarov.


The sacred land of Bukahra has raised such great thinkers as Abu Ali ibn SIno, Narshakhi, Imam Bukhari, Abdulholik Gijduvani, Bahouddin Naqshband, Khodja Orif Revgari and others. Their names are written in gold letters on the monument.


The monument also has writings in Uzbek, Arab and English languages, which state that searching for knowledge is a duty for every Muslim, man and woman, and that the soul should be with Allah and the hands in work.


Getting acquainted with the “Ancient and Eternal Bukhara” monument, the President said Bukhara had become a great city thanks to its hard-working and self-sacrificing people.


The stone-carved composition on the monument’s pedestal depicts three generations and embodies the eternity of life. The first group is a happy young family, the second part shows a grandfather planting a tree with his grandchild, and on the third a father and a son are building a house.


The composition’s philosophy is that the life is eternal and every person should do good, noble deeds remain after people, and the person should think about the future.


“Every visitor to Bukhara, who is interested in the life of the local people, will make his or her own conclusions from the ideas embodied in this monument,” President Islam Karimov said.


“These ideas should be widely promoted, especially among the young people. Because we lean on our independently thinking children and youth in building our great future,” the head of the state stressed.


The 5-meter and 32-tons rotating globe standing on the pedestal is seen from long distance. It depicts a map of Uzbekistan, meaning that the country with proclaiming independence has become a full-fledged member of the world community.


Visiting the new theater building at the complex, Islam Karimov noted that such modern cultural establishments contribute to raising the artistic taste and cultural level of the people.


“The theater is a center of upbringing young people. We pay priority attention to protect our youth from the influence of various ideological threats and destructive forces,” he emphasized.


The theater has a great role in forming such qualities in people as kindness, patriotism and love to Motherland. The theater should promote figures of modern heroes, strengthening the youth’s belief in future, the President said.


On the same day, the head of the state visited the memorial complex of Bahouddin Naqshband.

Barack Obama congratulates Islam Karimov with Uzbekistan’s Independence Day
August 30, 2010


President of the United States of America Barack Obama sent a congratulatory letter to President of Uzbekistan Islam Karimov.


In his letter, the US President on behalf of all Americans congratulated the head of the state and all people of Uzbekistan with the Independence Day.


“On 1 September, we welcome the 19th anniversary of Uzbekistan as an independent and sovereign state,” Barack Obama wrote.


“I am confident that our countries will continue to work together to strengthen our bilateral relations in the future,” he added.


“May the celebrations bring happiness to you and the citizens of Uzbekistan,” the US President wished.

Foreign leaders congratulate President with Independence Day
August 30, 2010


Foreign leaders are sending letters to President of Uzbekistan Islam Karimov, congratulating the head of the state and the people of Uzbekistan with the 19th anniversary of independence of the country, celebrated on 1 September.


President of Germany Christian Wulff, in particular, wrote: “Since Uzbekistan proclaimed independence, close and diverse relations have been established between our countries and citizens. Germany is ready to be a reliable partner in political and economic processes of development of your country in the future.”


“With the signing in April 2010 of a new agreement on use of Termez airport, our governments have renewed special partnership relations in the area of security, which we want to maintain in future.”


Emperor of Japan Akihito wrote: “On the occasion of the Independence Day of the Republic of Uzbekistan, please accept my heartfelt congratulations and sincere wishes of happiness to Your Excellency and prosperity to the people of your country.”


President of India Pratibha Devisingh Patil, in his letter, noted: “Close and friendly relations between India and Uzbekistan are based on common historic and cultural heritage. We highly value our relationship with Uzbekistan. I am confident that our multilateral relations will grow stronger in the future.”
Indian Prime Minister Manmohan Singh wrote: “Traditionally close and friendly relations between India and Uzbekistan have steadily strengthened. Our cooperation covers many areas. India is committed to further developing our bilateral relations.”


President of Greece Karolos Papoulias said in his letter: “On the occasion of the national holiday of your country, from the name of the Greek people and myself, please accept, Your Excellency, my warmest congratulations and sincere wishes of prosperity to the people of Uzbekistan to you personally.”


President of Bulgaria Georgi Parvanov assured Islam Karimov of his country’s commitment to deepening relations with Uzbekistan and willingness to continue to promote cooperation and between the European Union and Uzbekistan.


Abdullah Gul, President of Turkey, said the feelings of sincerity and brotherhood existing between the two nations were based on common history and culture that had formed for hundreds of years. “I am sure that these feelings of mutual friendship and brotherhood are the guarantee of the most valuable wealth between our two countries – unity and solidarity, as well as free and prosperous future for our peoples.”


“For Turkey, it is of strategic importance to strengthen relations in all fields with Uzbekistan, which is one of the leading states in the region,” Turkish President continued.


“Under your wise leadership, Uzbekistan is contributing to security, stability and peace both in Central Asia and on the international level. In this regard, I am glad to say that we would be very pleased to welcome Your Excellency at the summit of Turkic states to be held in Istanbul on 15-16 September 2010,” Abdullah Gul noted.


President of Iran Mahmoud Ahmadinejad, congratulating President Islam Karimov and the people of Uzbekistan on the occasion of the Independence Day, expressed hope that our joint efforts will provide prosperity for the two states.


President of Singapore Sellapan Ramanathan wrote: “I am confident that under your wise leadership, Uzbekistan will continue its progress. I also hope that Your Excellency and I will continue working together to further strengthen close friendly relations and cooperation between our countries.”


President of Tajikistan Emomali Rahmon said his country valued “our centuries-old ties of friendship and neighborliness that unite our peoples, and are determined to exert all necessary efforts to harness the rich potential of mutually beneficial cooperation between our countries.”


“I am confident that cooperation between our two countries will continue to steadily grow for the sake of peace, stability and progress,” leader of Tajikistan emphasized.


President of Kyrgyz Republic Roza Otunbayeva, in her letter, noted: “Over the years of independence, Uzbekistan has been consistently implementing its own development model, moving forward on the way of complex political and socioeconomic transformations, and has achieved impressive results, taking a worthy place in the world community.”


She reaffirmed the intent of Kyrgyzstan in further constructive development and expansion of Kyrgyz-Uzbek cooperation on the principles of good neighborliness, mutual respect and openness, and also expressed appreciation to President Karimov for efforts he was taking in this direction.


President of Georgia Mikheil Saakashvili wrote: “I am deeply convinced that the traditionally warm and brotherly relations established between Georgia and the Republic of Uzbekistan will continue to strengthen for the benefit and prosperity of our peoples.”


Acting President of Moldova Mihai Ghimpu expressed confidence that the deepening cooperation between the Republic of Moldova and the Republic of Uzbekistan would create further opportunities for sustainable development of the two states.”


Chairman of the Executive Committee of Palestine Liberation Organization, President of the Palestinian National Authority Mahmoud Abbas sent his most ardent and heartfelt congratulations on the occasion of Independence Day and wishes of happy celebration to the brotherly people of Uzbekistan. “Let this momentous event bring your people kindness, prosperity and stability,” he wrote.


Chairman of the Presidium of the Supreme People’s Assembly of the Democratic People’s Republic of Korea Kim Yong Nam, in his letter to Islam Karimov, expressed confidence that friendly relations between the Democratic People’s Republic of Korea and the Republic of Uzbekistan would continue to evolve in the interests of the peoples of our two countries.”

President visits newly built educational institutions
August 30, 2010

 
On 29 August, President Islam Karimov familiarized himself with the educational establishment commissioned in Tashkent on the eve of the Independence Day of Uzbekistan.


The head of the state visited the capitally reconstructed building of the Republican Specialized Musical Academic Lyceum named after Victor Uspenskiy.

 

The new building was raised on the basis of the former Republican Musical College in accordance with the Cabinet of Ministers resolution.


The lyceum has four educational buildings designed for 900 students, as well as a hostel for 200 persons and three canteens for 210 places.


All study rooms are provided with musical instruments and modern equipment of 64 types.
The lyceum is a 12-year educational institution, providing uninterrupted musical education, which consists of 9 years of school and 3 years of lyceum.


Children who complete 9 classes of musical education may continue education here to master the music secrets deeper.


An information and resource center created in the lyceum contains 85,000 textbooks and other publications on music and art, electronic information and educational resources, and provides internet access.


The lyceum also has computer rooms, a languages class and physica, chemistry and biology laboratories. The institution offers education in 12 directions of music.


The President visited the unique organ hall in the lyceum and said he was proud that the young people were successfully mastering both national and world musical art.


Uzbek musicians win prestigious international contests and festivals, which fills all of us with pride and admiration, the head of the state said.


“The main goal of the reforms in the country is strengthening in the hearts of the people, especially young people, of the feeling of striving for the great future,” Islam Karimov said. “We have to make everything possible to raise our children as harmoniously developed and modern people.”


The issue of supporting young talents has been raised on the state policy level in Uzbekistan. The lyceum students in the recent years won prizes at contests and festivals in France, Italy, Great Britain, Sweden, Greece, Romania and other countries.


President Karimov also visited the Polytechnic University of Turin (Italy) in Tashkent.


The head of the state got acquainted with the new car Spark, launched into production at Asaka automobile plant this August.


The model radically differs from its predecessors with both technical characteristics and interior and exterior design.


The President left his signature on the Spark presented at the university.


“Thanks to independence we have such great opportunities like producing cars,” Islam Karimov said. “At the same time, together with developing the national automobile industry, we have to pay a priority attention to preparation of specialists capable of creating cars in accordance with modern requirements.”


The educational institution, created according to President’s decree of 27 April 2009, can accommodate 1,400 students.


The university has faculties or machinery building, automobile building, industrial and business construction, industrial architecture and design, information and communication technologies and automated management systems in industry and energy.


In special labs, the students will study the construction and the technologies of the engines, projecting parts, technological processes of car assembly, as well as other processes directly related to car production.


A technopark created at the university aims to increase the practical knowledge and skills of the students. They can carry out a number of operations here like metal smelting and processing, and measuring the durability and stability of constructions and parts.


The education is held in the English language. Apart from local teachers, specialists from the Polytechnic University of Turin also hold classes here.


The students have a sports complex where they can go in for football, basketball, volleyball, kurash, sambo, judo, track and field athletics, swimming and others.


The head of the state got acquainted with the information kiosk, where students may check the university news and notices, as well as class schedule. They may also book the required literature in the library.


“Opening of the Turin Polytechnic University in Tashkent is an important step to our tomorrow and our great future,” Islam Karimov said. “This university will train specialists of the car industry and professionals for other important economic sectors.”


“This is the only educational institution in Uzbekistan offering education on the standards of the Polytechnic University of Turin, which is rated first in Italy and seventh in Europe,” he added.


The President noted that only 18 countries in the world produce engines for cars, and with launch of the engine plant in Tashkent, currently built in cooperation with General Motors, Uzbekistan will occupy a solid place in the list of such states.


The Turin University in Tashkent has technoparks of such large corporations as Fiat, GM, Alitalia, Compaq, Ferrari, IBM, Michelin, Microsoft, Motorola, Nokia, Philips, Pirelli and Siemens.


This means local students have the opportunities to get acquainted with the experience and achievements of these companies. This will serve to increasing the potential of Uzbekistan not only in the car industry, but also in other highly technological sectors of industry and in design.

Uzbek athletes return from Singapore
August 30, 2010


 
Sportsmen of Uzbekistan won nine medals, including three silver and six bronze ones, at the first Youth Olympic Games in Singapore.


Representatives of various ministries and departments, sportsmen, media and sport lovers welcomed the sports delegation of Uzbekistan at the Tashkent international airport.

 

More than 3,000 young people aged 14 to 18 from many countries fought for 184 sets of medals in 31 kinds of sports at the Singapore Olympiad.

 

Uzbekistan was represented by 21 sportsmen, which competed in rhythmic and sport gymnastics, taekwondo, track and field athletics, judo, boxing, table tennis, shooting, swimming, heavy athletics, freestyle, Greek-Roman and women’s wrestling.


Three of the Uzbek athletes – Greek-Roman wrestler Nurbek Haqqulov, judoist Mansur Muminkhodjayev and boxer Ahmadjon Mamajanov – won silver medals.


Mansur Muminkhodjayev also won a bronze medal on the last day of the Games. Other bronze winners are Greek-Roman wrestler Ruslan Komilov, freestyle wrestler Diyorbek Ergashev, Nulafar Gadoyeva in women’s wrestling and boxers Sardorbek Begaliyev and Zahidjan Khurbayev.

World leaders congratulate President of Uzbekistan with Independence Day
August 29, 2010


Secretary General of the United Nations Ban Ki-Moon sent a congratulatory letter to President of Uzbekistan Islam Karimov on the occasion of the 19th anniversary of independence of Uzbekistan.


“I remember very well my recent visit [to Uzbekistan] in April this year, when I felt the warmth of hospitality and got close acquainted with the culture of your country,” the head of the UN wrote.


Taking the opportunity, Ban Ki-Moon expressed gratitude to Uzbekistan for the constructive position in relation to tragic events in south Kyrgyzstan. “The readiness of the Uzbek authorities to welcome and receive the displaced people from the southern part of Kyrgyzstan was a significant contribution to the solution of the humanitarian crisis,” he stressed.


“The United Nations Organization is ready to strengthen our cooperation for the benefit of the people of Uzbekistan and for ensuring peace, security and sustainable development in Central Asia.

 

I hope for your visit New York next month and the possibility to meet you,” UN Secretary General said.


President of Russia Dmitriy Medvedev, congratulating Islam Karimov, wrote: “Over the past years, the republic under your leadership has achieved significant progress in economic and sociopolitical reforms, and strengthening its international image.”


“The Russian-Uzbek dialogue has been developing dynamically on the principles of strategic partnership and allied relations. One can say without a doubt that our countries are linked not only with common history, but also with joint achievements in various areas,” the Russian leader noted.


“I believe close cooperation will continue opening new perspectives and directions of mutually beneficial cooperation for us, and contribute to strengthening security and stability,” Dmitriy Medvedev emphasized.


President of South Korea Lee Myung-Bak expressed satisfaction with the stable development of relations between his country and Uzbekistan. “I am convinced that our friendly ties will continue bringing mutual benefit in the coming years,” he wrote.


President of Turkmenistan Gurbanguli Berdimuhamedov noted that the “high level of bilateral relations, reached between our countries, will serve as a solid basis for further development and strengthening of mutually beneficial cooperation for the good of our peoples.”


Belarus President Alexander Lukashenko wrote: “I am convinced that the Republic of Belarus and the Republic of Uzbekistan will continue making every effort to implement the existing huge potential of bilateral relations, develop friendly relations on the basis of trust, mutual support and consideration of interests of both countries for the benefit of our nations.”


President of Indonesia Dr H. Susilo Bambang Yudhoyono expressed confidence that friendly relations and bilateral cooperation between Indonesia and Uzbekistan would constantly continue. He also said he hoped the two countries would continue jointly cooperating in the framework of multilateral obligations for the benefit of the two nations.


Pope Benedict XVI also sent his good wishes to the President and the people of Uzbekistan. “I pray that the Lord supports the efforts of every person aimed at creation of the more united society, in which everyone can use the benefits of the economic, social and moral progress, with respect to the fundamental values.”


President of Bosnia and Herzegovina Dr Haris Silajdžić sent his sincere congratulations on behalf of the government of Bosnia and Herzegovina on the occasion of the national holiday of Uzbekistan. He expressed hope that the friendly relations between Uzbekistan and Bosnia and Herzegovina would continue developing for the benefit of the people of the two countries.

Holger Freider: “Germany has great interest to Uzbekistan”

Chargé D’affaires Ad Interim of Germany in Uzbekistan Holger Freider spoke to UzA correspondent on the eve of the Independence Day of Uzbekistan on the relations between the two countries.

 

– Mr Freider, how would you evaluate the development of relations between our countries?

 

– Germany and Uzbekistan have established strong political ties, covering all aspects of friendly relations. Many bilateral visits at various levels contribute to further development of mutual relations. Recently, Foreign Minister of Germany Guido Westerwelle visited Uzbekistan two times.

Germany supports efforts of Uzbekistan in further democratization of the country. One of the most important efforts is reforming the judicial and legal sphere. Germany cooperates with Uzbekistan in implementation of successive reforms towards democratization, development of non-profit organizations, in particular, through organizations like Konrad Adenauer Foundation and Friedrich Ebert Foundation.

 

– What can you say about the cultural and humanitarian relations between Uzbekistan and Germany?

 

– Our two countries have close cultural relations. It is encouraging that many people learn German in Uzbekistan. This shows the great interest to Germany in your country. In Germany, too, there is a huge interest to Uzbekistan, and the rich culture of Uzbek people. Unique and rich cultural heritage of Uzbekistan attracts a growing number of tourists from Germany year after year.

 

– What aspects of mutual cooperation should be given priority, in your opinion?

 

– I believe the primary task is to develop relations between the Federal Republic of Germany and the Republic of Uzbekistan. For this, we should continue expanding contacts in all spheres. Both sides still have many untapped opportunities for cooperation. In order to expand and strengthen mutual economic relations, it is particularly useful to intensify direct contacts of business circles.

 

– What can you say about the inter-ethnic consent in Uzbekistan?

 

– Representatives of various nations and nationalities live in peace and harmony in Uzbekistan. Most of them have their national cultural centers. The German national cultural center with branches in the country’s regions also operates here. This helps Uzbek citizens of German nationality to preserve their identity, culture and customs. German language courses are gaining popularity, various cultural events are organized regularly, which is an important factor in strengthening inter-ethnic unity.

 

Citizens of German nationality living in your country are making a worthy contribution to the development of Uzbekistan, winning respect in the society. The basis of this is the fact that the Constitution of Uzbekistan guarantees the equality of all nations. This is why in your country prevail generosity, tolerance, inter-ethnic and inter-faith harmony.

 

– What is your impression about the creative and construction work in our country?

“Uzbekistan is our common home” photo expo opens

Photo exhibition titled “Uzbekistan is our common home”, devoted to the country’s 19th independence anniversary, opened at Tashkent House of Photography.


Tens of works by more than 20 photographers are demonstrated at the event, describing the peaceful life, atmosphere of kindness and generosity, as well as creative potential of the hard-working people.


A concert program of national cultural centers operating in Uzbekistan was presented at the opening of the photo exhibition.


The speakers at the event said representatives of over 130 nations and nationalities currently live in Uzbekistan.


The country’s International Cultural Center, which unites more than 150 national cultural centers, works to preserve and develop traditions and cultural values of various nations.

Foreign leaders congratulate President with Uzbekistan’s independence anniversary

A number of foreign leaders send letters to President of Uzbekistan Islam Karimov, congratulating the head of the state and the people of Uzbekistan with the 19th anniversary of independence of the country, celebrated on 1 September.


President of France Nicolas Sarkozy reminded of his commitment to continue political dialogue with Uzbekistan, as well as strengthening and diversification of the bilateral economic, cultural, educational and scientific relations.


“I wish that the development of our relations and cooperation helped promote democratic values, strengthening the rule of law and the regional stability. I also wish that our bilateral exchanges contributed to strengthening dialogue and cooperation between the EU and Uzbekistan,” the French leader wrote.


“In the light of the recent tragic events in Kyrgyzstan your country had made great effort to adopt the refugees and thus helped stabilize the situation. I assure you that France continues closely monitoring the development of this crisis and supports the soonest return of the rule of law in Kyrgyzstan,” Nicolas Sarkozy said.


Queen of Britain Elisabeth II wished her most sincere congratulations and best wishes on the occasion of the Independence Day of Uzbekistan. “Wish great pleasure I would like to express my warmest congratulations to Your Excellency and the people of Uzbekistan,” the Queen wrote to the President.


President of Slovakia Ivan Gašparovič assured President Islam Karimov that his country was interested in deepening friendly relations and cooperation for the benefit of both countries. The proof of this is Islam Karimov’s coming visit to Slovakia, Ivan Gašparovič stressed.


Ilham Aliyev, President of Azerbaijan, wrote that the Azerbaijani-Uzbek relations were based on the wish and the will of the two nations, who had for many ages been bound with inseparable ties.


“I am convinced that with joint efforts we will continue strengthening all-round friendly ties and relations between our states, based on mutual trust and support,” the President of Azerbaijan noted.

Children's chess tournament held in Tashkent
August 26, 2010


About 150 boys and girls are competing at the children’s chess tournament devoted to the 19th anniversary of independence of Uzbekistan, which is being held in Tashkent.


74 players with national rating are participating in group A competitions. After six rounds, Saidakbar Saidaliyev scored 5.5 and is leading. He defeated Adil Nazarov, Shuhrat Habibullayev, Artyom Grigoriyev, Adel Rahmon and Shavarsh Badalian, and played a draw with Nodirbek Yakubbayev. In the seventh round, Saidaliyev will play against Aram Kasparov, who is second with 5.5 score.


In group B, Muhlisa Sanakulova won consecutively over Shahin Uvays, Elvira Aktirina, Ruben Arushanov, Yuliya Khegay, Saidamir Tohirhujayev and Kamol Mirzayev and gathered 6 points. In the seventh round, she will play against Sherzod Toirov.

Chevrolet Spark premiere held in Tashkent

GM Uzbekistan joint venture presented its new car Chevrolet Spark on 25 August at Uzexpocenter in Tashkent.


Spark is the seventh model launched at GM Uzbekistan’s automobile plant in Asaka, Andijan region. The production capacity of the new car is 50,000 per year, part of which will be exported.


GM Uzbekistan and General Motors Daewoo Auto and Technology (South Korea) signed a contract on supply of equipment and machinery for the launch of Spark production in September 2008.

 

In January 2009, the Cabinet of Ministers of Uzbekistan passed a resolution on the launch of the production of the new model in Asaka.


Despite the world economic crisis, Uzavtosanoat company, which unites Uzbek cars and parts manufacturing enterprises, and General Motors had decided to move forward with the new model, given the stable demand for low-cost cars and with the aim to expand the range of production.


Chevrolet Spark is a modern car with modernized exterior and interior. Its sharp forms break the traditional notion on the design of the city car, the producers say.


With safety bags and highly durable steel in the construction, Spark received the highest safety mark in its segment. The car received four stars during crash tests according to European standards EuroNCAP.


At the presentation of the Spark, GM Uzbekistan director general Shuhrat Yusupov said the national automobile industry, created on the initiative of the country’s President Islam Karimov, has become the symbol of the creative potential of the Uzbek economy.


Starting with models Damas, Tico and Nexia, Uzbekistan then launched production of Matiz and Lacetti, followed by upgraded Damas and Nexia. In 2008, the Uzbek car industry started working with a new partner and investor – General Motors. Production of Lacetti, Captiva and Epica cars under the Chevrolet brand was started.


The Uzbek automobiles enjoy high popularity both within the country and in foreign states. GM Uzbekistan exports cars to Russia, Ukraine, Belarus, Kazakhstan, Kyrgyzstan, Azerbaijan, Turkmenistan, Armenia, Georgia and Moldova. GM Uzbekistan dealers operate in 104 cities of the CIS. In May 2010, a new distribution center of GM Uzbekistan was opened in the Afghan city of Mazari-Sharif.


Uzavtosanoat representatives said they hoped the Spark would be especially popular among the young people, which prefer convenient and functional options of the economic class.


According to GM Uzbekistan, the new car will go on sale across the country from 26 August.

Uzbek boxers win bronze in Singapore

Boxers from Uzbekistan Zahidjon Khurbayev (photo above) and Sardor Begaliyev won bronze medals at the first Singapore Youth Olympic Games.


Khurbayev, world championship winner, defeated Hamid Mohd from Singapore in fight for the third place in 48 kg weight category with a score 7-0.

In 81 kg category, Sardor Begaliyev (photo), silver world champion, met Italo Perea from Ecuador.

 

The Uzbek athlete won the fight with 5-2 score.


The Uzbek team so far has won two silver and five bronze medals.

Delegation of Indonesia visits Uzbekistan
August 25, 2010


Delegation of Indonesia headed by vice-chairmen of the People’s Consultative Assembly Lukman Hakim Saifuddin and Hajriyanto Yasin Thohari met the Chairman of the Senate of Oliy Majlis of Uzbekistan Ilgizar Sobirov on 25 August.


At the talks, the sides noted that Uzbek-Indonesian relations were developing consistently in various spheres, including the parliamentary system. The important legal basis for bilateral relations are arrangements reached during the meetings of the heads of two states.


The sides discussed issues of development of inter-parliamentary cooperation. The foreign guests were informed about the activities of a bicameral parliament in Uzbekistan.


The Indonesian delegation also held talks with Speaker of Legislative Chamber of Oliy Majlis of Uzbekistan Dilorom Tashmuhamedova.


“The present talks will help to further develop our cooperation in the sphere of parliamentary cooperation,” Lukman Hakim Sayfuddin said at the meeting.


On the same day, the members of the Indonesian delegation visited the State Museum of History of Temurids and Hazrati Imam (Hastimom) complex.

President of China congratulates President of Uzbekistan with Independence Day

President of China Hu Jintao sent a letter to President of Uzbekistan Islam Karimov, congratulating him on behalf of the Government and the people of China with the 19th anniversary of the proclamation of the independence of Uzbekistan.


“Over the past 19 years since attaining independence, under the leadership of Your Excellency, the Government and the people of Uzbekistan have been firmly following the path of development that corresponds to the realities of their country, ensuring independence, sovereignty and security of the state, contributing to the socioeconomic development and continuously developing ties with foreign states, having reached notable progress in such great deeds as state building and prosperity of the nation. We, close neighbors and friendly partners, are whole-heartedly glad for the successes achieved by the republic,” Hu Jintao’s letter reads.


“From the day of establishment of diplomatic ties between our states, the Chinese-Uzbek relations have always had a dynamic development. Both countries maintain relations in the spirit of mutual trust in politics, implement mutually beneficial cooperation in economy, interact in the field of security and conduct intensive exchange in humanitarian area. Both sides actively support each other in the most important issues representing mutual interest, conduct close cooperation within international organizations like the UNO and the SCO, effectively protect the common interests of the two countries and are actively contributing to the preservation of peace, stability and development of the region and the whole world,” the President of China wrote.

Chinese delegation visits Uzbekistan

Delegation of China headed by Liu Yunshan, member of the Political Bureau of the Communist Party of China Central Committee, met the Speaker of Legislative Chamber of Oliy Majlis of Uzbekistan Dilorom Tashmuhamedova in Tashkent on 24 August.


During the talks, the sides noted that cooperation between Uzbekistan and China was developing consistently in all areas, including the parliamentary sphere.


On the same day, the members of the Chinese delegation visited the state museums of Temurids’ history and history of Uzbekistan, as well as Hazrati Imam (Hastimom) complex in the capital.


The relations between the two countries are developing dynamically in the spirit of the Inter-state treaty on partnership relations of friendship and cooperation, signed during the state visit of President Islam Karimov to China in 2005.


In June 2010, President of China Hu Jintao paid a state visit to Uzbekistan. More than 10 documents on cooperation in various fields were signed during that visit.

Winners of "Eng ulug, eng aziz" contest announced

The winners of the annual national contest “Eng ulug, eng aziz”, devoted to the 19th anniversary of the state independence of Uzbekistan, were awarded on 24 August in Tashkent.

 

The contest has been organized by the Press and Information Agency, Journalists’ Creative Union, Arts Academy, Tasviriy Oyina association, Public Fund for Supporting Independent Press and News Agencies, National Electronic Media Association, Writers Union, Uzbekkino national agency and the National TV and Radio Company.

 

The purpose of the contest is identifying the best works in literature, art and journalism that reflect the achievements of the country during the years of independence.

Toshguzar-Boysun-Kumkurgan railway line turns three years

Toshguzar-Boysun-Kumkurgan railway line began operating on 24 August three years ago.


Development of the railway system, which is the lifeblood of the economy, has a great strategic importance.

 

Since proclaiming independence, Uzbekistan has been paying a great attention to laying new roads and construction of appropriate infrastructure, connecting the country to other states and regions.


The construction and commissioning of the railway line Toshguzar-Boysun-Kumkurgan was one of the most important events in the railway sector. The opening of the road was an important stage in creating the single railway system in the country.


The 223-km railway line was laid along Gissar mountain system at 1,800 meters above sea level. It has allowed to connect the remote territories of Kashkadarya and Surkhandarya regions to the country’s capital and other cities, as well as neighboring countries.


New railway stations were constructed along the railway line – in Toshguzar, Dehkanabad, Boysun, Kumkurgan, Okrabot and Darband.


The Toshguzar-Boysun-Kumkurgan railway line has created opportunities for the development of natural resources, production of oil and gas, nonferrous metals, coal, potassium salt, construction materials and other valuable minerals in Kashkadarya and Surkhandarya regions.


The road plays an important role in the development of transport and communications, health, education, services in remote mountain villages.


With the opening of the road, construction of potash fertilizer plant began in Dehkanabad with participation of foreign investors. The foundation was laid for development of polymetallic mine Khonjiza and coal mines Shargun and Boysun, as well as construction of cement plants in Surkhandarya region.


According to head of Dehkanabad station Sirojiddin Norkobilov, about 400 railway cars are received and sent by the station monthly, and 10,000 to 15,000 tons of cargo is sent to various destinations.


Recently, a new microprocessor centralized system was introduced at the station, which manages movement of trains from one track to another, their departure and all other processes.


The ambitious railway project has undoubtedly increased the efficiency of transport sector. Thanks to the railway line, the distance of transportation of cargoes and passengers was reduced to 170 km and time by 7 hours.

Winners of Navqiron O‘zbekiston festival awarded

The ceremony of awarding the winners of the national festival of traditional and contemporary art Navqiron O‘zbekiston 2010 was held in Tashkent. The event was organized by the Fund “Forum of Culture and Art of Uzbekistan” together with Arts Academy.


The festival participants competed in directions like paintings, graphics, sculpture, design, photography, video art, installation, pottery, woodcarving and others.


Various exhibitions, master classes, seminars and presentations were held in the framework of the festival.

Muminkhodjayev brings fifth medal to Uzbekistan team

Judoist from Uzbekistan Mansur Muminkhodjayev won silver medal at the first Youth Olympic Games in Singapore.


The 17-year-old athlete (55 kg) defeated Faharia Takidin (Comoro Islands) and Subash Yadava (India), but lost in the final.


With this victory, the team of Uzbekistan now has five medals of the Singapore Games, including two silver and three bronze medals.

 

In boxing, Ahmadjon Mamajanov (69 kg) defeated Nusrakhat Paziyev from Turkmenistan in semifinal with 2-0 score. In the final, the Uzbek athlete will meet David Lourenso from Brazil.


Other Uzbek boxers – Zahidjan Khurboyev and Sardorbek Begaliyev – will face Hamid Mohd from Singapore and Italo Perea from Equador respectively in fights for bronze medals.

Vadim Menkov becomes two times world champion

Canoeist of Uzbekistan Vadim Menkov won gold and bronze medals at the Rowing and Canoeing World Cup in Poznan, Poland.


The athlete defended his world champion title in 1,000-m canoeing race, wining gold of the world cup for the second time in his career.


In the final, Menkov passed the 1-km distance in 3 minutes and 51 seconds, leaving behind his main competitors Atilla Vaida from Hungary and Sebastian Brendel from Germany.


Menkov won his second medal at the Poznan World Cup in 500-m rowing. He passed the distance in 1 minute and 48 seconds, finishing third.

 

Menkov, born in 1987, is considered one of the best canoeists in the world. His first large victory came at 2006 Asian Games in Doha, Qatar, where he was the winner. The same year he won the second place at the World Cup in Poland. Then he became the Asian champion.


At Beijing Olympic Games, the Uzbek sportsman came fourth in 1,000-m rowing and showed the highest result among the Asian rowers.


In 2009 season, Menkov, who is trained by Alexander Ponomaryov, won one gold and two silver medals at three stages of the World Cup held in Czech Republic, Poland and Hungary.


He also won the 1-km rowing race at the World Championship in Canada. Considering his results, the World Canoeing Federation announced Menkov the Best Canoeist of 2009.


At the World Cup stages in France, Hungary and Germany, Vadim won two gold and one silver medals.


The 23-year-old athlete has set the goal to win at the 2012 Olympic Games in London.

Uzbekistan sends humanitarian aid to Pakistan

On 21 August, transport aircraft IL-76 delivered humanitarian aid from Tashkent to Islamabad for the people of Pakistan who suffered from massive floods, Jahon news agency reported.


The 40-tons cargo worth USD 300,000 consisted of first-aid items, including tents, blankets, drinking water, medicines, flour, rice, baby food, and adults and children’s clothing.


The mass media of Pakistan widely covered the humanitarian action of Uzbekistan.


English-language newspaper World Tribune Pakistan wrote: “Uzbekistan expressed deepest solidarity with brotherly Islamic Republic of Pakistan in these days of calamity… The government of the Republic of Uzbekistan has decided to deliver humanitarian aid for the flood victims in Pakistan.”


Other newspaper, Daily Times, in an article titled “World ramps up flood assistance to Pakistan”, wrote: “Uzbekistan will give 40 tons of relief goods to Pakistan for the flood victims. The aid will be delivered by Uzbek transport aircraft, containing tents, blankets, drinking water, medicines, flour, rice, canned baby food, adults and children’s clothing.”


The State Minister of Foreign Affairs of Pakistan Nawabzada Malik Amad Khan, who participated in the humanitarian cargo handing over ceremony, noted:


“On behalf of the government I express sincere gratitude to the President of Uzbekistan Islam Karimov, to the government of Uzbekistan and the whole brotherly Uzbek nation for provision of such needed humanitarian aid.


“In 2005, when Pakistan was hit by a devastating earthquake, your country was one of the first to lend a helping hand to our people and sent a humanitarian cargo to Islamabad.


“The leadership of your country has once again proved that Uzbekistan will always stand side by side with the people of Pakistan. We are grateful for the aid provided in such a difficult time for Pakistan. This humanitarian disaster is the largest in the country’s history and has affected over 20 million people.


“On behalf of President Asif Ali Zardari, the Cabinet and the Foreign Ministry, I would like to assure the government of Uzbekistan that the people of Pakistan will never forget the assistance of the brotherly Uzbek people,” the minister said.


Expressing gratitude to the leadership of Uzbekistan, Nematullah Khan, vice chairman of the Pakistan Emergency Agency, said the humanitarian cargo would be immediately distributed among the country’s provinces, according to the government-approved plan.


“Baby food, flour, rice and other products will be delivered within two days to the population that suffered from flood, including Navshehra and Attok.


“The medicines delivered within the humanitarian cargo will be handed over the united staff of the Pakistan Health Ministry and the World Health Organization Office in Pakistan, which coordinate the delivery of the medicines to the disaster zones.”


Ambassador of Pakistan to Uzbekistan Muhammad Wahid ul-Khasan, who participated in the humanitarian cargo sending ceremony, also expressed gratitude to the leadership of Uzbekistan for helping the people of Pakistan.


“About 20 million people have been affected by the flood, 4 million of whom have been left homeless. The rains have not stopped, and a new wave of floods is expected. There has never been such a natural disaster in the history of Pakistan. The aid provided by Uzbekistan is very timely. The tents, blankets, water and children’s clothes are required first-aid items.


Both in Uzbekistan and Pakistan there is a proverb: ‘A friend in need is a friend indeed’. Our countries have not only friendly, but brotherly ties, which date back centuries.

Ring road built around Bukhara
August 20, 2010


A ring road around Bukhara, uniting Samarkand-Ashgabat-Turkmenbashi and Guzar-Bukhara-Beineu motor roads, has been commissioned.


The construction of the road was included in the program of development of Uzbek national highway for 2009-2014.


According to Erkin Sharipov, head of Bukhoro Avtoyul, state enterprise managing regional roads, 110,600 cubic meters of earth-moving works were carried out during the construction, over 94,400 tons of asphalt were laid and one bridge was raised.


With the opening of this first-category road, drivers now do not have to enter Bukhara on their way through the city.


The transport traffic in Bukhara is expected to decrease and the environment should significantly improve.


The four-line and 20-meter-wide road is designed for passing of up to 15,000 vehicles per day.

Children from Uzbekistan receive treatment in Germany

A group of children from Uzbekistan has left for Germany for treatment. The action has been organized by the Soglom Avlod Uchun (For Healthy Generation) charity fund and German organization Fridensdorf International.


“Our son had a foot defect, which complicated his movements,” Abduvahob Jumaboyev from Navoi said. “On doctors’ recommendation, he was treated at a clinic in Berlin for one year. Now his state is much better and he is flying to Germany again to continue treatment.”


Since the beginning of 2010, about 300 children with inborn defects of palate, arms and legs were treated inside Uzbekistan and 10 children in German clinics.


In May, 400 children under 12 were examined in eight regions of Uzbekistan and the capital city Tashkent. After the examinations, they were sent for treatment to local and German clinics.

Youth books exhibition opens

Exhibition of books dedicated to the 19th anniversary of the independence of Uzbekistan opened at the Youth Information and Resource Center of the Alisher Navoi National Library.


The exhibition, which reflects the idea that “The people, their rights and interests are the highest value”, presents feature and scientific literature, magazines and photo albums.


A part of the exhibition consists of the works by President Islam Karimov, as well as sociopolitical and economic literature.


Of great interest are art and history books about the life, work and priceless heritage of Amir Temur, Mirzo Ulugbek and Alisher Navoi.

Uzbek-Indian friendship celebrated

An event devoted to the 19th anniversary of independence of Uzbekistan and 64th anniversary of independence of India was held in Tashkent.


It was organized by Uzbekistan Friendship Societies Council, Uzbekistan-India Friendship Society and the Indian embassy in the country.


S.Gulomov, vice president of Uzbekistan Sciences Academy and chairman of the Friendship Societies Council, said cooperation between Uzbekistan and India was developing successfully in all areas.


The mutual visits of the heads of two states booster the bilateral relations. President of Uzbekistan Islam Karimov paid a state visit to India in 2005 and Indian Prime Minister Manmohan Singh visited Uzbekistan in 2006.


“Ties of friendship and cooperation between our people have deep historical roots,” Indian ambassador to Uzbekistan Manal Shakh Alkadri said. He expressed confidence that this cooperation would continue strengthening.

Youth forum held in Karakalpakstan

A youth forum titled “People and their rights and interests are the highest value of our sacred Motherland” and devoted to the 19th anniversary of Uzbekistan’s independence was held at Karakalpak State University named after Berdakh.


The event, organized by the Council of Ministers of the Karakalpakstan together with the Ministry of Culture and Sports, Karakalpak branch of Uzbeknavo variety association and Karakalpak branch of Kamolot youth movement, has turned into a true youth holiday.


A job fair, an entrepreneurs action, a show of national cultural heritage and events devoted to healthy lifestyle were also carried out within the forum.


“Our main goal is educating young people in the spirit of patriotism, providing them with career guidance, promoting national crafts and supporting entrepreneurship development,” said Kuvonch Yusupov, Kamolot member from Karakalpak State University.

Uzbekistan: 19 years of independent development

On the eve of the 19th anniversary of independence of Uzbekistan, the Public Opinion Center Ijtimoii Fikr held a survey among the population, with the goal to identify citizens’ evaluation of the historical path of development over the past years and results of large-scale transformations and achievements in all spheres of life. Residents of the Republic of Karakalpakstan, all regions and Tashkent city participated in the survey.


Compared to the previous polls, the current survey’s results have shown that the citizens of Uzbekistan are meeting the 19th independence anniversary with a sense of pride for their country, its economic, political and spiritual development and growing prestige in the world.


One of the main achievements of proclaiming independence, according to respondents, is preservation of peace and stability in the country. The majority of the surveyed (90%) noted considerable advances in the implementation of strong social policy and targeted measures to protect the population, strengthening the foundation of the democratic state and rule of law, industrial development, reforms in health, education and training.


According to survey participants, the basis on all achievements of Uzbekistan during 19 years of independence is the wise, balanced and deeply thought-out domestic and foreign policy pursued by President Islam Karimov. The head of the state enjoys a very high trust of the population, which is due to continued stability of the political and socioeconomic life.


The far-sighted policy of the President of the country has allowed to soften the negative impact of the global financial crisis. Thanks to timely actions the country was able to prevent the crisis’s influence on the economy.


The study has shown that that the public opinion in Uzbekistan is characterized by consistently high level of social optimism and belief in the future. 95.1% of the respondents expressed confidence that the country will successfully overcome the existing problems and become a highly developed and flourishing state. The main factors contributing to this, according to respondents, are peace, stability and harmony in the country, improving living standards, increased international cooperation, and rich natural resources.


The citizens are increasingly satisfied with the state in many spheres of society, including development of small businesses and private entrepreneurship, the level of social protection, safeguarding the rights and freedoms.


The survey, like pervious ones, has shown that thanks to successful implementation of socioeconomic reforms the welfare of the people has been growing.


Almost 100% of the respondents said they were proud of the fact that Uzbekistan has been occupying a worthy place in the world. One of the achievements of independence is the increased level of patriotism among the overwhelming majority of citizens, especially young people.

 

The feeling of pride for the country and responsibility serves as a consolidating factor in society, contributing to achieving sustainable and lasting peace, harmony and order in Uzbekistan.


The results of the sociological study have shown that the society fully supports the strategic course of reforms implemented under the leadership of President Islam Karimov. A strong guarantee of this is peace and stability, as well as unity of the people for the sake of the great future of the independent country.

Use of modern IT in education considered

A seminar on introduction of advanced pedagogical technologies in the learning process opened at Public education staff training institute in Tashkent.


Teachers from general education schools of Karakalpakstan are participating in the forum, organized by the Public Education Ministry in the framework of the “Year of Harmoniously Developed Generation” state program.


The five-day seminar will focus on use of IT in education and advanced pedagogical technologies in teaching.


The Public Education Ministry is currently implementing a number of projects to raise the quality of education with use of information technologies.

Diyorbek Ergashev wins bronze in Singapore

All four athletes of Uzbekistan who participated in the competitions at first Singapore Youth Olympic Games brought medals to the national team.


Diyorbek Ergashev continued the list of victories of Nurbek Hakkulov, Ruslan Komilov and Nilufar Gadoyeva and won bronze medal in freestyle wrestling (76 kg).


In two of three fights in the group stage, Ergashev defeated Alexander Khushtyun from Belarus and Webb Dalton from Canada.


In the final fight for the third place, he won over Ali Amir from Egypt with a score of 3-0.

Conference considers counteracting legalization of illegal incomes

International conference on consideration by the courts of the cases related to legalization of criminal incomes started in Tashkent.


The forum has been organized by the Supreme Court of Uzbekistan jointly with the Research center for democratization and liberalization of the judicial legislation, as well as the UNODC regional office in Central Asia.


Experts from Uzbekistan, Switzerland, Russia, Ukraine, Great Britain, Netherlands, USA, Kazakhstan, Turkmenistan and Kyrgyzstan are taking part in the event.


The main focus is studying effective practice in the area in focus, existing problems, world standards and international cooperation in fighting legalization of criminal incomes.


Vice chairman of the Supreme Court S.Rahmonov said Uzbekistan had been implementing measures to counteract the legalization of illegal incomes. The country has ratified the UN convention against drugs, organized crime and corruption.


National legislation has been developed in this area, which fully complies with international standards.


On 22 April 2009, the law on counteracting legalization of incomes received from criminal activities and financing terrorism was adopted in Uzbekistan.


“Incomes received in criminal ways hamper sustainable economic growth in the whole world,” Masud Karimipur from the UNODC regional office said.


“Given this fact, each country has to develop complex measures to fight illegal financial operations and set up an efficient mechanism to identify illegal incomes, in order to protect the state’s national interests,” he added.

Nilufar Gadoyeva wins bronze at Singapore Games

Nilufar Gadoyeva (photo) won a bronze medal at the first Singapore Youth Olympic Games, bringing the number of medals of the Uzbek team to three.


In women’s wrestling competition, Gadoyeva (52 kg) defeated Arianna Estakuio from Guam, Sabina Azzouz from Algiers and Thi Kyunh Diem Nguen from Vietnam with the same score 4-0.


Thus, three of the four wrestlers of Uzbekistan celebrated victory at the Singapore Games.

 

Earlier, Nurbek Hakkulov won silver and Ruslan Komilov received bronze in Greek-Roman wrestling.

Uzbek-Swiss project helps provide youth with jobs

Almost 20 large enterprises and over 100 small business entities have joined the project “Uzbekistan-Switzerland: development of professional skills” since its launch in 2008.


The main purpose of the scheme is to develop and test the model of cooperation between professional colleges and companies.


In the project’s framework, colleges and their professional training centers have been provided with study and laboratory equipment, as well as literature.


Stuffy program “Business and entrepreneurship” has been included in the course plan of all professional colleges of Uzbekistan.


At the first stage of the project, new approaches to cooperation between the colleges and employers were developed.


At the second stage, the learning program was updated based on a list of modern professions.
The project participants call the mutually signed contracts very beneficial, since they provide tens of graduates with permanent jobs.


Such cooperation has been established, for instance, between Andijan service college and Andijan car industry college and GM Uzbekistan joint venture and a number of parts supplying enterprises.


Regional professional training centers created within the project help young people masker the skills and knowledge in 10 various specialties.


These centers also retrain temporary unemployed people and conduct courses in business and entrepreneurship basics.

"Navqiron Uzbekiston" festival starts

Specialized school fairs have been organized across Uzbekistan, which offer stationery, textbooks and study materials, clothes and footwear and other items.


The fairs are being held in accordance with the Cabinet of Ministers’ resolution of 12 July 2010, which outlines measures to prepare for the upcoming academic years.


In Tashkent region, school fairs have been set up in all towns and districts, including more than 80 schools.


According to Tashkent regional public education department, the fair offer about 30 types of study materials, apart from various literature and school uniforms.

Youth participate in cycling marathon

The third national youth cycling marathon Kamolot-Tur ended in Uzbekistan. The annual event is held by Kamolot youth movement with support of state and social organizations.


Over 2,000 amateur cyclists participated in this year’s marathon, along with professional sportsmen.

 

The purpose of the marathon was to promote healthy lifestyle among young people.


The competition was organized in three routes – starting from Nukus, Termez and Ferghana and ending in the capital city Tashkent.

Nihol 2010 music contest winners awarded

The solemn ceremony of awarding the winners of the Nihol 2010 music contest was held in Tashkent on 14 August.

 

The award was founded on the initiative of the President of Uzbekistan to support talented performers and develop national musical art.


The selection stages of the annual Nihol contest were held in all regions of the country and in the city of Tashkent. The number of the participants has been growing every year, reaching about 10,000 this year.

Uzbekistan Airways increases transportation volumes

Aircrafts of the National Air Company of Uzbekistan completed 11,620 flights during the first six months of 2010, which is 89 more than during the same period of last year.


972,600 passengers were transported in January-June, an increase of 122,700 passengers. Two new international destinations – to Madrid and Kaliningrad – were opened.


The volume of cargo transportation increased 2.5 times, with 22,600 tons of cargo transported (including excess baggage).


According to Uzbekistan Airways director general Valeriy Tyan, the company has been continuing modernizing the aircraft fleet, with a special attention on high fuel efficiency and comfort.


Today, the fleet of the air company consists of about 200 planes and helicopters.


Soviet-made Il-62, Il-86, Tu-154 and Yak-40 planes have been replaced with the modern models of the leaders of world aviation industry.


Today, the airline operates foreign made Boeing-767, Boeing-757, A-310, RJ-85 and locally produced Il-114-100 planes.


This July, the company began operating a new type of aircrafts – A-320.


The portfolio of orders of the national carrier has four Boeing-767 planes and two Boeing-787 Dreamliners.


In addition, Uzbekistan Airways will receive two more Il-114-100 planes during 2010-2011 in addition to five such already used on the company’s routes.

Interview of Ambassador of Malaysia to Uzbekistan

Abdul Aziz Harun, Ambassador of Malaysia in Tashkent, gave an interview to the National News Agency on the eve of the Independence Day of Uzbekistan.

 

– Your Excellency, how would you evaluate the existing cooperation between our countries?

 

– Bilateral diplomatic relations were established in 1992. Malaysia opened its embassy in Tashkent in 1993. Our cooperation has been developing rapidly in political, economic, trade and investment, cultural, people to people contacts and other spheres. The relations are based on friendship, mutual respect, trust and interest.

 

The exchange of visits between the leaders of the two countries has further cemented the bilateral relations between the two countries. During these visits, numerous documents were signed, which serve to further strengthening of bilateral relations and open new cooperation perspectives.

 

Besides, regular contacts have been established between various ministries and departments of our countries.

 

– In the last years, the bilateral cooperation between Uzbekistan and Malaysia has been developing very positively in various areas. In this regard, how do you evaluate the future of the bilateral cooperation?

 

– I think our countries share so many similarities. The traditions and customs of our peoples are very close. The territories and the populations of our countries are virtually the same.

 

Malaysia and Uzbekistan are dynamically developing ties in the areas of economic and investment cooperation, oil and gas, education and tourism. Favorable investment climate created in Uzbekistan for foreign companies attracts Malaysian investors to the country.

 

The Malaysian government highly appreciates the cooperation of the government of Uzbekistan in providing an opportunity to Petronas, national oil and gas company, to participate in the development of the rich oil and gas reserves of Uzbekistan.

 

Tourism is another prospective area of Uzbek-Malaysian cooperation. Both countries possess a huge potential in this sphere. The existing direct twice a week air link between Tashkent and Kuala Lumpur has been contributing to the growth of the flow of tourists both to Uzbekistan and Malaysia.

 

I am confident that the existing close bilateral cooperation between Malaysia and Uzbekistan will be further enhanced in the future for the benefit of our peoples.

 

– How do you assess the reforms, especially in the economic sector, that have been implemented in Uzbekistan during the years of its independence?

 

– Uzbekistan is considered as a young country and this year it will be celebrating the 19th anniversary of its independence. At the same time, your country has achieved many successes, and its economic potential is increasing. The gradual reforms are serving to the growth of prosperity of the people.

 

Uzbekistan has been able to achieve promising economic results, more than 8% GDP growth in 2009, at a time when many countries in the world were grappling with the crisis. This is a clear manifestation of the success of the Anti-crisis program and of the “Uzbek model” of economic development.

 

While many countries in the world were grappling with the negative consequences of the international economic and financial crisis, the pragmatic approach of the government of Uzbekistan under the leadership of President Islam Karimov has ensured stable and dynamic growth of the country.

 

I hope that existing bilateral cooperation between Malaysia and Uzbekistan in trade, investment cooperation, science, educations and tourism will continue enhancing.

 

– What do you think about the efforts and initiatives of Uzbekistan in maintaining and preserving peace and stability in Central Asia?

 

– Malaysia highly evaluates the policy of Uzbekistan aimed at preserving and maintaining peace and stability in the region, which is an important factor of economic development.

 

Unfortunately, the developments in some countries of the region in recent years and long war in Afghanistan have negatively influenced the development of Central Asia. Uzbekistan is a country that takes real measures and promotes important initiatives in preserving peace and stability in the region, and stabilization of the situation in Afghanistan.

 

I am confident that the consistent policy of the leadership of Uzbekistan will continue to contribute to further growth of the people’s prosperity and the progress of the whole region.

Specialized football school to be set up in Andijan

President of Uzbekistan Islam Karimov signed a resolution on 12 August 2010 on creation of a specialized football boarding school under the Public Education Ministry in the city of Andijan.


The goal is to attract young people to sports, create required conditions for the development of the national football, support talented players and form a solid reserve for the country’s football clubs and teams.


The specialized football boarding school will be set up on the basis of Shorbuloq Sport Soglomlashtirish sports complex with support of the Public Education Ministry, Uzavtosanoat company, Culture and Sports Ministry and Uzbekistan Football Federation.


The school will be designed for 120 students, with annual contest-based selection of 24 gifted children after they complete four years of primary education.


The duration of the study is five years, after which the students will go to Olympic reserve colleges and other specialized and professional secondary education institutions.

The participants said the wide-scale work carried out in Uzbekistan to protect the rights and interests of the young people and promote their intellectual and physical development was giving positive results.


Fund “Forum of Culture and Art of Uzbekistan” is making a great contribution to these activities, organizing numerous projects, grant programs, contests, festivals and social actions.

New cargo terminal opens at Navoi airport

Opening of the cargo terminal, which is part of the intermodal logistics center, took place on 12 August at Navoi international airport.


The commissioning of the terminal is an important stage of the investment project “Creation of intermodal logistics center at Navoi international airport”, implemented with participation of Korean Air.


Uzbekistan Airways and Korean Air signed a memorandum of understanding in February 2008. The document identified issues of cooperation between the two airlines, as well as building of the international logistics center in Navoi.


The logistics center is designed to combine air, road and rail transport services for the needs of the population and economy of the region in exports, import and transfer of cargo and passengers.
In August 2008, after the completion of the first stage of modernization of Navoi airport, Boeing 747 planes of Korean Air started flying from Incheon to Milan via Navoi.


Currently, Navoi airport serves 12 flights of Korean Air per week on routes Incheon-Navoi-Milan, Incheon-Navoi-Brussels and Shanghai-Navoi-Milan. The regional air transport network includes 11 flights of Uzbekistan Airways every week on A300 cargo planes from Navoi to Delhi, Mumbai, Bangkok and Frankfurt. Opening of flights to Istanbul, Almaty, Dubai, Moscow and Tel Aviv is planned in near future.


Today, Navoi airport operates round the clock and can accommodate 10 heavy aircrafts like Boeing-747 every day. It is equipped with a 4-km runway, capable to accept all types of planes, and advanced air traffic control that meets ICAO requirements. This allows the airport to accept all types of planes regardless of weather conditions.


Now the airport has a new cargo terminal, which will play a key role in the development of the intermodal logistics center. Its construction was started in December 2008.


The terminal is capable of processing 300 tons of cargo per day. It was equipped by Kyung Sang Machinery Co., Ltd of the Republic of Korea, with has an experience of similar works at Incheon airport.


The new terminal has six work stations for loading and unloading operations, scale for 20 tons and 5 tons, refrigeration, freezing and heating chambers, zone for storage of dangerous goods, foodstuffs and animals. All essential services like customs, health inspection, cargo agents, etc will be housed in the administrative building.

Senate to convene for third plenary session
August 11, 2010


The Kengash (Council) of the Senate of the Oliy Majlis of Uzbekistan adopted a resolution on 10 August on convening the third plenary session of the parliament’s upper house on 28 August.


According to the Senate’s press service, the upcoming session will consider laws and issues related to modernization and democratization of the socio-political life and formation of the strong civil society.


In particular, the senators will consider a number of laws aimed at improvement of the state construction and management.


Among them are laws on amending the law on protection of the population and territories from emergency situation of natural and anthropogenic character, the law on advertising and the article 178-1 of the Administrative Responsibility Code.


Other laws envisage introducing changes in legal acts in connection with modernization of the state tax service system, and improving the pension system.


The upper house of the parliament is expected to introduce changes in the structure of the Supreme Court and the Central Election Commission.

Uzbek Olympic team leaves for Singapore

The sports delegation of the Republic of Uzbekistan left for Singapore on 9 August to participate in the first Youth Olympic Games, which will be held from 14 to 26 August.


More than 3,000 young people aged 14 to 18 from around the world will compete in 30 kinds of sports for 184 sets of medals in Singapore.


21 of athletes from Uzbekistan will compete in rhythmic gymnastics, artistic gymnastics, taekwondo, athletics, judo, boxing, table tennis, shooting, swimming, weightlifting, as well as freestyle, Greco-Roman and women’s wrestling.

On the situation with regard to transit of railcars bound for the Republic of Tajikistan through the territory of the Republic of Uzbekistan

Despite the measures taken by “Uzbekistan temir yullari” (“Uzbekistan Railways”) State Joint-Stock Company on arranging the transit of freights bound to Tajikistan in a timely manner, Tajik officials and some mass media outlets are continuing to disseminate groundless statements and false accusations against Uzbekistan on withholdings the freights and causing unjustified delays of railcars on its territory.


Transit of freights bound to Dushanbe and Sogd areas of Tajikistan through Kudukli and Bekabad railway stations on the Uzbek-Tajik border is carried out in a timely manner and without any delays.


Despite the need to undertake repair works on reconstruction of line superstructure and artificial facilities on Termez – Amuzang area brought about by abundant precipitation and mudflow streams, the necessary measures have been taken aimed at effective tackling the issues in terms of letting pass the railcars with destination up to Southern regions of Tajikistan and such measures are being continued by “Uzbekistan temir yullari” State Joint-Stock Company.


During reconstruction period, thanks to the efforts of “Uzbekistan temir yullari” State Joint-Stock Company 1337 railcars, including 322 railcars with food cargo, 607 railcars with combustive-lubricating materials, 261 – construction materials and 147 railcars with other cargo have been transferred through Amuzang border railway station to Tajikistan.


It should be noted that the volumes of transit freight trafficking to the Republic of Tajikistan increased by 2.7 percent in May 2010 in comparison with the same period of 2009, i.e. 220 tons more goods are being transferred to Tajikistan through Uzbek railways daily.


The facts show that Uzbekistan took and is continuing to take all necessary measures to ensure free flow of transit freights bound for Tajikistan through its territory. At that, Uzbekistan meets in full its commitments on fright transit despite objective difficulties, emerging on some areas of the railroad in terms of their maintenance, servicing, repair and reconstruction.


Such groundless statements and charges by the representatives of Tajikistan directed against Uzbekistan undermine the base of good neighborly and partnership relations between two countries and do not promote consolidation of mutual trust between two sides.

 

 

President meets with Japan’s Foreign Minister

President of the Republic of Uzbekistan Islam Karimov met with Katsuya Okada, Minister of Foreign Affairs of Japan, at Oqsaroy August 8.

Welcoming the guest, the head of our nation expressed satisfaction with the current state and the level of Uzbek-Japanese relations in various spheres.

 

“The extent and nature of our present-day interaction has been advancing in the spirit of the 2002 Joint Statement on Friendship, Strategic Partnership and Cooperation, and

 conforms to the role played today by Japan in the economic and political development of the

 contemporary world”, Islam Karimov stressed.

Japan has been one of Uzbekistan’s oldest and time-tested partners. The volume of investments in our republic’s economy has exceeded 2.3 billion US dollars. The 2009 Intergovernmental Agreement on Liberalization, Mutual Protection and Promotion of Investments, has proved a new impetus for boosting Japanese big capital’s business dynamism in the Uzbek market. For instance, Mitsubishi Corporation participates in the renovation of a range of enterprises in our chemical industry, while specialists of Uzavtosanoat automotive association have been introducing new models of cars at SamAuto plant in partnership with Itochu, a Japanese automotive group. Mitsui Corp. has been active in the development of Navoi Free Industrial Economic Zone and multimodal center of logistics. In addition, joint projects in high-tech area have been under way with Sumitomo company.
 
While attending the 43rd annual meeting of the Asian Development Bank, the leadership of Japan International Cooperation Agency (JICA) signed a new deal with the government of Uzbekistan worth 300 million US dollars to modernize Talimarjon heat power plant in Kashkadarya region. It has been a testament to the robustness of mutual relations built between Japan and Uzbekistan.

The Dialogue “Central Asia + Japan” is set up as an effect of multilateral efforts aimed at facilitating the endurance of peace and stability in the region.


The latest round of consultations among foreign ministers of participating nations in the Dialogue has been held in Tashkent these days, where cooperation issues in political, economic, cultural and humanitarian areas have been discussed.

During the meeting at Oqsaroy, Katsuya Okada expressed his sincere gratitude to the head of our state for the warm welcome, and highly appraised Uzbekistan’s thoroughly balanced and constructive foreign policy pursued consistently by the leadership of Uzbekistan and directed at ensuring regional security.

Prospects of bolstering the bilateral cooperation and other topics of common interest have been conferred at the event.

Central Asian, Japanese FMs meet in Tashkent

The third meeting of the foreign ministers of Central Asia + Japan Dialogue was held in Tashkent on 7-8 August. The Republic of Uzbekistan chaired the forum.

Foreign Minister of Uzbekistan Vladimir Norov, Foreign Minister of Japan Katsuya Okada, State Secretary, Foreign Minister of Kazakhstan Kanat Saudabayev, Foreign Minister of Kyrgyzstan Ruslan Kazakbayev, Foreign Minister of Hamrohon Zarifi and Ambassador of Turkmenistan Soltan Pirmuhamedov participated in the event.

The ministers summed up the results of the implementation of the Plan of Actions adopted in 2006 at the second foreign ministers meeting in Tokyo. They considered issues of strengthening peace and stability, and economic development in Central Asia. The sides outlined priority directions of development of regional cooperation in partnership with Japan, as well as integration of the Central Asian states in the world economy.

The meeting participants paid particular attention to cooperation in eliminating such threats as terrorism, extremism and drug traffic in the region. They exchanged opinions on increasing the efficiency of state border control and joint participation in the reconstruction of Afghanistan using the potential of Japan and the Central Asian countries.

The ministers reaffirmed their commitment to global nuclear disarmament and non-proliferation, as well as importance of increasing nuclear security of the region. In this regard, Japan welcomed the entry into force of the Agreement on creation of nuclear weapon free zone in Central Asia, adopted on the initiative of the President Islam Karimov, in 2009 after its ratification by all countries of the region. The Japanese side also expressed hope that all stakeholders, including nuclear states, will hold a corresponding meeting in the nearest future so that the treaty effectively served its purpose.

Other issues considered by the foreign ministers were environmental rehabilitation of the Aral Sea region, rational use of water and energy resources and transport infrastructure, as well as wide introduction of renewable energy sources. In participants’ opinion, among important tasks of cooperation between Central Asian countries and Japan are development and implementation of medium and long term programs in areas like creation of modern transportation and communication networks, introduction of new and modernization of existing production capacities in industry and agriculture, as well as ecology and health. Japan’s experience and opportunities could play an important role in their realization. Translating these objectives into reality will contribute to the sustainable development of all countries in the region, the participants said.

The Japanese side proposed holding a Japanese-Central Asian economic forum with the purpose of expansion of trade, economic and investment partnership. The meeting participants approved this proposal. The forum will be held in Japan in 2011.

Exports to China Grows

Ambassador Extraordinary and Plenipotentiary of the People's Republic of China to Uzbekistan Yu Hongjun commented the Uzbek-Chinese trade and economic cooperation in the first half of 2010.

The most favored nation treatment in trade and economic cooperation between Uzbekistan and China was adopted in 1994. Over the years, China has established itself as one of Uzbekistan’s biggest economic partners. For example, the volume of trade amounted to over $2 billion in 2009 and 223 Uzbek-Chinese joint ventures operate in Uzbekistan.

As the head of the diplomatic mission said, despite a slight decline in the bilateral trade over the same period in 2009, exports of Uzbekistan to China in the first half of 2010 have reached $249 million, an increase of 6.1%.
He pointed out that in the first half of 2010 the commodity turnover between the countries, according to the State Statistics Committee of Uzbekistan, made $670 million. It is encouraging that the investment cooperation is expanding.
“More and more Chinese enterprises have a keen interest in the Uzbek market and hope for bring investments and establishment of joint ventures in Uzbekistan,” Yu Honjun said.

As successful projects of the Chinese-Uzbek trade and economic cooperation he mentioned the construction of Kungrad Soda Factory, production of potash fertilizers, electricity, railways in the Tashkent region. The ambassador recalled that the first gas pipeline “China-Uzbekistan” was commissioned in late 2009.

He further stated that “in the end of 2010 the completion of the second branch of the pipeline is expected, but now the Uzbek and Chinese sides have worked out the possibility for creating a new pipeline.

Singling out the promising areas of long-term mutually beneficial cooperation, Yu Honjun said: “Uzbekistan and China are provided with a great historical opportunity in energy, non-raw materials and high-tech areas”.

Ascending Electrotechnical Industry

The growth rate of production in the factories of the Uzbek association of enterprises of radio electronic, electrical instruments engineering O’zeltekhsanoat in the first half of 2010 amounted to 124.2%, as compared to the same period last year. This was the result of modernization of enterprises and expansion of the range of manufactured goods. Experts predict the enterprises will also show an increase in production in the second half of the year.

O’zeltekhsanoat Association was established 16 years ago in accordance with a presidential decree on measures to further economic reforms, guarantee private property and enterprise development through the reorganization of the Uzbek national concern Radioelektrontekhpribor. The association currently unites 21 major enterprises of electronic and electrical instrument industry of the republic. Experts believe the association has played an important role in moving the industry toward the market economy. As a result, they are now actively pursuing the modernization of production facilities by replacing outdated equipment with new, digital, and development of new types of goods. This becomes a driving force in the process of increasing the volume of competitive products.

The growth rate race is headed by O’zelektroapparat - Electroshield. In the first half of the year the growth rate reached 181.5% against the same period last year. The leader is followed by JV AndijonKabel and Chirchiq Transformer Plant who increased their production volumes by 40% and 30% respectively. The increase in production volumes contributes to the substitution rates of imported goods in the domestic market and exports. In particular, the average growth rate of O’zeltekhsanoat enterprise in exports amounted to 170% as compared to the first half of 2009.

Presently, all enterprises of the association carry on projects aimed at upgrading manufacturing capacities and developing new types of goods. Many of the projects are implemented under government programs directed at promoting domestic production of goods. Thus, the national Localization Program 2010 includes 60 projects designed for the O’zeltekhsanoat enterprises. In addition, there are seven projects being implemented with foreign investment, including the two new factories within the Navoi Free Industrial Economic Zone.

Enterprises of O’zeltekhsanoat Association manufacture some 2,000 items of high technology products and provide services ranging from the development of new individual models, based on the customer’s wishes finishing the installation and subsequent maintenance services. The range of products manufactured by enterprises of the association is broad; it includes a variety of cabling and wiring products, low-voltage equipment, panelboard devices, elevators, transformers, electric equipment, as well as electronic equipment, appliances, communications equipment and household appliances.

Most of the volume of goods produced by enterprises is cables and wires. The cables are produced at three largest companies within the industry: Uzkabel JV, AndijonKabel JV and Deutsche Kabel AG Tashkent. Among the major directions of O’zeltekhsanoat enterprises there are low-voltage equipment, panelboard devices as well as transformers. Thus, O’zelektroapparat - Electroshield manufactures transformer substations of different voltages, complete switchgear, high voltage equipment for quarries, devices for cathodic protection of pipelines, low-voltage integrated devices, condenser units, isolators, circuit breakers, low-voltage equipment. Chirchiq Transformer Plant also enjoys high demand. The plant is one of the major suppliers of transformer equipment for domestic electricity and energy-intensive industries.

With the establishment of UMT-Radio JV Uzbekistan has launched the production of special communication devices under the well-known trademark Motorola. In total, the company manufactures about 20 types of portable, mobile and fixed stations C and G series, as well as GR500 forwarders. In addition, specialists of the company developed and put into production a new class of mobile high-performance antennas Mirage VI and CD-U2.

Virtually all companies manufacturing commercial products play an important role in the saturation of the market with household products. In particular, Foton assembles color TVs, energy-saving lamps, solar-equipment for the application of solar energy in agriculture, O’zelektroapparat - Electroshield set up production of electric irons Chimgan, switches and other types of consumer products.

At the same time there are enterprises completely focused on household goods. For example, Onyx joint-stock company primarily specializes in lights and chandeliers made of crystal, while Sino joint-stock company manufactures household refrigerators.

Notably, the enterprises of the association make a significant contribution to the saturation of the market with products of mass consumption. For example, Uzkabel has launched the production of paints and dry mixes for construction industry, Elholding manufactures a wide range of educational and laboratory equipment and motorcycles, Onyx produces crystal ware.

Today O’zeltekhsanoat’s nine companies are among active exporters. Foreign buyers say Uzbek manufacturers produce high-quality and long-life equipment at competitive prices. It is noteworthy that suppliers mainly export high-tech equipment.

In particular, Foton exports semiconductors, including transistors, diodes, capacitors and integrated circuits of various modifications. Uzkabel, AndijonKabel and Deutsche Kabel AG Tashkent offer cable conductors and grocery goods. Devices manufactured at the enterprises of the O’zeltekhsanoat association are exported to more than 20 countries installed in homes and industrial buildings, ships, submarines and aircraft, oil and gas pipelines, railway lines, water facilities, thermal and hydro-power plants. Chirchiq Transformer Plant is also among the largest exporters. Last year, the enterprise received an order from foreign partners for power transformers necessary for the production of electric locomotives capable of switching from alternating current to permanent one.

Foreign markets know O’zeltekhsanoat association not only for electrical products. Onyx, the manufacturer of crystal ware is among the exporters. Elholding scientific production enterprise also enjoys an increasing number of buyers. Foreign partners express particular interest toward teaching and laboratory equipment. The company manufactures equipment for physics, chemistry, biology classrooms.

The industry is constantly expanding the list of exported goods, and destinations. In particular, the industry will soon begin delivery of cable products to Poland, paint products and low-voltage devices to Israel, transformers to Austria, teaching and laboratory equipment to Georgia, crystal ware and cable products to the United Arab Emirates as well as semiconductor devices to Belarus and Ukraine. In addition, it is projected to increase exports in neighboring countries.

Modernization of production and expansion of the list of products, saturation of the market with locally produced goods and increase in exports are a brief description of the current trend development of all enterprises of electronic, electro-technical and engineering sector. Today these processes are already yielding results.

Thus, the leaders of the modernization of production are O’zelektroapparat - Electroshield, Uzkabel, AndijonKabel and Deutsche Kabel AG Tashkent, Chirchiq Transformer Plant, Sino and Onyx. We should note that companies prefer production lines and machines with the software and digital quality control as it helps ensure high quality products for consumers.

The industry continues to develop new technologies for launching new products not previously manufactured in the republic. For example, Uzkabel completes commissioning of production of cables with the shell of sewn polyethylene designed for 400 kilovolts, Elholding has launched production of electrical cabinets for drying and harvesting winter vegetables and fruit, and Onyx is currently completing installation of equipment for production of porcelain.

Enterprises of O’zeltekhsanoat are also developing cooperation with leading world producers of household appliances. In particular, Sino at the end of last year began production of LG-brand refrigerators. In addition, O’zeltekhsanoat association together with foreign investors works on a number of other projects. It is noteworthy that during the development of production under the world-famous trademarks domestic companies primarily rely on the expansion of types and range of manufactured goods.
In a word, enterprises of electronic, electrical and instrument engineering industry are on the rise, and take an active part in filling market with domestic production and strengthening the export potential of the country.

New Markets, New Products

As part of the project ‘Regional Economic Development in Central Asia’ initiated by the Chamber of Commerce and Industry of Uzbekistan jointly with the German Society for International Training and Development InWEnt, a seminar took place in Tashkent on the analysis of the market for exports.

The seminar was attended by managers and specialists from the public sector, agricultural producers of Uzbekistan and suppliers of business services who were presented to the general approach, market research and market analysis, as well as special methods of primary and secondary data processing based on analysis of export markets. The seminar was conducted by specially invited experts from Germany, A. Horfurter and Export Development project manager K. Debusser. They conducted a series of presentations, such as ‘Analysis of the Export Market of the EU’ and ‘How to Find and Analyze Statistical Information on the Markets’.

During the workshop, participants were divided into 6 groups, each of which was to present its company, products, and determine whether it had a competitive advantage in the market, if the company had capacity to produce for exports, and also whether high quality of exported products are ensured.
Participants discussed such factors of successful export development as the quality of goods and services, regional economic periods, application of international quality standards, protection of consumer interests and ways to support exporters.

The seminar is directed to strengthen the international competitiveness of small and medium-sized enterprises and trade in the region, as well as provide an opportunity for participants to find new markets for their products and identify new products for existing markets.

“Participation in this seminar for our company is an invaluable experience, as its major objective is to help increase the export potential of Uzbekistan, improve the efficiency of our partners, both Uzbek and foreign ones,” said Timur Ruzimatov, foreign trade manager at Avent Group.

Prioritizing Population Employment

Social policy focuses on ensuring employment of population.
The global financial-economic crisis challenged many countries of the world with serious social problems including unemployment. Uzbekistan adopted and successfully launched the Anti-Crisis Program of Measures for 2009-2012, initiated by the head of the state with the purpose of prevention and neutralization of the impact of the global economic crisis.

Our country prioritizes ensuring the employment of population. Issues of raising the effectives of job creation and ensuring the population employment were the key items of the agenda of the seminar the Role of Local Authorities in Ensuring Employment of Population. It was organized by the Committee for Science, Education, Culture and Sports of the Senate of Oliy Majlis of the Republic of Uzbekistan together with the Tashkent Regional Council of People’s Representatives on 3 August in the local administration of the Bostanlik district of the Tashkent region.

Taking into account the issues of ensuring the employment of population within the implementation of the Anti-Crisis Program of Measures for 2009-2012, Oliy Majlis of the Republic of Uzbekistan adopted the Program for Job Creation and Population Employment for 2010. It envisages the creation of 950 workplaces throughout the country by the end of this year. The study of the process of the program’s implementation in the Republi9c of Karakalpakstan, regions and the Tashkent city showed that the measures taken by local authorities, agencies for labor and employment assistance, business entities, nongovernmental and non-profit organizations and other structures resulted in creation of over 509,000 workplaces including 350,000 in rural areas.

As it was noted in the seminar, 43,000 workplaces were created in the Tashkent region in the first half of 2010. Over 30,000 of that amount opened in rural areas. This outcome executed the forecast to 104.1%. Over 5,000 jobs were created by means of the off-work labor on contractual basis that has become a significant assistance to the vulnerable population strata including women. The Billur Tex Company Ltd. in Yangiyo’l district opened 200 workplaces, the Elnur Ruslan Textile Company Ltc. in Zangiota district – 150 workplaces. These facts are the evidence of the effective social policy in the region.

The seminar participants noted some problems in the activity of local authorities in terms of creation of workplaces and employment of the population. Therefore they emphasized the necessity of intensification of the cooperation between local administrations, agencies for labor and employment assistance, educational and financial institutions, professional unions and other structures dealing with ensuring of the population employment. In particular, they pay not enough attention to analyzing the degree of implementation of labor rights of citizens working in newly opened vacancies, observing the legislative guarantees in the sphere, creating necessary conditions for labor and recreation, further intensification of activity of commercial banks in terms of issuing credits for promising projects aimed at creation of workplaces especially for the representatives of the vulnerable population strata facing difficulties with employment, and young people –graduates of professional colleges.

They also spotlighted the necessity of the further activation of local people’s representatives’ councils in providing people with jobs. Intensification of monitoring and control over the execution of locally adopted programs on population employment, regular discussion of these issues by people’s representatives’ councils and special commissions, elaboration of certain measures on elimination of drawbacks and use of all facilities of the deputy corps in the creation of workplaces and employment of people should become the key task for the local administrations.

Senators, deputies of the Tashkent, regional, district and municipal councils of people’s representatives, state officials, representatives of citizens’ self-governance bodies, NNOs and mass media took part in the seminar.

Internet festival starts in Uzbekistan

Internet festival of national domain UZ 2010 started in Uzbekistan on 5 August. The organizers of the event are the Fund “Forum of Culture and Arts of Uzbekistan”, “Kelajak ovozi” youth initiatives centre, UZINFOCOM center and Mirada Software company.

Uzbek Agency for Communication and Information (UzACI) and the Women’s Committee of Uzbekistan provided official support to the festival.

Internet festivals have been spent in the country since 2001, it was noted at the press conference devoted to the festival opening. Since 2007, festivals are held only for sites in the national domain UZ. The goal is to develop resources in the domestic domain.

Previously, internet festivals were held every two years. From 2010, the festivals will be held on an annual basis.

In Uzbekistan, the estimated number of internet users is currently about 3 million. The second-level domain UZ was created on 29 April 1995. The number of active UZ domains is more than 10,500. There are also thousands of third-level domains in the UZ zone.

Since the beginning of this year, more than 1,000 UZ domains were registered. Given this, it was decided to make internet festivals annual. The main initiators of the festival are UzACI and UZINFOCOM, which is the administrator of the UZ domain zone.

This year’s festival will be held from 5 August to 20 September. Its results will be announced on the first day of the Information Technologies Week, InfoCOM 2010.

The main goals of the festival are popularization of the internet among the general population, providing assistance to development of national content as a medium for creativity, professional activities, recreation, a source of reliable and timely information.

A jury of experts in internet technologies, art, culture, governance and other fields will be created to evaluate the websites. The contest program includes 14 thematic and 2 special nominations.

Perfecting the Professional Skills

The unique media-camp for young TV journalists and producers began its work in Farg’ona. The project which will last from August 2 to 21, is conducted in accordance with the national program Year of Comprehensively Advanced Generation. It is organized by the Fund Forum, Kelajak Ovozi youth initiatives center, National Association of Electronic Mass Media.

Accordingly, the project brought together young journalists, cameramen, operators, editing, producers of youth television studios established in 2008 under the national program Year of Youth as well as young creative and technical personnel of news services of regional TV stations. Totally, it involved 120 participants.
The camp is organized in accordance with a specially designed program that included training seminars for staff of youth studios and news services of regional television stations in five directions. The first is designed for journalists, the second for camera operators and editing operators, the third for producers, the fourth for children journalists and the fifth for young designers.

Classes are conducted by local and foreign experts invited with the assistance of the Konrad Adenauer Foundation and the Embassy of India in Uzbekistan.
The seminar is aimed to train modern media formats. In this regard, all classes are held with practical orientation that will help young talents to create new media products. According to organizers, the project will contribute to the qualitative improvement of news services, as well as the introduction of new information formats to UzNTT networks and regional television stations.

Trainers have developed an effective method of training, which is to consolidate the theoretical material in practice. That is, theoretical studies are alternated with practice. For example, on the second day of the seminar 28 film crews have prepared reports on Farg’ona, on the reforms in the city taken place in the years of independence, national traditions and peculiarities of the region.

On the following days young journalists will learn to shoot street-videos: modern face of cities and architectural monuments of Uzbekistan, no-comment stories, graphic news coverage, etc.

Uzbek-Korean ICT cooperation considered

The Uzbek Agency of Communication and Information (UzACI) hosted the Uzbek-Korean seminar on studying the advanced experience and prospects of bilateral cooperation in introducing information technologies in public administration.

The forum was organized by UzACI together with the Ministry of Knowledge and Economy of South Korea, National Information Technologies Promotion Agency of South Korea (NIPA) and the World Bank.

The seminar was attended by deputies of the Legislative Chamber of Oliy Majlis, representatives of ministries and state bodies, as well as local authorities.

The main purpose of the events was expansion of cooperation between Uzbekistan and South Korea in development of information and communication technologies, in particular, in formation and introduction of various services with the use of ICT in public administration.

General director of UzACI Hakim Muhitdinov noted that the main principles of state policy in the field of ICT, as defined by President Islam Karimov, imply their widespread introduction into all fields of life.

Today, information technologies are being actively implemented in state management in Uzbekistan. The new governmental portal Gov.uz with additional modules was recently developed.

The state bodies are introducing electronic forms of statistic reports and electronic document circulation with use of digital signature.

Executive director of NIPA Joon Yon Kim made a presentation on “Electronic government and the program of the international cooperation of the Republic of Korea”.

The participants familiarized themselves with the South Korean experience in implementing information technologies in various sectors of economy and social sphere, including banking, healthcare, management of social infrastructure, electronic mail services and others.

Professional boxing is a special phenomenon in the sports world. Prestige of boxing awards is akin to football: fights between great masters excite millions of people just like football matches at the world cup and victories are celebrated as fervently and publicly.

The Uzbek citizens know this better than anyone else as the brightest achievements of their countrymen often have been a reason for general rejoicing. And not just know it, but expect big victories and most prestigious titles from domestic boxers. Especially as because the amateur Uzbek boxers achieve outstanding results from year to year, and it is the amateur ring with its almost century-old traditions that provides professional boxing
(established in Uzbekistan in 1993) with new talents.

At a regular report and election conference of the Uzbekistan Professional
Boxing Federation (UPBF), held recently, it was emphasized that during the reporting period issues of interaction with the Amateur Boxing Federation were adjusted: leaders of the two federations signed an agreement on their organization, regulations and rules in 2008. “We believe this event will become a landmark in the history of boxing of Uzbekistan,” stressed Daniyor Ergashev, first vice-president of UPBF in his report on four-year progress.

“Today UPBF is a full member of such authoritative boxing versions as the World Boxing Association (WBA), World Boxing Council (WBC), World Boxing Organization (WBO), and is establishing close working relations with the International Boxing Federation (IBF).

 

Our achievements are known throughout the world, our boxers, judges and experts are regularly invited to international competitions, official world rankings, compiled of 17 weight categories, include the names of 14 Uzbek fighters. Timur Ibragimov, Sherzod Husanov, Alisher Rahimov, Sherzod Alimjanov, G’ayrat Akhmedov, and many others have successfully defended the credibility of the Uzbek boxing at the international ring.

 

Uzbek professional boxing has a huge reserve of promising young boxers who already proved themselves - Laziz Baymuratov, Asliddin Abdukayumov, Maqsud Jumaev, Bahrom Payazov, Shavkat Halilov, Azamat Matkarimova, Bekzod Yunusov, Elyor G’ulomov and many others.

Over the past two and a half years, the Professional Boxing Federation along
with Uzbek promoters spent five fights for the title of the champion of Uzbekistan. This honorary title went to Daniyor Rahmatullaev, Bekzod Nabiev, Zohid Hudoyberdiyev, Isroil Qurbanov. And on July 14, the arena of the capital's sports complex Jar became a venue of a spectacular fight between Bahit Abdurakhmanov of Tashkent and Asror Sotyboldiev of Andijan, where the former won the championship belt...

UPBF has a high status in Central Asia and renders methodical and practical assistance to colleagues from Tajikistan and Kyrgyzstan. The ambitious project of UPBF is an annual congress of one of the world’s boxing associations in Uzbekistan. No need to explain what its implementation will mean for the image of Uzbek professional boxing.

This year, there was an official registration of Farg’ona Professional Boxing Federation, and Surkhandaryo and Bukhoro federations will pass a similar procedure by the end of the year. And in 2011 UPBF branches should be established in all regions of the country. In Tashkent alone there are currently four professional boxing clubs. Promoter Shukhrat Haydarov (Favzul Munavvar Club) is especially active and since 2006together with UPBF he organized more than 30 different competitions in Uzbekistan, including the fight for the title of national champion, the champion of the CIS and even the fight for the WBO Asia-Pacific title. Uzbek boxer Sherzod Alimjanov won the latter, which was held in Bekobod.

During its existence, the Uzbekistan Professional Boxing Federation issued more than two hundred boxing licenses, about twenty referee’s licenses, and ten people were entitled to formally be engaged in promotional activities. The quality of referees, judges, timekeepers is constantly improving, a textbook for referees and the rules of holding competitions is being prepared, organization the annual international seminar in Tashkent is being worked out - Russian and Kazakhstan federations have already expressed interest and desire to participate in it...

The conference discussed a number of important issues of UPBF, and elected a new executive committee. President of the Federation of professional boxing became chairman of Uzfarmsanoat Company Mirzanozim Dusmuratov.
