World leaders congratulate President of Uzbekistan with New Year

Heads of foreign states, governments, international organizations,
politicians and public figures are sending letters to President of
Uzbekistan Islam Karimov, congratulating the head of the state and the
people of Uzbekistan with New Year. In their letters, the foreign
leaders wished good health and successes to the head of the state and
peace and prosperity to the people of Uzbekistan.

President’s New
Year Tree holidays open
December 31, 2011
Traditional children’s holiday called President’s New Year Tree open
at Turkistan Palace from 29 December.
The event
was organized by the Public Education Ministry of Uzbekistan and the
children’s fund Sen Yolgiz Emassan (You are not Alone).
Pupils of
orphanages, specialized boarding schools, children from low-income and
needy families were invited to it.
…Songs, melodies and poems, singing about Motherland, independence,
the picturesque nature of Uzbekistan and the beauty of winter
landscapes are heard at the Palace.
Santa Claus, Snow Maiden and other fairy-tale characters next to the
festively decorated huge New Year Tree invite children to join dances,
fun and intelligent games.
…Performances of singers, actors, dancers, acrobats and children’s art
groups give a festive mood to the event.
Musical
show program “This mysterious world” with the participation of the
children of Tomosha show-group was presented in it.
All
children participating in the celebrations received President’s New
Year gifts.
President’s New Year Tree holidays are passing also in the Republic of
Karakalpakstan and in all regions of the country.

Automobile dealership and service center MAN opened near Samarkand
city
December 27, 2011
Automobile dealership and service center MAN of JV MAN Auto –
Uzbekistan began to operate in Samarkand region.
Production of heavy trucks of MAN was established in the territory of
Samarkand Automobile Factory in cooperation of JSC Uzavtosanoat with
the German company MAN Truck & Bus AG in late 2009.
Demand for automobiles of MAN is growing in the region from year to
year. These aspects and favorable investment environment created in
the country, sustainable economic development and experience in the
production of motor vehicles became the basis for the organization of
JV MAN Auto – Uzbekistan in cooperation with German partners.
Specialists working in the center improved their skills on motor
vehicles service on the basis of international programs in special
courses organized by foreign enterprises of the company.
The dealership and service center was established in the first phase
of a unique integrated project to produce and sell the cars of MAN in
Uzbekistan.
In the next phase, new assembly process of MAN’s heavy-duty trucks
will be put into operation in 2012.
Deputy Prime Minister of the Republic of Uzbekistan U.Rozukulov and
hokim of Samarkand region Zoir Mirzayev took part in the event.

CSTO, CIS summits

President of the Republic of Uzbekistan Islam
Karimov attended summits of Collective Security Treaty
Organization (CSTO) and Commonwealth of Independent States (CIS)
in the city of Moscow December 20.
Regular session of CSTO Collective Security Council in the Kremlin
began with a meeting of heads of state in contracted format,
followed by an extended convention.
President of Uzbekistan expounded during his speech on issues
regarded by the Uzbek side as of fundamental significance. |

Signed in 1992, the Treaty has duly been fulfilling its principal
function as an instrument to secure sovereignty of nations party to
it. The efforts undertaken by the CSTO in consolidating the
Organization and its adaptation to contemporary geopolitical
configuration have helped boost military-political interaction and
start shaping an effective system of collective security, counter new
threats and address challenges.
Established in 2002, the CSTO has bolstered cooperation among member
nations into a qualitatively new level. The Organization’s specter of
activity areas has expanded, including combating terrorism, drug and
weapons trafficking, organized transnational crime, pre-empting and
weathering the effects of emergencies.
CSTO participating countries have been undertaking measures to secure
stability in the area covered by the pact.
Following the session, heads of CSTO member states approved a
declaration occasioned to the twentieth anniversary of Collective
Security Treaty and the tenth birth date of Collective Security Treaty
Organization. A range of other documents have also been inked.
Later in the day, heads of Commonwealth of Independent States convened
for a session of Council of Heads of State.
Taking a floor at this venture, President Islam Karimov delivered a
thorough analysis of activities by the CIS and its institutions for
the past twenty years of its existence. Uzbekistan’s leader stressed
that the association played a critical role in securing a harmless
dismantlement of the obsolete system during that historic turn.
Uzbekistan has from the very moment of the establishment of this
institution insisted that the Organization become an association of
practical action and a reliable platform for multilateral cooperation
of new essence.
The head of our state noted during the meeting that the Commonwealth
constitutes an amalgamation of sovereign nations equally interested in
creating a steadfast platform for multilateral interaction for the
good of their peoples.
For the twenty years of its existence, the Commonwealth has
accomplished a lot and continues in this vein.
According to the President of Uzbekistan, it is hard to imagine what
we could have had in the post-Soviet environment without the CIS
facilitating the interaction in many vital areas, first and foremost
in fostering trade and economic relations, communications and
transport, maintaining security and humanitarian cooperation.
Uzbekistan expresses conviction that notwithstanding the current
similar integration processes underway in the region, the CIS has a
future. The Commonwealth is able and ought to play a role of
coordinator of common multifaceted interaction and remain as a
platform or forum for a direct communication and regular interstate
dialogue, including bilateral meetings in CIS format at both the
highest and interagency levels.
New integration initiatives and proposals have been pushed forward
lately in the post-Soviet realm, with a variety of interstate
institutions and unions being shaped. Uzbekistan is going to define
its policy in this regard primarily with an eye to its longer-term
national interests, by building on the priority directions of
modernization of the country currently in progress, along with
adhering to the acting national legislation and international
commitments.
It was put emphatically that the effectiveness of CIS activities is
contingent on the fact as to what extent the projects and efforts
undertaken within it will meet the interests of every participating
country, will further the practical goals and tasks of securing
sustainable development, maintaining security and stability on the
entire space covered by the Commonwealth.
The heads of CIS member nations exchanged views on prospects of
advancing interaction and issues pertaining to regional and
international politics.
Due resolutions have been approved following the CSTO and CIS summits.

A gala concert dedicated to the awarding ceremony
of the winners of Yangi avlod – 2011 festival was held at the
Istiqlol palace on 19 December.
The event was organized by the Fund “Forum of Culture and Arts of
Uzbekistan” jointly with the Ministry of Education of the Republic
of Uzbekistan and the children’s organization Kamalak. |
The
representatives of education, culture and arts, teachers, parents and
community representatives as well as participants of the final stage
of the festival have participated in the ceremony.
The Fund
“Forum of Culture and Arts of Uzbekistan” provides support in
implementing various projects aimed at ensuring the rights and
interests of children, identifying creative and intellectual potential
of the younger generation.
The festival was held in high spirit. Over 26 thousand boys and girls
from across the country have demonstrated their skills in such areas
like playing musical instruments, dancing, fine and applied arts as
well as in literature.
The winners were identified and awarded with diplomas and memorable
gifts.

Woman of the Year
contest completes

The republican stage of the contest Woman of the
Year held by the Republican Public Association Women’s Council
completed.
The contest Woman of the year plays an important role in enhancing
and encouraging the professional, creative, intellectual and
economic activities of the women.
More than 30 thousand women from all regions of the country,
successfully working in the fields of science, education, culture,
health and entrepreneurship took part in it.
Director of the school number 5 of Shumanay district of
Karakalpakstan Tamara Kalliklicheva was named the winner of the
republican contest Woman of the Year – 2011. She was awarded with
a Matiz car.
A concert with the participation of artists and young performers

Delegation of Pharmaceuticals Export Promotion Council of India visits
Uzbekistan

The delegation of the Pharmaceuticals Export Promotion Council of
India visited Uzbekistan in order to develop bilateral Uzbek-Indian
trade and economic cooperation.
Representatives of 13 pharmaceutical companies of India included in
the delegation.
India is among the leading economic partners of Uzbekistan. 62
enterprises with participation of Indian capital, among which 11
enterprises with 100% foreign capital are active in the domestic
market.
A series of documents aimed at a radical increase in economic and
investment cooperation in various fields, including pharmaceuticals
were signed during this important event.
The main purpose of the visit of the delegation is to cooperate with
pharmaceutical companies in Uzbekistan, as well as establishing direct
contacts with representatives of the Health Ministry of Uzbekistan,
Uzfarmsanoat concern, Dori-Darmon company, and to discuss prospects of
bilateral Uzbek-Indian partnership in health care and pharmaceutical
fields.
According to the Health Ministry of Uzbekistan, currently, 124
enterprises are engaged in production of medicines and medical
equipment in the country.
New representative offices of Indian companies open in Uzbekistan and
cooperate in the implementation of relevant projects with the Uzbek
partners.
The Commerce and Industry Chamber of Uzbekistan jointly with the “SSP
— Expocontact” organized a cooperation exchange to further promote
relations between Uzbek and Indian pharmaceutical producers.
The representatives of several ministries and agencies, more than 50
domestic companies of Uzbekistan participated in the cooperation
exchange.
The event included presentations. Participants learned about the
prospects of bilateral cooperation in the pharmaceutical industry and
health care field.

Constitution Day

The solemn meeting devoted to the 19th anniversary
of the Constitution of the Republic of Uzbekistan was held on 7
December at the International Forums Palace “Uzbekistan” in
Tashkent.
State and public figures, representatives of various spheres,
foreign embassies and international organizations participated in
the event.

After the State Anthem of Uzbekistan was played, President Islam
Karimov made a speech at the solemn ceremony.
The head of the state said the consistent reforms implemented in the
country are the real embodiment of the principles set in the
Constitution.
This year, Uzbekistan celebrated the 20th anniversary of independence.
The Constitution is the important guarantor of achieving such high
goals, as building democratic state, protecting human rights and
freedoms, and peace and consent in the country.
The year 2011 on the initiative of the President was proclaimed the
Year of Small Business and Private Entrepreneurship.
Based on the corresponding State Program, complex measures aimed at
further development of the small business and creation of the
favorable business environment were implemented.
The small business and private entrepreneurship today have become a
reliable stand of the country’s economy and an important guarantor of
the growth of the people’s welfare.
At the meeting, President Islam Karimov proposed proclaiming the
coming year 2012 as the Year of Family in Uzbekistan. The gathered
supported the proposal of the head of the state with applause.
The solemn meeting concluded with a holiday concert of the masters of
art and young performers.

Uzbek-Slovenian
business forum held

The forum of business circles of Uzbekistan and Slovenia was held in
Tashkent on 6 December. The event was organized by the Ministry of
foreign economic relations, investments and trade of Uzbekistan.
The forum was attended by heads of ministries and departments,
companies and organizations of the two countries working in the areas
of economy, trade, investments, banking and finance, IT,
pharmaceuticals, tourism, construction sector, machinery building,
energy and others.
The sides considered issues of expansion of cooperation, including
involvement of the Slovenian companies in the privatization process in
Uzbekistan and implementation of joint projects in Navoi free
industrial and economic zone.
Today, there are eight joint ventures in Uzbekistan created with
Slovenian capital. The areas of special interest for the Slovenian
investors are food industry, agriculture, tourism, pharmaceuticals and
others.
“Our countries possess huge potential for expansion of cooperation,”
ambassador of Slovenia Ada Philip-Slivnik said. “This business forum
has helped the Slovenian business people learn the Uzbek market better
and will serve to development of partnership in the future.”
At the end of the forum, the Uzbek and Slovenian entrepreneurs
participated in the cooperation exchange.

Senate
holds plenary session, adopts new laws

The seventh plenary session of the Senate of the
Oliy Majlis of Uzbekistan opened in Tashkent on 5 December.
The senators considered the issue of the amnesty in connection
with the 19th anniversary of the Constitution of Uzbekistan,
submitted to the upper house of parliament by President Islam
Karimov. |
It was noted that the adoption of the amnesty act on the eve of the
19th anniversary of the Constitution was another demonstration of
humanity of the state, in which the human rights and interests are the
highest value, the essence of the democratic, political and
socioeconomic reforms.
It is envisaged to implement a package of measures aimed at social
adaptation, including employment, and protection of persons who are
freed from punishment on the amnesty act.
The senators also approved the State Budget of Uzbekistan for 2012.
The document stipulates further reduction of the tax burden on
economic entities and individuals, creating favorable conditions for
further modernization, technical and technological reequipment of
enterprises, simplifying the tax system, and implementation of other
measures needed to stimulate the economic growth and increase the real
income of the population.
In order to support the accelerated development of small business, the
single tax for enterprises in the industry sector will be reduced from
6 to 5 percent. Besides, the minimum tax rate on personal income will
be reduced by 1 percentage point, which will ensure reduction of tax
for each group of taxpayers.
The State Budget for 2012 envisages maintaining high expenditures for
social services and social support, with their share making up 58.6
percent of the total expenditures. In particular, funding for
education, healthcare, increasing salaries and social allowances is
being increased.
The Senate approved the Program of creation of workplaces and
employment of the population in 2012, developed by the Cabinet of
Ministers. The document provides for creation of 967,500 jobs next
year, mostly in rural areas, by implementing the Investment program of
2012, the Program of localization of production for 2011-2013,
regional socioeconomic and industrial development and regional
investment programs.
The senators approved the Law “On introducing amendment in Article 90
of the Constitution of the Republic of Uzbekistan”, submitted by the
head of the state. The amendment reduces the term of office of the
President from the current seven years to five. In this regard,
amendments are also introduced in other legislative acts of
Uzbekistan.
It was noted that during the 20 years of independent development,
Uzbekistan has come a long way of reformation of the government and
the constitutional principle of separation of powers, formation of an
effective system of checks and balances among them, increasing the
role and powers of the legislative and representative authorities at
the central and local levels, and strengthening the independence of
the judiciary.
In the framework of consistent, systematic and large-scale reforms,
the work has been carried out to transfer to the legislative and
executive structures of the part of the rights and powers of the
President, which the head of the state was given in the first years of
formation of the national statehood and the free market economy. One
of the politico-legal acts of great importance was the abolition of
the post of the chairman of the Cabinet of Ministers, which was
previously held by the President, and transfer of these powers to the
Prime Minister, as well as exclusion from the Constitution of the
norms stating that the President was the head of the executive power.
With the formation of the two-house parliament, the larger part of the
President’s powers was passed and is today successfully carried out by
the Senate of the Oliy Majlis of Uzbekistan.
The senators stressed that all of these and other measures were a
concrete evidence of purposeful, gradual and evolutionary advancement
of the country on the path of democratization and liberalization of
the political and economic system, and realization of the long-term
goal that Uzbekistan has set – to join the developed democratic
states.
As the senators noted, the adoption of the law establishing the
five-year term of electing the President instead of the existing seven
years reflected the objective reality, the logic and sequence of
reforms implemented in the country. This meets the requirements of the
currently realized Concept of further deepening of democratic reforms
and formation of civil society in the country, as well as the practice
prevailing in most developed democracies of the world.
The Senate then approved the Law “On introducing changes and
amendments to the Criminal Procedures Code of the Republic of
Uzbekistan”. The main purpose of the law, which extends the number of
cases for launching and investigating criminal cases on the complaint
of the victim, is further liberalization of criminal procedures
legislation.
A number of laws that the Senate passed were developed in accordance
with the Concept of further deepening of democratic reforms and the
formation of civil society in the country proposed by President of
Uzbekistan Islam Karimov at the joint session of the chambers of the
Oliy Majlis of Uzbekistan on 12 November 2010.
These include the Law “On competition”, amendments to the laws “On
telecommunications”, “On state statistics”, “On subsoils”, and “On tax
consulting”.

Senate passes amnesty
resolution

The Senate of the Oliy Majlis of Uzbekistan adopted a resolution on 5
December on the amnesty in connection with the 19th anniversary of
Constitution of the country.
The resolution was passed based on the proposal of the President of
Uzbekistan Islam Karimov.
(1) In accordance with the document, the following categories of the
convicted will be amnestied (exceptions apply):
women;
persons aged below 18 at the moment of committing the crime;
men older than 60;
foreign citizens.
(2) The amnesty also applies to persons who had committed crime due to
carelessness, as well as those convicted for the first time for the
crimes that do not pose large threat or less severe crimes.
(3) The first and second group disabled (except those who committed
intentional murder with aggravating circumstances), persons who had
been acknowledged (not more than one year prior to this resolution) to
be having severe diseases disallowing serving the sentence, and (4)
persons (except those who committed intentional murder with
aggravating circumstances) whose remaining sentence terms do not
exceed two years will also be exempted from punishment.
(5) The persons who had been convicted for the first time for
participation in the banned organizations, committing crimes against
peace and security or public security as their members, but who have
stepped on the path of improvement, will be amnestied, too.
(6) The resolution states that the persons whose remaining sentence
term is less than three years will be transferred to the
colony-settlements.
All cases on crimes committed by persons listed in clauses (1) and (2)
above will be stopped.
The resolution on amnesty does not apply to persons who had been
convicted for long-term or life imprisonment terms; those who had been
acknowledged as especially dangerous recidivists; those who had
committed crime as part of criminal group; those who systematically
violate the sentence serving order; as well as those whose death
penalty was changed as pardon to the imprisonment.
The clause (1) does not apply to persons who had committed especially
gross crimes.
The clauses (1) to (4), (6) and (7) do not apply to persons who had
been convicted for participation in the banned organizations,
committing crimes against peace and security or public security as
their members.
The clauses (4) to (6) do not apply to persons who had been amnestied
previously but had committed intentional crimes again.
The Senate entrusted corresponding committees and commissions to
ensure direct participation of the deputies in the implementation of
the public control and openness of the amnesty procedures.
The resolution enters into force on the date of publication and should
be implemented within three months.

Youth palace opens in Navoi

On the eve of the Constitution Day of Uzbekistan,
a new Youth palace was commissioned in Navoi.
Hokim (head of administration) of Navoi region E.Turdimov,
chairman of the Central council of the Kamolot youth movement
B.Ganiyev and others participated in the opening ceremony.
The new palace is designed to host various events, including
forums, exhibitions and film demonstrations. |

Bunyodkor Yoshlar club and the information resource center help the
youth keep up to date with the latest news and develop their skills
and talents.

There
are also various sports sections, and classes in foreign
languages, architecture and design, journalism, entrepreneurship,
dance, computer literacy, sewing, cooking, pottery, woodwork, etc.
The regional council of the Kamolot movement and the Kelajak Ovozi
youth initiatives center also are located within the palace.
