terminal

As a result of reforms carried out in the
country, the material-technical base of the National Airline
Uzbekistan Airways is strengthened. |

It can be seen on the example of the airport Bukhara, which has
international status.
As a result of measures undertaken to strengthen the
material-technical base of the airport, flight safety, opening new
areas to improve quality and efficiency, the number of flights on
domestic and international destinations is increased.
A striking example is the well-established air service between
St.Petersburg – Bukhara – St.Petersburg.
“Our airport is part of the national airline of Uzbekistan,” said the
airport director Tohir Bahronov. “It is able to send and receive such
modern aircrafts like Boeing 757, Boeing 767, A-320 and Il-114-100,
Rj-85. Aircraft maintenance and servicing of passengers carried on a
high level.”
A special attention paid to the improvement of the professional skills
and qualifications of workers and specialists among staff of the
airport plays an important role in it.
In 2011, the airport served for nearly 102,000 passengers, which is
made up 107 percent compared to 2010.
The airport Bukhara gets international recognition and appreciation
due to its high potential.
In 2008 and 2010, Airport of Bukhara city won in the nomination of
“Year’s Best Airport in the CIS” at the competitions held by the
International Association of Civil Aviation Airport.
And in 2009, it was awarded as the steadily growing airport at the
same competition.
Last year, a new modern air terminal of Bukhara international airport
has been commissioned according to the President’s resolution “On the
acceleration of infrastructure development, transport and
communications construction in 2011-2015” of 21 December 2010.
It is able to serve 400 passengers per hour – three times more than
the previous one. There are all the necessary conditions to meet
international requirements.

International Cultural Center was held in Turkistan Palace on 20
January.
State adviser to the President of Uzbekistan I.Abdullayev, Deputy
Prime Minister of the Republic of Uzbekistan E.Basithanova and
A.Aripov took part in the event. |
The leaders and activists of the national cultural centers, parliament
members, representatives of governmental and public organizations of
the country, and the diplomatic corps accredited in Uzbekistan were
also invited to it.
The event participants visited the Independence Square and laid
flowers to the Independence and Humanism Monument.
The State advisor to the President H.Sultonov read
the congratulatory greeting of the head of the state Islam Karimov
to the participants of solemn meeting devoted to the 20th
anniversary of the Republican International Cultural Center.
Today, more than 130 nations and nationalities live in Uzbekistan. |

contribution to the implementation of large scale socio-political and
economic reforms carried out in Uzbekistan.
They are selflessly working in all sectors and industries, confident

culture, language, crafts, traditions and customs.
Instruction of languages of the large communities carried out in
schools and universities, publishing newspapers, magazines, radio and

denominations in Uzbekistan.

More than 140 national cultural centers regularly
hold festivals, exhibitions, competitions, meetings with artists,
various national festivals and organize conferences, seminars on
strengthening inter-ethnic harmony in the country.
National cultural centers not only fulfill their cultural and
educational function, but also actively contribute to further
harmonization of interethnic relations in Uzbekistan, educate
young people in the spirit of independence, patriotism and
devotion to the Homeland. |
In accordance with the decree of the head of the state, a group of
activists of national cultural centers awarded with honorary degrees,
medals and orders.
The solemn event ended with a festive gala concert with the
participation of artists and art collectives of national cultural
centers of Uzbekistan.

creative works “Prosperity of the Motherland – achievement of
multinational people” held at the Central Exhibition Hall of the
Academy of Arts of Uzbekistan. |

Deputy Prime Minister of the Republic of Uzbekistan E.Basithanova
spoke at the opening ceremony of the event.
The event was organized by the Republican International Cultural
Center, the Academy of Arts, Tashkent House of Photography, Tasviriy
Oyina creative association and national cultural centers operating in
Uzbekistan.
The representatives of various ministries and departments, creative
and non-governmental organizations, the diplomatic corps accredited in
Uzbekistan and international organizations were invited to it.
Constitution and laws of the Republic of Uzbekistan guarantee the
necessary conditions for the development of language, customs and
traditions of all nations living in Uzbekistan.
Examples of fine, applied and decorative arts, photography, reflecting
our independence, the great creative potential of our people, peace,
harmony and unity of representatives of various nations and
nationalities were presented in the exhibition.

Ministers Revisits Past Year

Cabinet of Ministers of the Republic of
Uzbekistan convened for a session on January 19 to review the
socio-economic progress of the nation in 2011 and discuss the
critical priorities of sustainable economic development in 2012.
President of Uzbekistan Islam Karimov delivered
a speech at the meeting, where the head of state stressed that as
a result of steady implementation of our own “Uzbek Model” of
development acknowledged across the globe and that of priority
dimensions of the adopted Concept of Intensifying the Democratic
Reforms and Forming Civil Society in the Country, sustainability
of high rates of growth and macroeconomic balance have been
secured notwithstanding the continuing crisis trends in world
economy. |
It was particularly pointed out that the effectiveness of reforms and
the anti crisis measures taken in Uzbekistan have been highly
appreciated by prominent international financial and economic
institutions, including the International Monetary Fund, World Bank,
Asian Development Bank. As, for instance, the statement of IMF mission
that visited our country in November 2011 reads that Uzbekistan has
achieved a dynamic growth and has been coping well with the global
financial downturn. The report outlines also a positive forecast on
preserving high economic growth rates in the medium term.
The gross domestic product growth in 2011 amounted to 8.3 percent,
industrial production expanded by 6.3 percent, agriculture by 6.6
percent, services by 16.1 percent. The state budget has been closed
with a surplus of 0.4 percent of GDP. Inflation level has not exceeded
the set forecast indicator.
Targeted efforts toward cashing in the competitive advantages of Uzbek
exporter enterprises to a full extent, diversification of export
structure and energetic entrance into new foreign markets have helped
secure the enlargement of exports in 2011 by 15.4 percent, a
remarkable positive foreign trade balance, and the rise of gold and
currency reserves of the country.
The continuous materialization of complex measures directed at further
enhancing the reforms in banking and finance system and raising its
financial steadiness has been ensuring the maintenance of high level
of capital sufficiency of Uzbekistan’s banking system and expansion of
crediting scales. During the year under revision, assets of banks
increased by 32.4 percent. The forecast of a stable and positive
development of commercial banks in Uzbekistan also is supported by
leading international rating agencies.
Pro-active investment policy and implementation of priority investment
projects on modernization, technical and technological re-equipment of
critical sectors of the economy, advancement of transport and
communications infrastructure have facilitated the increase in the
volume of assimilated investments by 11.2 percent. 1,006 new
production capacities have been introduced; implementation of 144
major investment projects has been completed.
Uzbekistan continued the comprehensive development of new residential
areas and creation of modern infrastructure in rural areas. 7.4
thousand houses of model design have been built in 156 rural districts
in 2011 for soft loans of Qishloq Qurilish Bank.
The extensive work carried out under the national program “Year of
Small Business and Private Entrepreneurship” to create the most
favorable business environment for small and private entrepreneurship
has helped to increase the share of small businesses in gross domestic
product up to 54%, compared with that of 52.5% in 2010.
The measures taken as part of Employment Program in 2011 led to the
creation of about one million jobs, more than 68 percent of them in
rural areas.
In his report, President Islam Karimov delivered a detailed and
comprehensive review of outstanding challenges and expounded on key
priorities and areas of socioeconomic development in 2012.
Heads of ministries, agencies, business associations and executive
bodies on the ground were tasked with a formulation and implementation
of complex measures to ensure the maintenance of high and stable rates
of economic growth, macroeconomic stability and competitiveness of the
economy through successive reforms, deepening structural
transformation and diversification of the economy, accelerated
development of new high-tech industries, modernization and
technological upgrade of existing facilities.
The meeting identified specific measures to ensure the rapid
development of transport and engineering infrastructure, rural
housing, address issues of employment and welfare.
Particular attention is drawn to policy measures for the achievement
of the current year’s goals set in conjunction with the announcement
of the Year of Family, including raising the importance of family in
the future development of the intellectual foundations of society,
greater attention and care from the state and society in addressing
the challenges in increasing financial wellbeing of each family.
The agenda also included reports by heads of ministries, agencies,
organizations, and regions of the republic. Following the discussion,
the Cabinet of Ministers approved decisions which identified practical
measures to ensure implementation of major priorities of socioeconomic
development in 2012.

National Oltin
Qalam VII contest held
January 19, 2012
A meeting of the organizational committee of the international contest
for the national award in the sphere of journalism, Oltin Qalam VII
(Golden Pen) was held in the National press-centre of Uzbekistan.
Representatives of different ministries and authorities, creative,
social and the employees of mass media took part in it.
The importance of the contest Oltin Qalam was comprehensively
discussed by the participants of the meeting. The competition is
conducted among such spheres as television, radio, press and internet
journalism, aims to showcase the best achievements in journalism.
The participants noted the contest annually attracts a large number of
journalists. In addition, national Oltin Qalam I contest including 13
nominations, 3 main and 10 complimentary awards, and 27 nominations
including 1 grand prize in 2006, 12 main and 14 complimentary awards
had been given in 2011.
The year’s contest prize is 189 million. Organizational costs of the
contest will be supported by the Public Foundation to support
non-governmental non-commercial organizations and other civil society
institutions under the Oliy Majlis of the Republic of Uzbekistan.
In addition, representatives of UN, UNESCO and the World Bank in
Uzbekistan are also participating in the contest with their own
awards. One of the complimentary awards will go for the best article
devoted to 2012, the Year of Family.
The names of the winners and prize-takers of the VII international
contest on national Oltin Qalam award will be announced on 3 May on
the eve of the world Press Freedom Day.

South Korean delegation holds talks at Uzbek parliament

Members of the visiting delegation of the Republic of Korea headed by
the Speaker of the National Assembly, Park Hee-tae held talks with the
speaker of the legislative Chamber of Oliy Majlis of Uzbekistan
Dilorom Tashmuhamedova on 10 January 2012.
During the meeting was noted that relations between Uzbekistan and
South Korea have been developing in many directions, including in the
field of parliamentarism. An important legal basis for this are the
agreements reached during meetings of heads of the two states.
The guests were informed about the activities of the bicameral
parliament of Uzbekistan. It was highlighted that developed by
President Islam Karimov and based on principles of staging the “Uzbek
model” of development is yielding tangible results – consistent
reforms contribute to the ongoing dynamic and sustainable development
of the country.
At the meeting it was emphasized that a high level of
inter-parliamentary relations play an important role in the dynamic
development of Uzbek-Korean relations. Friendship Association
“Korea-Uzbekistan” is operating in the National Assembly, group for
cooperation with Korea established in the Oliy Majlis, the country
regularly exchange visits of parliamentary delegations.
The head of Korean delegation highly appreciated the attention of
Uzbek government paid to a large Korean community living in
Uzbekistan, preservation and development of its national culture,
traditions and customs.
The same day, Park Hee-tae met with the chairman of the Senate (upper
house of parliament) Ilgizar Sobirov. During the meeting, the
important role of interparliamentary cooperation in strengthening the
legal foundation of bilateral relations was noted.
At the same day the Speaker of the National Assembly of Korea visited
the Independence Square where he laid flowers to the Monument of
Independence and Humanism, as well as toured the museum of history of
Timurids.

in assisting our country in the implementation of wide-ranging
national programs of cardinal reforms and thoroughgoing

Park Hee-Tae cordially congratulated President Islam Karimov on the
upcoming twentieth anniversary of the establishment of diplomatic
relations between our two nations to be celebrated January 29. The
Korean official said his country’s leadership and the National
Assembly highly appreciate the existing constructive and fruitful
interstate relations, attach a particular significance to further
enhancement of bilateral ties.
To date, Uzbekistan and South Korea have hoarded a tremendous
cooperation experience in political, trade-economic and investment,
cultural and humanitarian areas that serves as a robust backbone for
materialization of longer-term mutually advantageous projects. A
substantial and comprehensive normative groundwork has been built by
bilateral agreements.
President Lee Myung-Bak’s state visit to Uzbekistan in August 2011
proved a logical extension of practice of highest-level regular
meetings and demonstrated a shared, solid political will to afford an
even greater dynamism to the bilateral interaction. Noteworthy that
the heads of our two states during that visit gave a start to the
construction project – unparalleled in terms of scale and new
technologies – Ustyurt Gas Chemical Complex at the Surgil deposit, a
scheme worth 2.6 billion US dollars.
It has been stressed at the meeting that the high intensity of
inter-parliamentary bonds has been important in the dynamic
advancement of Uzbek-Korean relations. The National Assembly hosts
Korea-Uzbekistan Friendship Association, while a group for cooperation
with the Republic of Korea is set up in Oliy Majlis. Legislatures of
our two countries regularly exchange visits.
The parties to today’s talks were pleased to take note of the steady
tendency toward expansion of economic and investment cooperation.
Bilateral trade within last year’s eleven months exceeded $1.5bn. The
sum total of registered South Korean investments in Uzbekistan’s
economy has topped $5bn, whereas the volume of materialized inputs has
beaten $2bn. More than 350 enterprises with South Korean capital
currently operate in Uzbekistan.
Worthwhile has been the activities of Korean Air that manages
transcontinental intermodal hub at Navoi International Airport, where
up to 24 flights are made every week to major regional economic and
financial centers of Asia and Europe. Korean businesses have been
energetic in boosting Navoi Free Industrial and Economic Zone by
implementing a whole range of mutually beneficial projects.
Uzbekistan has bolstered cooperation with the Country of the Morning
Freshness in cultural and humanitarian realms. In particular, some 1.5
thousand representatives of our government agencies have been
retrained in the Republic of Korea within programs of Korea
International Cooperation Agency (KOICA).
A detailed and open exchange of views on promising areas of
Uzbek-South Korean interaction has taken place during the meeting at
the Oqsaroy.

Meeting at Oqsaroy residence

Chen Zhili, Vice Chairwoman of the Standing Committee of People’s
Congress of China, at Oqsaroy on 6 January.
She arrived in Uzbekistan as the special envoy of President of the
People’s Republic of China Hu Jintao.

Chen Zhili conveyed sincere congratulations on behalf of the Chinese
government in connection with the 20th anniversary of diplomatic
relations established between our two countries marked these days.
She mentioned China’s willingness to make all efforts for the dynamic
development of multifaceted mutually beneficial ties with Uzbekistan
in the spirit of the treaty on partnership relations of friendship and
cooperation signed in May 2005 and principal agreements reached during

Uzbekistan have been making contribution to strengthening the economic
and trade ties.

Dear friends!
Please accept my sincerest, most cordial congratulations on the
New Year 2012.
Gathered round the festive table in these exciting moments just
minutes ahead of the new year, we inadvertently and quite
naturally recall everything that ties us to the outgoing year,
namely, the tremendous transformation and our accomplishments made
in renovating the country, the memorable events and impressions,
our joys and concerns.
I believe we all agree that the passing year will stay in our mind
primarily as the one when we widely celebrated a great date in the
history of our Motherland – the twentieth anniversary of its
independence that opened up a path to a new, free and prosperous
life for our nation. |

I would be correct to say from this perspective that the year 2011 has
proved an integral part and logical extension of dynamic advancement
on the path chosen by us twenty years ago of wide-ranging reforms
acknowledged and winning appropriate respect of the international
community.
It is hardly a secret that every year is distinct with its own
climatic peculiarities – be it a shortage of water, extreme weather or
other freaks of nature – resulting in due setbacks and difficulties,
first and foremost in agriculture and consequently in our everyday
life. Nonetheless, we have every reason to assert that the retiring
year, notwithstanding the quandaries and tests it has brought, has by
and large been fruitful and successful for our nation.
As the prominent organization, International Monetary Fund, has put
it, despite the ongoing global financial and economic downturn and its
impact, Uzbekistan has been among quite a few countries that did well.
With its 8.3 percent growth in gross domestic product in 2011,
Uzbekistan has testified to the fact that the invariably high rates of
economic growth in the country observed in the last few years are firm
and steadfast.
The extensive efforts in renewing and modernization, intensifying the
democratic reforms, liberalization of all spheres of life, developing
civil society institutions have been kept forward in Uzbekistan during
the departing year.
The achieved high indicators that we could only dream of in the past
is the confirmation of the correctness of development model chosen by
us, the efficiency of new industries set up by us that have become
locomotives of our economy. Dozens of modern enterprises have been put
into operation; such leading sectors as fuel and energy, mining,
chemical, textile, automotive, capital construction, transport and
communications have been afforded accelerated development.
Our farmers deserve special reverence: they have harvested 6.8 million
tons of grain, nearly 3.5 million tons of cotton, more than 8.2
million tons of vegetables and melons, some 3 million tons of orchard
crops by their everyday selfless labor, having overcome all the
toughest complications of season.
I would like to stress in particular that the remarkable achievements
made in 2011 in the real sector of economy have allowed us to raise
salaries, stipends and social allowances by 20.2 percent, pensions by
26.2 percent, resulting in the growth in real incomes of population by
23.1 percent.
The critical stride toward addressing social issues and employment
matters has become the creation of approximately 1 million jobs in
2011 owing to the modernization and diversification of economy,
provision of new substantial privileges and preferences for small
business, private entrepreneurship and farming, growing to become a
genuine driving force and backbone for our society.
The passing year will by right inhabit a well-deserved place in the
history of our country thanks to the wide-scale schemes run by us, the
essence of which revolves around securing human interests. We all
naturally take pride in the fact that as a result of well and sound
social policy and consistent efforts undertaken during the years of
independent development in improving the health of population, life
expectancy has risen significantly, death rates in general, maternal
and child mortality in particular, have dramatically diminished. One
of the most striking in the post-Soviet space, these accomplishments
have been worthily appreciated by the World Health Organization,
UNICEF and other eminent international institutions.
I do not think there is a need to cite impressive outcomes in detail,
the ones of persistent efforts taken in 2011 in education sphere and
nurturing the younger generation, the area of critical importance for
us. I am convinced we, the senior generation of fathers and mothers,
can barely stand indifferent to the successes made by the growing
generation, the triumphs of our children and grandchildren, who are
turning into a decisive force to define the future of our nation.
Thinking and speaking of this subject, one would very much prefer that
none of us forget the indisputable truth the prosperity of our land is
undeniably contingent on. It is imperative that everyone living in
this blessed land of Uzbekistan clearly understand the necessity of
taking care, as the apply of the eye, of the reigning peace and
stability in our country, the atmosphere of kindness, humanism and
mutual understanding, interethnic and civil harmony – our invaluable
wealth, the fundamentals of all our high achievements made thanks to
the creative and self-sacrificing diligence of our people.
In this regard, we ought to be always vigilant and attentive in these
disquieted and anxious times, foster our youth as comprehensively
advanced individuals in the spirit of national and universal values,
and counteract various spoiling influences alien to our mentality.
Dear friends!
Seeing the year 2011 off, every one of us indeed binds their dearest
dreams and hopes for the upcoming year 2012 announced the Year of
Family in our country.
I am confident we are all well aware of the fact that the decision [to
announce the forthcoming year as the one of Family] was premised on
such noble and at the same time tangible goals as comprehensive
support for the institution of family, first of all young families,
consolidation of the role and importance of mahalla in this respect,
creation of even more extensive opportunities for our women –
custodians of hearth. In a word, what is at issue is bolstering family
wellbeing and in the end the prosperity of our entire people.
To further these goals, sixty percent of national budget expenditures
are projected to be assigned to social sphere in 2012, primarily to
the advancement of healthcare and education, science and culture.
Salary rates, pensions, stipends and social allowances are expected to
be raised by more than twenty percent, while real incomes of
population are to grow by 22-24 percent.
A great significance will be placed on the continuation of program
launched two years ago aiming to create favorable living conditions
for our people, rural residents first of all. The program stipulates
the development of rural infrastructure that fully meets contemporary
requirements, provision for housing built on best model designs,
ensuring modern public utilities. This year, 7,400 families have

who are to throw house-warming parties in 2012 is to reach 8,510
families.
Meeting the new year with these noble goals and kind intentions, we
believe it will prove even better and eventful for our country and
people.
My dear compatriots!
The conclusive 2011 is now going to retreat to history, giving its way
to the year 2012.
