Tashkent’s economy grows 12.4% |

The gross regional product of the city of Tashkent
increased by 12.4% in 2010 thanks to the successful implementation of
the anti-crisis program.
Industrial production grew by 16.4%, consumer goods production by 10%,
construction works by 17.1%, services by 17.2%.
Exports increased by 44.5% during the year. Foreign direct investments
worth USD 24 million were attracted.
In the framework of the localization program, production of almost 10
new products were launched, including steel wire, parts for cars and
buses, medicaments and others.
The share of small business in the city’s GRP made up 49.9%, in
industry 39%, in construction 45.8%. 57% of all employed are working
in the small business sector.
Over the 12 months, almost 80,500 new workplaces were created in the
capital due to opening of new industrial enterprises, expansion of the
existing ones, development of small and family business.

Young entrepreneurs’ forum
held |

The forum of young entrepreneurs was held in
Tashkent by the Fund “Forum of Culture and Art of Uzbekistan”,
“Kelajak Ovozi” youth initiatives center, Commerce and Industry
Chamber, National Microfinancing Organizations and Credit Unions
Association, Trade Unions Federation and the British Council.
The main goal of the forum was to assist graduates of universities and
professional colleges in setting up their own business and
establishing contacts with banks, insurance companies, state bodies,
experts and scientists.
The topics covered by the forum included preferences for small
businesses, legal support, insurance and other issues.
The participants also discussed measures to improve the efficiency of
projects aimed at supporting small businesses.

Uzbekistan
Airways increases transportation volumes |

National air company Uzbekistan Airways carried over 2
million passengers last year, increasing the number by 14.3% against
2009. The number of carried fights made up 23,500 and the average
number of passengers per flight increased from 78 to 92.
According to Uzbekistan Airways press service, one of the most
important events last year was receiving five new A320 liners, which
replaced old Tu-154 planes on medium-range routes. This year, the
company is expected to receive five more A320 planes.
The use of Airbus liners has proven its efficiency, the air carrier
said. The first two planes received in July and August carried out 883
flights and transported 103,300 passngers and about 340 tons of cargo
and paid luggage.
Opening of the new cargo terminal at Navoi international airport in
August has contributed to the growth of cargo transportation last year
by 63%. More than half of that amount was sent from Navoi alone.
Uzbekistan Airways director general Valeriy Tyan said the company’s
priority was maintaining the highest safety, reliability and quality
standards.
Last year, the company opened new flights to Madrid and Kaliningrad,
as well as increased filght frequency to New Yor, Almaty, Kyiv, Seoul
and Bangkok. This year the geography of flights wil expand to
Khabarovsk (Russia), Mumbai (India) and Islamabad (Pakistan).
Uzbekistan Airways is continuing preparation to joining the SkyTeam
alliance. The final variant of the general agreement on commitment to
SkyTeam has already been prepared, the company said.
The carrier’s structure is being improved in accordance with SkyTeam
standards. In August, Uzbekistan Airways signed a genera agreement
with Sabre to introduce the frequent flyers program that complies with
SkyTeam requirements.
Uzbekistan Airways Technics, the subdivision of the national air
company, is increasing its production capacities. The enterprise
carries out all types of line and base technical service of the planes
of national and foreign airlines.

Environmentally clean and
safe fuel |

The Ecological Movement of Uzbekistan, the Chamber
of Commerce and Industry and Gazamir-Pro company presented their
project aimed at transferring tractors, trucks, cars and buses to
gas and diesel fuel.
The project is being implemented in accordance with the Cabinet of
Ministers resolution on measures to develop a network of gas
filling stations of 10 February 2007.

At the event, the organizers demonstrated Spark, Matiz, Damas, Nexia,
Laсetti and Epica mdoel cars reequipped to run on clean and
affordable methane gas.
According to head of Motor Els company Bahodir Jiyanov, use of the
new equipment has allowed to significantly cut fuel consumption and
emission.
“Both private car owners and enterprises are becoming increasingly
interesting in transfering their cars to gas and diesel fuel,” he
said.
The new technology allows reducing harmful emissions into the
atmosphere by almost 70 percent, Ecological Movement representatives
said.

Bolstering cooperation and
security |

| President of the Republic of Uzbekistan Islam
Karimov visited Brussels on January 24, 2011, at the invitation of
European Commission President Jose Manuel Barroso.
During his visit to the Belgian capital, President Karimov met
with President Jose Manuel Barroso; the European Commissioner for
Energy Guenther Oettinger; and NATO Secretary General Anders Fogh
Rasmussen.
During the negotiations, the sides exchanged practical and candid
views on the current state and prospects of Uzbekistan-EU and
Uzbekistan-NATO relations.

President Islam Karimov’s meeting with European Commission’s
President Jose Manuel Barroso both in restricted and extended format
went far beyond the time framework set by protocol and was held in a
frank and constructive atmosphere. Bilateral cooperation issues as
well as those of regional and international nature have been
discussed during the talks.
The Commission President stressed that the Uzbek leader’s visit was
well-timed, and that today there have been all the necessary
prerequisites for bolstering the bilateral cooperation in political,
economic and other spheres.
Jose Manuel Barroso expressed gratitude to Islam Karimov for the
assistance in executing the EU strategy for Central Asia and
expressed hope that the visit would be a turning point in the
development of bilateral relations between the Union and Uzbekistan.
President Barroso drew attention to what it has been one of the
highest economic growth rates in the world demonstrated by
Uzbekistan, and pointed out European Union’s willingness to make
itself available in the process of economic reforms and structural
transition in Uzbekistan through the supply of high technology for
the implementation of priority projects, infrastructure development,
training of specialists, and expansion of scientific and
technological ties. One of the signed documents is a memorandum set
to boost projects in the sphere of financial and technological
cooperation.
The head of the European Commission noted enormous prospects
unfolding in bilateral interaction in the wake of the Memorandum on
Cooperation in Energy inked during the visit. The prospects referred
to include the modernization of fuel and energy complex,
introduction of energy saving technologies as well as the
development of interregional transport and communications and
transit corridors.
Uzbekistan welcomes the pragmatic approach taken by the European
Union regarding the use of water resources of transnational rivers
in Central Asia. The EU has made it clear that the regional states
should coordinate their efforts to work out a sustainable and
transparent mechanism for cooperation on water and energy issues
with an eye to preserving the existent environmental balance and
built on the principles of fair, sustainable and reasonable use of
transnational water resources.
Jose Manuel Barroso said that with great consideration and interest
has the EU leadership welcomed the Concept of Intensifying the
Democratic Reforms and Forming Civil Society presented by President
Islam Karimov at the joint session of higher and lower houses of
Uzbekistan’s Oliy Majlis on November 12, 2010.
He
expressed the EU’s willingness to provide essential assistance in
the Concept’s implementation, including in particular the drafting
of normative and regulatory projects aimed at fostering the
democratic processes, encouraging the development of independent
media, further liberalization of judicial system. The sides noted
the shared interest in maintaining the dialogue on issues related to
human rights and the rule of law.
The Commission President expressed his profound reverence for the
evenhanded and constructive approach by President Islam Karimov
during the tragic events in southern Kyrgyzstan that broke out last
June. President Barroso noted that Uzbekistan’s discerning strategy
in this critical situation has helped prevent the conflict from
escalation and reaffirm Uzbekistan’s key role in maintaining and
consolidating the stability and security in Central Asia.
During the talks, the sides expressed shared interest in achieving a
durable stability in Kyrgyzstan. The EU leadership has reiterated
its unwavering position on the need for a comprehensive, impartial
and independent international inquiry into the tragic events of last
June, critical to secure an enduring stability in that country.
Presidents Karimov and Barroso have used the negotiations to
evaluate the prospects of Afghanistan and discussed issues
concerning intra-Afghan settlement by the engagement of interested
sides in a dialogue.

The Commission President expressed gratitude to
President of Uzbekistan for the goal-bound projects aimed at
restoring Afghanistan’s economy and infrastructure.
Agreement on Establishing European Union Delegation to
Uzbekistan signed during the visit has received an encouraging
approval from the two sides who expressed confidence that the
document will provide with a solid ground for implementing
agreements and strengthening mutual confidence.
President Islam Karimov’s meeting with NATO Secretary General
Anders Fogh Rasmussen has reaffirmed the common interest of the
parties to intensify the bilateral constructive partnership.

At the same time, priority on this front has been placed on cooperation
within Individual Partnership Program and the Process of Planning
and Analysis of Decisions, countering threats to security from the
proliferation of nuclear and other weapons of mass destruction,
bolstering interaction in combating terrorism and drugs
trafficking.
The two sides agreed that in so extremely intricate a situation
prevailing in Afghanistan, it is imperative to seek alternative
ways to attain peace and stability in that country. In accordance
with Uzbekistan’s viewpoint, creation of a “6+3” contact group
composed of representatives of Afghanistan’s neighboring nations
as well as the United States, NATO and Russia – under a UN
auspices, – could play an important role in this regard.
During Uzbekistan-NATO talks, the position of the Uzbek side on a
range of cooperation issues has been given an essential and
sufficiently comprehensive explanation.
NATO’s Secretary General gave his high appreciation of
Uzbekistan’s significant contribution to the socio-economic
development of Afghanistan and called for the continuation of
coordinated efforts in stabilizing that country.
The visit by President Islam Karimov to Brussels has demonstrated
the common interest of the European Union, NATO, and Uzbekistan to
expand cooperation in various spheres built on principles of
equality and mutual benefit. As it was repeatedly put throughout
the visit, the parties possess a considerable potential, the
realization of which would prove mutually advantageous.

Oltin Qalam (Golden
Pen) contest started |

The National press center of Uzbekistan hosted the meeting
of the organizing committee of the fourth Oltin Qalam (Golden Pen)
award in journalism.
The traditional contest is being held by the Creative union of
Journalists and the International journalists’ training center in
cooperation with the National electronic media association, the Public
fund for supporting independent print media and news agencies, the
National TV and radio company and the Culture and sports ministry.
The event, held in directions like TV, radio, print and internet
journalism, aims to showcase the best achievements in journalism.
This year’s contest includes 27 nominations, including 1 grand prize,
12 main and 14 complimentary awards.
One of the complimentary awards will go for the best article devoted
to the Year of the small business and private entrepreneurship.
The prize fund of this year’s contest is about UZS 150 million. This
is UZS 37 million more than last year.

Ravshan Irmatov among best
referees |

International Federation of Football History and
Statistics (IFFHS) announced the list of the best referees of the
world in 2010.
In the survey, held among experts from 83 states, FIFA referee from
Uzbekistan Ravshan Irmatov became the second among 20 referees,
scoring 128 points.
IFFHS also identified the best referees of 2001-2010. The 33-year-old
Irmatov, who started his international career in 2003, was placed 26th
among the best referees of the 10 years. This is the best result in
Asia.
In 2010, Irmatov refereed the largest number of matches (five) at the
world cup in South Africa. The AFC named him the best Asian referee
three times in a row.

Uzbektourism
to participate in international fair |

The international tourism fair FITUR 2011 will be held in
Madrid, Spain on 19-23 January.
Uzbekistan, located on the Great Silk Road, is attracting tourists
with its unique ancient monuments, beautiful nature and national
traditions.
The reforms in the sector have led to increase of the number of modern
hotels and recration centers. New tourist routes are being created and
transport links renovated.
The cooperation between Uzbekistan and the World Tourism Organization
(WTO) has been developing consistently. Uzbekistan joined the
organization in 1993. The country regularly hosts international
tourism fairs, conferences and seminars in collaboration with the WTO.
The visit of the WTO General Secretary Taleb Rifai in October 2010 to
Uzbekistan raised mutual relations to a qualitatively new level.
Uzbektourism national company told UzA that Uzbekistan is capable of
receiving about 2 million foreign tourists each year.
FITUR 2011, where Uzbekistan will demonstrate its huge tourist
potential, should help increase the flow of tourists to the country.
FITUR is one of the largest international fairs. Last year’s forum
attracted 10,000 companies from more than 150 countries with about 600
stands.
More than 11,000 travel agencies and companies, as well as experts
from 166 countries are expected to attend the fair this year.
Uzbekistan will be represented, apart from Uzbektourism, by Uzbekistan
Airways, Uzbekistan Railways and other companies.

Judo world champion from Uzbekistan Rishod Sobirov
celebrated his first victory in the new season.
Over 200 athletes from more than 40 states fought for at the
Masters international tournament in Baku, Azerbaijan.
Rishod Sobirov, acting world champion, winner of Asian Games and
world rating leader, defeated Ganbat Bogdbaatar from Mongolia,
Amiran Papinashvili from Georgia and Beslan Mudranov from Russia
before reaching the final.

In the deciding fight, Rishod Sobirov defeated Arsen Galstyan from
Russia and won the gold medal.
The participants of the Baku tournament received rating scores,
giving them the right to participate in the 30th summer Olympics in
London in 2012.

marks 19th anniversary of Armed Forces |

| Uzbekistan celebrates the Day of Defenders of the
Motherland and the 19th anniversary of the Armed Forces on 14
January.
On the eve of the holiday, a solemn meeting was held at Turkiston
palace in Tashkent with participation of the soldiers and
sergeants, officers and generals, military veterans and members of
the public.

Minister of defense K.Berdiyev read the congratulation of the
President Islam Karimov to the country’s military.
Widescale work has been carried out in Uzbekistan to create the
national army corresponding to modern requirements and standards,
which is a reliable guarantor of independence, security and
territorial integrity of the country.

The main goal of the Armed Forces reforms is to
increase the defense capability of the army. The structure and
dislocation of the army, which unites units of the Defense
ministry, Border troops and military structures of other
ministries and departments, have been improved.
A special attention is being paid to increasing professional
training of the military servicemen. Sergeant schools have been
created, which prepare highly qualified professionals with high
intellectual potential.

The term of the military service was reduced to one year, and the
call up is being held once per year on a contest basis.
The state has been paying attention to improving the living
conditions of the military people and their families, providing
them with housing, constructing and reconstructing residential
areas, as well as implementing complex programs to provide the
military with qualified medical aid.
In accordance with the President’s decree, a group of the staff of
the law-enforcement bodies, as well as defense and emergency
ministries were awarded with honorary titles, orders and medals.
These persons received their awards at the solemn meeting.
At the event, winners of the three-stage Armed Forces contest of
2010 were also awarded, including the best commanders and the best
sergeants, as well as the best sergeant school, best defense
department, best military school and the best military unit.

Cabinet’s social
complex sums up 2010 results |

The Cabinet of Ministers’ Complex for education,
healthcare, social protection, information systems and
telecommunications held a session to sum up the results of 2010 and
consider tasks for 2011.
The session participants considered implementation by the ministries
and departments of the complex of the priority tasks of socioeconomic
development of the country in 2010 set by President Islam Karimov.
In particular, they reviewed issues of modernization and
diversification of production, implementation of innovative and
investment projects, as well as expansion of local production and
increasing exports.
The complex also defined measures to implement the tasks set by the
head of the state in his speeches at the joint session of the
parliament’s houses in November and the meeting devoted to the
Constitution Day in December.
According to the complex, last year it produced goods and provided
services worth a total of UZS 2.26 trillion, which is 19.1% more than
in 2009.
Paid services provided to the population comprised UZS 1.357 trillion,
14.5% up from the previous year.
USD 413.5 million worth of funds were used for projects included in
the 2010 investment program, which is 94.9% more than planned. Exports
exceeded the forecast by 32.3%.
The session considered improvement of the healthcare system,
reconstructing and equipping children’s sports objects, music and art
schools, teaching foreign languages and information technologies.
The participants also discussed introduction of ICT in state bodies
and local authorities, rational use of paper and enriching the
information and education portal ZiyoNET with new resources.

Uzbekistan
starts introducing biometric passports |

Director of the State Personalization Center under the
Cabinet of Ministers of Uzbekistan Abdusattar Matkarimov spoke to UzA
on the introduction of the biometric passports in the country.
In accordance with the President’s decree of 5 January, the country
will complete introduction of biometric passports by the end of 2015.
The resolution of the Montreal Assembly of the International Civil
Aviation Organization of 2004, its member states were recommended to
introduce documents with electronic chip carrying information on the
owners’ personal biometric data, Abdusattar Matkarimov said.
According to him, the new passports are aimed at ensuring security of
the international civil aviation and increasing the level of
protection of the identification documents. The new system will also
create comfortable conditions for the air passengers thanks to quick
and precise identification of the person.
To date, biometric passports have been introduced in more than 100
countries of the world. Uzbekistan will soon become one of them.
“The biometric passport, apart from usual data, contains an electronic
information carrier with personal biographical data of the owner, as
well as his or her biometric parameters, which include a digital photo
and fingerprints,” the Personalization Center director continued.
“There are three types of biometric documents – citizen’s passport,
diplomatic passport and a travel document for persons without
citizenship,” he said.
The passports will be exchanged in two stages. During the first stage,
to last during 2011, new passports will be issued to staff of the
ministries and other state bodies, as well as citizens leaving the
country of resident in other states, and those receiving the new
passport.
During the second stage – 2012 to 2015 – all other citizens of
Uzbekistan will be issued biometric passports.
The State Personalization Center was set up in accordance with the
decree of the President of 23 June 2009. It provides centralized
creation and registration of all three types of biometric documents.
The current passports of the citizens of Uzbekistan will be valid
until the end of 2015.

Development of tourism

A conference devoted on improvement of training tourism
specialists was held in Tashkent.
Heads of higher educational institutions training tourism specialists,
teachers and experts participated in the event organized by the
national company Uzbektourism and the Ministry of Higher and Secondary
Specialised Education of Uzbekistan.
Chairman of Uzbektourism R.Mirzayev stressed that in Uzbekistan an
extensive work was being ocnducted on development of tourism
infrastructure and increasing the inflow of tourists. Like in other
spheres, preparing qualified personnel is an important issue in
tourism.
A number of educational institutions in Uzbekistan are specialized in
training for the tourism industry. The Tourism Faculty of the Tashkent
State Economic University prepares specialists in tourism service,
marketing and management, the Singapore Management Development
Institute and the Samarkand Institute of Economics and Service trains
international tourism and management specialists, while professional
colleges of Tashkent, Samarkand, Bukhara and Khiva teach in hotel and
restaurant business.
Tourism contributes to the growth of living standards, creating new
jobs and strengthening international relations. In Uzbekistan, the
number of modern hotels and recration centers is growing continually.
Development of new tourist routes, creating new and renovating
existing transport communications contribute to the development of
tourism and increasing the inflow of tourists to Uzbekistan.
Uzbekistan is one of the top ten countries by the number of historical
and tourism sites. There are more than 4,000 historical and cultural
monuments in Uzbekistan. Particular attention is being paid to
studying and promoting the rich spiritual and cultural heritage, as
well as rehabilitation, restoration and preservation of ancient
monuments.
“Uzbekistan, located in the heart of the Great Silk Road, attracts
tourists with its unique historical monuments and buildings, as well
as beautiful nature,” said Priti Kesavan of the Singapore Management
Development Institute in Tashkent. “Tourism is an important factor in
sustainable economic development.”
Reports on improvement of training in tourism, development of
cooperation between professionals and specialists of educational
institutions, centers and departments operating in this firld were
heard at the event.

President signs decree on passport system development |

President of Uzbekistan signed a decree on 5 January on
additional measures to improve the passport system in the country.
The aim of the decree is to further improve the issuance and exchange
of passports of citizens of Uzbekistan, as well as travel documents of
individuals without citizenship in accordance with international
standards and requirements.
The head of the state approved the Regulations on the passport system
in Uzbekistan and the Regulations on biometric travel documents of
individuals without citizenship of Uzbekistan.
According to the decree, the current Regulations on the passport
system in Uzbekistan, approved by President’s decree of 26 February
1999, as well as the existing citizens’ passports and identity cards
of individuals without citizenship will be valid until 31 December
2015.
The Ministry of Foreign Affairs has been entrusted to inform the
foreign governments, the International Civil Aviation Organization and
the International Organization for Standardization about the changes
in the national passport system.

Brisbane |

Denis Istomin of Uzbekistan is participating in the
Brisbane International 2011 ATP tennis tournament in Australia.
The 24-year-old player who won a silver medal in the 2010 Asian Games,
held his first game in the new year against Tiemo de Bakker of
Netherlands.
The uncompromising game, which lasted for half an hour, ended with the
score of 7:6, 6:4 in favor of Istomin, who will continue to fight for
the top prize.

One of the evidences of this is the fact that the country’s economy
grew by 8.5% last year, when the global financial and economic
crisis was still affecting the world, and the state budget was
implemented with a 0.3% surplus to the GDP.
“Most importantly, the 23.5% increase of the real incomes of the
population in the past year became the evidence of the growing
welfare of our people; salaries, pensions, stipends and social
allowances increased by 32%,” the President noted.
In 2010, which was proclaimed the Year of Harmoniously Developed
Generation, huge work has been carried out to create all required
conditions for upbringing our children, increasing their
intellectual, spiritual and moral potential, to achieve the noble
goal of raising independently thinking, thoughtful generation of
young people, able to take on the responsibility for the country’s
future, the President said.
“Summing up the results of the past year, on this wonderful holiday
evening, I consider it my duty to express to all of you, my dear
compatriots, regardless of your nationality, language and belief,
the words of sincere gratitude for your honest and conscientious
work, for everything you do for the well-being of our people, for
the flourishing of our common home which bears a glorious name of
Uzbekistan,” Islam Karimov said.
He further expressed confidence that the year 2011, proclaimed the
Year of Small Business and Private Entrepreneurship, will become a
new important stage in the further progress of the state and
society.
“In the new year, it is planned to make everything possible to
ensure stable growth rates of our economy, which should not be lower
than in the past year, for its modernization, technical and
technological renovation, to continue the step-by-step policy to
increase the living level and welfare of the country’s population,”
the head of the state continued.
“It is enough to say that in 2011 almost 60% of the state budget
expenditures will be directed at development of the social sphere,
funds used for development of healthcare, education and culture will
significantly increase, while the salaries, pensions, allowances and
stipends will increase by minimum 25%.”
At the same time, we understand that the most important and maybe
the only condition to implement the tasks set for 2011 and longer
perspective is the determined continuation of our policy of reforms
to renew and modernize the country and to build a prosperous
democratic state and civil society, the President emphasized.
“Only then can we reach these goals, if we are able to mobilize all
of our resources, our possibilities, the huge potential of the
country created over all these years, and most importantly if these
tasks become the meaning and the purpose of life of each of us,
living on this blessed land.
“I believe all of this, as the past years have shown, is quite
realizable, we can do all of this,” Islam Karimov said.
“May the new year bring peace and prosperity, happiness and much joy
in every home, in every family! May peace and calmness reign in our
homes and on our blessed land, and the clear sky above our
Motherland!” the country’s leader concluded.

Deputies approve 2011
action program |

The Legislative Chamber of the Oliy Majlis of Uzbekistan
held a session on 30 December to consider the Program of actions for
2011 and the following years to implement the Concept of deepening
democratic reforms and formation of civil society, proposed by
President Islam Karimov.
The program has been developed to speed up democratic transformations
and forma strong civil society. It contains ideas of all parties
represented in the parliament.
The document defines legislative and organizational measures to
implement in practice the President’s concept, which consists of six
parts.
The deputies said the concept of the head of the state had a great
importance in improving the people’s welfare and protecting their
constitutional rights and freedoms.
With consideration of the opinions expressed during the discussion,
the deputies approved the program of action for 2011 and further
years.
The chamber also considered draft law on limitation of distribution
and consumption of alcohol and tobacco products.
The document, developed in the framework of the Year of Harmoniously
Developed Generation state program, aims at reducing the negative
influence of the alcohol and tobacco on the health of the people,
mainly youth.
After the consideration of the draft law, the Legislative Chamber
approved the concept of the document and passed it in the first
reading.
