On the Session of the Cabinet of Ministers of the Republic of Uzbekistan

 

The session of the Cabinet of Ministers of the Republic of Uzbekistan took place on July 17 this year in Tashkent, which has summed up the outcomes of social and economic development of the country during the first half of this year and elaborated the additional measures on overcoming the consequences of the global economic crisis, ensuring implementation of the most important priorities of sustainable development of economy in 2009 defined by the President of the Republic of Uzbekistan Islam Karimov at the session of the Government on February 13 this year.


The participants of the session comprehensively considered and deeply analyzed the processes of structural transformations, reforming the economy and course of implementation of the Anti-crisis program. Those who took a floor have noted that despite the global financial and economic crisis, the implementation of policy based on realizing the five fundamental principles of reforming elaborated by the President of the Republic of Uzbekistan Islam Karimov, as well as adoption of the timely anti-crisis measures had not only prevented the growth of inflation level, decline in production, negative balance of balance of trade, decrease in investment activity, increase in unemployment, sharp decline of living standards and real incomes of population now being observed in most of the countries of the world, but also ensured the stable, balanced and sustainable development of economy.


The growth of GDP in the first half of 2009 made up 8,2 percent, volumes of industrial production – 9,1 percent, production of consumer goods – 13,1 percent, agriculture – 4,6 percent, services – 18,5 percent, construction works – 32,5 percent. The State Budget has been implemented with surplus in the amount of 0,3 percent towards GDP, the level of inflation did not exceed the forecast parameters. The growth in real incomes of population has accounted for 25,9 percent.


The delegates to the session underscored that given the current global economic crisis, when the demand and prices for many types of export products have fallen sharply due to the reasons not depending on the country, as the key factor in maintaining the sustainability of economy stood development of domestic demand for products of domestic producers, firstly, by way of implementing the development programs of industrial and social infrastructure, housing construction, sphere of services, as well as expanding manufacture of localized products and cooperative deliveries between the domestic enterprises.


In accordance with the Resolution of the President of the Republic of Uzbekistan to accelerate development of industrial and social infrastructure during the period of January through June this year, the country channeled UZS 141 billion for the construction, reconstruction and road repair works of general-use motorways of international and state significance. The countryside areas saw commissioning of 435 kilometers of gas and 839 kilometers of water supply systems, construction of 2,9 million square meters of individual housing. The work worth UZS 61,1 billion has been accomplished at land-reclamation and irrigational sites. 233 general education schools have been commissioned. It is about to complete the construction of 196 professional colleges and 18 academic lyceums, which are to be commissioned by new academic year. The improvement and betterment works are underway everywhere at residential areas and along main motorways.


Along with expanding the domestic demand the consistent measures to support exporters are going in parallel. With a view of replenishing the circulation funds of exporter companies the commercial banks allocated soft loans worth UZS 81 billion, the value added tax refund for exporter companies has made up UZS 21 billion. The aforementioned measures, as well as further diversification of export and access to the new external product markets allowed securing the growth in export program by 13,4 percent and positive surplus of trade balance of about USD 1,6 billion.


As a part of the “Year of development and improvement of countryside” State program Uzbekistan has been undertaking a broad spectrum of measures on betterment of agricultural residential areas, as well as promotion of efficiency of agrarian sector of economy, firstly, thanks to accelerated establishment of modern enterprises on deep processing of agricultural products, ensuring high employment rates at the countryside, first, among youth, increasing incomes and living standards of the countryside population. Despite tough weather conditions, the nation’s farmers harvested over 6,6 million tons of grain. The production of fruit and vegetable products has been increased by 12,4 percent, cattle and poultry – by 6,6 percent, and eggs –by 15,3 percent. All this creates conditions for a reliable meeting of population’s needs in foodstuff.


During the session its participants have paid a special attention to the analysis of implementation of the Investment program of the Republic of Uzbekistan, adopted programs of modernization, technical and technological re-equipment of the most important branches of economy and localization of production. They have noted that measures being undertaken on enhancing the investment activity of banking system, speedily implementing the most important investment projects and creating the favorable investment climate provided for the growth of volumes of assimilated capital inputs by 32,7 percent, including the direct foreign investments – to 2,6 times. The country channeled 71,1 percent out of total volume of investments to the production investments.
During the first half of this year Uzbekistan implemented 667 production and infrastructural investment projects in priority branches of economy aimed at new construction, modernization, technical and technological renewal of production that ensure manufacturing of new export-bound products. For over the first half of 2009 the country commissioned 193 new production sites, of them in the light and textile branch – 32 sites, food industry – 67, and construction materials industry – 78.


The implementation of the localization program allowed assimilating 95 new types of products being localized and increasing volumes of production of the finished products being localized to 1,8 times, having ensured manufacture and realization of import-replacing goods worth in equivalent USD 708 million.


The task of ensuring the high employment rates of population remains to stand among the most important and main priorities. For over the first half of 2009 534,6 thousand new jobs have been created, including 328 thousand – at the countryside areas and 52 thousand – in the sphere of home-stay labor in cooperation with enterprises.


On the outcomes of discussions of the issues put on the agenda of the Government’s session the relevant decisions have been adopted, which foresaw additional measures on unconditional ensuring implementation of the most important priorities of the nation’s social and economic development program for 2009.

 

 

U.S. Undersecretary of State Burns Visits Tashkent, Meets President

 

On July 13 this year at the Oksaroy Residence in Tashkent the President of the Republic of Uzbekistan Islam Karimov received the U.S. Undersecretary of State for Political Affairs William Burns, the Uzbekistan National News Agency reported.

President has noted that the meeting served as a fine opportunity for the exchange of views on the issues of bilateral and multilateral cooperation of mutual interest.

“We consider your visit as a confirmation of the readiness of the United States to further develop the relations with Uzbekistan on constructive and pragmatic basis with taking into account the long-term interests of both countries,” President Islam Karimov said.

The Uzbek-American relations cover the broad spectrum of issues of international and regional politics, including the fight against transnational threats, as well as consolidation of regional security and stability.

The two states interact in establishing peace and stability in Afghanistan, as much as in social and economic recovery of that country. The U.S. has been delivering the non-lethal and humanitarian goods to Afghanistan through the territory of Uzbekistan.

In their relations Uzbekistan and the United States accord priority to expanding the mutually beneficial trade, economic and investment cooperation.

At the Tashkent talks the U.S. Undersecretary of State William Burns has thanked President for a sincere welcome and noted the interest of the current U.S. administration to develop cooperation with Uzbekistan in all spheres.

Also, at the Oksaroy the sides exchanged views on the issues of Uzbek-American relations and other topics of mutual interest, according to the report.

 

 

Seminar to Enhance Skills of Tax Professionals, Report Says

 

Tashkent hosted the seminar workshop organized by the joint project of the Finance Ministry of Uzbekistan and United Nations Development Program “State finances reform in Uzbekistan”, and other structures.

The seminar saw discussion of new approaches in tax administration, introducing into practice the provision on office control only based on studies and analysis of the report submitted by a taxpayer, accomplishing analysis of financial and tax report.

According to such report by the Narodnoye slovo Russian-language newspaper, the seminar workshop has pursued the goal of enhancing professionalism of staff members of tax-collecting bodies, the quality of tax check-ups and advice of tax payers.

Those, who have attended the seminar, learned in detail about the procedure of filing by tax bodies of lawsuits and peculiarities of economic and civil legal procedure. They have paid a substantial attention to studying the “Office control and risk-analysis” program product worked out on the order of the State Tax Committee of the Republic of Uzbekistan.

Also, the attendees of the seminar are reported to have manifested a keen interest in the issues related to criteria in terms of defining risks of violation of tax legislation.

 

 

Over Thousand People Attend Vacancy Fair Held in Tashkent

 

Over 1200 people visited the vacancy fair, which took place in Chilanzar District of the city of Tashkent, the Pravda Vostoka Russian-language national newspaper reported July 14.

The Head department for labor, employment and social protection of population at the Municipality of Tashkent, the mayor’s office and Employment Assistance Center of Chilanzar District are reported to have organized the job fair.

The fair was held with an aim to creating jobs for the unemployed, including the graduates of professional colleges. The twenty-eight enterprises and organizations operating in the district have offered jobs.

According to the newspaper, there were in total 680 jobs, which had to be sought by the fresh graduates at the fifteen secondary specialized educational institutions. Most of them have been enthusiastic to work for the branch offices of banks, as well as the bus and tram depots in the town.

What was especially new for this season, as the newspaper also wrote, - the distribution of quota-based jobs for the persons in need of social protection.

Over 400 vacancies are going to be taken by the disabled, pre-retirement-age men and women, the young men, who served in the army, and those, who have served their prison terms.

 

 

Seminar Attendees Learn about Info Systems in Businesses

 

The seminar “Information systems – key to developing business” took place at the Zargaron-Plaza Hotel in Bukhara that saw the participation of entrepreneurs and businesses engaged in the sphere of tourism, as well as mass media outlets, the report by “Khalk sozi” Uzbek-language newspaper said.

The Bukhara Territorial Regional Department of Uzbekistan’s Chamber of Commerce and Industry and BAS Program – the business consultations assistance program in Uzbekistan are reported to have organized the seminar workshop.

The economic reforms being accomplished in Uzbekistan under the leadership of President, attraction of foreign investments and equipping industries with modern technologies are bearing the expected effect and results, the Pravda Vostoka newspaper reported.

Establishment of the Malaysian affiliate company of Fikentex Andijon at the Jalabek Village of Altynkyol District in Andijan Province thanks to drawing in the foreign investments worth 365 thousand dollars serves as a good example of the aforementioned, wrote the newspaper.

The products manufactured at the company enjoy good demand among customers who prefer to buy them for their fine quality. The company produces 350 thousand pairs of legwear garments per year, while using the local raw.

 

 

Uzbekistan Develops Given Peace and Stability, Secures Impressive Results, Says Former Japanese Envoy to Uzbekistan

 

The Special adviser to the Prime Minister of Japan, former ambassador of Japan to Uzbekistan Mrs. Kyoko Nakayama has been to Tashkent on a working visit.

As a part of her stay in the country Mrs. Nakayama held talks at the Foreign Ministry of Uzbekistan, where she had discussed the issues of deepening and enhancing the cooperation of two countries. Despite her hectic schedule of stay in Tashkent Mrs. Nakayama has kindly agreed to talk to the Information Agency “Jahon”.

“During my visit we have discussed the issues of developing the economic ties between our countries”, Ambassador Nakayama has said. “It was literally today when the Japanese parliament has ratified the agreement on investment cooperation, which we had signed with Uzbekistan. We believe that this document will open up the new opportunities for extending and enhancing the mutually beneficial relations.”

“Unfortunately, the enormous potential of cooperation between Uzbekistan and Japan still remains to be unexploited in full. We hope that the agreement ratified by our parliament will serve for consistent expansion of scales of cooperation and will help to more effectively and fuller use the economic potential of our countries”, she has also said.

“Soon the capital of Uzbekistan – Tashkent – will celebrate its 2200th anniversary jubilee. In this regard, I would like to note that I visit Tashkent each year and each year the city makes me impressed in different ways: I notice that the city rapidly changes, the new modern buildings are emerging, the infrastructure is being bettered, and as always, the faces of people are illumed with light and sincere smile”, Mrs. Nakayama has revealed.

“Taking this opportunity, I would also like to congratulate the people of Uzbekistan yet on another holiday – the Independence Day, which will mark the 18th anniversary of the nation’s independence”, Ambassador Nakayama added.

“Uzbekistan led by President Islam Karimov actively develops its economy given peace and stability, while securing the impressive results”, former Japanese envoy to Tashkent said.

Usman Muskhafi Holy Koran to be Preserved Using High-Tech

 

Uzbekistan renders a substantial attention towards reviving the rich heritage of ancestors. At the moment, the country accomplishes the work on reconstructing and bettering the sacred places of burials of renowned medieval thinkers and saints, studying and preserving their scientific labors for forthcoming generations.

Nowadays, the unique books and manuscripts are being safe-kept at the library of the Board of Muslims of Uzbekistan. One of the ancient samples of Holy Koran - “Usman Muskhafi” - is now preserved in a special glass box placed at the Myui Muborak madrassah of the Khazrati Imam Complex in Tashkent.

In the seventh century on the orders of Caliph Usman bin Affan this sanctuary has been made into a book and prepared in several copies. Sakhibkiran (great commander and state figure) Amir Temur brought the Holy Koran of “Usman Muskhafi” to our lands. The text of the Holy Koran has been rewritten by renowned calligraphers of that time.

With a view of implementing the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan of June 8, 2007 on providing for a proper safekeeping of “Usman Muskhafi”, the Ministry of Culture and Sport has procured high technology equipment on creating the necessary conditions for safekeeping the Holy Scripture.

The equipment was made by the U.S.-based Wei T’o Company. It allows to preserving books and manuscripts in optimal conditions, controlling the necessary level of temperature, moisture and light, thus, by preserving their invaluable content for the future.

During the visit to Uzbekistan, Richard Smith, the Wei T’o Company president, participated in holding of the two-day study courses on exploiting the equipment for the staff members of the library of the Board of Muslims of Uzbekistan and specialists of the Institute of Oriental Studies at the Academy of Sciences of Uzbekistan.

At the moment, the library workers are engaged in starting up with using the said technology.

 

 

Fifteen Million Flowers Planted in Tashkent Prior to its Jubilee

 

The entire capital city is preparing to celebrate the jubilee of Tashkent. The municipal department of the Makhalla Fund is undertaking an active work on improving and bettering the city, the “Narodnoye slovo” national Russian-language newspaper reported last week.

Thus, on the eve of the holiday one hundred thousand coniferous trees, two hundred thousand orchards and fifteen million of various sorts of flowers have been planted at the makhallas throughout Tashkent, according to the newspaper.

Besides, the “Makhalla” Fund undertakes substantial enlightenment work with participation of renowned scholars, historians, and the people of state and public organizations. They hold meetings with schoolchildren. The latter are told about historical sites of Tashkent, its role in the nation’s life.

Also, the brochure entitled “Makhalla” has been published in three languages - Uzbek, English and Russian – dedicated to the capital city’s anniversary.

It tells about makhalla, its significance in the life of capital as much as country.

 

 

Soirees, Events Held as Nation to Mark Capital City’s Jubilee

 

The Alisher Navoi National Park alongside with the Ministry of Culture and Sports, the Republican Scientific and Methodical Center of People’s Art and the other agencies hosted the soiree on literature and music dedicated to the 2200th anniversary of the city of Tashkent, according to the “Khalq sozi” national Uzbek-language newspaper.

Uzbekistan pays a considerable attention to enhancing the people’s spirituality, and especially, of youth, preserving the national traditions and values, bringing up the upcoming generation in the spirit of love to Homeland, as much as devotion to the ideas of independence.

The Resolution of President “On preparing and holding of the 2200th anniversary jubilee of the city of Tashkent” serves as a powerful stimulus for the work now underway.

As a part of the celebrations of the 2200th anniversary of Tashkent in accordance with the city’s high authority and the capital status, various artistic exhibitions, creative festivals, contests and concerts are held. Apart from professional singers several amateur groups of singers take part at them.

 

 

Report: Armed Forces Academy Graduates Obtain Diplomas

 

At the Tashkent Central House of Officers the graduates of the Academy of Armed Forces of Uzbekistan were awarded the graduation certificates and badges, according to the report by Uzbekistan National News.

The teachers of the Academy, servicemen, members of public and the parents of graduates took part at the ceremony, according to the report.

Those who took a floor at the event have said that at the moment Uzbekistan accomplishes considerable work to reform the Armed Forces. The national army is getting bettered year to year.

The contemporary methods and ways of teaching with application of information and communication technologies as well as computers are now applied to the military institutions of higher learning.

The said institutions are also reported to have arranged the effective system of training the officer cadres with professional skills, intellectual potential, managerial abilities, as well as able making independent decisions at any situations.

Establishing the not-so-big mobile and well equipped Armed Forces with a modern weaponry and are able to protect Homeland is one of the priority directions of reforming the national army. President Visits Namangan Province, Learns about Reforms

 

On July 2 this year with an aim to learn about the course of social and economic reforms now underway in the country, as well as creative and betterment works now being accomplished at the local levels the President of Uzbekistan Islam Karimov visited the Namangan Province, according to the national newspapers.

Namangan Province takes an important place in the social, economic, cultural and spiritual life of Uzbekistan. The people of Namangan are worthily contributing to strengthening independence, as much as social and economic development of the country.

In the first half of this year the growth of the gross regional product of the province made up 10,7 percent. Also, the province secures the stable rates of increasing production of industrial goods and consumer products.

This year the grain is grown at 79 hectares of land and the cotton plant – at more than 86 thousand hectares of land. There are nearly 7,000 farms in the province. Apart from cotton and grain growing they do the horticulture, engage in cattle breeding, and cultivate the melons and gourds.

President Islam Karimov visited the Chinor Farm in Kasansay District, according to the newspapers. At the farm President spoke to farmers.

Speaking about the prospects of farming the Uzbek Leader has underscored that the farmers were turning into a buttress of not only economic and social, but also the political life in Uzbekistan.

President also spoke of the need to spread the experience of such farms as Chashmai Safed and assist other farmers in developing the processing industry.

Also, President Islam Karimov talked to the scientists at the Namangan Branch of the Scientific and Research Institute of grain and leguminous plants at the irrigated soils and farmers.

The said institute tackles such issues as raising the crop harvests at irrigates soils along with considering the soil and climatic conditions, combating the plant pests and agricultural diseases, as well as nurturing the new breeds.

According to the newspapers, the President has also learnt about the samples of more than twenty breeds of wheat now grown in the Ferghana Valley. He manifested a keen interest in nurturing the Chillaki breed, its peculiarities and advantages.

“Nurturing the perspective breeds,” President said, “is an issue of state importance. We must think about the future. In nurturing the new kinds it is necessary, while leaning on the scientific basis, to consider the proposals and recommendations of farmers, as well.”

As a part of his stay in Namangan Province the President visited one of the military units, where he had spoken to soldiers and officers. Islam Karimov has learnt about the local conditions, study process, as well as the combat and physical training of servicemen.

 

 

Seminar Addresses Role of Makhallas in Local Reforms

 

Uzbekistan accomplishes considerable work in developing the makhalla institution, strengthening the role of self-governance bodies in state and public construction. All these efforts are bearing fruitful results, the Uzbekistan National Agency report has said.

Nowadays the local self-governance institution of makhalla is enhancing its role and significance in forming the state bodies of power at the local levels, as well as in fully implementing the principles of civil society. The makhalla institution is very important in reflecting considerable reforms now being accomplished in all spheres of people’s lives.

That was the very topic of this week’s seminar which has been organized by the Makhalla Republican Fund. The staff members of the Fund’s territorial establishments took part at the event, according to the report.

New Infectious Diseases Hospital Rises at the Place of Old One

 

The new building of the Fourth city clinical hospital of infectious diseases has been commissioned in Shaikhontokhur District of Tashkent, the report by the Uzbekistan National News Agency said.

Given the support and assistance on the part of Mekhr Nuri Foundation and other sponsors the hospital building has been repaired at the level of modern standards and equipped with new specialized equipment and furniture.

Along the way of reforms now being implemented in the country in medical and social sphere Uzbekistan pays a special attention to constructing the new hospitals, strengthening the material and technical basis of medical establishments, raising the qualification and mastery of doctors, as well as regularly expanding the scale of medical aid rendered to the people.

The decree by President Islam Karimov on the main directions of implementing the state program of further deepening the reforms and developing the system of healthcare serves as an important guideline in extending the scale of works in this direction and increasing the quality of medical services.

The non-state non-profit organizations and charity funds are actively participating in accomplishing these tasks alongside with other state-run organizations, the report also said.

For instance, the Mekhr Nuri Charity Foundation now implements a number of effective projects on developing the system of healthcare, repairing and equipping the facilities of social importance.

As a result, the new modern medical complex rose at the place of old Fourth city infectious diseases hospital. Now it may receive nearly 150 patients at a time. The nearby territory of the hospital has also been improved. The new summerhouses with fountains have been built, as well.

 

 

Festival of Korean Art Takes Off in Tashkent, Report Says

 

The festival of Korean art took off this week at the Turkiston Palace in Tashkent, according to the report by Uzbekistan National News Agency.

It has been organized by the Ministry of Culture and Sports of Uzbekistan alongside with Forum of Culture and Art Foundation of Uzbekistan, Embassy of the Republic of Korea to Uzbekistan, as well as the Ministry of Culture, Sport and Tourism of the Republic of Korea.

Uzbekistan and South Korea consistently develop the political, economic, social, humanitarian, cultural and enlightenment ties. The arrangements secured during the meetings of leaders of the two countries serve as an important legal basis in such undertakings.

Not less important is the role now played by art and culture in further extending the friendly relations between the two countries.

The festivals of South Korean films and art exhibitions held regularly in Uzbekistan dedicated to the works of South Korean artists, as well as various cultural and enlightenment events serve as a vivid confirmation of the aforesaid.

During the three-day festival the viewers will see the traditional and modern dances, as well as will closely learn about the ballet and music art of the Republic of Korea.

The first day of the festival has been dedicated to Korean traditional dances and music art, according to the report.

 

 

Fresh College Graduates Get Jobs at Tashkent Vacancy Fairs

 

The traditional vacancy fairs held by district employment assistance centers at the head department of labor and social protection of people of the city of Tashkent are important in providing citizens with jobs, the Narodnoye slovo newspaper reports.

According to the said Department, for over the first half of 2009 over 20 job fairs were held in the town. More than 200 companies and organizations are reported to have participated at those fairs. The bulk of the job-seekers have been employed. The rest of them have been given relevant recommendations in line with labor legislation currently in force.

The majority of the job-seekers at the fair that took place at the Uchtepa District in the city of Tashkent have made up the fresh graduates of higher educational institutions and those of secondary special and professional education. At the fair 117 graduates received letters of reference for jobs.

“I have graduated from the professional college of services in Tashkent,” said one of the jobseekers in the town Otabek Ismailov. “Having participated at the fair I have been employed as a mechanic at the head department of health of the city of Tashkent.”

 

 

Water Supply Gets Bettered in Andijan Villages - Report

 

As a part of the Year of development and improvement of countryside State Program the water supply has been improved at the village of Imamota in Khojaobod District of Andijan Province.

According to such report by the Uzbekistan National News Agency, before the villagers used the spring water and irrigated their crops.

For over the last years the villagers suffered from lack of water. Therefore indeed, according to the report, with an aim of effectively using the water reserves of the Chilustun Lake, which lays at an altitude of one thousand meters above sea level, massive construction works have been undertaken at the area.

In particular, the constructors have worked out the project of the new channel with spans for 2600 meters. The water pipeline of up to 26 kilometers has been laid through the mountain pass.

As a result, the water supply has been bettered at several makhallas and 600 hectares of crops. This promotes further improvement of the foothill areas, according to the report.

 

 

President Receives Chinese Deputy Premier in Tashkent

 

On June 28 this year at the Oksaroy Residence in Tashkent the President of the Republic of Uzbekistan Islam Karimov received the Deputy Premier of the State Council of the People’s Republic of China Li Keqiang, according to the Uzbekistan National News Agency.

Welcoming the Chinese Deputy Premier, the President noted the consistent development of the Uzbek-Chinese relations.

“Your visit serves as yet another bright confirmation of the community of aspirations of our countries towards extending the mutually beneficial cooperation,” President Islam Karimov said. “We highly value the developing Uzbek-Chinese relations.”

Speaking about the ties between Uzbekistan and China, then it would be worth noting to mention that the two leaders have established the friendly relations based on mutual trust and respect. They regularly meet at various top-level occasions.

President Islam Karimov and Chairman Hu Jintao have recently met in the framework of the Shanghai Cooperation Organization’s summit in the Russian city of Ekaterinburg on June 15-16. There they have discussed the current state and prospects of cooperation, according to observers.

The two states dynamically develop the relations in trade-economic and scientific-technical spheres. In 2008 the volume of bilateral trade grew almost by 50 percent and made up 1 billion 296 million US dollars.

At the Beijing meeting of 2008 President Islam Karimov and Chairman Hu Jintao agreed to take the volume of bilateral trade in 2010 up to 1,5 billion US dollars.

With a view of increasing the volume of Chinese investments being attracted to Uzbekistan the sides are continuing to hold talks between the leading firms and companies of the two countries. The total cost of projects being tabled for discussion exceeds 1 billion US dollars.

At the Oksaroy talks in Tashkent Deputy Premier Li Keqiang has thanked the President for a warm welcome. He said that China stood keenly interested to extend cooperation with Uzbekistan in all spheres.
