Intercontinental Tashkent: 10 years in the best traditions of Uzbek
hospitality |
| May 22, 2007 |
A special reception
marking the 10th anniversary of the Intercontinental Tashkent, the only
five-star hotel in Uzbekistan, was held in Tashkent, UzReportcom
reported.
"Dear guests, ten years have passed since the day when InterContinental
began its operation in Uzbekistan. Our road toward becoming the best of
the best and the only five-star hotel in this country was difficult at
times, but it was also full of bright moments and high achievements. We
would not have seen this success without the assistance of our dearest
guests, partners and the Government of the Republic of Uzbekistan, who
supported us throughout these memorable ten years," said the General
Manager of the Intercontinental Tashkent Riza Elibol opening the
reception.
"We are proud to represent the Intercontinental Hotels Group, which
manages over 3,700 hotels across nearly 100 countries, and now for ten
years – in Uzbekistan. Since 1997, Intercontinental Tashkent has been
providing hospitality service to the highest-ranked guests, including
the heads of states, diplomatic missions and the largest companies of
the world during their visits to Uzbekistan. It is also the place where
the majority of official state receptions are held at the highest level.
A dream to bring high quality hotel service to all corners of the world
and satisfy the needs and wishes of the growing number of international
travelers was born on 4 April 1946. A bright evidence of the
transformation of this dream into reality is now in front of our eyes,
embodied in the InterContinental hotels and resorts, in the company
recognized as one of the best in the world in provision of luxurious
hospitality. For 60 years, we have been providing the highest quality of
service to our clients, and intend to continue doing so in the future.
Our first hotel in Central Asia, Intercontinental Tashkent, the only
five-star hotel in Uzbekistan was built ten years ago, and since then we
have expanded the network to other regions of Central Asia, including
Almaty and Astana in Kazakhstan.
Our people lie at the heart of our business – the ones who make a
difference – the ones who care, listen, learn and work ensuring our
customers receive outstanding service and memorable experiences. We hope
to continue to develop, grow and strengthen our partnerships
successfully in the future," Mr Elibol said in his keynote address.
The floor was then given to the First Deputy Minister of Foreign
Economic Relations, Investment and Trade of Uzbekistan Nasreddin Najimov,
who noted on the great role the Intercontinental Tashkent plays in the
structure of the hotel industry of Uzbekistan and thanked its management
for the reception of the highest ranked guests. He also wished the staff
of the hotel further successes and high achievements.
For ten years, the hotel has been contributing to the development of the
Uzbek tourism industry. Unmatched ancient architectural monuments and
beautiful sights of Uzbekistan reflecting and conveying messages from
its rich history, unique nature standing out for the diversity of its
landscapes, as well as dynamically developing economy and internal
stability of the country attract a great number of tourists,
representatives of business and political circles from different
countries and continents. As if emphasizing the world-known traditional
Uzbek hospitality, the tourism business of Uzbekistan warmly receives
the flow of guests, which increases from year to year, and offers an
increasingly wide range of services.
Intercontinental Tashkent is by right proud of its reputation of an
indisputable leader in the market of hotel and tourism services of the
country. Over the years of its existence, InterContinental has been
awarded the title of the "Best Hotel in Europe", and has received
several awards for the achievement of high standards in hygiene and
order, and in staff training. Its leadership was once again confirmed by
the fact that twice it was awarded the prestigious title of "The Best
Hotel of Uzbekistan", and even brighter it is confirmed by the guests,
who choose this hotel as a place of their residence during their stays
in Tashkent.
"I would like to express my deepest respect to and appreciation of the
work of all those who create comfort and hospitality in this gorgeous
hotel, Intercontinental," the President of Uzbekistan Islam Karimov
wrote in the Golden Book of the hotel.
Intercontinental Tashkent has not only received the heads of states and
members of governments of different countries, managers and executives
of global companies and corporations, it was selected as a venue for
numerous major events, such as the First International Cotton Conference
in 1996, the 12th Annual Conference of the European Bank for
Reconstruction and Development in 2003, and the Summit of Shanghai
Cooperation Organisation in 2004. The attention of the significant
clients who attended these events best describes the highest level of
security and comfort provided by the hotel, and equally describes the
highest qualifications of the service personnel speaking foreign
languages and trained in accordance with the international standards.
The hotel offers its guests 233 comfortable suites with all the
conveniences, of which 20 are de-luxe suites, including the President's
Suite and the Vice President's Suite. Each room has Internet access. The
guests may also enjoy a covered pool, a fitness centre, a fito-bar, a
beauty shop, and a best-equipped business Centre. Here at the hotel,
they may also use the services of travel agency, currency exchange
point, dry cleaner and laundry. The hotel has a spacious parking lot.
The guests of the hotel may also enjoy their time at the elegant
restaurants of Allegro and Brasserie on the Park, which offer an
exquisite menu of Mediterranean and European cuisine. A comfortable bar,
Rendez-Vous, is the best place for a business meeting in a comfortable,
informal environment. Also, the first jazz club in Tashkent, TJC, has
recently opened in the hotel.
Intercontinental Tashkent has a wide choice of rooms and the finest sets
of equipment for meetings, seminars and conferences of the highest
level. The hotel offers comfortable meeting halls with climate control,
spacious halls for breaks and rest, all sorts of communication means,
and high quality service.
The military orchestra of the District House of Officers directed by the
Colonel Makarov performed at the reception. It played the classics of
jazz. The culmination of the celebration of the anniversary was the draw
of a trip to London. After the meal, the guests actively participated in
the drawing. The trip to London went to the Director-General of the
Uzbekistan Today News Agency Fariddin Sharapov. The winner will fly to
England by Lufthansa and spend two weeks at the InterContinental Park
Lane in London.

Uzbekistan is third in AFC Futsal Championship in Japan |
| May 20, 2007 |
Uzbekistan has claimed a
worthy reward for their efforts AFC Futsal Championship in Japan.
Uzbekistan defeated Kyrgyzstan 5-3 in the playoff for third place at the
Osaka Municipal Central Gymnasium.
Two first half goals from Abdulla Buriev and one from Anvar Mamedov
provided the Uzbeks race to unassailable 3-0 half time lead, before
Nikolay Odushev and Buriev again secured the Uzbeks' win with strikes in
the second.
Kyrgyzstan's replies came from Andrei Pestryakov, twice and Nurjan
Djetybaev.
With the astounding performance in the championship, Uzbekistan's podium
finish adds further credence to their standing in not only Asian, but
world futsal.
One year short of commencing qualifiers for the 2008 FIFA Futsal World
Championships in Brazil, where Asia has been allocated three places, the
confidence the Uzbeks will have gained from such a finish will hold them
in good stead when Asia's elite futsal nations meet again next year in
South East Asia.
Kyrgyzstan, perhaps reeling from their good semi final performance
against Japan, lacked the energy and discipline that earned them so many
admirers just 22 hours earlier.
"After seeing Japan's game yesterday against Kyrgyzstan , we thought
that it would be a difficult game and it was a difficult game, but we
performed well enough to win," said Uzbekistan assistant coach Pavel
Bezglyadnov.
"One quarter of our team members are in their thirties and we don't
really have too many young players.
"Against IR Iran, we used our younger players and it didn't really work,
so today we used our experienced players and we won.
"This shows that in the future, we need to have our older players teach
our young players some experience so to make Uzbekistan stronger in the
future."
Uzbek marksman Buriev's hat-trick sees the 33-year-old finish the
tournament with eleven goals – more than half his team's total.
Veteran Buriev's haul, combined with noteworthy contributions from first
choice goalkeeper Rustam Umarov and captain Bahodir Ahmedov were
integral to the Uzbeks success at these Championships, while 17-year-old
Farruh Farhutdinov looms as an outstanding prospect for future
campaigns.

Conclusion by the EU - another manifestation of "double standards" |
| May 19, 2007 |
The Statement of the
Ministry of Foreign Affairs of the Republic of Uzbekistan of May 15,
2007 with regard to adoption by the Council of the European Union of an
ungrounded and biased conclusion on 14 May to extend the sanctions
against Uzbekistan has aroused a broad resonance among the state,
political and expert circles, as well as foreign mass media, UzA and
Jahon reported.
Thus, according to the Editor-in-Chief of the Bastille-Republique-Nations
French monthly edition Pier Levi, the conclusion by the EU is illegal,
unfair and even dangerous.
"It is illegal due to the fact that EU, which pretends to express the
will of all European people, must, first of all, be interested in their
opinions", - P.Levi has maintained. "If these people were well informed,
they would be shocked by this new conclusion, which is nothing else but
manifestation of the "double standards", which characterizes the foreign
policy and policy of common security of the 27 countries of EU. I want
to cite only one example - the recent events in Estonia, which is a
member of EU since 2004. The Estonian authorities had initiated to
transfer the monument – the symbol of Victory of 1945, which for over
the 60 years stood in the center of Tallinn. As a consequence, this has
led to mass unrest and demonstrations of the Russian speaking population
of the country, which had cruelly been repressed. As a result hundreds
of people have been injured and one had been killed. Many people have
been arrested. And instead of expressing its indignation, the European
Union had loudly announced about its solidarity with the Estonian
government."
It is unfair since the EU had twice sent to Uzbekistan its delegations,
which could visit on their own the places related to the tragic events
and directly hold talks with their eyewitnesses. But in fact all happens
so that for some European countries Uzbekistan must certainly be
"guilty", in spite of any available proofs with regard to real coverage
of events.
It is dangerous since the EU once more declares its special concept,
which witnesses about that the policy of application of sanctions on the
part of the EU becomes usual and normal phenomena in the area of
international relations. This very dangerous symptom is manifested in
the acts of the EU member-states, which demonstrate (as much as
Washington) their commitment to the only law: the right only one who is
stronger. Once again the methods of attaining these goals had become the
theses related to the invented problem of "human rights", which make up
the basis for far-reaching geo-strategic plans of these states, and
particularly, - the energy plans.
Thus, this conclusion by the EU has once again demonstrated the true
essence of the falsely comprehended cooperation between the free, equal
and sovereign countries.
The assistant Deputy Minister of Foreign Affairs of Egypt Fargali Taha
has said that as early as in 2005, while working at the Embassy of his
country in Tashkent, he had expressed his negative attitude to the
viewpoints of a number of Western countries on the events in Andijan.
F.Taha has underscored that Egypt had always been and remains as a
supporter of Uzbekistan. He has condemned the ungrounded conclusions by
the European Union. According to him, this position of EU impedes to the
development of relations of the European states with the Republic of
Uzbekistan, which has big potential opportunities.
Executive director of the International Center for Strategic Research
Adel Suleyman gave a critical assessment to the conclusion by the EU and
said: "The Western countries are acting in unworthy way by mistakenly
assessing the ongoing processes in other countries, as well as
defending the destructive forces, who stand behind the terrorist
activities".
A.Suleiman has noted that he treats with understanding the entirely
justified reaction of the Uzbek side to the conclusion of the Council of
the European Union.
The director of the "Nubha" Research Center (Egypt) Ahmad Foda said that
having studied the statement of the MFA of Uzbekistan of May 15, 2007 he
had concluded that the process of democratization of society is
successfully being implemented in the country.
He believes that prior to promoting the democratic values of the
European model to other countries, the Old World must realize the fact
that any changes and transformations in the society base on the
mentality of the population of this country.
In Kuwait the statement of the MFA of the Republic of Uzbekistan has
been assessed as a very weighed and explained document, which confirms
the readiness of the Uzbek side to the fair dialog with all interested
parties.
Thus, the director of the Kuwaiti branch of the Arab Open University,
the political scientist Fahd al-Mekrad has noted that while having
numerously visited Uzbekistan he had become personally convinced of the
progressive reforms in Uzbekistan aimed at establishing the democratic
and law-governed state and civil society. In this regard, he has
especially underscored the importance of democratizing the state
governance, in particular, the strengthening of the role and place of
political parties in implementing the reforms and liberalizing the
judicial and legal system.
He had drawn the attention to the fact that the investigation of facts
of encroachment upon the constitutional order, which is considered to be
a crime against the state without exception in all countries of the
world, is a an internal affair of this state and the interference with
the process of investigation from outside shall not be accepted.
According to him, the circumstance, in which Uzbekistan allowed the
several European expert groups to get acquainted with the materials of
investigation and the court hearing on the Andijan events in May 2005,
proves the readiness of the leadership of the country to a dialog.
The political scientist has concluded that the statement of the MFA of
the Republic of Uzbekistan must be considered as a deeply argued answer
to those forces, which are masked by subjective the far-from-truth
declarations by the so-called human rights activists, strive to
deliberately distort the outcomes of the investigation of the Andijan
events and to put in doubt the accuracy of the course of the
Uzbekistan-chosen democratic reforms.

| May 18, 2007 |
The import of fruit and
vegetable products from Uzbekistan to different regions of Kazakhstan
was mentioned by the President of Kazakhstan Nursultan Nazarbaev among
the priority directions of developing trade and economic relations with
Uzbekistan during his March 2006 visit to the neighbouring state.
One of the interesting projects initiated in this regard envisages the
establishment of distribution centres on the border between
South-Kazakhstan region and the near lying districts of Tashkent region
of Uzbekistan. Deputy Akim of South-Kazakhstan region Arman Jetpisbaev
showed particular interest in this venture, Kazinform reported.
In an exclusive interview with Kazinform upon his return to Kazakhstan
from a visit to Tashkent region he told about the results of the
negotiations with Uzbek partners, particularly noting on the importance
of the agreements reached on the import of fruit and vegetable products.
"We can set up distribution centres on the territory of Kazakhstan and
Uzbekistan, which would operate as commodity exchanges. Fruit and
vegetable products would be stored and processed in these centres, so it
can be quickly delivered in a quality condition to buyers in distant
locations, such as northern regions of Kazakhstan. The centres would
also allow the transit of such products across Kazakhstan to Russia.
There is a high potential for this venture, as only 10% of the fruit and
vegetable harvest is being processed in Uzbekistan now," he said.
Uzbekistan is the largest producer and processor of fruit and vegetable
products and in the CIS. It is among the top five world leaders in the
production of tomato paste and dried fruits.

Uzbekistan Olympic
team defeated UAE 2-0 |
| May 17, 2007 |
The Uzbekistan Olympic
team has excellent chances to qualify to next round the 2008 Beijing
Olympic qualification tournament. Uzbekistan defeated UAE 2-0 on May 16,
2007 in Al Ahli Club Stadium in UAE, Uzbek media reported.
Uzbekistan Olympic tam players were in fine form and deserved to win the
match and clinch qualification to the second round of the competition
along with group leaders South Korea.
The Koreans lost 1-0 to Yemen in Sana'a, but still top the group with 12
points.
Uzbekistan moved to second place in Group F with nine points. They have
one match against bottom of the group Yemen next month. UAE are third
with six points and a difficult away match against South Korea in Seoul
on June 6, 2007.
A decision to start match at 5pm was directed to lower the performance
of our players who are used to play in a less humid and cooler climate.
However, early preparation and good physical conditions gave results,
since Uzbekistan team arrived last Saturday to well acclimatize to the
weather.
The first 30 minutes the UAE team attacked more when they attacked with
three strikers - Al Sheh'hi, Ahmad Khamis and Saeed Al Kuthairi, but to
our fortune they lost several sitters.
Salimov opened the scoring for Uzbekistan in the 37th minute, following
an error by UAE keeper Ali Khasif who's attempt to clear the ball only
found Salimov - who fired a left footer into an empty net.
The Uzbeks continued attacking after the change of ends and five minutes
into the half, they put the result beyond doubt they scores the second
goal following a quick counter attack.
The UAE players seemed to be frustrated by the two goals, although there
was plenty of time left.
The Uzbekistan Olympic team continued to dominate the match and toyed
around with the UAE players, who now seemed resigned to their fate.

AFC
Futsal Championship: Uzbekistan through to last four |
| May 17, 2007 |
Uzbekistan have qualified
for their fourth consecutive AFC Futsal Championship semi-final after
defeating Tajikistan 3-1 in a listless quarter-final at the Osaka
Municipal Central Gymnasium, AFC reported.
Two goals from Abdulla Buriev and one from Nikolay Odushev sealed the
Uzbek’s progression to the final four, while Firdavs Faizullaev’s 23rd
minute strike gave Tajikistan hope of overturning a 2-0 half time
deficit.
Buriev’s brace took his tally for the tournament to seven, and was
integral in securing Uzbekistan a win from arguably their most
uninspiring performance of this competition.
Though the Uzbeks have their semi final place to show for their efforts,
they looked a lethargic imitation of the side that was so impressive
against Thailand two days earlier.
Prior to this match, the history between Uzbekistan and Tajikistan read
two wins from as many attempts for the Uzbeks and despite a rousing
second half revival from Tajikistan, the 2006 Championship finalists
were seldom in danger of relinquishing their impressive record against
their central Asian rivals.
“This game was a very difficult game,” said Uzbekistan assistant coach
Pavel Bezglyadnov.
“After we scored our second goal, our performance dropped, but we held
on for the win”.
“Watching IR Iran (Uzbekistan’s semi final opponents), they are of a
very high level, they have won the tournament so many times, which is
difficult to ignore, all I can ask is that we do our best.”
The first half was largely timid affair.
Both sides seemed intent on keeping their backline intact, rather than
showcase the attacking verve that has been such a feature of their
respective styles so far these Championships.
Interventions of rhythm and fluency were all too fleeting, particularly
for the Tajiks, whose star performers Sherzod Jumaev and Rustam Khodjaev
were virtually unseen throughout the opening twenty minutes.
To the betterment of the spectacle, the half time break seemed to
instigate a sea change of intensity and enthusiasm in the Tajik’s play.
Playmaker Jumaev began to dominate as he has done with regularity
throughout the tournament, contributing significantly to Faizullaev’s
strike just after the break.
Ultimately though, Tajikistan’s valiant late charge was thwarted by
leading Uzbek marksman Buriev only seconds before the final whistle,
ending a campaign that has been Tajikistan’s most successful in the
history of the Championships.
“I’m still a little upset about the result, but I wish Uzbekistan luck
for the semi final,” said Tajikistan coach Kameletdinov Damir.
“The second half we played very well, but unfortunately, because of the
referee’s judgements we were denied the chance to score the equalising
goal.
“To be able to compete against other nations that we don’t normally have
the opportunity to play against has been the biggest positive of this
tournament for us.”
Uzbekistan’s progression will see them face seven-time champions Iran,
while Tajikistan will now focus their energies on next years tournament
in south-east Asia.
Most positively, in 23-year-old Jumaev, the Tajik’s have a futsal talent
of real quality.
The Tajik’s top goal scorer at these Championships, Jumaev will loom
large for the central Asians in coming campaigns.

Uzbekistan in quarterfinals of AFC Futsal Championship |
| May 16, 2007 |
Uzbekistan produced a
stunning return to form at the time when it was most needed, downing
high flyers Thailand 3-2 at the Osaka Municipal Central Gymnasium on
Tuesday to seal the quarterfinal berth, UzA reported.
Uzbekistan’s qualification for the second stage came at the expense of
Iraq, who lost their second match of the Championships to the previously
winless and goalless Kuwait 5-2. Thailand made it to the last eight
stage as the second team from the group.
Prolific marksman Abdulla Buriev scored twice for the Uzbeks, taking his
tournament tally to five, with Hurshid Tajibaev adding another. For
Thailand, Panuwat Junta and Ekkaphan Suratsawang provided the goals.
An apathetic shadow of their previous Championships form in their
opening two matches, Uzbekistan looked an invigorated and inspired
outfit as they put Thailand, arguably the form team of the tournament,
to the sword over forty gripping minutes.
Uzbekistan’s upset win has breathed fresh life into their campaign,
which seemed in disarray following their opening day loss to qualifiers
Iraq.
Significantly, Uzbekistan’s win over their Group B rivals sees them
avoid a likely clash with tournament favourites Japan in the next round,
as should teams be equal on points at the conclusion of the group stage,
the head to head record between teams is used to determine the final
standings.
“It was a difficult game, such games only come about once a year – it
was almost like the game that we experienced in the last Championships
again Japan,” said Uzbekistan assistant coach Pavel Bezglyadnov.
“I’m very proud of my players, they had a great game today.”
The final quarter of the match was as frantic and chaotic as any period
of play witnessed at these Championships, with Thailand pressing forward
in great numbers, including sacrificing ‘keeper Somkid Chuenta for
captain Janta, in a bid to reduce the three-goal lead Uzbekistan had
established by the 29th minute.
The daring move paid immediate dividends for the Thai’s, who reduced the
margin to two within seconds of adopting their method of all out attack.
Unfortunately for the current ASEAN Futsal Championship title holders,
by the time Suratsawang’s goal on forty minutes found the back of the
net, their first loss at these Championships was all but confirmed.
“Today I’m happy because the game was a tough one, I enjoyed it because
both teams played a tight game,” said Thailand coach Piemkum Pattaya.
“It was a good experience for my team to play Uzbekistan ahead of the
quarter finals.”
Iraq went into the match as the favorite, but Kuwait didn`t seem to
notice as they salvaged some pride with a 5-2 victory.
The early stages of the game Kuwait attacked more as Iraq seemed content
to soak the pressure early on.
There were a few half chances and mostly shots from long distance.
Around the tenth minute Kuwait finally had cause to celebrate as Ahmad
Al Asfour found Hamad Al Osman, who tucked it away for a 1-0 lead to
Kuwait.
The Iraqi’s upped their intensity to find the equalizer almost
immediately.
The goal came on a corner kick with Abdul Karim Radi with the finish,
the first half ended 1-1.
The second half of the game opened up as Kuwait finally started to
click.
Early in the period they took a 2-1 lead after a fantastic goal taken by
Hamed Alotaibi.
Iraq also upped their attacking a notch and soon scored their second
goal on a long range strike by Ali Abbed.
This led to a more open last few minutes with Kuwait adding a couple of
more goals.
First on a shot from Hamed Alotaibi and finally Mahammed Al Naqi on a
spin and volley, which he might have handled before tucking away.
The final score was a satisfying 5-2 for the Kuwaitis.
“Kuwait played well and in a very sporting manner,” said Iraq coach
Kadeem Kamas.
“It is an honor to participate in the championships in spite of all the
problems in Iraq.”

Uzbekistan
National Olympic team will play with UAE |
| May 16, 2007 |
The Uzbekistan National
Olympic team had arrived in UAE to acclimatize with the hot weather.
Uzbek team will have a crucial match against UAE on May 16, 2007 in the
Asian Olympic qualifiers.
The hosts are second in Group F with six points from four matches.
They beat Yemen twice, in Sana`a and in Abu Dhabi, and lost two matches
to Korea at home and Uzbekistan away.
Two teams will qualify from Group F to the second round. South Korea
secured the top place with 12 points from four straight wins without a
defeat or a draw. The second spot will be decided between the Uzbekistan
and UAE. Today’s match will to some extent decide the second team to
accompany South Korea to the second round.
If Uzbekistan beat UAE and raise their points tally to nine, they
will still have to beat Yemen in home match in Tashkent next month or at
least win one point to qualify.

The Statement of the Ministry of Foreign Affairs of the Republic of
Uzbekistan |
| May 15, 2007 |
With regard to adoption
by the Council of the European Union the conclusion on Uzbekistan on May
14, 2007, the MFA of the Republic of Uzbekistan states the following.
From the start the EU Council conclusion of May 23, 2005 with regard to
tragic events, which had taken place in Andijan on May 12-13, 2005, and
further conclusion of October 3, 2005, have been made without
preliminary study of the state of affairs on the site and assessments of
competent expert group or the diplomats of the European Union, as it is
accepted in such cases.
The foundation to adopt the mentioned conclusions have served firstly
the reports by particular human rights and non-governmental
organizations, which later had not been confirmed, as well as the noisy
antigovernment anti-Uzbek information campaign unfolded by the engaged
mass media.
The outcomes of the visit to Uzbekistan of the delegation of EU experts
in December 2006 led by a representative of Finland P.Oyninen, which
included the specialists from the Great Britain, Germany, France, and
Sweden, as well as the second visit of this delegation to the Republic
headed by the FRG representative R.Schulze in April 2007, the results of
their studies of materials of investigation and court hearing held by
the Supreme Court of the Republic in full conformity with international
and national norms of legislation, had revealed completely another
picture of the events in Andijan in May 2005.
The irrefutable facts and materials of the court witness about that the
profoundly thought out in advance and thoroughly prepared terrorist act
had taken place in Andijan aimed at seizing the power and overthrowing
the constitutional order.
During implementation of this act the terrorists captured a big amount
of weapons and hostages, as well as the building of the city and
regional administration, released more than 600 convicted recidivists
from the prison. The arsons of the public and state buildings in the
city, as well as the tortures and killings of hostages have been carried
out.
The representatives of the mentioned EU expert groups were provided with
all the inquired materials and sources, and the opportunity to meet and
talk to the defense lawyers, kith and kin of the convicts, as well as
the perpetrators and heads of terrorists themselves such as K.Parpiev,
Kh.Shakirov, I.Khojiev, S.Zaynabiddinov, and other.
In April 2007 the members of the European Parliament, while having
visited Uzbekistan within the framework of participating in the
Parliamentary cooperation committee session, have also had an
opportunity to travel to Andijan, hold talks and conversations on the
site with all persons and representatives of various informal
organizations of their interest.
During the negotiations within the framework of the session of
representatives of the Parliamentary cooperation committee the free
exchange of views and discussions practically on all issues of mutual
interest to the parties has taken place.
Along with serious critical remarks the attention has been drawn to the
positive changes and shifts, which are taking place in various spheres
of Uzbekistan’s life. In particular, the attention was paid to the laws,
which have been adopted by the parliament in April this year, on
Constitutional reform and introduction of amendments into the
Constitution of the country aimed at further democratizing the state
governance and balancing all branches of power, cardinally liberalizing
the executive and judicial and legal system, abolishing the capital
punishment and introducing the “habeas corpus” institution from January
1, 2008, strengthening of the role and place of political parties in
realization of cardinal reforms in the country.
And, what is especially important is that all these ongoing gradual and
step-by-step reforms and processes of democratic renovation, which are
the components of the currently realized Single Concept of establishing
in Uzbekistan the democratic and law-governed state, sustainable liberal
economy and foundations of civil society are gaining support by the
absolute majority of the country’s population.
Taking into consideration the mentioned, the Ministry of Foreign Affairs
of the Republic of Uzbekistan believes that the conclusion by the EU
Council of May 14, 2007 is of ungrounded, biased nature and under the
guise of the human rights rhetoric aims at continuing the use of the
so-called EU sanctions as a tool of systematic pressure on Uzbekistan.
It is obvious that such decision is counterproductive and cannot promote
the realization of cooperation programs, which equally meet the
interests of both EU and Uzbekistan.

Seminar discusses priority directions for welfare improvement in
Uzbekistan |
| May 15, 2007 |
There have been
significant achievements observed in the economic development of
Uzbekistan recently, UzReportcom reported. In this context, a key
development challenge is to ensure that low-income households benefit
from the overall improvements in the economy.
In order to achieve the strategic goal of "strengthening social
protection and improving welfare of population in Uzbekistan" there is a
need to analyze how the living conditions of households have responded
to economic growth in recent years. This information, in turn, can be
used to identify the positive and negative aspects of existing public
policies.
In this regard, one should note the work carried out by the government
in developing the Welfare Improvement Strategy of Uzbekistan (WIS),
which is to become a strategic document outlining key goals and
objectives of the country's development up to 2010, which are largely
directed to increasing the living standards in the country.
An intensification of the dialogue on this issue is observed between the
Government and international community during the recent years. In
particular, a number of international organizations are providing
support in organizing research activity and developing programs
dedicated to welfare improvement in Uzbekistan.
One such initiative is the small research grants program of the World
Bank for undertaking research activity in the sphere of analysis of
living standards in the country. A respective contest was announced for
this purpose in 2006. The results of the research papers, carried out in
the framework of this contest, were presented during the seminar titled
"Priority Directions for Welfare Improvement in Uzbekistan" organized by
the World Bank and the Center for Economic Research at Grand Orzu Hotel,
Tashkent.
The participants of the seminar included representatives of research
centers, educational institutions, experts from international
organizations such as the World Bank, UNDP, ADB, UNICEF, and from
government agencies involved in WIS development process.
The main objective of the event was to discuss the results of the
commissioned research and how the findings can be used to support the
WIS of Uzbekistan.
The seminar program was organized around four core topics: assessment of
living standards in the country; migration, labor markets and
agricultural sector reforms; education and health as a basis for
building human capital; social protection.
During the seminar a number of recommendations were developed to
increase the capacity of local research institutions, highlighting the
importance of access to data and training in data analysis. Moreover,
there was a unanimous opinion on the significance of the research
findings for the WIS development process. The participants also outlined
the topics for further research in the subject area.

Uzbekistan To Adopt National Medicinal Concept, the Reports Say |
| May 14, 2007 |
A research on the Uzbek
market of pharmaceutical goods and medical equipment showed the need to
adopt the “National medicinal policy concept”. Specialists of several
agencies have already begun to develop the draft document, “Uzbekistan
Today” Newspaper reported. “The draft “National medicinal policy
concept” is based on the “National medicinal policy of the Republic of
Uzbekistan”, adopted in 1999”, - says Muhabbat Ibragimova, Director of
the Center for policy on medical goods.
“Its main goal is to guarantee the legislative foundations for supplying
Uzbekistan’s population with medicine of suitable quality at an
available price”.
The local and international experts including WHO (World Health
Organization) specialists are noting the high level of the National
medicinal policy of Uzbekistan, though eight years have passed since it
was adopted in 1999. Basing on the held research on the pharmaceutical
goods and medical equipment market, the Ministry of Health has decided
on strengthening the policy on three principal directions.
First, there are five thousand types of medicine whose number is
constantly growing in Uzbekistan. It is necessary to determine the
mechanism of reviewing them taking into consideration WHO’s
recommendations and changing priorities in the activity of healthcare
establishments and scientific progress, experts believe.
Second, the concept is a kind of support for local manufacturers of
pharmaceutical goods. At the moment, the Uzbek medicine production
experiences a period of growth. If there were two pharmaceutical
companies in the country as of January 1, 1991, now their number reaches
90. Therefore, the document is to strengthen the support for medicine
manufacturers.
Third, further development of pharmaceutical industry would be
impossible without training the high-skilled specialists for this
sector. In recent five or six years Uzbekistan has accomplished a
wide-scale work in the sphere. For instance, the Tashkent pharmaceutical
institute admits students to attend five additional courses. Two of them
were established last year: the clinical pharmacy and cosmetic pharmacy.
The Uzbek specialists aim to cooperate with the WHO in developing the
draft concept, M. Ibragimova has been quoted as further saying.

WB
supports avian influenza control project in Uzbekistan |
| May 07, 2007 |
The Avian Influenza
Advisory Board approved a grant in the amount of US$2.96 million for
Avian Influenza Control and Human Pandemic Preparedness and Response
activities in the Republic of Uzbekistan, UzReportcom reported.
The grant was provided by the European Union through the Avian and Human
Influenza Facility Trust Fund and will be administered by the World
Bank. The Project will help strengthen the country's capacity to prevent
the spread of avian influenza among poultry, prevent the transmission of
avian influenza from birds to humans, and prepare for a potential
pandemic of avian influenza transmissible between humans.
The majority of poultry in the country is owned by households, and
poultry production is a significant part of rural households' incomes
and food basket. Of the more than 20 million poultry in the country, 15
million (75%) are held by backyard flocks. Commercial poultry farms,
which account for about 25% of poultry in the country, have enclosed
poultry houses, and industrial poultry is thus less susceptible to enter
into contact with wild birds. However, trade flows and particularly of
chicks from Russia and Turkey, countries where the highly pathogenic
avian influenza (HPAI) has already occurred, constitute a high risk of
HPAI exposure.
Uzbekistan has, so far, not had any recorded outbreaks of the highly
pathogenic avian influenza. HPAI cases have been reported, however, in
neighboring countries, including Afghanistan, Kazakhstan, Azerbaijan,
Turkey, Russia, Iraq, India, and China. The risk to Uzbekistan of an
HPAI outbreak remains significant as a result of migratory waterfowl
patterns and/or cross-border poultry trade in the region.
The Government has prepared a National Program for Avian Influenza
Prevention and Control. In addition, several international actors are
already working to help Uzbekistan address the HPAI threat, including
FAO, UNICEF and WHO.
"Globally, the World Bank has been playing a critical role in rallying
international support to combat the threat posed by Avian Flu and in
preparing for a possible human pandemic," says Loup Brefort, World Bank
Country Manager for Uzbekistan. "Uzbekistan needs help in dealing with
this threat that could potentially impose a severe burden of disease,
loss of productivity and livelihoods on the country. An outbreak would
also undermine the efforts to limit the global spread of infection."
The major components of the project include the following components:
- 'Public Awareness and Information' to minimize the risk of
outbreaks and contamination, by ensuring that citizens understand the
threat, and are aware of symptoms, with a view to influencing their
behavior in order to protect themselves and their communities;
- 'Animal Health' will provide support for prevention, control and
total eradication of avian flu through better planning, coordination
and surveillance mechanisms;
- 'Human Health' aims at reducing the impact of the influenza virus
through public health planning and coordination, and by strengthening
the public health surveillance and response capacity;
- 'Project Implementation Support' will strengthen public structures
to coordinate and manage project implementation activities, including
financial management, procurement and monitoring and evaluation.
Uzbekistan joined the World Bank in 1992. Total World Bank commitments
to Uzbekistan amount to US$630 million.

Conference
notes Uzbek humanism in World War II |
| May 07, 2007 |
The science conference
"The Humanitarian Mission of Uzbekistan during the World War II" took
place in Tashkent at the State Museum of History of Temur and His
Dynasty, Jahon agency reported.
The event has been organized by the Women's Committee of Uzbekistan,
International Non-government Charity Fund "Soghlom Avlod Uchun" ('For
Healthy Generation') and Republican Public Fund "Alley of Memory"
alongside with the support of the Ministry for Culture and Sports as
well as Republican Public Children's Fund "Sen Yolghiz Emassan" ('You
Are Not Alone').
The scientists, representatives of public organizations, people of
culture, the wartime attendees of the children's houses, as well as
foreign diplomats accredited in Uzbekistan are reported to have
participated at the conference.
During the World War II the Uzbek people are known to have accomplished
a true feat by sheltering in their families the hundreds of thousands of
refugees from the fascist occupied territories.
Special care, warmth and generosity have seen the war-broken children.
In all, during the war Uzbekistan had accepted over 200,000 children
from Russia, Ukraine, Baltic States, Poland, and other countries,
according to the conference speakers.
The children were provided with everything, - and in this cause not
only the state has been involved but also ordinary citizens, who have
helped the refugees as best as they could. The people used to line up
before the children's houses to adopt the children, - the fact which
does not have any analogues in any country of the world, according to
the conference speakers.
The Uzbek families accepted to their households several children at a
time and granted them a special care and attention so that to feed and
bring up, but also cure the war-torn hearts and souls, the conference
participants have said.
The people who have found a second home in Uzbekistan, a true warmth of
the parental hearts shall always be thankful to the host people, who had
manifested a true humanism during the years of global conflict.
During the years of independence such traditions had ever consolidated
in Uzbekistan, the speakers have noted. The children of charity houses,
special boarding schools, large and less fortunate families are finding
constant care and support of the state.
The speakers at the conference also noted about the need that the
traditions of soul's generosity should not only be preserved but also
nurtured and developed, since the humanism, which has been accumulated
for over the years by the Uzbek people is unique. It needs to be
thoroughly learnt and propagated, according to the speakers.

Forum considers contemporary experience of sociopolitical modernization |
| May 03, 2007 |
The democratic processes
under way in Uzbekistan are characterized by the step-by-step and
consecutive nature of the current reforms that are aimed at the
liberalization of sociopolitical life.
This is the very idea that a roundtable held late last week in Bukhara
focused on. The forum was entitled "Contemporary experience of
sociopolitical modernization and issues of stability", Uzbekistan Today
reported.
The participants of the forum which was organized by the Fund of
Regional Politics and OSCE project coordinator in Uzbekistan - foreign
political scientists, members of the Senate, Oliy Majlis deputies, and
representatives of political parties – noted the huge experience that
Uzbekistan has garnered in the modernization of all spheres of public
and state construction, wide-scale democratic, sociopolitical and
socio-economic reforms.
Richard Glaub, National Democratic Institute's resident director in
Uzbekistan said in his speech that he has witnessed many positive
transformations in the political system of the country. "Democracy in
Uzbekistan is developing in a step-by-step manner with local traditions
and culture considered. It is important to notice that democracy is a
permanent and continuous process. Uzbekistan, which chose an evolutional
and step-by-step way of democratic development, understands this and no
one says that democracy has already formed. Rather, it is proceeding to
a new stage in the construction of a civil society", he said.
Of a similar opinion is Sergei Markov, a Russian analyst, member of the
Public Chamber of the Russian Federation and director of the Institute
for Political Research: "I'm pleased to note that Uzbekistan has
maintained political stability. We can witness a dynamic economic
growth. The republic has been successful in addressing all challenges
and problems of development".
Political models in USA, Japan and India are different. And your choice
is crucial. "The Uzbek model" of reforming the sociopolitical life in
the republic is based upon national mentality and traditions as well as
citizens' abilities and readiness not only to perceive the ongoing
events, but also to take an active part in them."
According to the roundtable participants, the two laws initiated by
President Islam Karimov "On strengthening the role of political parties
in the renovation and further democratization of state governance and
modernization of the republic" and "On amendments to particular articles
of the Constitution of the Republic of Uzbekistan" have given a strong
impulse for democratic development in Uzbekistan.
"President Islam Karimov's initiative to boost the role of political
parties in the process of decision making at all levels has a big
positive potential", said Yurai Marusiak, scientific fellow of the
Institute for Political Research of the Academy of Sciences of Slovakia.
"The country is creating and actively developing institutional
foundations of democracy".
"The implementation of the recently adopted Constitutional Law will
contribute to the strengthening and democratization of political
parties, which will benefit the entire society", noted Andre Garrets,
professor of Amsterdam University.
It was underlined that political parties in Uzbekistan have become an
inalienable active part of the sociopolitical system of the country.
They are playing an increasingly important role in the solution of
problems related to societal renovation and modernization of the
country. The new law dealing with political parties provides for legal
guarantees for the organization of parliamentary opposition activities.
The law that boosts the role of political parties will serve as the
foundation of further democratic transformations.
Alexander Zinker, President of the International Expert Center of
Electoral Systems and Director of the Israeli Institute of East Europe
and the CIS, noted that today everything depends on political parties,
on how well they take advantage of the opportunities that the President
and Parliament granted them. The new constitutional changes give
political parties more opportunities to exercise parliamentary control
over governmental activities, including the right to initiate the
process of dismissing the prime-minister of Uzbekistan. Such an
expansion in the functions of political parties has become possible
after another amendment which pushed out of the Constitution an article
which stated that the President of Uzbekistan is at the same time Head
of the executive power in Uzbekistan.
The step-by-step and consecutive nature of the reforms of the
sociopolitical system has ensured effectiveness. The experience that
Uzbekistan has gained in the public and state construction requires
profound research and application. Such was the opinion held by Malhotra
Rashpal, Director General of the Center for the Study of Agricultural
and Industrial Development.
"We watch the current transformations in Uzbekistan with a deep
interest. President Islam Karimov's initiatives regarding the role of
political parties have come in good time. We have seen that your
country's well-thought-out policy has been widely supported by the
population", he said.
In the view of R. Glaub, the adoption of the Constitutional law on
political parties in Uzbekistan has initiated a process of structural
organization of opposition factions in the Oliy Majlis which deserves to
be highly evaluated and which is an inspiring step along the path of
societal democratization. It is these results that the new laws are
called to achieve, he said.
The new political change requires that political parties review and
improve the quality of the ongoing efforts to protect the rights of
constituencies. It is important to keep in mind that political parties
take time to form and strengthen. This is a lengthy process. For
instance, political parties in the Netherlands have a hundred years'
experience. Even so, they do not always perform at the necessary,
required level. In this sense, parties must have their own independent
analytical think tanks which should help them organize their activities
more effectively. Just as important is to form personnel reserves of
parties so that they are able to propose bright leaders for government
positions, opines Jan Dirk Blaau, OSCE (Netherlands) consultant for
political and economic issues.
The conclusion that the roundtable participants arrived at is that the
republic has brought about effective legal and organizational
guarantees, and political conditions for the further deepening of
democratic reforms and liberalization of the sociopolitical life.

broadly learn the rich history, culture, traditions and modern life of
the ancient cities along the very 'heart of the Great Silk Road', Mr.
Daimel has added.
He has also reminded that in January this year the Bukhara Khokimiyat
(the regional administration) presented several displays to the Leipzig
ethnographic museum.

company Uzbekneftegaz and the Chinese national oil and gas corporation,
UzA reported without giving further details.
The agreements were reached during meetings with a visiting Chinese
delegation headed by Chinese development and reform minister Ma Kai, who
met Uzbek President Islam Karimov and other government officials Monday,
the reports said.
Details such as the cost of the construction and when it will start were
not given.
However, press-uz.info, which reported the capacity of the proposed
pipeline at 30 billion cubic metres of gas annually, added that the
construction will also include two compressor stations.
Energy hungry China has actively courted the region's resource rich
nations over the last few years as it seeks power for its rapidly
developing economy.
Uzbekistan is the world's 13th largest natural gas producer, according
to statistics from the energy giant BP but most of its production is
taken up by domestic consumption.
China has become one of Uzbekistan's biggest trading partners and
foreign investors in recent years.
China's total investment plan in Uzbekistan is about US$2 billion with
some US$600 million of that going to the oil and gas sector, the reports
said.
