3.5
million tons of cotton harvested in Uzbekistan
| October 21, 2011
Over 3.5 million tons of cotton have been harvested in
Uzbekistan. More than 90% of the harvest is cotton of the highest
grade.
President of Uzbekistan Islam Karimov congratulated the country’s
farmers with fulfilling their contracts with the state.
“This year’s agricultural season was not easy. The vagaries of
spring weather, drought and shortages of water, as well as hot
summer threatened the future of the crop,” the head of the state
said. |
 |
“Temperatures above average annual norm in July and August, when the
cotton enters the stage of active development and accumulation of the
crop, invasion of various pests and increased incidence of plant
diseases caused many problems.
“However, we all know well, despite these hardships and thanks to
tireless work and persistence of our farmers, who have seen a lot in
their life, who treated literally every cotton bush with special care
and love, the yield was high,” Islam Karimov noted.
The President expressed deep gratitude to “hundreds of farms who
achieved previously unseen success thanks to their tireless work”.
Speaking about the season’s results, the head of the state highlighted
the growth of the income of the farms this year compared to the
previous year.
“According to preliminary calculations, gross income is expected to
exceed UZS 2.4 trillion, which is 25% more than last year,” Islam
Karimov said.
This will undoubtedly create huge opportunities for further
improvement of the villages and the whole country, construction of new
schools, lyceums and colleges, modern medical establishments,
children’s sports objects, social infrastructure and rural housing,
or, in short, for the further growth of the prosperity of the country
and its people, the President emphasized.
The demand for the Uzbek cotton on the world market is increasing, he
continued. This can be proved by the fact that the recent
International Uzbek Cotton and Textile Fair resulted in contracts for
sale of 650,000 tons of Uzbek cotton fiber with large foreign
companies.

compared to 48.5% at the end of September 2010. Industrial production
in small business increased by 26.5% and the small business sector’s

Temurids History
Museum marks 15 years
October 19, 2011
|
The State Museum of Temurids History, built on
the initiative of President Islam Karimov, marked 15 years since
opening in Tashkent.
The museum started working in 1996, the year when the 660th
anniversary of the great ruler Amir Temur was celebrated in
Uzbekistan.
The unique architectural solution of the museum reflects the rich
history and the present-day life of the country. The blue dome,
reminiscent of the grandeur of ancient mausoleums, reflects the
clear sky and the bright future. |
 |
On the outer wall of the building are carved words “Justice”,
“Enlightenment”, “Honour” and “Friendliness”, reflecting the just
policy of Amir Temur.
The museum is rich in exhibits, including rare items of antiquity,
showing the power of Amir Temur and the state of Temurids.
The museum has about 4,000 exhibits, including a number of unique
manuscripts relating to the period of Amir Temur and Temurids, silver
and copper coins, pottery items, fragments of architectural murals,
weapons and musical instruments.
 |
Every year, the museum fund is enriched with
new items found during archaeological excavations on the territory
of the country, as well as those presented by the people.
Additionally, consistent work is carried out to return the
cultural relics stored overseas to Uzbekistan.
One of the achievements of Amir Temur was development of
international trade and economic relations. In his letter to King
of France Charles VI, Amir Temur wrote: “Send your merchants to my
state. |
We will meet them warmly, all show homage. We will also send our
merchants to your country. You also show them respect, ensuring they
do not face unnecessary obstacles. I have no other requirements for
you. For the world will prosper thanks to people of trade.”
Samples of frescoes of ancient buildings found in Shahrisabz and
Samarkand, despite the past 600 years, have preserved their original
appearance. Precious fabrics of those times, various items of gold,
silver and bronze prove that Amir Temur was not only a great
statesman, but also a patron of science, culture and crafts.
“Among the main activities of the museum are conducting extensive
research in the scientific, cultural and educational areas, as well as
organizing exhibitions and conferences, reflecting the enormous
contribution of the great Amir Temur and his dynasty to the world
science and culture,” said deputy director of the Temurids History
State Museum Surayyo Oljaboyeva. “In addition, the museum participated
with its rare exhibits in a number of international exhibitions in
France, USA, Germany and Australia.”
The museum is included in the list of unique research facilities of
Uzbekistan, helping scientists conduct research on topics related to
Temurids epoch.
Many high guests and official delegations visiting the country,
familiarize themselves with the State Museum of Temurids History along

International
cotton and textile fair opens
| October 13, 2011
The seventh International Uzbek Cotton and Textile Fair,
organized on the initiative of President Islam Karimov, started in
Tashkent on 12 October. |
 |
The topic of the fair is “Cotton and textile: new
perspectives”.Representatives of the cotton and textile industries, as
well as cotton traders from all over the world, have gathered to
discuss the trends on the market, get acquainted with the cotton
industry of Uzbekistan and conclude direct contracts for purchase of
cotton fiber and ready products.
At the opening of the fair, it was noted that the development of
Uzbekistan’s economy over the 20 years of independence has proved the
correctness of the Uzbek model of reforms.
Over the past years, the country’s GDP in purchasing power parity rose
3.5 times, the volume of industrial production 3 times and exports
almost 30 times. Uzbekistan is consistently expanding its
participation in the international economic relations.
In the conditions of the world economic crisi, the economy of
Uzbekistan proved its reliability and resistance to external negative
influences. The implementation of the timely adopted Anti-crisis
program has provided opportunities for accelerated modernization of
the industry.
 |
Uzbekistan is one of the leaders of the world
cotton market, ranking third largest exporter of cotton. The
geography of supplies of Uzbek cotton is continuiously expanding –
including due to the growing interest from the South-East and
South Asia, where the textile industry is rapidly developing.
The number of participants of the Uzbek cotton fair has been
increasing from year to year, from about 170 trading and textile
companies in 2005 to over 660 representatives of 330 companies
from 38 states this year. |
different regions of the world. It is noteworthy that constantly
expands geography of supplies – including due to the growing interest
in cooperation with Uzbekistan South-East and South Asia, where the
rapidly developing textile industry.
“Long-term analysis of supply and demand on the world cotton market
shows that Uzbekistan is one of its largest participants,” said
president of the International Cotton Association Ray Butler. “The
potential of the country in this area is constantly increasing. The
textile industry is also rapidly developing. The approach that focuses
on export of products with high added value increases the efficiency
of the national economy.”
Today, Uzbekistan produces a wide range of quality products from own
cotton, which is also in demand abroad. At the last year’s fair, apart
from contracts for purchase of cotton fiber, contracts worth over USD
500 million were signed for export of products of textile enterprises.
Cotton production in Uzbekistan is developing on the basis of
improvement of agricultural technologies, introduction of new cotton
types and modernization of processing industry. A number of fast
breeding cotton types with higher yield and long fiber have been
developed, which are resistant to pests and climatic conditions of
different regions of the country.
At the cotton fair, more than 800 samples of all parties of fiber
produced in this season by cotton plants of Uzbekistan are presented.
Each bale put up for sale has a quality certificate issued by Sifat,
cotton fiber certification authority.
The participants of the forum will be able to get acquainted with the
cotton industry by visiting Yangiyul cotton processing plant and

Uzbekistan adopts Action Plan on cooperation with International Labour
Organization
October 12, 2011
With a view to fulfilling the obligations assumed under the
International Labour Organization (ILO) on March 25, 2011, Uzbekistan
established an Inter-Agency Working Group (IAWG) for preparing and
presenting information on fulfilling the ILO conventions ratified by
Uzbekistan.
The IAWG includes the representatives of Ministry of Labour and Social
Protection, Trade and Industry Chamber, Federation of Unions of
Uzbekistan, as well as the Farmer’s Association, National Center for
Human Rights, Ministry of Justice, Ministry of Internal Affairs,
Ministry of Education, Ministry of higher and secondary special
education, Ministry of Foreign Affairs, Ministry of Healthcare,
Women’s Committee, “Kamolot” Public Youth Movement.
On September 7, 2011, the IAWG approved an Action plan on cooperation
with the ILO for the period of 2011-2012. The plan includes 34 events,
which aim to enhance the effectiveness of measures on fulfilling
Uzbekistan’s commitments under the ILO, raise the public awareness on
Uzbekistan’s commitments and strengthen public control.
The action plan also envisions:
- holding of a round table with participation of the member of Uzbek
parliament on “ILO conventions and recommendations, issues of their
implementation into legal system of Uzbekistan”;
- enhancing the activities of state authorities and the institutes of
civil society with NGOs and international organizations with a view to
strict fulfillment and effective implementation of the ILO conventions
ratified by Uzbekistan;
- introducing in the programs of general, secondary-specialized and
higher education a course on studying the laws on struggling against
the worst forms of child labour;
- elaboration of joint comprehensive Action plan of Trade and Industry
Chamber, Farmer’s association on the issues of participation of
employers in fulfilling the ILO conventions on child labour;
- elaboration of systemic measures on ensuring a public control by the
union organizations over meeting the requirements of the ILO
conventions;
- raising the awareness of farmers with respect to complying with
legislation in employing persons below 18 years of age.
- regular interaction with diplomatic corps in Tashkent and the
accredited offices of international organizations for wide media
coverage of Uzbekistan’s fulfillment of the ratified ILO conventions.
On September 16, 2011 a meeting with the chief of UNICEF office in
Uzbekistan J.M.Delmot took place at the Ministry of Foreign Affairs of
Uzbekistan. At the meeting Mr. Delmot was apprised that the Uzbek side
stands ready to assist the UNICEF office in overseeing the process of
engaging the children in cotton harvesting works in any region of
Uzbekistan upon UNICEF’s choice.
Uzbekistan does not have legislative, economic or social conditions
and prerequisites for using child labour and its forms related to the
“worst forms of child labour”
Since the first days of independence Uzbekistan started building a
legal framework which would meet the modern requirements and
universally recognized international principles. Adoption of the
Constitution with enshrining in it the entire gamut of human rights
and freedoms was the first step in this direction. Convention on child
rights was one of the international acts which Uzbekistan joined
(December 9, 1992) right after the adoption of its Constitution.
In 2008 parliament of Uzbekistan ratified two most important ILO
conventions namely: No. 138 “Minimum Age for Admission to Employment”
and No. 182 “Prohibition and Immediate Action for the elimination of
the worst forms of child labour.”
Convention No. 138 states that the minimum age for admission to
employment is the age of graduation fro, secondary school but not less
than 15 years of age.
According to the laws of Uzbekistan the minimum age for employment is
16 years of age. With a view to preparing the youth for a full time
employment those who reached 15 years of age can be employed upon
written consent of one of their parents.
The state in Uzbekistan has been enormously contributing to the
observance of child and youth rights. Being among the top 4 producers
of cotton in the world, Uzbekistan is the only country who joined the
basic conventions of ILO in the sphere of child rights protection.
Public expenses to social sphere grew 5 times during the years of
independence of Uzbekistan. Annually nearly 60 percent of state budget
goes to developing healthcare, education, improvement of utilities,
social protection and other spheres.
Presently the system of education meets all international standards.
Annually 10-12 percent of GDP goes to the sphere of education while
globally it does not exceed 3-5 percent. Uzbekistan has implemented a
unique National Program for Cadre Training, since 2009 the 12 year
mandatory education system was put in place in the country. More than
1,600 modern professional colleges and lyceums have been established.
Yet another notable fact is that for over the 20 years of independence
child and maternal mortality in the country fell 3 times which is a
vivid evidence of a great attention paid to children, their healthcare
and observance of their right to a qualified medical service. UNICEF
in its turn recognized Uzbekistan as a regional model in child and
maternity protection.
Measures taken by Uzbekistan have been praised by international bodies
such as the UN, as well as independent structures. Recently published
report of “Save the children” international organization says that
Uzbekistan secured 9th place among 161 countries in the sphere of
child healthcare.

Pressing forward with
virtuous deeds
October 12, 2011

President of the Republic of Uzbekistan Islam
Karimov visited Ferghana region 11 October to evaluate the course
of socio-economic reforms, innovative and beautification works
undertaken in this part of the country.
With its natural riches, modern industrial and communications
capacities, socio-economic infrastructure, and copious labor
resources, Ferghana region wields exceptional role in the overall
development of our homeland.
The province’s remarkable capacities have been
adroitly cashed in for the good of the nation during independence
years. |
 |
The hard-working, hospitable and cordial Ferghanians have been making
a meaningful input into such a gracious enterprise as consolidation of
our independence and socio-economic advancement. Far-reaching
constructive and beautification works have been steadfast in this
region like elsewhere across the nation. The appearance of towns and
villages has been transforming, modern enterprises are being built,
wide and even roads been laid, new education and healthcare
institutions erected, as have sports facilities and public parks.
Gross regional product in the first half of this year grew by 105.8%,
along with steady expansion of industrial manufacture and consumer
goods production.
The head of state began his trip to the region with a stopover in
Oltiariq district, at a specialized enterprise for loner-term and
quality storage of agricultural goods. Our blessed land is renowned
for nature’s generous endowment – fruits and vegetables. The cardinal
reforms undertaken in agriculture and the favorable conditions for
exporting the agricultural products have been encouraging for farmers
to boost their incomes. Set up in 2010, this venture boasts
refrigerators to store two tons of agricultural goods.
Owing to cutting-edge Italian technologies, these refrigerators
maintain temperatures stable to allow for prolonged storage of fruits
and vegetables without affecting the quality. The enterprise is
critical in receiving and export of goods produced by farmers of the
district.
During the tour of this facility, Uzbekistan’s leader stressed the
need for an innovative approach to further expansion of localization
in reprocessing the harvested yield. After all, reprocessing and
exporting such goods will facilitate elevation of our farmers’ income
several times over, creation of new jobs, growth in the incomes of
local population, rise in the currency inflow.
Thus, of particular importance are the new ventures equipped with
state-of-the-art technologies to reprocess fruits and vegetables,
produce goods with added value.
President Islam Karimov traveled to Fayz farmer entity in Uchkuprik
district and conversed with advanced farmers. The head of state noted
in particular that farmers have come to be seen as fulcrums of not
only the economic and social life of the country, but also in the
political realm.
The considerable effects of the expanding farmer movement in
Uzbekistan are brightly reflected in the new accomplishments made in
the agrarian sector. Some seven thousand farmer entities in Ferghana
region produce fruits, vegetables and melons, livestock goods along
with cotton and grain cultivation. Their endeavors have been
significant in furthering the industrial production in rural areas and
creating new jobs.
The Ferghana cotton cultivators’ endeavors are directed currently at
timely harvesting this year’s crop. Fayz farmer entity led by Vohidjon
Melikuziev has achieved high indicators in grain and cotton growing.
The farm members have cultivated Sulton sort of cotton on the 31
hectares of land and yielded 135 tons of harvest, beating the contract
obligation. The incomes have allowed for increases in salaries, their
material support, and assistance to low-income families.
President of Uzbekistan suggested that farmers need not confine
themselves to cultivation and grain and cotton, but try to reprocess
the agricultural goods.
During the conversation, Islam Karimov expounded on issues related to
creating and seeding new species of cotton of early ripening variety
and affording quality fiber, ones that would meet the soil-climatic
conditions of the region. The head of state enquired into the opinion
of farmers about the cardinal transformation in the looks of villages
complying with requirements of modern architecture, about the
wide-ranging housing construction for rural residents built on model
designs.
It was stated in particular that owing to strides made on this front,
the people’s worldview has been changing with growing inspiration for
comfortable life.
Ferghana is a major industrial region of the country. A large number
of modern industrial enterprises have been functioning efficiently in
this province. They are famed also beyond the borders of Uzbekistan
with their economic capacities, quality produce, highly proficient
specialists and are critical in the economic development of not merely
the region, but also Uzbekistan as a whole.
President Islam Karimov traveled then to Kokand to familiarize with
the work of Indorama Kokand Textile, an Uzbek-Singaporean joint
venture.
As a result of this project worth more than USD 43 million, the
quality combing compact yarn meeting international standards is
produced here from Uzbek fiber. Outfitted with latest Swiss and
Japanese technologies and equipment, the enterprise reprocesses
9,000-10,000 tons of cotton a year and produces 7,000 tons of
high-quality yarn. The world-market demand for this produce has been
growing, facilitating exports to Spain, Belgium, France, Italy,
Turkey, Brazil, Argentina, Peru, Venezuela, Dominican Republic and
Bangladesh.
The foreign investors said during the talk at the mill that the Uzbek
cotton is celebrated around the globe with its high quality, micro-neur
indicators, and whiteness and enjoys considerable demand. They
underscored the mounting interest by international business circles in
investing into Uzbek economy and establishing joint business, owing to
the encouraging investment climate created in our country.
The foreign partners are
said to have admired the notable human resources of Uzbekistan,
especially the Uzbek youth commanding comprehensive knowledge and
skills, their abilities to swiftly and perfectly grasp any high-tech
production technologies. The larger part of the 300 people working at
this factory is made up by young people.
Islam Karimov inquired into the labor conditions and opportunities for
younger generation at the venture.
The head of Uzbekistan familiarized with wide-ranging creative and
constructive efforts embarked on in Kokand.
The town has been attaining an absolutely novel appearance thanks to
the immense imaginative work carried out under the leadership of
President Karimov. During his trip to Kokand in 2009, our leader gave
recommendations to transform and perfect the make-up of the city
cashing in the achievements of contemporary architecture and
traditions of national architecture. Resolutions by President of the
Republic of Uzbekistan on action plan to radically improve Kokand’s
architectural appearance and infrastructure, on additional measures to
industrial advancement of the city, on its landscaping have served as
vital guide for action on this front.
As an outcome of relevant efforts, modern buildings downtown, on Urda
square in particular, have replaced the old ones.
Islam Karimov gave a high appreciation of the extensive creative work
carried out on Urda square and said that this site has turned into a
magnificent center for culture and rest for locals and guests.
Uzbekistan’s leader offered recommendations on perpetuating the
historical monuments testifying to the rich legacy of Kokand, on
planting trees and flowers in due consideration of climatic
circumstances of the city.
President Islam Karimov traveled also along Istiqlol Street, reviewed
the perceptive works undertaken in Jome memorial complex, spoke with
local residents.
“All such major projects are directed at reaching a single goal, that
is, boosting the economy of our country, in Kokand in particular,
fostering the wellbeing of our people,” Islam Karimov said.
“We are all glad that the people of Ferghana region, including Kokand,
live with such gracious dreams and aspirations, with a firm confidence
in the bright future. The steadfast continuation of noble deeds
started by us is our constant task.”
Only a sound people, a healthy generation is capable of building a
great nation. The educational and enlightenment institutions, sports
palaces, music schools, youth centers erected on President’s
initiative serve to nurture a comprehensively advanced posterity.
These issues came to forefront again during Islam Karimov’s visit to
Children’s Sports Complex in constructed in Kokand and his
conversation with youths.
This marvelous sports palace built for funds earmarked by Children’s
Sports Development Foundation under the Ministry of Public Education,
boasts all conditions for twelve types of sports.
The head of state suggested that such modern sports complexes testify
to the broad opportunities opening up for our growing generation to be
raised physically sound and robust, as individuals second to no one in
anything. These efforts aim to support and encourage their splendid
aspirations.
Later that day, President of the Republic met with leadership and
activists of Ferghana region. The comprehensive development of the
province, refinement of infrastructure, including transport and
communications systems in the cities of Ferghana and Kokand, priority
tasks in these directions have been discussed during the meeting.

Demand for quality
cotton fiber growing
October 08, 2011
Cotton types “Bukhara-6” and “Bukhara-8” according to their technical
parameters comply with international standards. This was recognized by
foreign experts who participated in the Uzbek International Cotton
Fairs.
These types of cotton, mainly grown in Bukhara region, are in high
demand both in the country and abroad. Fiber quality depends not only
on the raw material’s baseline parameters, but also on its processing.
Modernization of existing processing enterprises is helping to improve
the quality.
“Thanks to the reconstruction of our company, the quality and work
efficiency have increased,” chief engineer of Oq Oltin cotton clearing
company of Romitan district of Bukhara region Gafur Khojiyev said.
“The workshops have been equipped with high-performance and
energy-efficient machines. Additional dust collectors have allowed
reducing dust emissions by 50%.”
According to deputy chairman of Bukhoropakhtasanoat (Bukhara Cotton
Industry) company Alisher Anvarov, over the last years, cotton plants
of Peshku, Romitan and Shofirkon districts were completely renovated.
This year, plants in Olot, Qorakol, Kogon, Gijduvon and Jondor
districts were renewed.

President of Uzbekistan meets Prime Minister of Vietnam
October 03, 2011
 |
President of the Republic of Uzbekistan Islam
Karimov met with Nguen Tan Zung, Prime Minister of Socialist
Republic of Vietnam, at the Oqsaroy on October 3.
Greeting the guest, the head of our state noted that despite the
geographic distance between our countries, expansion of
comprehensive and long-term cooperation with Vietnam – one of the
rapidly developing nations in South-East Asia – has always been
regarded important in Uzbekistan.
A solid footing of the current bilateral
contacts was laid during the 1996 visit by Uzbekistan’s President
to Vietnam, when the Agreement on Interstate Relations and
Cooperation was signed. |
The interaction is characterized today as pragmatic and equally
advantageous, built on mutual respect and confidence.
A positive experience has been accumulated between Uzbekistan and
Vietnam in reciprocal support in the international arena. Positions
and approaches of our countries match on fundamental issues of
regional and international nature.
The first visit by Vietnam’s head of government to Uzbekistan is
considered in our country a significant event in the development of
relations between the two nations, primarily in terms of enhancing
trade-economic ties and stepping up a good base for their longer-term
advancement.
|
Prime Minister Nguen Tan Zung conveyed
gratitude for a warm and goodwill welcome and congratulated the
head of Uzbek state on the twentieth anniversary of independence,
outstanding results of which the Vietnamese official encountered
during his visit.
It was stressed at the meeting that the two parties wield all the
capacities and conditions to attain the common goal, that is,
dynamic buildup of trade and investment cooperation. |
 |
The investment interaction has been consolidating currently between
Uzbekneftgaz national holding company and PetroVietnam. Geological
prospecting has been underway at Kossor investment block of Ustyurt
region as part of agreement inked in January 2010.
The launching of regular air cargo transportation between Navoi and
Hanoi airports is evaluated as a promising track of cooperation. The
sides discussed possibilities of establishing most favorable routes
for shipment of goods from the two countries to Central and South-East
Asian markets.
The documents signed during the current visit have been given a high
appreciation in this context. The deals are to facilitate
consolidation of interaction in such areas as trade and investments
into hydrocarbon sector, textile industry, agriculture and other
spheres. Equally satisfying have been the outcomes of the recent fifth
session of Joint Intergovernmental Commission on trade-economic and
scientific-technical cooperation during which the sides agreed to
boost economic and investment interaction.
The parties deliberated on a wide range of issues of shared interest
during the detailed and open exchange of views.

Core objective:
boosting people’s wellbeing
October 03, 2011
|
President of the Republic of Uzbekistan Islam
Karimov traveled to Namangan and Andijan regions on September 30 –
October 1 to review the course of socio-economic reforms and the
creative beautification works in progress in these parts of the
country.
The plentiful effects of reforms carried out in all areas of life
of the country can be observed also in Andijan region. Farmers of
this province have been making remarkable accomplishments in
cultivating cotton and grain, melons and vegetables.
On the second day of his trip to Andijan region, President Karimov
spoke with farmers and agrarian specialists on the fields of Obod
Diyor Ilhomi farmer entity in Shahrikhan district. |
 |
The head of state insisted that “today’s farmer should go hand in hand
with the times and have a thorough understanding of modern
requirements.
“In this regard, farmers should assume the role of decisive force in
raising the wellbeing of the people as much as ensuring economic
stability in the country, politics, socio-economic development of each
region.”
Obod Diyor Ilhomi farmer entity led by Ahmadjon Razzakov is one of the
most advanced in its kind in the district. Members of this farm that
has 69.9 hectares of land in its disposal, yield more than 35 metric
centners of cotton and 60 centners of grain per hectare every year.
C-6524 high quality cotton species have been sown this year on the
farm’s 35.4 hectares. The cotton harvesting season is currently in
full swing.
“Farmers can be prosperous if they have a deep sense of responsibility
to the land they cultivate. And profoundly misled is a person who
chooses to be a farmer in order to accumulate wealth
straightforwardly. The farmer should labor conscientiously and love
the land and care for it,” the head of state said.
Uzbekistan’s leader suggested that kengashes (councils) be set up to
comprise advanced farmers and specialists in order to address pressing
issues faced by farmers, to tackle problems timely and in concerted
manner. And that such kengashes could become critical in fostering the
farmer movement, propagating the experience of progressive farmer
entities who have displayed high efficiency and productivity, and in
augmenting the sector to meet latest requirements.
“The future of famer movement is contingent on not merely the
cultivation of land,” Islam Karimov stressed. “Farmers should assume a
leading role in reprocessing the agricultural goods they reap, meaning
that they should be involved in industrial production. That would be
important for the good of the people and building up the economic
power of the nation. Take, for example, cotton: as many as ninety-two
types of goods are produced from this crop alone. This figure is
clearly indicative of the significance of reprocessing industry.”
That can also be seen in the increasing volumes of industrial
production in Andijan region at large. The share of this sector in
gross regional product currently makes 23.6 percent, whereas back in
the day this figure did not exceed 9 percent.
As the head of Uzbek state put it, “contemporary developments require
that revenues from crops cultivated on strenuous labor be shored up.
“In terms of quality, the Uzbek cotton is valued rather high in the
world market. Consequently, equally high should be both its price and
the interests of our cultivators.”
President Islam Karimov met with Andijan region’s mid-level and senior
leadership.
The course of socio-economic reforms, execution of action plans,
programs of measures, presidential resolutions have been discussed
during the meeting in great detail.
President Karimov’s trip to Namangan and Andijan regions has been full
of meetings and conversations with locals. Due reflections and views
have been expressed during those talks on how to address the
challenges and prospective tasks. It was noted with great satisfaction
that the appearance of our urban centers and rural areas has
cardinally transformed for the better. So has the lifestyle,
worldview, consciousness and thinking of our people during the twenty
years of independent development.

President
visits Namangan and Andijan regions
 |
October 02, 2011
President of the Republic of Uzbekistan Islam Karimov traveled
to Namangan and Andijan regions on September 30 to review the
course of socio-economic reforms and the resourceful
beautification works in progress in these parts of the country.
The ample effects of reforms pushed forward in all areas of our
nation’s life can be spotted in Namangan region, too. |
The people of this province have been rather enthusiastic and
energetic in the process of extensive transformation and renovation;
they have been making well-merited input into the consolidation of our
land’s independence, into its socio-economic development, to fostering
enlightenment – both moral and cultural.
The growth of gross regional product in the first half of this year
has made 12.6 percent. Industrial output and consumer goods production
has been displaying steady growth rates as well.
President Islam Karimov began his trip to Namangan with visiting the
new model-design houses built in Namangan district’s Hanabad village.
Human interests permeate all the reforms undertaken in our country in
any given sphere as the foremost priority object of transformation. It
is for these very reasons that government programs have been executed
consistently to change the appearance of rural areas, cardinally
improve the living conditions of locals, including by instituting
engineering and communications networks and expedient social
infrastructure.
In line with presidential resolutions on Additional Measures to Expand
the Scales of Housing Construction in Rural Areas (signed August 3,
2009), and on Additional Measures to Refine Projecting and Improve
Hosing Construction in Rural Areas (September 8, 2010), as many as 500
model-design homes have been built and commissioned in Namangan region
in 2010. Another 555 houses of this type are projected to erect this
year in thirty-two residential quarters, 206 of which already been
commissioned.
Occupants of the sixty abodes constructed in Namangan’s Hanabad suburb
threw house-warming parties on the eve of the twentieth anniversary of
national independence. Natural gas and water supply pipes along with
internal-use roads have been laid here. Complex of trade and services,
a mini market, an internet café, a home appliances repair shop, a
beauty salon, a garment workshop, a mini bank have been built here in
the block to meet the daily needs of locals.
The head of state insisted that an integrated approach be employed to
housing issues, including the residents’ need in pre-school
institutions, schools, rural medical units, cultural and public
service facilities.
President Karimov noted in particular that the land areas allocated
for housing have been increased from 400 square meters to 600, and new
model-design houses contain special space for cars, the rooms are
located with an eye to the lifestyle and traditions of our people,
their area was enhanced to meet the demands and needs of inhabitants.
Islam Karimov called on a house owned by the family of Zokirjon Gaziev
and enquired into the life of the family, the comfort and conveniences
created in accordance with the refined project.
“Back in the day, all we could do is dream of a home like this,” the
hostess Muhayyohon Gazieva said. “On the eve of the 20th anniversary
of independence we moved in to this modern and comfortable house. We
thank you for your great care and constant consideration for the rural
people.”
The President stressed that population in the countryside deserves to
live in conditions not inferior to those in urban centers.
“New houses should be built in a way that not merely the current
occupants, but also their grand- and great-grandchildren could live in
comfort,” the head of state pointed out. “Such happy life will help
foster culture and enlightenment in people. The core goal pursued by
our reforms is to create all the encouraging environment for the
wellbeing of our people.”
President Islam Karimov spoke with farmers at Baraka farmer entity in
Namangan district. Uzbekistan’s leader suggested that the farmer
movement is important in the economic as much as in the political life
of state and society.
Baraka farmer entity can serve as example of outcomes of wide-ranging
opportunities created by the government for the support and promotion
of farmer movement.
The farm and its workers were able to harvest 67 metric centners of
grain on average from every one of thirty hectares. A rich cotton
yield has been cultivated also on this farm’s 31.7 hectares of soil.
The farm has its own bio-laboratory that provides it with lacewing and
trichogram to fight cotton pests. The biological means to counter the
vermin are supplied to other famer entities as well.
“As a result of materialization of this project to produce means to
fight agricultural pests, our farm has made 12 million soums of pure
income, and eight new jobs were created,” the farm manager Olimjon
Isaev informed. “The application of biological methods instead of
chemicals has saved us 60 thousand soums on average for every
hectare.”
The head of our state underscored the need for popularization of this
experiment and expansion of these techniques’ application.
“In this regard, all aspects should be taken into account, including
the advantages of biological means as compared to chemistry-based
techniques, their role in preserving clean environment and economic
expediency,” Islam Karimov said.
Successful outcomes of cotton harvesting season were given special
emphasis during the talk with farmers.
President Islam Karimov suggested that “our blessed land is the source
of our wellbeing. All the economic and normative conditions are
created for efficient land utilization. For many years in the past, as
we all perfectly know, the land used to be treated from narrow
consumer-satiable perspective, and agricultural and technical
requirements were disregarded. Moreover, the eroding irrigation
facilities used to lead to harvest loss and mineralization of soil.
That’s the reason we’ve attached a priority consideration to
preserving the lands and improving their reclamation.”
The use of one species of cotton for long time is known to affect the
quality of fiber and its value indicators. Therefore, the head of
state stressed in particular the elaboration of new higher-yield sorts
of cotton that meet the climatic and soil characteristics of regions.
Due directives were given in this respect to those in charge of this
sphere. The President said he preferred that cutting-edge technologies
be employed more extensively and agro-technical requirements be
complied with when processing land.
Promotion of small business and private entrepreneurship has been
granted a particular magnitude in the process of wide-scale reforms in
progress under the leadership of President Islam Karimov.
In excess of 1,300 small enterprises were set up in Namangan region in
the first half of 2011 as part of “Year of Small Business and Private
Entrepreneurship” national program. Especially worthy of attention
have been the accomplishments made by clothes factories of the region.
Customer-friendly women’s and children’s wear, suits, coats produced
at more than 30 enterprises like Istiqlol, Iftihor Kiyim Sanoat, Zamin
Lux Textile, Textile Libos, Lux Plus Service are in demand not only in
the Uzbek market, but also abroad. The men’s suits sown in Namangan
under their own trademarks and meeting world standards, are
successfully competing in international markets.
Islam Karimov got familiarized with the activities of Istiqlol venture
in Namangan district. Tens of types of suits, jackets, coats are
produced at this factory located in Kumkurghan village with latest
technologies.
According to chief executive of the company Bakhtiyor Umarov, “thanks
to the grave importance displayed by the head of state to support
entrepreneurs and introduction of new technologies, this industry
sector has been advancing dynamically. Our goods fully meet
international standards in design and quality. Our customer range has
been expanding as a result. In accordance with agreements reached with
enterprises in Russia, Kazakhstan and other CIS countries, we export
the major part of our produce.”
Istiqlol factory was named winner in its nomination at the national
round of Tashabbus-2011 review contest for President’s prize. Its CEO
Bakhtiyor Umarov was awarded first place in the Best Entrepreneur
nomination and honored with presidential prize, a Spark car.
“Clothes beautify the people. A nicely dressed person has a good mood
as well. Today, the people’s, especially the youth’s, demand for the
apparel has changed, as has their attitude to its design and
appearance,” Islam Karimov noted. “We can be confident that our youths
are second to no one in the ability to dress neatly.”
Istiqlol employs largely the graduates of professional colleges. The
head of nation enquired into conditions created for them in the
enterprise. The President expressed his high appreciation of the
abilities of young people at the industrial unit to aptly work with
Japanese and German-made equipment.
Islam Karimov reviewed the creative and beautification works carried
out in the city of Namangan.
The appearance of this urban center has radically transformed for the
better as an outcome of wide-ranging efforts undertaken in line with
August 6, 2009, presidential resolution on the action plan to
face-lift and develop social infrastructure in the city of Namangan
for 2009-2012.
The area of Namangan airport has been perfected with modern lightening
and gardening systems. The road leading from the airport to Dustlik
Avenue has been reconstructed. So has the Ferghana ring road,
including with the construction of an overpass.
Yashil Dehqon Bozori (Green Agriculture Market) in Davtatobod
district, along with Chorsu and Sardoba marketplaces have undergone
extensive construction and overhaul works, too.
Kamolot and Kichkintoy youth gardens and parks have been set up
downtown Namangan. Nodira information and library center, Babur
Recreation Park, Alisher Navoi regional theater of musical drama and
comedy have been reconstructed.
Uzbekistan’s leader visited the overpass erected on Dustlik Avenue
that has led to the abolition of traffic jams in the city, and
increase in the safety of roads.
The overpass has also allowed for moving the cargo and passenger
traffic on the Andijan-Tashkent route from Namangan’s central streets
to the ring road.
Islam Karimov traveled also to the Barkamol Avlod (Advanced
Generation) municipal sports complex in Namangan. During the
conversation with young athletes attending ping-pong, boxing,
gymnastics, handball, swimming classes, the President said the
triumphant performances of our children at international competitions
help reinforce the sense of pride.
The exchange of views on the care displayed in the country toward the
youth, on the inspirations of young men and women in the science area
was continued during the President’s meeting with a group of gifted
young people in the Yoshlar Markazi (Youth Center).
Islam Karimov pointed out that “the youth are a decisive force of
today and the future. First and foremost, you should always bear in
mind what great ancestors you are a posterity of, and aspire to be
their deserved successors.”
The head of Uzbek state met with region’s leadership at Namangan
municipal administration to discuss the course of socio-economic
reforms, execution of action plans, programs of measures, presidential
resolutions.
President Islam Karimov traveled to Andijan region on the same day.
Immense has been the contribution of Andijan region residents to the
tremendous accomplishments made by our people during independence
years. Each of the twenty years of independent development has been
written with gold letters in the life of Andijan people.
On the initiative of President Islam Karimov, massive constructive
works have been carried out lately in Andijan region whose nation-wide
significance has been mounting by the year. The growing comfort of
towns and villages, the residential houses, education and healthcare
institutions being erected, the modern enterprises, the broad streets
and roads, parks and gardens have radically transformed the appearance
of Andijan and been suggestive of the rising welfare of local
population.
The gross regional product growth rate reached 11.7 percent in the
first half of 2011. Solid development rates are registered in
industrial and consumer goods production, in public and private
services.
As a result of the dynamic advancement of small business and private
entrepreneurship, their share in the gross regional product has been
at 45.9 percent.
President Karimov reviewed the residential houses built on model
design in Urikzor mahalla of Andijan district.
Two suburban quarters are being constructed in this district on model
design. In particular, the eighty-two cozy homes erected in Urikzor
mahalla on the territory of Hartum rural assembly of citizens, were
commissioned on the eve of the twentieth anniversary of Uzbekistan’s
independence.
“We take a great pleasure to see the happy life of our compatriots in
these kinds of modern houses,” the President said. “Our nation has
been distinct from the ancient times with its penchant for constant
beautification and construction. These noble traditions are there
among our people to these days.”
Islam Karimov visited the family of Omadhon Hamidova, head of Omad-97
farmer entity, who lives in one of the new state-of-the-art houses.
“I used to think in the past that these sorts of homely and pleasant
houses with all amenities can only be in European countries,” Omadhon
Hamidova shared her impressions and thoughts.
“Owing to our independence, we have opportunity to dwell in these
modern homes. After all, the popular belief had it until quite
recently that we, the rural folk, can be pretty content with
clay-built houses. Thanks to the care by our President, we realized
profoundly that everything, every effort in our country is indeed made
for the good of people, for their wellbeing. Even the Europeans can
envy us now.”
The head of state articulated his opinion of the fact that in the
course of projecting and construction, everything, every minor detail
was attended with care.
Islam Karimov stressed that “the level of living conditions and
culture of community in the countryside has risen infinitely. Our
people deserve to live in conditions not inferior to any others.”
Along with modern houses, socio-cultural, healthcare institutions,
service points and other facilities have been built in the new mahalla.
The locals are provided with natural gas, drinking water, power,
transport and communications. The music and arts school constructed
here proved a nice gift for the children.
In the city of Andijan, Islam Karimov took a tour of the reconstructed
Uzbekistan Street and the modern buildings erected along it.
Adhering to the presidential resolution on advanced development of
public services infrastructure in residential quarters of Andijan
region for 2011-2015 signed June 18, 2010, across-the-board
construction and beautification works are underway in the region. In
line with the abovementioned document, 1,200 housing and trade
facilities, other production and cultural-services amenities have been
built in Andijan region for a short span of time.
In this respect, the Uzbek leader said, “Andijan should be distinct
with its urban-planning traditions, with its look. Automobile traffic
and its growing intensity ought to be taken into consideration in
constructing and overhauling roads. In this regard, the project of
housing development on Uzbekistan Street can serve as example not
merely for Andijan itself, but also for other cities of our nation.”
The head of state gave necessary recommendations to further improve
the traffic conditions, create more extensive opportunities for
providing the population with trade and communal services, to refine
adornment and landscape gardening.
All this constitutes another glowing manifestation of ingenious
aptitude of our people.
