To high dream through high technologies

“Uzbekistan today”

Once again Tashkent has attracted attention of the IT (Information Technology) market specialists from across the world. On these days, the country is the venue for ICT (Information and Communication Technology) Week – InfoCom 2008 (September 22-28). Its scale is quite impressive. The days are filled up with events focusing on further familiarization with high technologies of national and foreign developers and opportunities of practicing them in business, social and personal life.

The ICT Week – InfoCom 2008 has taken place in Uzbekistan for five years already but in addition to traditional order, every time it brings something new and original, warming up interests of its participants again and again and embracing more spheres of efficient use of the most up-to-date IT of national developers who, on common opinion of InfoCom 2008 participants, can already worthily compete with their colleagues from foreign countries.

The ICT Week in Uzbekistan is organized by the Coordination Council on Computerization and ICT Development, Committee of the Oliy Majlis of Uzbekistan on Information and Communication Technology, Communication and Information Agency of Uzbekistan (UzACI) IT Association of Uzbekistan and UN Development Program presented by the Assisting the Government of Uzbekistan in the formation and implementation of ICT for development policy Project (ICTP).

The opening of ICT Week was preceded by a press conference where journalists of national and foreign media were familiarized with the program of InfoCom 2008 in detail.

Deputy Director-General of UzACI Asadjon Hojaev noted that “the Uzbek authorities provided huge opportunities for the active development of ICT in Uzbekistan and its wider use in all spheres of the country’s life support. Such kind of considerable forums help to establish personal contacts between IT developers and consumers. A unique favorable atmosphere created in all events of the ICT Week makes it possible to transform quite rapidly the nature of interrelations from personal to business one, and to rather high-quality and, significantly, long-term level.”

The InfoCom 2008 organizers also drew attention of journalists to the fact that further development of Uzbekistan’s media market was impossible without parallel development of ICT sector. Mass media and developers mainly depend on the quality of each other’s activities. IT enterprises manufacture certain products demanded in the market. Representatives of mass media deliver the information to professional and common users. Here the media sector uses technologies developed by the same IT enterprises in its activities. Mutual interest of both sides is evident.

One of the most interesting events in both professional and informative context was, traditionally, the National ICT Summit 2008. It started in Tashkent’s International Business Center on Tuesday and ended yesterday. Nearly 400 delegates from such countries as Great Britain, Germany, Korea, Netherlands, Russia, United States and Japan participated in it.

It was leading experts of IT market, heads and specialists of national bodies regulating ICT sector, international associations and unions coordinating activities of the bodies at the regional and global level, scientists, specialists having particular results in ICT development and representatives of much wider range of interested companies and firms.

Chief Executive of IT Association Ilhom Abdullaev noted that every year the ICT summit attracted more attention of high-tech specialists and today it is one of most important events in the sphere of ICT. The summit sparkles interest of both national IT specialists and international experts from countries of the near and far broad.

Participants in the summit considered tendencies and main changes in regulation policy, achievements in the implementation of national programs on developing ICT and issuing digital archives of scientific and cultural heritage. One of the realistic problems of the world community today is to develop and introduce highly effective information security systems. Participants in the summit paid much attention to the collegial resolution of the problem. They discussed prospects of developing and improving the national information security systems with a possibility of setting up an integrated global information security system. In particular, it aims a complex and highly efficient protection of internet user computers from hacker breaks.

The participants in the national information and communication technology summit are expected to make a joint resolution on further development of ICT in Uzbekistan.

Simultaneously with the ISCT summit 2008, the fourth international Central Asian conference ITRA 2008 started and within in two days it considered prospects of further development of IT in the Central Asian region. The conference was organized by the Communication and Information Agency of Uzbekistan, Tashkent University of Information Technologies, Information Technology Internationalization Research Center (ITIRC) and Korea Electronics Technology Institute (KETI).

Participants in the meeting discussed such actual and currently demanded issues as regional research ICT course and strategy in Asia, enterprises’ business suggestions for joint implementation of projects on developing and using IT including such web technology as Semantic Web and Web service, multimedia technologies, internet and mobile communication. Much attention was paid to the development of system harmonization mechanisms responsible for security and accessibility of information resources.

As usual, visitors expressed particular interest in the national exhibition on information and communication technology, ICT Expo 2008, (September 24-26). Despite the fact that quite younger Uzbek companies presented their products on the exhibition, their suggestions already enjoy high interest of consumers now. Particularly, Erava Group focuses its efforts and resources on offering full and complete solutions, beginning with web design ending with development of software for entities of small business and private enterprise.

The director of one of the rapidly developing companies of Erava Group, Oybek Amilov, noted that the company had gathered graduates of both Uzbek and other foreign higher educational institution. The company uses modern methods and technology of developing corporate information systems. In combination with collective and individual experience it enables to get practical results important for customers in a short period of time. The company’s work takes into account peculiarities of its activities, which ensures integrity of solutions offered and assists customers to achieve goals in developing their business.

Prospects of development of modern society and the role of media in the processes were considered at a media forum organized by Public Fund for Support and Development of Print Media and News Agencies of Uzbekistan with the support of National Association of Electronic Mass Media, information and analytical department of the Cabinet of Ministers for information systems and telecommunication and Communication and Information Agency of Uzbekistan.

Members of the Senate of Oliy Majlis of Uzbekistan, representatives of state and social organizations and workers of various media participated in the forum. Participants in the forum noted as saying that today each journalist must realize importance of mass media’s role in the processes of establishing the information society. In particular, they stressed that media were not only observer and mediator between the government and society but also active participant of social life.

Participants in the forum managed to familiarize themselves with latest achievements of information and communication technology, methods of developing information exchange on the global internet and practice of setting up the activities of young electronic editions and to improve their skills of working with websites.

Undoubtedly, the InfoCom 2008 and events held will help to establish contacts between specialists of different countries of the world. They will enable to activate integration processes and serve as starting point in joint development and introduction of information technology to various sectors of the national economy. While Uzbekistan’s economy is dynamically developing, it will be a good stimulus for the development for enterprises specializing in the production of IT products and will help to further integrate the country into the world community in worthy conditions.

Days of Italian cinema in Tashkent
September 19, 2008

Uzbekistan Today

Days of Italian cinema have started in the Tashkent cinema museum. As a part of the project the Uzbek representatives familiarized themselves with the best examples of the Italian cinematography for five years consequently. The project was organized by the Italian embassy in Uzbekistan.

Traditionally, Italian movies are shown in the Tashkent cinema museum twice a year. This time the organizers made a collection of “golden classic” - movies forming the “face” of Italian cinematography and exceeding the development tendency of the world one. Authors whose works were planned for the show of movies were chiefly legendary Federico Fellini, Lukino Viskonti and Michelangelo Antonioni.

“This time the audience will enjoy both author and massive cinema,” Oleg Karpov, director of the Tashkent cinema museum, noted. “We are pleased to present the rarest movies which can hardly be found in a wide cinema flow. For instance, the movie of “I vinti” (“The Vanquished”) is very interesting to real admirers of the Italian classic. It is Antonioni’s early production that was awarded no prize in movie festivals and seldom highlighted by cinema critics. At the same time, the movie is typical of the film director because it contains his themes, motives and characters.”

The Days of Italian cinema is on the Tashkent cinema museum on Mondays and Fridays, its program includes eight evenings of familiarization with the fine cinema and ends this October. The Tashkent audience has already seen Federico Fellini’s movie “Interview” (1986). In this movie the great film director and other stars of the Italian cinematography play themselves, arguing their role, destination and position in cinematography. It is a kind of “introduction to the topic” which started the chain of wonderful movies. The audience will also enjoy productions of Vittorio De Sica and Damiano Damiani. The circle will end with Antonioni’s enthralling movie, “Professione: reporter” (“The Passenger”, 1975). It was not easy to find record of the rare movie and in words of the organizers, presence of the movie in the program is a great luck for admirers of cinema.

Nation Goes On with Reforms in Land Irrigation & Reclamation
September 05, 2008

Uzbekistan's agriculture continues reconstructing its irrigation and reclamation system. By the first half of 2008 the pipes of more than 71 kilometers long worth 4.655 bin soums were built and reconstructed.

One of the main priorities of developing Uzbekistan's agrarian sector today is to improve further the reclamation system and introduce the most innovative drip irrigation technologies, which allow the agriculture to reduce use of water resources «twice thanks to more efficient irrigation.

We should note that currently 85-87% of total water consumption falls to the share of agriculture, 3-5% power engineering (including regeneration flow), 1-3% industry and3-5% public service.

In accordance with President Islam Karimov's Resolution “On Investment program of the Republic of Uzbekistan for 2008” 21 bln soums were allocated for irrigation construction this year and as of July 1, 5.685 bin soums (102%) of capital investments were used including construction works worth 5.207 bin soums. Thanks to step-by-step reformation of agriculture and the government's policy directed at involvement of foreign investment, today the Uzbek Ministry of Agriculture and Water Resources draws more than US$ 315 mln of foreign investments for 13 projects. US$ 77.35 of them are allocated for 2008 including, nearly US$ 58 mln to transferring projects and over US$ 18 mln to starting ones. Foreign investment of more than US$ 31.33 mln (107.1%) has been already drawn.

Reservoirs used complexly both for irrigation and power engineering take a central place in the republic's reclamation system.
