To high dream through
high technologies |
“Uzbekistan today”
Once again Tashkent has attracted attention of the IT (Information
Technology) market specialists from across the world. On these days, the
country is the venue for ICT (Information and Communication Technology)
Week – InfoCom 2008 (September 22-28). Its scale is quite impressive.
The days are filled up with events focusing on further familiarization
with high technologies of national and foreign developers and
opportunities of practicing them in business, social and personal life.
The ICT Week – InfoCom 2008 has taken place in Uzbekistan for five years
already but in addition to traditional order, every time it brings
something new and original, warming up interests of its participants
again and again and embracing more spheres of efficient use of the most
up-to-date IT of national developers who, on common opinion of InfoCom
2008 participants, can already worthily compete with their colleagues
from foreign countries.
The ICT Week in Uzbekistan is organized by the Coordination Council on
Computerization and ICT Development, Committee of the Oliy Majlis of
Uzbekistan on Information and Communication Technology, Communication
and Information Agency of Uzbekistan (UzACI) IT Association of
Uzbekistan and UN Development Program presented by the Assisting the
Government of Uzbekistan in the formation and implementation of ICT for
development policy Project (ICTP).
The opening of ICT Week was preceded by a press conference where
journalists of national and foreign media were familiarized with the
program of InfoCom 2008 in detail.
Deputy Director-General of UzACI Asadjon Hojaev noted that “the Uzbek
authorities provided huge opportunities for the active development of
ICT in Uzbekistan and its wider use in all spheres of the country’s life
support. Such kind of considerable forums help to establish personal
contacts between IT developers and consumers. A unique favorable
atmosphere created in all events of the ICT Week makes it possible to
transform quite rapidly the nature of interrelations from personal to
business one, and to rather high-quality and, significantly, long-term
level.”
The InfoCom 2008 organizers also drew attention of journalists to the
fact that further development of Uzbekistan’s media market was
impossible without parallel development of ICT sector. Mass media and
developers mainly depend on the quality of each other’s activities. IT
enterprises manufacture certain products demanded in the market.
Representatives of mass media deliver the information to professional
and common users. Here the media sector uses technologies developed by
the same IT enterprises in its activities. Mutual interest of both sides
is evident.
One of the most interesting events in both professional and informative
context was, traditionally, the National ICT Summit 2008. It started in
Tashkent’s International Business Center on Tuesday and ended yesterday.
Nearly 400 delegates from such countries as Great Britain, Germany,
Korea, Netherlands, Russia, United States and Japan participated in it.
It was leading experts of IT market, heads and specialists of national
bodies regulating ICT sector, international associations and unions
coordinating activities of the bodies at the regional and global level,
scientists, specialists having particular results in ICT development and
representatives of much wider range of interested companies and firms.
Chief Executive of IT Association Ilhom Abdullaev noted that every year
the ICT summit attracted more attention of high-tech specialists and
today it is one of most important events in the sphere of ICT. The
summit sparkles interest of both national IT specialists and
international experts from countries of the near and far broad.
Participants in the summit considered tendencies and main changes in
regulation policy, achievements in the implementation of national
programs on developing ICT and issuing digital archives of scientific
and cultural heritage. One of the realistic problems of the world
community today is to develop and introduce highly effective information
security systems. Participants in the summit paid much attention to the
collegial resolution of the problem. They discussed prospects of
developing and improving the national information security systems with
a possibility of setting up an integrated global information security
system. In particular, it aims a complex and highly efficient protection
of internet user computers from hacker breaks.
The participants in the national information and communication
technology summit are expected to make a joint resolution on further
development of ICT in Uzbekistan.
Simultaneously with the ISCT summit 2008, the fourth international
Central Asian conference ITRA 2008 started and within in two days it
considered prospects of further development of IT in the Central Asian
region. The conference was organized by the Communication and
Information Agency of Uzbekistan, Tashkent University of Information
Technologies, Information Technology Internationalization Research
Center (ITIRC) and Korea Electronics Technology Institute (KETI).
Participants in the meeting discussed such actual and currently demanded
issues as regional research ICT course and strategy in Asia,
enterprises’ business suggestions for joint implementation of projects
on developing and using IT including such web technology as Semantic Web
and Web service, multimedia technologies, internet and mobile
communication. Much attention was paid to the development of system
harmonization mechanisms responsible for security and accessibility of
information resources.
As usual, visitors expressed particular interest in the national
exhibition on information and communication technology, ICT Expo 2008,
(September 24-26). Despite the fact that quite younger Uzbek companies
presented their products on the exhibition, their suggestions already
enjoy high interest of consumers now. Particularly, Erava Group focuses
its efforts and resources on offering full and complete solutions,
beginning with web design ending with development of software for
entities of small business and private enterprise.
The director of one of the rapidly developing companies of Erava Group,
Oybek Amilov, noted that the company had gathered graduates of both
Uzbek and other foreign higher educational institution. The company uses
modern methods and technology of developing corporate information
systems. In combination with collective and individual experience it
enables to get practical results important for customers in a short
period of time. The company’s work takes into account peculiarities of
its activities, which ensures integrity of solutions offered and assists
customers to achieve goals in developing their business.
Prospects of development of modern society and the role of media in the
processes were considered at a media forum organized by Public Fund for
Support and Development of Print Media and News Agencies of Uzbekistan
with the support of National Association of Electronic Mass Media,
information and analytical department of the Cabinet of Ministers for
information systems and telecommunication and Communication and
Information Agency of Uzbekistan.
Members of the Senate of Oliy Majlis of Uzbekistan, representatives of
state and social organizations and workers of various media participated
in the forum. Participants in the forum noted as saying that today each
journalist must realize importance of mass media’s role in the processes
of establishing the information society. In particular, they stressed
that media were not only observer and mediator between the government
and society but also active participant of social life.
Participants in the forum managed to familiarize themselves with latest
achievements of information and communication technology, methods of
developing information exchange on the global internet and practice of
setting up the activities of young electronic editions and to improve
their skills of working with websites.
Undoubtedly, the InfoCom 2008 and events held will help to establish
contacts between specialists of different countries of the world. They
will enable to activate integration processes and serve as starting
point in joint development and introduction of information technology to
various sectors of the national economy. While Uzbekistan’s economy is
dynamically developing, it will be a good stimulus for the development
for enterprises specializing in the production of IT products and will
help to further integrate the country into the world community in worthy
conditions.

The Uzbekistan delegation took part in the meeting of the Ministers of
Foreign Economic Activity and Trade of SCO member states. The seventh
meeting of the Ministers took place in Beijing on September 24-25.
The delegations of the member states discussed a wide range of issues
related to the trade and economic cooperation within the SCO framework,
including the development of mechanism to attract investments in
sustainable social and economic growth of the SCO states, and
implementation of multilateral projects.
The parties reviewed the updated draft of action plan on implementation
of the Programme for multilateral trade and economic cooperation among
the SCO member states. Priority attention was paid to the implementation
of joint projects in transportation, telecommunication, modern
technology, agriculture, energy and other fields.
At the last summit in August 2008, the heads of SCO member states noted
the greater attention paid during the last years by SCO to the all-round
development of the economic relations as one of the main directions of
cooperation. When talking about this aspect of cooperation within the
SOC framework, President of Uzbekistan Islam Karimov pointed out that
despite the progressive development of cooperation the Organization does
not yet fully exploit the huge potential of its member states and that
there is still a number of unutilized possibilities in the mining
industry, energy, logistics, transportation, communications, social
infrastructure, trade and tourism.
The meeting was also attended by the representatives of the observer
states of the SCO and its neighboring countries. It was considered
expedient to involve them in the activities held by SCO’s Business

UzA
The sixth National Summit on Information and Communication Technologies
opened in Tashkent on Tuesday. It gathered about 400 delegates from
Uzbekistan, Britain, Germany, the Republic of Korea, Japan, the
Netherlands, Russia, Lithuania, Kyrgyzstan, the USA and other countries.
Among them are leading experts of ICT market, representatives of the
government, civil society and international organizations, heads of
domestic and foreign IT companies.
The organizers of the forum are the Committee for information and
communication technologies of the Legislative Chamber, the Coordinating
Council for development of computerization and ICT, the Uzbek Agency of
Communication and Information, the UNDP ICT Policy Project and the IT
Association of Uzbekistan.
The traditional summit serves as a platform where experts can analyze
the state of the ICT market, get acquainted with new developments in
this field, discuss pressing issues and their solutions.
Among the topics considered during the summit are improvement of ICT
legislation, development of electronic document circulation, creating
the national digital heritage archive, standardization of ICT,
introduction of 3G and WiMAX, preventing threats to information
security, introducing free and open source software, use of ICT in
medicine and others.
In the age of globalization, it is difficult to imagine any area of
activity without the information and communication technologies. In
Uzbekistan, the Program of computerization and ICT development for
2002-2010 was developed and is being implemented in practice, said
deputy director general of the Uzbek Agency of Communication and
Information Asadjon Khodjayev.
It was noted that in Uzbekistan, national legislation in the field of
ICT was being constantly improved, and now regulates relations in

information society based on respect of national priorities of economic,
social and cultural development is ensuring information security.
To develop new types of services and provide the related legal
framework, the Oliy Majlis in 2003-2004 adopted Laws “On electronic
digital signature”, “On electronic document circulation” and “On
e-commerce”, as well as the edition of the law “On informatization”.
The Association of enterprises and organizations of information
technologies was set up to consolidate the efforts of public and private
sector for accelerated development of ICT. Now, its members are more
than 50 leading companies of the Uzbek IT market. The center of
competence on e-government was also created, which creates conditions
for partner companies for promotion of their products and services for
e-governance.
Currently, local communication network has more than 2,000 automatic
telephone stations with a general mounted capacity of more than 2
million numbers, of them 86% are digital stations. The telecommunication
system of Uzbekistan has direct international channels on 28 direction
reaching 180 countries, with use of fiber-optic and satellite systems.
The mobile communication market has seen rapid development. The number
of cellular users has exceeded 10.2 million in September.
The competitive environment has resulted in significant increase of the
number of internet service operators and providers, as well as internet
access points. The number of internet users has exceeded 2.2 million
people.
The country is expanding cooperation with foreign partners and
international organizations. The joint project of the government of
Uzbekistan and the UNDP called the ICT Policy is one of the most
fruitful projects.

Days of Italian cinema in
Tashkent |
| September 19, 2008 |
Uzbekistan Today
Days of Italian cinema have started in the Tashkent cinema museum. As a
part of the project the Uzbek representatives familiarized themselves
with the best examples of the Italian cinematography for five years
consequently. The project was organized by the Italian embassy in
Uzbekistan.
Traditionally, Italian movies are shown in the Tashkent cinema museum
twice a year. This time the organizers made a collection of “golden
classic” - movies forming the “face” of Italian cinematography and
exceeding the development tendency of the world one. Authors whose works
were planned for the show of movies were chiefly legendary Federico
Fellini, Lukino Viskonti and Michelangelo Antonioni.
“This time the audience will enjoy both author and massive cinema,” Oleg
Karpov, director of the Tashkent cinema museum, noted. “We are pleased
to present the rarest movies which can hardly be found in a wide cinema
flow. For instance, the movie of “I vinti” (“The Vanquished”) is very
interesting to real admirers of the Italian classic. It is Antonioni’s
early production that was awarded no prize in movie festivals and seldom
highlighted by cinema critics. At the same time, the movie is typical of
the film director because it contains his themes, motives and
characters.”
The Days of Italian cinema is on the Tashkent cinema museum on Mondays
and Fridays, its program includes eight evenings of familiarization with
the fine cinema and ends this October. The Tashkent audience has already
seen Federico Fellini’s movie “Interview” (1986). In this movie the
great film director and other stars of the Italian cinematography play
themselves, arguing their role, destination and position in
cinematography. It is a kind of “introduction to the topic” which
started the chain of wonderful movies. The audience will also enjoy
productions of Vittorio De Sica and Damiano Damiani. The circle will end
with Antonioni’s enthralling movie, “Professione: reporter” (“The
Passenger”, 1975). It was not easy to find record of the rare movie and
in words of the organizers, presence of the movie in the program is a
great luck for admirers of cinema.

Plastic surgeries for youngest
|
| September 19, 2008 |
Uzbekistan Today
The staff of the new plastic surgery branch of the clinic at the
Tashkent Pediatric Medical Institute achieved excellent results, which
inferior to none of European clinics.
Professor Khan from Seoul University has visited the branch once again
recently. During the meeting with patients he was surprised by the
highest quality of the doctor’s work and asked thirteen years old boy,
who had an ear surgery: “Who was your surgeon?” The boy answered: “Murod
Jafarov was.” This doctor is head of the branch and a disciple of the
Korean Professor. In the end of the examination the Korean doctor noted
that he was glad to know that results of some of his pupils surpass his
own ones. Doctors of the branch also got high estimations of their
colleagues from Russia and Singapore, with whom they keep up the
academic exchange program.
Today surgeries of such inborn defects as lack of an ear, cleft lip,
cleft palate and also after burns are successfully made in the plastic
surgery branch of the clinic at the Tashkent Pediatric Medical
Institute. For three years of operating this branch made a breakthrough
in native medicine. Though such surgeries were available in Uzbekistan
earlier, the young team managed to put them on the highest level. The
surgeries they make leave no visible defects or scars. And this fact is
very important when we speak about a child’s face.
“We have achieved high results owing to that we took all the best of
domestic and modern medicine,” commented head of the branch Murod
Jafarov. “In our work everything is important: the technique of
surgeries, tools used, suture and bandaging materials, antiseptics. They
help to smooth post-operational scars.”
Today the clinic and the branch plan to expand their activity and the
list of pathologies they will be dealing. In particular, in the nearest
perspective they plan to do micro surgeries here.

initially transmitted with 150 Megawatts from the Uzbek power system,
Uzbekenergo SSC (Uzbek energy state stock company) said. In future the
delivery will reach 300 Megawatts. Currently, the Uzbek electricity
deliveries do not exceed 70 Megawatts.
In May this year the Uzbekenergo SSC and the Energy and Water
Ministry of Afghanistan signed a memorandum on mutual understanding. At
that time the Afghan side expressed its interest in step-by-step

Nation Goes On with Reforms in Land Irrigation & Reclamation |
| September 05, 2008 |
Uzbekistan's agriculture
continues reconstructing its irrigation and reclamation system. By the
first half of 2008 the pipes of more than 71 kilometers long worth 4.655
bin soums were built and reconstructed.
One of the main priorities of developing Uzbekistan's agrarian sector
today is to improve further the reclamation system and introduce the
most innovative drip irrigation technologies, which allow the
agriculture to reduce use of water resources «twice thanks to more
efficient irrigation.
We should note that currently 85-87% of total water consumption falls
to the share of agriculture, 3-5% power engineering (including
regeneration flow), 1-3% industry and3-5% public service.
In accordance with President Islam Karimov's Resolution “On
Investment program of the Republic of Uzbekistan for 2008” 21 bln soums
were allocated for irrigation construction this year and as of July 1,
5.685 bin soums (102%) of capital investments were used including
construction works worth 5.207 bin soums. Thanks to step-by-step
reformation of agriculture and the government's policy directed at
involvement of foreign investment, today the Uzbek Ministry of
Agriculture and Water Resources draws more than US$ 315 mln of foreign
investments for 13 projects. US$ 77.35 of them are allocated for 2008
including, nearly US$ 58 mln to transferring projects and over US$ 18
mln to starting ones. Foreign investment of more than US$ 31.33 mln
(107.1%) has been already drawn.
Reservoirs used complexly both for irrigation and power engineering
take a central place in the republic's reclamation system. This sphere
is implementing a drainage construction and reconstruction program whose
main goal is to ensure the country's stable water consumption in future.
The construction of Chartak reservoir in Namangan region, using 691 mln
soums of capital investment and construction of Hydro-technical facility
worth 483 mln on Tashsaka canal in Khorezm region were finished this
year.
Totally, it is intended to build and reconstruct 42 facilities and 37
of them have expert conclusion. Repair and restoration projects were
developed at 344 facilities, 316 were examined and 254 facilities got
experts’ report. The aggregate cost of work carried out in 2008 is
26.469 bin soums.
