Parliamentary Election Campaign takes off in Uzbekistan |

| The Central Election Commission of the Republic of
Uzbekistan held a regular meeting on 17 September. It was presided
over by the Chairman of the Commission Mirza-Ulugbek Abdusalomov.
The constitutional term of office of the Oliy Majlis (national
parliament), as well as regional, district and city deputies’
councils expire in December this year.

In accordance with the Second Part of the Article 117 of the
Constitution, the elections to the Legislative Chamber of Oliy Majlis
and the representative bodies of state authority of the regions,
districts and cities must be held on the first Sunday of the third
decade of December, that is on 27 December 2009.
The Central Election Commission adopted a resolution declaring the start
of the election campaign to the Legislative Chamber, the regional,
district and city people’s deputies’ councils on 22 September this year.
The Commission discussed the draft normative legal acts related to
holding of the elections to the Legislative Chamber.
It has also approved the instructions on organization of the district
election commissions, on collecting signatures by political parties and
verification of correctness of the subscribers’ lists, as well as the
regulations on the procedure of nominating candidates to the Legislative
Chamber from the Environmental Movement of Uzbekistan and their
election, the procedure of using the media by candidates and political
parties during the election campaign, on observers from other states,
international organizations and movements participating in the elections
to the Legislative Chamber, on accreditation of local and foreign
journalists covering the election campaign and other documents.
The same day the Central Election Commission held a briefing for the
foreign and local journalists in connection with the announcement of the
election campaign to the Legislative Chamber of Oliy Majlis, and
regional, district and city deputies’ councils.
The Commission chairman Mirza-Ulugbek Abdusalomov stressed that all
activities within the campaign will be held by the Central Election
Commission and district commissions in strict accordance with the basic
principles and requirements of the electoral law and the concept of
holding the elections to the Oliy Majlis, regional, district and city
deputies’ councils.
Only the CEC is the main organizer of the election campaign, and nobody
will be allowed to interfere in this process, according to the meeting.
None of the participants of the campaign will have any benefits and
preferences. The rules and requirements of the electoral legislation are
the same for all, he said.
Nobody, especially the state authorities at the central and local
levels, will be allowed to interfere in the electoral process. Any
attempt to interfere in the election campaign, violate the requirements
of law or facts of protection will be stopped and action will be taken
in accordance with the law, Chairman Abdusalomov has added.
He has also informed the journalists with the changes in the electoral
legislation aimed at further liberalization of the electoral system and
development of the inter-party competition.
Considering the actual processes taking place in the political life of
the country and in order to improve the legislative work,
socio-political activities of parties and civil society institutions in
democratic renewal of the country, the number of seats in the
Legislative Chamber was increased from 120 to 150.
Besides, the institute of nomination of candidates by the initiative
groups of voters was abolished. Thus, the right to nominate candidates
for deputies to the Legislative Chamber is currently reserved
exclusively for the political parties.
Based on the substantial importance of the environmental issues and the
need to improve the environment, human health, 15 seats were provided to
the deputies elected from the Ecological Movement of Uzbekistan.
The legislation now has the concept of an authorized representative of a
political party, who is empowered to participate in the counting of
votes at polling stations and during verification of correctness of the
signature lists.
Besides, the possible number of trustees of the candidates was increased
from 5 to 10.
Norms aimed at ensuring greater transparency in the activities of
election commissions during the preparation and holding the elections
were also introduced into the legislation.
Concluding his presentation, the Chairman of the Central Election
Commission said that in Uzbekistan all necessary legal bases for open
and transparent conduction of free, fair and democratic elections were
created.

President of Uzbekistan Islam Karimov received General Secretary
of the Shanghai Cooperation Organization, the director of the
Regional Anti-Terrorist Structure executive council and the
participants of the SCO National Coordinators Council session on 11
September.
During eight years of functioning, the SCO has become an
influential international organization, playing an important role in
forming the regional and global security architecture, Islam Karimov
said at the meeting.
Over this period, a significant work on expansion and strengthening
cooperation in political, economic, social and humanitarian spheres was
carried out, and steps to implement the most urgent goals and tasks the
organization is facing have been made, he added. |

The President stressed that during Uzbekistan’s
chairmanship in the SCO, one of the structure’s priority activities
will be developing measures to improve its acting mechanisms in
accordance with the goals, tasks and principles of the SCO Charter.

At the meeting, priority directions and concrete plans of SCO
activities for 2009-2010 were considered.
SCO General Secretary Bolat Nurgaliyev highly evaluated the
proposals to increase the efficiency of the organization’s activity. The participants also noted that the session of the SCO National
Coordinators Council held in Tashkent on 10-11 September was successful
and that they had an open and constructive exchange of opinions on the
SCO development. |

Addresses Legal Bases of Protecting Child Rights |

foundations of protecting the rights of the child and prophylaxis of
offences among minors” took place in Tashkent, the report by the
Narodnoye slovo newspaper said September 11.
The event has been organized by the Committee on democratic
institutions, non-state organizations and citizens’ self-governance
bodies at the Legislative (Lower) Chamber of the Uzbek parliament
alongside with UNICEF.
Those, who took a floor at the seminar, have said that at the moment
Uzbekistan stood as a country that alongside with others participates in
implementing of more than 40 international documents related to
protection of the right of children and youth. Also, according to them,
Uzbekistan pays a considerable attention to ensuring the comprehensive
development of the forthcoming generation.
The rights and lawful interests of children and youth, state of their
health, education and spiritual development are the most important
priorities of state policy in Uzbekistan. At the moment, with
consolidation of the nation’s independence the new generation emerges
which differs on its progressive views and democratic way of thinking.
The lawmakers of the Lower House of parliament, staff members of the
UNICEF, other international organizations, as well as the ministries,
agencies and mass media participated in the seminar, according to the
newspaper.

National Rarities Exhibition Takes Off in Tashkent - Paper |

“The national rarities” Exhibition took off at the Center of National
Arts in Tashkent, according to the report by the Pravda Vostoka
Russian-language newspaper.
The clothing, jewelry items and rare books of the late 19th – early
20th century are showcased in the exhibition – organized by the Forum of
Culture and Arts Foundation of Uzbekistan.
Uzbekistan has been paying a scrupulous attention to restoring,
preserving and further developing the national traditions and customs.
The Forum of Culture and Arts Foundation of Uzbekistan makes a
praiseworthy contribution to such cause, according to the report.
“The national rarities” Exhibition consists of four parts. The
section of the unique costumes and suzane the visitors may learn about
the national clothing, gowns, dresses, wall garments and suzane of
various regions of the country.
The section of ancient books offers the rare books on history,
culture and art, according to the newspaper.

Bookstore Launched in Termez, Newspaper Writes |

The new modern bookstore was built in the city of Termez, the
administrative capital city of the Surkhandarya Province – the
southernmost area of Uzbekistan, according to the Narodnoye slovo
newspaper.
The two-storey building – worth more than 300 million UZS – has been
erected given the soft loans allotted by the Open Joint-Stock Commercial
Bank of Agrobank.
The so-called House of Books offers the broad choice of fictions, as
well as the political, scientific and journalistic literature. Also, the
visitors to the store may purchase the books of Uzbek and world
classics, study and methodical tools, dictionaries, encyclopedias and
other literature that enjoys high demand among teachers, and especially,
the youth.
“Apart from vending departments we have a reading hall, information
and resource center, as well as the Internet café with considerable list
of modern services,” director of the store Korakuz Norboeva said.
“Taking into account the interests of youth, we have been first in the
city to establish the private electronic library where the readers may
learn online about the availability of the certain literature both
inside and outside the country.”
Establishment of the House promoted creation of new jobs since lately
20 people of Termez have been able to get fresh jobs there, according to
the newspaper. Yet the store says that with putting in place the new
services the number of new jobs is going to increase.

Uzbek-Chinese
business forum held in Tashkent |

The forum of business circles of Uzbekistan and China took place in
Tashkent on 7 September. The event was organized by the Ministry of
foreign economic relations, investments and trade, and the Commerce and
industry chamber of Uzbekistan jointly with the Trade chamber for export
and import of machinery and technical products of China.
Heads of ministries, departments and companies working in foreign
trade, investments, fuel and energy, banking and finance, construction,
machinery building, agriculture, food, chemical, light, textile,
healthcare, transport, IT, logistics, tourism and other sectors took
part in the forum.
The Chinese businessmen were provided with information on the
priority directions of attraction of investments in Uzbekistan. They
also got acquainted with the privatization process in Uzbekistan,
reforms in various sectors of the economy and the opportunities in the
free industrial economic zone Navoi.
In total, about 100 representatives of more than 50 large Chinese
companies participated in the business forum.
China is one of Uzbekistan’s largest trade and economic partners. In
2008 trade turnover between the two states increased 43.4% compared to
2007 to USD 1.3 billion. In the first half of 2009, the figure already
comprised USD 1.2 billion.
Almost 270 Uzbek-Chinese joint ventures operate in Uzbekistan, 44 of
which were set up with 100% Chinese capital.
These companies function in the areas of light and textile industry,
agricultural products processing, investments and trade.
Besides, 46 Chinese companies, including the leading ones, have their
representative offices in Uzbekistan.
