Committee of the Legislative Chamber of Oliy Majlis of Uzbekistan on democratic institutes, non-governmental organizations and self-governing bodies organized a hearing of information on execution of the Conventions No. 138 (On the minimum age for admission to employment and work) and No. 182 (On eliminating the worst forms of child labour) of the International Labour Organization (ILO) by the departments and organizations.
The session considered information of the Minister of Labour and Social Protection of Population Aziz Abdukhakimov, chairperson of the Council of Federations of Trade Unions Tanzila Narbayeva, Deputy Chairperson of the Chamber of Commerce and Industry of Uzbekistan A. Ikramon on execution liabilities of Uzbekistan on labour, presented at the 104th session of the ILO Conference, information service of the Ministry of Labour and Social Protection of Population of Uzbekistan said.
Aziz Abdukhakimov said that Uzbekistan introduced harsh punishment for forced labour of children at the legislative level. Uzbekistan also ratified the Conventions No. 138 (On the minimum age for admission to employment and work) and No. 182 (On eliminating the worst forms of child labour) of the ILO. The national programme of action was adopted and implemented.
He said that the Ministry in cooperation with the ILO developed recommendation on execution of main principles and clauses of the ratified ILO conventions. The Ministry in cooperation with local state bodies, organizations and individuals set efficient control and monitoring of preventing forced labour of children and adhering to conditions of labour of under-ages. The Ministry has state inspection on labour and inspection on labour protection, which operate efficiently. They conduct control over preventing violations of the labour legislation.
Tanzila Narbayeva underlined that the Ministry of Labour and Social Protection of Population of Uzbekistan was set as responsible for execution of complex measures in line with the ratified ILO conventions. She said that international community highly rates reforms in education sector, which envisages 12-year mandatory education. She noted that the children graduate mandatory education at the age of 18 and this is a strong mechanism to prevention of child labour.
At the hearing, it was noted that the Government created a special commission on work with under ages, which is led by the Prosecutor-General’s Office. The commission solves all existing problems related to status of children in society, including prevention of the worse forms of child labour.
The participants adopted recommendations on further improving work in this direction and the committee adopted a corresponding decision.
