Customs code in new edition comes into force on April 21, 2016

Tashkent hosted a press conference on the theme “The new version of the Customs code – improvement of the legal framework of customs”.

The event was organized by the State customs committee jointly with the Legislative Chamber of Oliy Majlis of Uzbekistan. It was also attended by representatives of the print and electronic media of the country.

The meeting noted that the Customs code in the new edition is designed to further formation of a unified legislative framework in the sphere, bring it into line with international standards, ensure uniform application of legal norms and approaches at all stages and levels of the customs administration, increase the complexity and transparency of foreign trade regulation.

At the end of the press conference, the correspondent of Jahon Information Agency talked with the event organizers.

Husan Tangriyev, senior inspector of the Information Service of the State Customs Committee:

– It should be noted that to this day, along with the Customs code, more than 350 normative-legal acts regulating was implemented in the sphere. In order to improve the legislative framework was made 16 changes and additions in this code. The Customs code was adopted in the new edition to reduce the number of legal acts and develop a reliable mechanism of regulation of relations between customs subjects and objects, which consists of 12 sections, 59 chapters, 412 articles. This legal instrument adopted in accordance with the Law “On approval of the Customs Code of the Republic of Uzbekistan” dated January 20, 2016. It will come into force on April 21 of a current year.

Kamoliddin Vakkosov, chief inspector of the Office of control and verification of the State Customs Committee:

– I would like to note that the code in the new edition includes a procedure for keeping the commodity nomenclature of foreign economic activity of Uzbekistan, the rules for determining the customs value, control and clearance of goods, its country of origin, and the system of goods transportation through pipelines and power lines, as well as cross-border movement of international mailings.

Also, 5 new forms of customs control have been additionally introduced – obtaining explanations, checking labeling, their customs inspection and supervision and control after the release of trade items.

Nargiza Yunusova, senior inspector of the press service of Tashkent city Customs Committee:

– The new edition of the Customs code has detailed rules, procedures and conditions of the customs procedures for the movement of goods across the border, putting them under certain modes, the list of documents provided to the customs authorities when goods are transported across the border by air, road, rail and river transport. 16 kinds of customs regimes, conditions for their use, procedure for issuing permits in certain modes and their duration have been determined.

Adoption of the Code has also combined two main documents – the current Customs code and the Law “On Customs tariff”. It involves the extensive use of new information technologies for the transmission of the necessary documents and information in electronic form to customs authorities, which allows implementing a mechanism of procedures on “one window” principle.
