In Tashkent an international conference “Modernization of the system of administrative and public administration of the Republic of Uzbekistan at the present stage: international practice and experience of Uzbekistan” was held.
The event was organized by the Senate of the Oliy Majlis, the Ministry of Justice, the Ministry of Information Technologies and Communications, the Prosecutor General’s Office, the Development Strategy Center, UNDP, the British Embassy and the Konrad Adenauer Foundation in Uzbekistan.
The main goal of the conference was to summarize the results of the implementation of the Concept of Administrative Reform and study foreign experience in this field, as well as to raise awareness of the current and priority directions of the administrative reform in Uzbekistan.
A wide range of participants included representatives of the parliament and the executive branch of Uzbekistan, international experts, including experts from UNDP, ADB, ILO, from Russia, Georgia, Britain and other countries.
During the meeting, they reviewed the implementation of measures aimed at improving the provision of public services for the population and the business community, discussed the concept of the law “On Civil Service”, as well as the Strategy for the Further Development of the e-Government System for 2018-2021. Attention was also paid to the development of the system of interaction of institutions of power and citizens in public and public administration.
As UN Resident Coordinator and UNDP Resident Representative in Uzbekistan Helena Fraser noted, today in Uzbekistan there is a process of transforming all spheres of life of the state and society that is irreversible. Accepting the Development Strategy of Uzbekistan in 2017-2021, the government defined its vision of the future of the country.
– The identification of specific tasks to be achieved by 2030, within the framework of the national sustainable development plan, which is currently under preparation, deserves attention. In particular, UNDP supports the Uzbek authorities in reforming public administration and ensuring the rule of law. At a time when comprehensive transformations are taking place in the country, effective governance contributes to the development of a strong civil society and the strengthening of the rule of law in the country, the UN representative stressed.
Ambassador Extraordinary and Plenipotentiary of Great Britain in Uzbekistan Christopher Allan, in turn, stressed that the success of all reforms depends not only on the legislative framework, but also on its implementation. One of the main factors in this case is the transformation of the system of public services.
– We welcome the changes that are currently taking place in the system of administrative and public administration in Uzbekistan, as well as the joint efforts with UNDP and the British Embassy in the implementation of these reforms. Much has been done, but much remains to be done. Without exaggeration, it can be said that the success of reforms in all spheres depends entirely on the effectiveness of improving the civil-administrative system, “the representative of the United Kingdom said.
Vice President of the Academy of Social Sciences of China Zhang Xiao considers it very important to hold this conference against the backdrop of deep and large-scale reforms in all areas that have greatly changed the face of Uzbekistan.
– The dynamically developing world today is undergoing a period of major changes, the geopolitical landscape is becoming more unpredictable, unstable and at the same time diverse and multipolar. The industrial revolution and industrial transformation are at the stage of continuous growth – new technologies such as “Big Data”, “Cloud Computing”, artificial intelligence and others are developing rapidly, which has a profound impact on the political, economic and cultural life of each state. The system of state administration can function more effectively only when it is periodically improved and modernized. And this is the key vector of the whole complex of reforms on which modernization of the country depends. The achievements of Uzbekistan in this direction have been widely recognized in the international scientific community, and the accumulated experience is actively discussed in expert circles. The results of the conference showed that it served to raise the awareness of the national and international public about the current state and priorities of the administrative reform in Uzbekistan, mobilizing advanced national and foreign practices in this field.
