On July 21 a regular session of the Legislative Chamber of Oliy Majlis took place in the capital. In the course of the session, the deputies reviewed a number of bills aimed at further deepening of the reforms, carried out in different areas of society, the protection of rights, freedoms and legitimate interests of citizens. In particular, they focused on the draft law of the Republic of Uzbekistan “On protection and use of fauna” in the new edition, as well as the draft law.
The members of expert groups formed under the committees of the Legislative Chamber, comprised of a number of leading experts, scholars, practitioners, representatives of civil institutions took an active part in the discussion of draft laws. Their participation allowed to develop a number of proposals and recommendations for further improvement of these bills.
Parliamentarians began their work with the discussion of the draft law of the Republic of Uzbekistan “On protection and use of fauna” on second reading. During the discussion of each article of the draft law “On protection and use of fauna” deputies stressed that the bill is aimed at improving effectiveness of law enforcement and elimination of gaps in the existing legislation. The draft law provides for comprehensive protection of the gene pool of wild animals as an integral part of biodiversity. The bill clearly defines and delimits the powers of state bodies and their functions. Particular attention was paid to the consolidation of the rules concerning the participation of self-governing bodies of citizens, NGOs and citizens in the implementation of practical measures aimed at the protection and sustainable use of wildlife.
In the course of the preparation of the bill great attention was paid to the organization of its efficient discussions on the different levels by government, civil society institutions. During the discussion of the draft law members of the expert group formed by the committees of the Legislative Chamber were actively involved. This group comprised a number of leading experts, scholars, practitioners from respective spheres, representatives of civil society institutions. Thus, it allowed to develop a number of proposals and recommendations for its further improvement. Furthermore, media representatives also considered this document. So, the law has drawn attention of the general public.
In addition, discussion of the bill took place at the meetings of the Bloc of Democratic Forces and the opposition factions in the Lower house of parliament, by the results of which their position on the regulatory and legal act was formed.
– During the preparation of the bill for a second reading, we paid considerable attention to the maximal specification of the regulations aimed at ensuring their implementation, the reduction of reference rules – says a member of the Committee on Ecology and the Environment J. Atodjonov. – The new version of the law “On protection and use of fauna” aims at bringing its rules in line with the newly adopted legal acts. The bill provides specification types and methods of use of objects of fauna, improvement of the procedure of license obtaining in the issuance of permits for special use of fauna, carrying out monitoring and control in this area.
The deputies noted that the bill would be considered as strong legal basis for the protection and sustainable use of wildlife.
Following consideration the bill was adopted.
