 The CEC has invited observers from international organizations

As everybody knows, in our country is full swing preparing for the upcoming elections of the President of the Republic of Uzbekistan, which will be held in December 4, this year. 

The Central Election Commission of the Republic of Uzbekistan has sent the official invitation to the Office for Democratic Institutions and Human Rights (ODIHR) of the Organization for Security and Cooperation in Europe (OSCE), the Executive Committee of the Commonwealth of Independent States (CIS Executive Committee), the Shanghai Cooperation Organization (SCO), Organization of Islamic Cooperation (OIC) and the Association of World Election Bodies (A-WEB) to observe the elections of the President of the Republic of Uzbekistan.

In accordance with Article 5 of the Law of the Republic of Uzbekistan “On elections of the President of the Republic of Uzbekistan” election commissions carry out preparation and holding of elections of the President of the Republic of Uzbekistan openly and publicly. The mass media of the Republic of Uzbekistan cover the process of preparation and holding of the elections.

At all events of the preparation and holding of elections, as well as in polling stations on election day and counting of votes at each polling station have the right to participate per one observer from political parties which nominated candidates for President of the Republic of Uzbekistan, representatives of the print media, TV and radio, observers from other states, international organizations and movements. Their mandates should be confirmed by appropriate documents.

The mandates to observers from other states, international organizations and movements are issued by the Central Election Commission, their activities are regulated by the Provision “On observers from other states, international organizations and movements participating in the elections”, approved by the Resolution of theCentral Election Commission № 734 dated September 15, 2016 and developed in line with the laws of the Republic of Uzbekistan “On elections of President of the Republic of Uzbekistan” and “On the Central election Commission of the Republic of Uzbekistan”, as well as the universally recognized norms and principles of international law on the organization and holding of elections.

It should be noted that the participation of foreign and international observers in the elections of the President of the Republic of Uzbekistan serves to strengthen the principles of transparency and openness of the entire electoral process, respect for the principles of democratic elections such as: universality, equality, freedom and secret ballot.

At the Central Election Commission

On September 15 was the meeting of the Central Election Commission of the Republic of Uzbekistan, led by its chairman M. Abdusalomov.

At the meeting it was noted that in accordance with the program of the main activities carried out careful preparations for the upcoming elections of the Republic of Uzbekistan, which will be held in December this year.

In accordance with Articles 9 and 14 of the Law “On elections of the President of the Republic of Uzbekistan” adopted a resolution on the establishment of constituencies for the elections of President of the Republic of Uzbekistan.

The constituencies for election of the President of the Republic of Uzbekistan have been set up within the boundaries of the Republic of Karakalpakstan, regions and the city of Tashkent.

The list of constituencies with an indication of the number of voters and locations of district election commissions shall be published in the mass media.

At the meeting also considered other issues related to the preparation and holding of elections of the President of the Republic of Uzbekistan.

Procedure of accreditation domestic and foreign journalists on covering the election of the President of the Republic of Uzbekistan 

The Central Election Commission of the Republic of Uzbekistan holds the accreditation domestic and foreign journalists on covering the election for the President of the Republic of Uzbekistan. 

In order to obtain the accreditation, journalists are required to submit to the Republican press center on Covering the Elections of the President of the Republic of Uzbekistan until December 1 of this year the following documents:

written request for accreditation of a journalist printed on the official letterhead of the mass media organization addressed to the Chairman of the Central Election Commission of the Republic of Uzbekistan;

two photos (3,5×4,5 cm) of the journalist to be accredited;

copy of the certificate of state registration of the mass media organization, for the electronic media – a copy of the license for broadcasting, for foreign journalist – a copy of the accreditation of the Ministry of Foreign Affairs of the Republic of Uzbekistan.

Applications that do not contain specific information or without attached thereto photojournalist will not be accepted.

Electoral districts have been formed for elections of President of the Republic of Uzbekistan 


election1A session of the Central Electoral Commission of the Republic of Uzbekistan took place on 15 September. The session was chaired by the chairman of the Central Electoral Commission, M.Abdusalomov.
 

It was noted at the session that in accordance with the programme of main events, thorough preparations were being conducted for the forthcoming December 2016 elections of President of the Republic of Uzbekistan.

In conformity with Article 9 and Article 14 of the law “On elections of President of the Republic of Uzbekistan”, a resolution has been adopted to form electoral districts for the elections of President of the Republic of Uzbekistan.

The electoral districts for the elections of President of the Republic of Uzbekistan have been formed within the boundaries of the Republic of Qoraqalpoghiston, the regions and the city of Tashkent.

Lists of the electoral districts that also specify the numbers of voters and the locations of district electoral commissions are being published in mass media.

At the session, there was also discussion of other issues relating to the preparation and conduct of the elections of President of the Republic of Uzbekistan.


 

On 9 September, a session of the Central Electoral Commission of the Republic of Uzbekistan took place. The session was chaired by the chairman of the Central Electoral Commission, M.Abdusalomov.

election1The session was attended by members of the Central Electoral Commission of the Republic of Uzbekistan, leaders of political parties and representatives of mass media.

The session began with a minute of silence to honour the memory of the First President of the Republic of Uzbekistan, Islam Abduganiyevich Karimov.

In accordance with Articles 96, 117 of the Constitution of the Republic of Uzbekistan and also Article 8 of the law of the Republic of Uzbekistan “On elections of President of the Republic of Uzbekistan” and Articles 5 and 9 of the law “On the Central Electoral Commission of the Republic of Uzbekistan”, a decision has been taken to set Sunday 4 December 2016 as the date for elections of President of the Republic of Uzbekistan.

In connection with this, the Central Electoral Commission of the Republic of Uzbekistan has declared the beginning of electoral campaigning for the elections of President of the Republic of Uzbekistan from 9 September this year.

At the session of the Central Electoral Commission, a programme of main events for the preparation and conduct of the elections of President of the Republic of Uzbekistan was also approved.

During the session, it was noted that all events relating to the preparation and conduct of the elections should be carried out by the Central Electoral Commission and electoral commissions being formed, openly and transparently in complete conformity with the law “On elections of President of the Republic of Uzbekistan”.

The Central Electoral Commission also adopted a resolution on establishing a republican press centre for coverage of the elections of President of the Republic of Uzbekistan. The press centre is located at 16 Navoiy Street, the city of Tashkent.

On the same day, a briefing took place for representatives of foreign and local mass media.
