In Tashkent, on January 12, was held first session of the Legislative Chamber of Oliy Majlis of Uzbekistan. In accordance with the legislation the first session of the lower house of parliament was opened by Chairman of the Central Election Commission M. Abdusalomov.
At the meeting, the President of Uzbekistan Islam Karimov delivered a speech.
Our Head of State stressed that the current progress and milestones achieved by Uzbekistan, primarily due to the tireless and selfless work of our people, recognized by our friends and opponents, the results of our reforms undervalued global community.
In a historically short period – from the 90s of the last century, when we in extremely difficult conditions, without succumbing to pressure from the outside, abandoned unacceptable for us different economic models and have chosen the only right, that is evolutionary, gradual path of development – we have made significant success largely due to the fact that followed the principle of “Measure twice and cut once”. In other words, we do not indulge in unnecessary emotion and self-glorification, carried out far-sighted, deeply thought-out policy, and its effectiveness is once again reaffirmed by the life itself.
As stressed by President Islam Karimov, making precisely right choice, strengthening the independence of the comprehensive development of our motherland, finding a decent place among the developed democratic countries, the creation for our nation and future generations best living conditions, further enhance the authority of Uzbekistan in the international arena, we passed a huge way, one might say, equal to centuries.
It should be noted that to date, we have overcome a small segment of a long and difficult path of building our country in a democratic state, a free civil society. The main part yet to come. In other words, on this path does not become less tasks that await solution, on the contrary, in accordance with time their scales are expanding.
In this regard the “Uzbek model” of development has been recognized in the world and the Concept of further deepening democratic reforms and formation of civil society in the country, designed to meet the requirements and criteria of life, consistently implemented and proven in practice, of course, are serving to the Development Strategy for medium and long term.
There is no need to talk a lot about what a great danger to peace and stability are taking place today in the various countries of the world, near and far abroad, alarming events and phenomena, in particular, growing in our region around us, challenges and threats, political and economic confrontation, terrorism, radicalism and drug trafficking, said the head of our state.
In this ever escalating situation, we need to be more alert and careful, deeply aware of who wishes good for us, and who has the bad thoughts, what serious demands and challenges confronts us the life today.
Today, it is impossible not to see, not to understand and not to recognize that a fundamental change in thinking, consciousness of our fellow citizens, their outlook, attitude to life, growing level of political and legal culture, active citizenship is a solid foundation of success and milestones, that we have achieved and, undoubtedly, will achieve in the future.
I am sure all of you will agree with me that no force can turn from the path our nation which has seen a lot in its lifetime, hardened in tests, people who today live and breathe the air of freedom and independence with a sense of honor and dignity, national identity, deeply understanding of what great ancestors heirs they are, people who take a worthy place in the world, confident in their abilities and future, Islam Karimov said.
Meeting was attended by members of the Government, Heads of central authorities and representatives of the media.
Deputies approved the agenda of the meeting.
Chairman of the Central Election Commission made a report on the results of the elections to the Legislative Chamber. At the same time it was emphasized that the parliamentary elections in Uzbekistan were held in qualitatively new socio-political and socio-economic conditions, based on democratic principles of transparency, openness and transparency, in full compliance with the requirements of the legislation, international norms and standards.
During the election campaign, for political parties there have been created equal conditions for campaigning, bringing to the general public of the provisions of the election platforms through the media. In accordance with the laws there were created wide opportunities for the free will of the citizens of the country. The preparation and the electoral process were monitored by hundreds of international and domestic observers.
In general, the elections clearly demonstrated the increased activity of the electorate, its political and legal maturity. They have become a mirror of cohesion of the people of Uzbekistan on the path of building a democratic state of law and a strong civil society, deepening of economic reforms aimed at improving the welfare and prosperity of the country.
Previously, it was held the constituent assembly of the members elected to the Legislative Chamber of the political parties and the Ecological Movement, the results of which were formed faction of the Movement of Entrepreneurs and Businessmen – Liberal Democratic Party of Uzbekistan, the Democratic Party of Uzbekistan “Milly Tiklanish”, People’s Democratic Party of Uzbekistan, Social democratic party “Adolat” and the deputy group of the Ecological Movement, their elected leaders. During the meeting, members of the House have taken the decision on registration of political party factions and deputy group of the Ecological Movement.
In accordance with the Law “On the Regulations of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan”, as well as on the proposal of the political party factions and deputy group of the Ecological Movement of the members of the lower house have formed a Council of Elders to nominate for a candidate to the post of Speaker of the Legislative Chamber and his deputies.
On the proposal of the Council of Elders Nuriddinjon Ismailov was elected as a Speaker of the Legislative Chamber of Oliy Majlis of Uzbekistan by secret ballot of members.
Deputies voted on each nominee for Vice-Speaker of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan, and elected to these positions: Sodikjon Turdiev – head of the faction of the Movement of Entrepreneurs and Businessmen – Liberal Democratic Party of Uzbekistan, Sarvar Otamuratov – leader of the Democratic Party of Uzbekistan “Milly Tiklanish”, Hatamjon Ketmonov – head of the faction of People’s Democratic party of Uzbekistan, Narimon Umarov – the faction leader of the Social Democratic party “Adolat”, Boriy Alikhanov – the head of the parliamentary group of the Ecological Movement of Uzbekistan.
In accordance with the Law “On the Regulations of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan” as chairman of the committee are determined by the party or group affiliation of deputies and the number of votes received in the election. Nominations for the posts of Chairman of the Committee shall be made by the head of the parliamentary associations on the basis of mutual consultations. In this regard, the deputies of the Legislative Chamber adopted a package solution on the approval of the list of committees of the lower house and the distribution of posts of chairmen of committees between the political parties and the deputy group of the Ecological Movement.
Deputies also elected chairmen of the committees of the lower house of parliament.
For all the discussed issues it was taken appropriate resolutions of the Legislative Chamber of Oliy Majlis.
Thus, the first meeting of the Legislative Chamber of Oliy Majlis of Uzbekistan has completed its work.
