Activities of the system for protection of intellectual property in Uzbekistan are bringing in compliance with the best global standards. The system has become simpler and easier to understand.
The Resolution of the Acting President of Uzbekistan dated October 20, 2016, which specified the main guidelines and tasks of the activities of the Intellectual Property Agency (IPA), had served as a starting point for the next stage of its reformation. Bringing its activities in compliance with the global standards led to exclusion of some its functions and improvement of its structure.
State registration of copyrights, in particular, for the works of science, literature and art has been abolished. This norm is introduced on the basis of the fact that, according to the Bern Convention, the copyright arises based on the fact of creation of a relevant work.
The IPA will not, from now on, to duplicate the powers of the Ministry of Justice in terms of registration of organizations managing the property rights on a collective basis. The Agency will also not duplicate the mechanism of registration of license agreements for its use, which is currently the case in force.
By the way, the “Intellectual property” system will have to start operating by the end of the next year. Its functions will include the electronic filing of patent applications and the formation of a public database of patent fund data. Also, the new system will provide an opportunity to introduce interactive state services in this area on the principle of “single window”.
