The Ministry of Development of Information Technologies and Communications of Uzbekistan is preparing proposals to simplify the licensing procedure in the telecommunications sector.
The draft resolution is posted on the website of the legislative acts impact assessment system regulation.gov.uz for public discussion.
The document aims at creation of favorable conditions for entrepreneurs to get license in telecommunications sector. It was developed through the open dialogue with entrepreneurs, study of their problems with collecting various certificates and other documents.
Under the new procedure, the list of documents for licensing activities in the field of telecommunications will exclude a statement from fire safety agencies on compliance with their standards, a statement of sanitary inspection bodies on compliance with the requirements of sanitary regulations, a copy of higher education diploma and a record book for specialists in design and construction of telecommunication networks.
As of July 1, 2017, it is envisaged to license the provision of services of data transmission network provider with no right for establishment of its own network solely through ‘single window’ centers and the Single Portal of Interactive State Services. Electronic issuance of licenses for such services since 2018 will be another additional convenience for entrepreneurs.
Mininfocom experts believe that the adoption of the resolution would allow narrowing down unnecessary barriers in license processing, including those in electronic form, simplifying licensing procedures and reducing the amount of documents to be submitted by the applicant for licensing a particular type of activity.
