Most of the agreements reached during international business travels remain only on paper

As it was noted at the meeting that was held on July 26 under the chairmanship of President Shavkat Mirziyoyev, during the past period of this year, 33 delegations of khokimiyats visited foreign countries. As a result, agreements were reached on 195 projects worth 5 billion 290 million dollars. At present, 75 projects worth 1,5 billion dollars have been launched.
However, the geography of travels of representatives of khokimiyats is limited mainly by China, Russia, Turkey, South Korea and some CIS countries. Heads of diplomatic missions of Uzbekistan in the United States, Japan and European countries do not show activity in attracting investments in the regions assigned to them.
In turn, there is no interaction between the khokimiyats and embassies. As a result, most of the agreements reached in the course of international business travels remain only on paper. So, the delegation of the khokimiyat of Fergana region during the trip to Latvia on February 1-4, signed 6 memorandums, but to date no concrete result has been achieved on any of them.
It also requires attention that the agreements reached by the khokimiyats provide for attracting investments for the primary processing of raw materials, production of textile products and building materials, in the sphere of services. There are almost no projects connected with organization of high-tech productions.
The working group, which critically studied the work in this direction, came to the conclusion that preparation of delegations of khokimiyats for international travels is not organized at the proper level, in most cases members of delegations do not have specific work plans, there are no materials, videos and booklets containing necessary and comprehensive information on the economic potential of relevant area and projects that could be implemented. Only 12 out of 40 entrepreneurs included in the delegations of Andijan, Fergana and Namangan regions, where the study was conducted, have reached concrete agreements.
It was also criticized that the race for numbers is observed in the work of delegations. The signed memorandums, agreements, investment and export contracts do not pursue a concrete result, but have an abstract, more cultural and humanitarian character.
Due to irresponsible approach of some managers, roadmaps and sectoral schedules for implementation of projects have not been developed, there is no system for strict monitoring of their implementation. Projects are difficult, but they are realized only thanks to the efforts of initiators – private entrepreneurs, without necessary practical assistance from local khokimiyats.
The working group was instructed to prepare a schedule for studying these issues in all regions, identify and analyze existing problems and their causes, develop proposals for intensification of activities. In addition, it is necessary, together with the heads of included diplomatic missions, to take measures on creating additional projects for attracting direct investments in the regions, increasing export volumes, approving and accelerating the implementation of industry schedules on investment projects, timely commissioning of new facilities.
The State Committee for Investments and the Ministry of Foreign Affairs were given instructions on introducing a system of effective monitoring and coordination of implementation of agreements reached by the delegations of khokimiyats during international official trips.
At the meeting, reports of heads of complexes of the Cabinet of Ministers, ambassadors of the country in foreign countries and khokims were heard. Measures have been defined on accelerating development of foreign investments and implementation of projects.
