On counteraction to new psychoactive substances (NPS) in Uzbekistan

In 2017, work was continued to improve the regulatory and legal framework of the republic, aimed at creating conditions to improve the effectiveness of the competent authorities to counteract the NPS.

Analysis of illegal drug trafficking in Uzbekistan indicates that at present there are no prerequisites for mass distribution of NPS on the territory of the republic. Nevertheless, the adoption of preventive measures should avoid a negative scenario for the development of the drug situation.

According to the law enforcement agencies of the republic, in 2014-2017 in Uzbekistan, it was seized a total of 1 kg of 828 grams of various types of NPS and other synthetic drugs. In some cases, seized substances are not included in the list of banned substances in Uzbekistan.

It should be noted that at present there are certain prerequisites for the spread of NPS in Uzbekistan via the Internet, in particular, the Tor network (Darknet).

In particular, the analysis of trends in the distribution of narcotic drugs using information and communication technologies was conducted. It is established that the organizers of drug trafficking in virtual space use the shadow network “Tor” – a network of virtual tunnels for data transfer in encrypted form, which allows to establish a secure network connection. Organizers of the drug business in the virtual space create trading platforms in the form of hidden websites, remaining outside the field of law enforcement.

In order to analyze and identify information that poses a threat to public order and security through system monitoring, both open sources of the Internet and closed information systems, the working group is considering a proposal to strengthen the functions of the MISC to monitor threats in virtual space.

Based on the results of the work of the working group, and also taking into account the transition of current technologies to encrypted traffic, it was decided to form an interdepartmental working group of representatives of competent ministries and departments of the republic on the basis of the Ministry of Information and Communications Technologies for the development and subsequent drafting of a regulatory legal act providing for regulation activity of anonymous networks.
