The Namangan Regional Kengash (Council) of People’s Representatives convened on 26 November for a special session.
President of the Republic of Uzbekistan Islam Karimov addressed the meeting with a keynote speech.
Wide-scale reforms are carried out in Namangan region as it is all across the nation. The look of cities and villages have been transformed, the welfare of population has been improving, President Karimov said.
The gross regional product in 9 months of this year has grown by 9 percent. Modern industrial enterprises are established, small businesses and private entrepreneurship have been consistently developing.
A line of modern high-rise housing estates, retail and service points have been constructed on Istiqlol and Bobur streets. Namangan international airport, “Yashil” farmers’ market have been reconstructed. New roads and shadowy avenues has added to beautification of the region. Construction of the Angren-Pop electric railway has been developing dynamically, which has a significant role in socio-economic life of not only the region, but also for the whole country.
Islam Karimov dwelled at length on the Program of development of industrial potential of Namangan region for 2016-2019.
The Program consists of 5 main directions. The first direction includes 16 large investment projects, envisaging construction of new industrial enterprises in Namangan region. Turakurgan thermal power station construction project should be specifically highlighted here. Commissioning of two modern steam-gas turbines, with 450 megawatt capacity each, is expected at the first stage in 2017. Two more turbines are planned to be put into operation at the second stage in 2020.
Thanks to implementation of such grand projects, we will be able to fully meet the demand for electricity by the economy and population of not only Namangan region, but the whole Fergana valley, and on this bases establish new industrial capacities, President Karimov said.
The second direction of the program covers 25 investment projects on modernization, technical and technological re-equipment of existing industrial enterprises in the region. A project on improving production capacity of the “Elektr qurilmalari” joint-stock company in Namangan has a significant place among those projects, where manufacturing of metalware and low-voltage electrical equipment will start in near future.
The third direction is based on the initiative on local government bodies and business structures on developing industrial potential and creation of new workplaces, which consists of 177 projects. Such prospective projects as silk-knitted goods factory in Uychi district jointly with foreign investors, production of medical and injection drugs fr om local medicinal herbs at Kamol-medfarm LLC, yarn and finished knitted goods from cotton at FT textile group LLC in Namangan and others deserve a special attention.
Another main direction of the program includes several projects on construction of engineering communications and manufacturing infrastructure, the head of our state said. In particular, construction of power providing installations for the substations of the Angren-Pop electric railway.
Along with this, measures on gradual exploration works for mineral deposits in the region constitute an integral part of this document. These works are to be continued in Pop, Chust, Kosonsoy, Yangiqo’rg’on, Chortoq districts, wh ere there might potentially be mineral deposits and new enterprises could be built in those areas, President said.
Along with accomplishments evident in Namangan region, the President of the country drew the attention also to some existing shortcomings and problems.
The session participants then considered managerial issue.
B.Yusupov has been dismissed the post of hokim (governor) of Namangan region.
Nominated by President Islam Karimov, the hitherto hokim of Mingbuloq district Khayrullo Bozarov has been approved as hokim of the province.
Professor of Namagan state university Tursunboy Fayzullaev, director of “Afruz-Kamol-Nabi” LLC Sobitkhon Numonov, chairwoman of Baymoq rural citizens’ council Mavluda Imomova and other speakers at the event stressed that the speech of the President of the country constituted a comprehensive and profound analysis of the most crucial and priority dimensions in the socio-economic development of Namangan region, an outline of forthcoming pressing challenges, and that the residents of the province, by drawing necessary conclusions from the critical remarks, will labor selflessly to further the realization of programs approved in all spheres and sectors.
