Service activities of the staff of each law enforcement agency are governed by the constitutional norms.
They have no right to go beyond these norms. Everyone, whether he be a representative of the law enforcement bodies, the prosecutor’s office or the court, must deal with his case. These departments obey to a khokim, in each region.
