Recently, the Decree of the President Shavkat Mirziyoyev on pardoning was adopted, which became a vivid confirmation that life, freedom, honor, dignity and other human rights are recognized in the country as the highest values.
It should be noted that on the eve of the 25th anniversary of the Constitution of the Republic of Uzbekistan, for the first time in the history of the country, the President of the Republic of Uzbekistan adopted the Decree on pardoning 2 700 convicts, including on releasing 956 persons from the penal colony, who committed crimes due to various circumstances, who are sincerely repented of their actions and firmly embarked on the path of correction, and who are positively characterized at the place of residence and in institutions on the execution of punishment.
The Decree “On pardoning a group of people serving a sentence in the form of deprivation of liberty, who sincerely repented of their actions and firmly embarked on the path of correction”, announced on June 12, 2018, became another step on this path.
Pardoning is carried out in relation to convicts, individually, on the basis of a petition for pardon in writing addressed to the President of the Republic of Uzbekistan, written by the convicted person. That is, a person recognizes his guilt, repents and asks for forgiveness. There is no place for chance in such cases.
It should be noted that according to the Decree, for the first time in connection with the sacred Ramadan Hayit/Eid-al-Fitr and paragraph 23 of the Article 93 of the Constitution of the Republic of Uzbekistan, 226 citizens have been pardoned serving sentences of imprisonment who have committed crimes by ignorance, but have sincerely repented of their actions and firmly embarked on the path of correction.
40 pardoned people are persons over the age of 60, 39 – foreign citizens, 37 – women, 51 – persons who participated in activities of prohibited organizations.
Currently, within the framework of implementation of the Decree, responsible ministries and agencies have begun to implement corresponding instructions on assisting pardoned persons in returning to family and relatives, social adaptation, involvement in good work, choosing a healthy lifestyle and occupying a worthy place in society.
