On the eve of the Day of Public Prosecutors, the President of Uzbekistan Shavkat Mirziyoyev has met with a group of professionals in the field.
In accordance with the Law dated December 19, 2016, the 8th of January is proclaimed as the Day of Public Prosecutors of the Republic of Uzbekistan. The establishment of professional holiday contributes to further improve the efficiency of the prosecution bodies, to stimulate their activities.
In his speech, the President of the country noted that during the years of independence wide-ranging reforms have been carried out on ensuring the rule of law, reliable protection of the rights and freedoms of citizens. The judicial system has been completely reformed.
Important tasks were assigned on the employees of public prosecution bodies that require dedication and objectivity. Every decision defines the fate of people. Here it is relevant to remember the folk wisdom “Measure twice, cut once”. Therefore, the adoption of fully thought-out and weighted decisions should be the main criterion for the activities of workers in this field.
Prosecution authorities are of great significance in strengthening the law and ensuring its strict compliance, improving the legal awareness of citizens, formation of a democratic state of law, supporting advancement of private property and entrepreneurship, ensuring their protection.
In accordance with the Decree of the President of Uzbekistan “On additional measures on ensuring the rapid development of business, all-round protection of private property and the qualitative improvement of the business climate” dated October 5, 2016 the responsibility of officials for unlawful interference and obstruction of entrepreneurial activity, its unjustified suspension was increased. It puts even more significant tasks before the workers of the prosecution bodies on supervision of the strict and full implementation of legislative acts, prevention of offenses.
The President highlighted the role of the prosecution bodies in the further development of entrepreneurial activity. If the entrepreneur is rich, the state will be also rich. It is necessary to create broad conditions for business people. The prosecutor should assist and support entrepreneurs.
Our country attained positive results in restructuring of the sphere at the international standards level. The prosecuting authorities must have a high reputation in ensuring the rule of law in society, building the law-based state, serving for the protection of the legal rights of business entities and individuals, raising the legal awareness of the population.
In order to further improve parliamentary control over the activities of prosecutors, improve the effectiveness of their efforts on ensuring the rule of law in the country and reliable protection of the rights and freedoms of citizens, interests of society and the state, it was established the Commission of the Senate of the Oliy Majlis on the control of the prosecution bodies activities. It is entrusted with the task of implementation of parliamentary control over the activity of the prosecution bodies, the effectiveness of their carried out functions, the comprehensive study and summarizing legal practice, further improvement of the legislation regulating their activities.
At present, the Senate of the Oliy Majlis annually hears the report of the Prosecutor General. This, of course, is momentous, but it is necessary to hear reports of prosecutors in places, the Head of our state points.
Starting from this year, it will be introduced the reporting system of hokims (mayors and governors) from all levels, heads of the prosecution bodies and interior affairs to the public. In addition, there will be compiled monthly rating of prosecutors activities in the regions on the basis of which their work will be assessed.
The virtual reception of the Prime Minister which was opened last year, has received 311 thousand appeals from citizens. Among them, the most is related to the activities of the prosecution bodies. These facts cause the concern, said the President. Why problems are increasing in people’s lives? Most of appeals are the consequences of the irresponsibility of corresponding leaders, including prosecutors.
The Year of the Dialogue with the People and Human Interests put very important tasks in front of the prosecution bodies employees. None of appeals should be ignored, said the President.
The addressing at the meeting expressed the appreciation for the establishment of January 8 as a Day of Prosecution bodies to the Head of state and noted that the necessary conclusions will be made and all the forces and capabilities will be involved in fully ensuring the human interests.
