Representatives of state and economic management bodies, local hokimiyats (governor’s offices) conduct offline visiting receptions and organize a direct dialogue with the public. Such meetings are essential in addressing the issues concerning the people.
The introduction of a new format of dialogue with the people is of great significance in securing the rule of law in society and establishing the principles of justice and humanity.
These efforts also cause the positive mood among the population, as there are growing the confidence in the people that any of their appeals will not remain unanswered and will find its solution.
The Service for control and coordination of works with appeals of individuals and legal entities of the Office of the President of the Republic of Uzbekistan in Tashkent organized a field reception for residents of the Chilanzar district of the capital.
A state advisor to the President of Uzbekistan, Tursinkhan Khudaibergenov, and others particularly noted that the head of our state defined the ability to live with people’s concerns as an urgent task of today. Directly entering into a dialogue with the people, representatives of state and economic management bodies, local hokimiyats are striving for its realization. It is noteworthy that many of these issues worrying the population are being addressed at such events.
In the course of the exit reception the appeals received from the residents of the Chilanzar district to the virtual reception of the President of the Republic of Uzbekistan and the people’s reception offices were considered in detail.
According to the analysis of the responsible employees of this service, until April 3 of this year more than 638 thousand applications were received from the citizens of our country in the virtual reception of the President of the Republic of Uzbekistan. Of them, 22.7% were sent by the residents of Tashkent city. 95.6% of appeals came from individuals, the rest – from legal entities.
On the Chilanzar district, the number of applications exceeds 15,500. Among them, over 89% were considered while the rest are under consideration. When examining received appeals it was found that most of them concern the issues on the purchase of housing, the allocation of land for the construction of houses, the judicial sphere, the banking and financial sector, material assistance, pensions, as well as health, employment, education, business, improvement.
The appeals from citizens were thoroughly analyzed. Particular attention was placed on the responsibility of officials in the realization of the tasks stipulated in the state program “Year of dialogue with the people and human interests”. The notice was focused on the fact that the solution of the problems stated in the appeals of the people in a short time is the primary task for the heads of state bodies, and the evaluation of their activities depends on this criterion.
During the offline reception, citizens and entrepreneurs were given the opportunity to address directly to the heads of the relevant sectors directly on the problems concerning them and to receive concrete answers.
On this day, most of the appeals were solved on the spot, instructions were given to representatives of responsible departments and organizations on the issues which require additional study and more time.
For example, a businesswoman L.Khoshimova could not get a loan to open her own business for a long time. She presented an interesting business plan to a number of banks in the capital on the basis of a thorough analysis of the market, in which the need for textile products was identified. However, due to the lack of the security, banking structures denied her credit.
During the exit reception, officials of the Central Bank and commercial banks of the republic listened attentively to the entrepreneur, got acquainted with her proposals and solved the problem on the spot. She was suggested to change the business plan a bit during the day, to reduce the requested loan amount which she would receive on the basis of an insurance policy.
During the reception there was given an order for a free surgical operation of the patient Fakhriddin Sharipov right in the hall. Specialists of the educational authorities found Mastura Ortikova’s offer to create classes with in-depth study of foreign languages quite appropriate and promised to solve this issue. Many people were given detailed explanations on the essence of their appeals.
Heads of the Supreme Court, the Supreme Economic Court, the Central Bank, the Prosecutor General’s Office, the Ministries of Internal Affairs, Emergency Situations, Higher and Secondary Special Education, Public Education, state committees, officials of the hokimiyats of the Tashkent city and the Chilanzar district took part in the exit reception. They answered all the questions of citizens in detail.
The exit reception for the residents of Yunusabad and Almazar districts of the capital with the participation of the state adviser of the President of Uzbekistan T. Khudaibergenov took place on April 5 at the Tashkent University of Information Technologies.
There was conducted a reception for the residents of the Yakkasaray and Sergeli districts of Tashkent city at the Tashkent Institute of Textile and Light Industry on the same day.
The appeals and proposals of each citizen were listened to attentively during these receptions, the necessary measures were taken to eliminate the mentioned problems. Moreover, most of the issues were solved on the spot, people’s requests related to health restoration, allocation of land plots, obtaining loans, timely payment of pensions, violation of human rights were satisfied. Responsible officials were given relevant instructions to address the issues requiring detailed study and long term.
