President Islam Karimov Arrives in Turkmenistan
President of the Republic of Uzbekistan Islam Karimov arrived October 23 in Turkmenistan with an official visit at the invitation of President Gurbanguly Berdymuhamedov.
At the Ashgabat International Airport, state flags of Uzbekistan and Turkmenistan were raised high and the guard of honor lined up in tribute to the high-ranking guest.
The head of our state was met by Deputy Chairman of the Cabinet of Ministers – Minister of Foreign Affairs of Turkmenistan Rashid Meredov.
Following an official meeting ceremony, the Uzbek delegation left for the Serdar government residence allocated for them.
In accordance with the schedule, major events of the official visit are due October 24, at the end of which a joint declaration by the leaders of two nations as well as a number of other documents are expected to be signed to bolster the multifaceted ties between Uzbekistan and Turkmenistan.

987.5 thousand work places to be created in 2015 in Uzbekistan
On October 22, a regular meeting of the Legislative chamber of the Oliy Majlis of the Republic of Uzbekistan was held. After approval of the agenda proposed by Kenghash of the Legislative chamber, deputies discussed the draft program for the creation of work places and ensuring employment of population for 2015.
A report on this issue was made by the Minister of labour and social protection of the population A.Abduhakimov.
At the meeting it was noted that the forecast parameters creating jobs and ensuring employment of population for 2015 is aimed at increasing and improving the territorial structure of employment, the balance of demand and supply of labour in the labour market with regard to the implementation of socio-economic and industrial development of the territories, spheres of services, construction of individual housing in rural areas and construction works, the further development of diversified farms, modernization of agricultural production.
Next year within the Program will be taken measures on creation of 261.6 thousands work places and employment of 725.9 thousands of people across territories and areas. In general, the program will contribute to employment of 987.5 thousands of people. Hereby special attention will be paid to the employment of graduates of educational institutions, returning labour migrants, women, the disabled and other groups in need of social support.

Enterprises of Uzkimyosanoat produce goods for 1.479 trln. soums
Enterprises of state joint stock company Uzkimyosanoat produced goods in current prices for 1.479 trillion soums, which rose by 4.1% year-on-year, the press service of Uzkimyosanoat said. (Currency rates of CB from 24.10.2014 1$= 2379.75 soums)
According to Uzkimyosanoat, the enterprises produced consumer goods for 140.7 billion soums, which rose by 29.5% year-on-year.
In the reporting period, the industry produced 881,910 tonnes of mineral fertilizers, including nitrogen fertilizers – 718,550 tonnes, phosphate fertilizers – 101,720 tonnes and potash fertilizers – 61,640 tonnes.
In line with the localization programme, the industry produced goods for 153.5 billion soums in January-September at forecast volume of 98.8 billion soums.
Enterprises of Uzkimyosanoat used investments for US$58.12 million soums in the reporting period within the projects, included to investment programme.

New normative and legal documents passed in the Republic of Uzbekistan
In the regular survey of changes in the legislative base of the Republic of Uzbekistan, one should mention the passage of the following normative and legal documents, as well as the enactment of the following international agreements in the field of foreign economic activity:
The Resolution of the Cabinet of Ministers of the Republic of Uzbekistan No 215, “On measures to improve the mechanism for coordination of promising investment proposals and the process of attracting foreign investments and credits” as of 4th August 2014 has been passed, with a view to raising the efficiency and promptitude of the process of attracting overseas investment capital and credits by introducing modern information-communication technologies.
The Resolution establishes that starting 1st October 2014, coordination by initiators from authorized administrative bodies of investment proposals and project certificates, which stipulate the attraction of foreign investments and credits, should be carried out in electronic form, via the United Electronic Database of Investment Proposals, run by the Ministry of Foreign Economic Relations, Investments and Trade of the Republic of Uzbekistan.
The Ministry of Foreign Economic Relations, Investments and Trade, together with the Ministry of Economy and the Ministry of Finance, are commissioned with elaborating and approving Regulations on the procedure of submitting and coordinating investment proposals and certificates of promising projects in the United Electronic Database of Investment Projects (UEDIP).
In addition, the Ministry of Foreign Economic Relations, Investments and Trade, the Ministry of Economy and the State Committee on Communications, Informatization and Telecommunication Technologies of the Republic of Uzbekistan are charged to organize the regular explanatory work highlighting the advantages of using the UEDIP system, in conjunction with other ministries, departments, administrative and economic controlling bodies, local authorities and economic establishments – project initiators. As well as that, all the ministries referred to above are commissioned with monitoring the practical application of the mechanism for electronic filling, proper functioning and improvement of the United Electronic Database of Investment Projects, with the latter’s subsequent integration in the United Portal of Interactive State Services.
The Resolution of the Ministry of Foreign Economic Relations, Investments and Trade, the Ministry of Economy, the Ministry of Foreign Affairs, the State Tax Committee and the State Customs Committee of the Republic of Uzbekistan No 2457-1, “On the introduction of amendments and additions in Regulations on the procedure of providing information on the creation by legal entities of the Republic of Uzbekistan of organizations abroad or on the share participation in their charter capital” as of 7th August 2014.
A given normative-legal document has been developed to implement the Program of additional measures for the further improvement of the investment climate and business environment and the efficiency of stimulating the development of entrepreneurial activity in the period 2014-2015. The document has been approved by the Presidential Decree No УП-4609, “On additional measures to further improve the investment climate and business environment in the Republic of Uzbekistan” as of 7th April 2014.
Par. 19 of the Program stipulates the elimination of practice, when entrepreneurs were asked to present a special document to confirm the absence of arrears to the budget for corresponding state services, because now the state authorities can get and exchange corresponding information with each other via the internet.
In this connection, a given Resolution provides for the following changes:
Cancelation of the requirement to present to the customs bodies a certificate from the State Tax Service, which is intended to confirm that the founder has or has no arrears on taxes or other obligatory payments to the budget;
Presentation to the State Customs Committee by the State Tax Committee of information (if necessary, in electronic form) on whether or not the enterprise has arrears on taxes and other obligatory payments to the budget.
At the same time, Par. 12 of the Resolution introduces clarity into the presentation by an authorized body of corresponding documents, which are legalized in keeping with the established procedure.
The Memorandum of Mutual Understanding on the Implementation of the Agreement on the Creation of the International Transport and Transit Corridor between the governments of the Islamic Republic of Iran, the Sultanate of Oman, the State of Qatar, Turkmenistan and the Republic of Uzbekistan (the Ashkhabad Agreement).
During the meeting held in the town of Maskat (Oman) on 6th August 2014, the ministers for foreign affairs from the Islamic Republic of Iran, the Sultanate of Oman, the State of Qatar, Turkmenistan and the Republic of Uzbekistan signed the Memorandum of Mutual Understanding on the Implementation of the Agreement on the Creation of the International Transport and Transit Corridor between the governments of the Islamic Republic of Iran, the Sultanate of Oman, the State of Qatar, Turkmenistan and the Republic of Uzbekistan (the Ashkhabad Agreement).
A given Memorandum consists of a preamble, 4 articles and a concluding provision.
The Memorandum’s main purpose is to ensure the enactment of the Agreement on the Creation of the International Transport and Transit Corridor between the governments of the Islamic Republic of Iran, the Sultanate of Oman, the State of Qatar, Turkmenistan and the Republic of Uzbekistan (the Ashkhabad Agreement) signed in the town of Ashkhabad on 25th April 2011 and approved by the Resolution of the President of the Republic of Uzbekistan No ПП-1579 as of 13th July 2011.
At the same time, in accordance with Article 4, both the Memorandum and the Ashkhabad Agreement are temporarily applied since the date of the Memorandum’s signing till the date of its enactment, as specified in Art. 3.
According to Article 3, the Ashkhabad Agreement and the Memorandum come into effect in 30 days after the submission by all the Memorandum’s signatories by diplomatic channels to the Ashkhabad Agreement’s depositary of the last (fourth) written notification of the completion of all inner-state procedures concerning the enactment of the Memorandum.
According to Article 1 of the Memorandum, the Agreement’s title is stated as follows: Agreement on the Creation of the International Transport and Transit Corridor between the governments of the Islamic Republic of Iran, the Sultanate of Oman, the State of Qatar, Turkmenistan and the Republic of Uzbekistan (the Ashkhabad Agreement).
In accordance with Article 20 of the Law of the Republic of Uzbekistan, “On international agreements of the Republic of Uzbekistan” as of 22nd December 1995, inner-state procedures are under way these days to enact the Memorandum under discussion.
