Uzbekistan’s light industry

It is one of those few cases when an export-oriented industry shows dynamic development even amid the global economic crisis.

This success relies on the constant move forward and on competent strategy that Uzbekyengilsanoat – a company that coordinates the light and textile industry – implements for the past several years. World market really strongly affects the domestic light industry, because about 150 out of nearly 300 companies that join Uzbekyengilsanoat are wholly foreign-owned or created with the participation of foreign capital. They are mainly aimed at foreign markets. Their products have good reputation in Europe and Asia. The manufactures say that the volumes of their exports did not shrunk quite at all because since the beginning they made emphasis on good quality and purchased modern equipment.

Foreign investors that implement projects in Uzbekistan’s light industry sector were granted with unprecedented package of tax and customs preferences. Due to this, over $2.1 billion investments came into the sector over the recent years. They were used on technological modernization of the production facilities and on the creation of new productions. In addition, the country annually produces about 1 million tons of cotton fiber mainly of premium sort. Such volume fully satisfies enterprises of light industry with the raw material.

55 different projects will be implemented in Uzbekistan as part of the 2011-2015 Program of Industrial Development. Over half of them, about 30 projects, with total value of over $231.9 million, have already been completed and now they produce a wide range of products.

For example, a new spinning plant Jizzakh Kenteks was launched in Jizzakh before the New Year holidays. More than 26.6 billion soums (Currency rates of CB from 10.01.2014  1$=2203.22 soums) were spent on this project. The plant was rigged with modern Swiss and Turkish equipment. It is planned that the plant will produce annually about 7,500 tons of yarn, 50% of which will be exported. More than 200 people work in the plant.

Production of spunbond to be launched in Jizzakh SIZ

Uzbekistan will launch production of bonded material spunbond with the cost of US$1.4 million in 2014.

The project will be realized at the special industrial zone Jizzakh. The project cost is US$1.4 million and it will be realized with the participation of China’s Xanzhou Jinjing Health and Medical Suppliers Co. Ltd.

The Chinese company will invest US$1 million to creation of the enterprise on production of spunbond. The capacity of the enterprise will make up about 30 million square meters of spunbond.

Spunbond fabrics are produced by depositing extruded, spun filaments onto a collecting belt in a uniform random manner followed by bonding the fibers. The fabrics are used in many industries. In particular, it is used to produce hygienic products and disposable clothes, including medical.

President of Uzbekistan Islam Karimov signed a decree for creation of new special industrial zone Jizzakh on 18 March 2013. The branch of the zone will be in Syrdarya region.

The zone was created in line with a memorandum of understanding on implementation of project on creation of Uzbek-Chinese industrial park in Uzbekistan. It was created to form favourable conditions for attracting foreign and local investments to creation of high technologic industrial capacities, production of competitive products with high added price, complex and effective use production and resource potential of Jizzakh and Syrdarya regions.

The special zone was created for 30 years with possibility of extension. The decree set tax and customs preferences for enterprises, operating in the zone. The enterprises, located in the zone, will be exempted from payment of income tax, property tax, tax for accomplishment and social infrastructure, single tax, and mandatory payments to Road Fund.

They will be also exempted from payment of customs duties for imported materials, equipment and spare parts, which are not produced in Uzbekistan.

About 100 projects for US$40m to be implemented in Karshi

About 99 priority projects with total cost of over US$40 million will be implemented in Karshi city, Kashkadarya region, in 2013-2016 within the programme on developing industrial potential of Kashkadarya region.

The document for developing regional center for next several years was adopted in line with the resolution of the President “On programme on developing road-transport communication and perspective plans of construction in Karshi city” from 25 July 2013.

The city should develop as the largest industrial center and transport hub of the region, Pravda Vostoka newspaper reported. It should become cargo transit corridor from CIS to southern Asia.

The area of Karshi will increase almost twice and reach at least 17,000 hectares. Some 234 billion soums would be spent to construction of four-lane ring road with the length of 56 km in next four years. It is also planned to construct seven transport road junction around the ring road, which should decrease load of the city streets. Some 30 km of radial roads will be reconstructed as well. It is planned to direct over 34 billion soums to these works. The city will also construct six bus stations and purchase 150 buses.

It is also planned to reconstruct water supply network of the city. Karshi uses artesian springs to supply water to population of the city. It is planned to launch 35 artisan springs in 2014-2015 to current 86 existing ones. The state budget will issue over 25 billion soums to these works.

The city also plans to construct new pump stations and pipe networks. It is also planned to modernize existing pump stations and water supply network.

The sewerage system of Karshi city will be also modernized. It is planned to double capacity of sewage system in 2014-2018 and reconstruct 25 km of sewage collectors and lay almost 70 km of new lines and reconstruct 14 km. it is planned to construct four compressor-pump stations.

Karshi city also plans to implement programme on improving drainage system, sanitary cleaning system, electricity, gas and water supply systems.

34.3 billion soums allocated for promotion of youth tourism in Uzbekistan

Great attention is paid to promotion of youth tourism in Uzbekistan, with the Federation of Trade Unions being one of the main promoters of leisure and health of children and adolescents.

This year, Federation was allocated 34.3 billion soums for organization of summer camps for schoolchildren, reports Pravda Vostoka (newspaper).

Priority was given to schoolchildren from low-income families, the disabled, children from orphanages. With the assistance of trade unions and Mahalla fund, 600 boys and girls received subsidized vouchers. In accordance with the state program “Year of well-being and prosperity”, 4300 children from Karakalpakstan and Khorezm region spent summer in health recreation camps of Jizzakh, Kashkadarya, Samarkand and Tashkent regions and the capital. Over 18,000 children visited museums, theaters, circus, parks and other places of recreation. Over 160 made sightseeing tours to historical sites. 6384 schoolchildren were given books, stationery and sports equipment. Over 10 thousand rural students were awarded with hygiene kits.

In addition, each initiative was implemented in conjunction with state, public and private organizations on the principles of social partnership, which is an important factor in building a strong civil society in our country.
