THE state visit OF THE President of China in Uzbekistan

President of the People’s Republic of China arrived in Uzbekistan

President of the People’s Republic of China Xi Jinping arrived in Uzbekistan on 21 June with a state visit at the invitation of President Islam Karimov.

President of the Republic of Uzbekistan Islam Karimov welcomed the high-level guest at the Tashkent International Airport, adorned with the national flags of two countries.

After a brief conversation, the Chinese delegation left for a designated residence at the Kuksaroy complex.

Main events of the state visit of the President of the People’s Republic of China will take place on 22 June.

The state visit of the President of the People’s Republic of China to the Republic of Uzbekistan has started with a tour of Bukhara.

Bukhara is one of the oldest and world-known cities of Uzbekistan, contributing a huge input to development of the world civilization. With its great thinkers, unique historical monuments, Bukhara has glorified our nation, our country to the whole world. People from all over the world, including from China, come to visit Bukhara in line with such historical cities of our country as Tashkent, Samarkand, Khiva, Shakhrisabz.

A close collaboration has been established between Uzbekistan and China in the spheres of culture, arts, science and education. Opening of the Conficius Institutes in Tashkent and Samarkand, the department of Uzbek language at the Minzu University of China, teaching of the Uzbek language at the Beijing foreign studies university corroborate consistent development of cooperation in this direction, as well as a growing interest in the Chinese language and literature in Uzbekistan and in the Uzbek language, culture, customs and traditions in China.

Culture and arts workers of the two countries actively take part in different exhibitions and cultural forums, held in Uzbekistan and China.

Cooperation of Uzbekistan and China in tourism has also been steadily developing. Tourism potential of our country is regularly demonstrated at international tourism fairs in China.

President of the People’s Republic of China Xi Jinping, accompanied by Prime Minister of the Republic of Uzbekistan Shavkat Mirziyoev visited the Ark complex, which attests to the great genius of our ancestors, deep sources of science in our country. The high-level guest was acquainted with the history of this architectural memorial, development of urban planning, science and artisanship from the ancient times. Xi Jinping noted that this monumental complex is a vivid example of a creative potential of Uzbek people, their commitment to developing science and culture.

Xi Jinping also visited the Samanid mausoleum. This monument is unique and unrepeatable for its architectural solution and is a masterpiece of not only the Eastern, but also the world architecture. The mausoleum was build based on the very exact symmetric and complex geometrical calculations. President of China highly appraised the genius of our ancestors.

The Chinese president visited the Poyi Kalon complex. In the years of independence under the guidance of President Islam Karimov, wide-scale works on reinvigorating national cultural and spiritual values, historical monuments have been carried out. At the initiative of the Head of our state this complex was entirely reconstructed in 1997 on the eve of 2500th anniversary of Bukhara. This architectural ensemble, including Masjidi Kalon, Minorai Kalon and Mir Arab madrassahs, highly impressed the Chinese President.

Xi Jinping examined the unique works by local artisans at the Bukhara carpets and silk exhibition hall.

The President of China expressed his satisfaction in his visit to old and always young Bukhara. Noting that historical monuments in Bukhara are vivid example of rich cultural heritage of the Uzbek people, national architectural school, Xi Jinping highly assessed the colossal creative works, carried out during the years of independence.

Repair with Care

Uzbekistan is getting prepared to commission a new excavator and tracked vehicle repair plant valued at $29 million in 2017.

The new facility will be located on the basis of diesel depot of Uzbekistan Railways in Yangiyer of Syrdarya region. According to experts, the project will provide the country with advanced and technologically equipped production facility for the repair and restoration of the ever-expanding fleet, making it more effective.

Uzbekistan Railways have scheduled to complete the project’s feasibility study (FS) and submit it for approval to the Cabinet of Ministers by the end of this November. At the same time, the company was permitted to begin design, construction and installation works, as well as purchase equipment prior to the approval of the feasibility study and without holding tenders.

In order to optimize the efficiency of the new plant, President of Uzbekistan granted Uzbekistan Railways with certain benefits and privileges. For example, the construction works performed by the company’s subsidiaries are exempt from value added tax, as well as mandatory contributions to the National Road Fund and the off-budget Fund for Reconstruction, Overhaul and Equipping of Schools, Vocational Colleges, Academic Lyceums and Medical Institutions.

The batches of equipment, spare parts, accessories and tools that are not produced in the country and needed for the operation of the new production facility are exempt from customs duties.

There is an interesting point in the document: Uzbekistan Railways should get from foreign manufacturers all the licenses and certificates for the repair and maintenance of excavators and tracked vehicles during the warranty period. This empowers the company to concentrate almost all kinds of maintenance of the abovementioned machinery in the future domestically.

A similar production facility – Urgench Excavator Plant – is already operating under the railway company.  A joint venture with the Chinese UzXCMG, specializing in the assembly of excavators and bulldozers of various types, was launched on the basis of the excavator plant. The Uzbek side is currently negotiating on purchasing a part of shares of the Chinese company’s plant.

Tashkent hosted two large exhibition events, covering the development of the real economy and establishment of partnership between local businesses and foreign investors.

New ties, promising projects

A sectoral industrial fair on geology, energy, chemical, petrochemical and metallurgical industries was held in the metropolitan Uzexpocentre. It presented products by over 380 companies.

The stands represented the vast capacity of enterprises under the O’zkimyosanoat company. They exhibited export oriented products by major domestic manufacturers, as well as the products that have been proposed for production on the basis of localization and cooperative ties.

Samarkand NPK JV took part in the exhibition for the first time. Founded in cooperation with Jiangsu Right Mashinery Group, the enterprise is capable of producing up to 240,000 tons of modern complex fertilizers.

Uzbekistan ranks among the few countries in the world to produce all three types of fertilizers – nitrogen, phosphate and potash. This is conditioned not just by the availability of raw resources, but also by high demand of the boosting agricultural sector. Meanwhile, the region and CIS countries have a significant export potential for this type of products. Based on the realities, it was decided to establish the production of complex fertilizers, which will contain all three existing types.

According to specialists, the company will reach its full capacity in the current year, which should promote the production of good with added value based on domestically produced fertilizers.

It is worth to mention the products manufactured by the leader of the domestic metallurgical industry – the Uzbek Metallurgical Plant.

“Trade fairs have been an essential factor in terms of establishment of mutually beneficial partnerships, and further enhancement of intra- and inter-industrial cooperation. At last year’s fair, we concluded sales agreements at 187 billion soums (currency rates of CB RU from 22.06.2016, 1$= 2938.71  soums). In the current year, we intend to exceed 200 billion soums,” said the head of Chief Engineer Service Akmal Sharipov.

Another industrial giant – Almalyk Mining and Smelting Plant – presented more than 150 kinds of products. Guests and participants of the fair took interest in the products of Jizzakh Cement Plant and Angren Pipe Plant within the AMSP structure. In the current year, AMSP has planned to implement 34 projects under the Program of Localization, saving $23.9 million.

Small businesses were actively involved in the trade fair. The Uzbek-Korean joint venture Yorkin Chiroklar, which operates in the Jizzakh SIZ, presented its LED lamps for various industries.

“Our company started producing 7-watt LED light bulbs and 100-watt street lamps in 2015. In the future, we intend to produce new types of lamps for household use, as well as expand the product range. That is why we participate in this fair, which is a good way to find new partners for expanding production,” said a company’s representative Khairullo Otaboev.

Regional focus

Tashkent hosted a regional industrial fair and cooperation exchange, where local enterprises planned to conclude contracts for the supply of domestic production at 72 billion soums and export contracts at $100 million.

Over 17,500 industrial enterprises are currently operating on the territory of Tashkent and Tashkent region. Last year, they produced goods at more than 31.2 trillion soums. During the two days major enterprises made presentations of their activity and came up with promising proposals for foreign investors. A specialized competition and awards were held to encourage the development of cooperative ties between local businesses.

The previous experience has shown that fairs have been expanding the content and intensiveness of industrial cooperation between local enterprises. This year, the number of participating companies has exceeded four hundreds, which is 1.2 times more than in 2015. This is a platform for representatives of different organizations, enterprises and small businesses to discuss the ways of intensification of import substitution through local cooperation.

Contracts worth more than 66.5 billion soums were signed during the last year’s fair, exceeding the numbers of 2014 by 1.2 times. Exports of participants accounted for $88.8 million.

The fair is chiefly advantageous for the opportunity to present products and assess the progress of competitors, make them future partners in the development of new types of import-substituting products.

The Tashkent municipality, State Tax Committee and banks presented their own stands to provide businesses with information about benefits and preferences available for specific projects, processing of loan applications or benefits.

PRESIDENCY OF UZBEKISTAN IN THE SHANGHAI COOPERATION ORGANIZATION (2015-2016)

On June 21, 2016, the Minister of Foreign Affairs of the Republic of Uzbekistan Abdulaziz Kamilov met with the authorized representatives of China, Kazakhstan, Kyrgyzstan, Russia, Tajikistan and Uzbekistan, who are participating in the meeting of the Council of National Coordinators of the Member States of the Shanghai Cooperation Organization in Tashkent.

During the meeting, the sides exchanged views on the issues relating to the preparation for the Tashkent Summit of the SCO that starts its work on 23 June.

In his speech, the Minister thanked the national coordinators and all the participants of the meeting for their constructive and fruitful work during the presidency of Uzbekistan in the SCO since June 2015, noting the important role of the Council of National Coordinators in the activity of the Organization and all its institutions.

On 20-22 June, 2016, Tashkent hosted a meeting of the Council of National Coordinators of the Member States of the Shanghai Cooperation Organization.

Plenipotentiary delegations of the Republic of Kazakhstan, the People’s Republic of China, the Kyrgyz Republic, the Russian Federation, the Republic of Tajikistan and the Republic of Uzbekistan discussed topical issues related to the final stage of Uzbekistan’s presidency in the SCO and the preparation for the SCO Tashkent summit as well as agreed final documents of the meeting of the Council of the Heads of States of the SCO.
