Uzbekistan has developed a new mechanism to enhance the liquidity of domestic banks.
The Uzbek government has approved a statute on placing temporary free funds of the republican budget of Uzbekistan and the use of proceeds derived from their placement on deposits in commercial banks.
The budget funds will be placed in the banks through a competitive selection. It is open to commercial banks that have at least 25-percent state share in the authorized capital and no arrears on previous bank deposits at the expense of the republican budget. The Ministry of Finance, if necessary, may apply to the Central Bank or commercial banks for information about their financial status.
The bank that offers the highest percentage of income on the deposit and meets the terms and conditions specified in a competitive selection will be considered as a winner. In case participants offer the same interest rates and terms, preference is given to the commercial bank with the largest state share in the authorized capital.
Cash is placed on deposit with commercial banks on a contractual basis for a period up to nine months of a financial year. If a commercial bank meets the terms of the contract, the period of its validity may be extended, but no longer than the end of the current fiscal year.
