SCO SUMMIT

Islam Karimov Arrives in Ufa

President of the Republic of Uzbekistan Islam Karimov arrived in the city of Ufa, Russian Federation, to attend the regular session of the Shanghai Cooperation Organization (SCO) Council of the Heads of State.

The summit meeting of the leaders of SCO member nations (Kazakhstan, China, Kyrgyzstan, Russia, Tajikistan and Uzbekistan) and those of BRICS (Brazil, Russia, India, China, South Africa) took place in the Congress Hall, downtown Ufa. The event participants exchanged views on issues pertaining to cooperation within SCO and BRICS, to the developments in the world economy, particularly the joint provision for economic growth, support for financial stability and structural reforms, along with regional and global affairs.

Given the global nature of contemporary threats and challenges, the summit participants expressed comprehensive support for international measures and actions to counter them.

Speaking at the session, the President of the Republic of Uzbekistan noted that the unique meeting with the participation of both SCO and BRICS heads of state is instrumental for the two international institutions with huge social and economic potential. Islam Karimov stressed that there is no state today that would not be concerned about the mounting threat of international terrorism and extremism. Uzbekistan’s leader pointed to the necessity of cementing the confidence among nations in combating these challenges of our times. The head of our state extended his conviction that the SCO-BRICS session will serve for the elevation in wellbeing of the peoples of member countries and for the further consolidation of peace and stability.

Major official events of the SCO summit are scheduled for July 10. As a result of negotiations among heads of state, they are expected to sign the Ufa Declaration, approve the development strategy of the Organization to 2025 as well as decisions on the expansion of the institution and further perfection of its activities.

A number of bilateral meetings are also planned within the framework of the visit of President of the Republic of Uzbekistan to Ufa.

Development of Livestock Sector in Uzbekistan

Food independence is now not just a goal for Uzbekistan, but the bar cleared. The country’s domestic market is provided with quality foods produced by domestic farmers. Most importantly, the agricultural sector has been successful in the most labor-intensive areas like animal husbandry and meat and dairy production.

Livestock occupies a special place in the sustainable development of Uzbekistan’s economy and improving living standards. It is hard to imagine an absence of meat production at the dawn of the country’s independence. The conventional chicken and eggs, sausage, and other meat products were imported from other republics. In late 1991 and early 1992, Uzbekistan appeared in the grip of severe shortages. It was the time of making the decisions that later on radically changed the approach to the problem’s solution.

As a result of the new agricultural policy, 400,000 hectares of irrigated lands were transferred to 2.5 million families as homestead lands, the cotton monoculture was limited, areas for grain crops were increased in the first years of independence. Farmers – the new enterprising class of owners – received the opportunity to fully meet the demand for grain, flour, meat, milk, fruits and vegetables, and thus have turned the importer of meat, grain and other products into the exporter.

In the last five years alone, the number of cattle increased by 21%, including cows – by 7%, sheep and goats – by 20%, poultry – 1.5 times. This is largely the result of the industry’s transition to the private sector. Today, almost 95% of cattle are grown in private farms and farmer households. They produce 94.7% of meat, milk – 95.7%, 54.8% of eggs with the steady annual growth.

Nearly 52,000 heads of pedigree cattle have been imported in recent years from Ukraine, Belarus, Poland, Austria, Germany, the Netherlands and other countries in order to enhance the breeding and increase the number of pedigree cattle at farms. This has triggered the establishment of breeding farms that shape the future of the gene pool of the domestic livestock.

To date, the number of breeding farms has reached 412, and they currently raise 99,200 heads of livestock. Last year, they produced more than 7,700 heads of cattle, which were sold to farms and private households through an auction. The cows that have been grown in such conditions are five times more productive.

The epizootic situation has been in spotlight. As part of preventive measures against dangerous diseases, the livestock farms were provided services exceeding ten billion soums last year, with a 25 percent growth (currency rates of CB RU from 10.07.2015   1$= 2560.42 soums). Specialized companies produce 182 kinds of veterinary drugs, five of which have substituted the imported vaccines and diagnostic tools.

Rules for exchange securities trading amended in Uzbekistan

From July 1, 2015, the Board of the Republican stock exchange “Toshkent” with its decision on June 25, 2015 introduced amendments and additions to the Rules of the exchange on securities trading , the press service of the Center for coordination and development of securities market of the Republic of Uzbekistan said.

Changes and additions are developed in accordance with paragraphs 32 and 33 of the Programme of measures to radically improve the system of corporate governance, approved by the decree of the President of the Republic of Uzbekistan on April 24, 2015 no УП-4720, and in order to bring the Rules into conformity with the Law of the Republic of Uzbekistan “On securities market” in the new edition (June 3, 2015 no. ЗРУ-387).

According to amendment in paragraph 8, the trustee of the investment fund licensed for fiduciary management of investment assets, in order to carry out stock exchange transactions on behalf of, at the expense and in the interests of the investment fund has the right to submit an application for inclusion in the membership of the exchange.

The new wording of paragraph 34 of the rules stipulates that the members of the exchange as a broker make transactions on behalf of customers under the contract for the provision of brokerage and depository services, which are concluded for one year with possibility of extension (instead of contracts of agency and commission).

Exchange transactions on securities are carried out on the basis of a contract of agency or commission agreement, unless otherwise provided by law.

The rules are also amended by paragraphs 198-1 and 198-2 of the following content:

Application for the purchase or sale of securities by traders of Exchange Members in the sections, running on a “continuous double auction” technology, (except sections “block trading” and “repo”) are carried out only by standard lots. In order to make an application, an Exchange Member have to selects the “application” menu of the Trading system.

In case if the seller intents to sell a package of securities through one unusual lot, which constitutes not less than 1% of the total number of the issued securities, these securities may be offered for sale in the section “block trading”.

Based on the new wording of paragraphs 496 and 554, a trader of exchange member upon submitting the request may indicate the number of securities.

In addition, according to amendment in the paragraph 1087, using insider information for the commission of stock exchange transactions is now prohibited on the exchange.

1417 mass media registered in Uzbekistan

Agency for Press and Information of Uzbekistan as of July 1, 2015 updated statistics in the section “Statistics and info graphics”.

The section contains diagrams showing the dynamics of growth of the number of mass media, publishing houses and printing companies, registered in the Republic during 2010-2015.

  1. Mass media

If in 1991 in Uzbekistan operated 395 media, then on July 1, 2015 this figure amounted to 1417. From them 688 newspapers, 294 magazines, 101 TV and radio.

Along with print media, TV and radio, websites are also registered as mass media.

Today, 79% of TV and radio channels and websites are non-state media.

Due to the active implementation and development of ICT, especially the Internet, as of July 1, 2015, 315 websites were registered as media.

  1. Publishing activities

Book publishing as an independent field of activity includes many publishers, printing and bookselling organizations. Each of them, in fulfilling its particular function, interacts at the same time with other subjects of book business.

On the basis of the Commission’s decisions on licensing of publishing activity, as of July 1, 2015, 111 licenses were issued, and they are all included in the State Register.

III. Printing enterprises

The activity of printing enterprises in Uzbekistan is coordinated in accordance with the Resolution of the Cabinet of Ministers № 454 “On approval of the procedure of registration of printing companies” dated December 27, 2002.

Pursuant to the requirements of the above resolution, the Agency undertaken orders №18 dated December 13, 2002 “On approval and manufacture of a new type of certificate of registration of printing enterprises” and №19 dated December 20 of the same year “On establishment of the expert committee on the registration of printing companies in the country “.

As of July 1, 2015, 1667 printing enterprises were registered in the Republic.

Cartoon Studio of the Uzbekfilm is to mark 50th anniversary

The animated cartoon studio of the Uzbekfilm joint-stock company is to mark its 50th anniversary next year. Preparations for the celebration of that remarkable date are currently in full swing at the premises. As the tradition goes, the commemoration activities are going hand in hand with promising undertakings.

An Uzbekistan Today reporter has deliberated on the subject matter in an interview with Mavzur Mahmudov, artistic director of the studio, one of the founding fathers of the Uzbek animation film industry.

“The rumor has it that the surprise present the studio has for spectators on the occasion of the jubilee celebrations will become an important stride forward in the evolution of the local cartoon industry. Please let us find out more about that.”

“In the old times, our animation masters used to create cartoons not more than ten minutes long. Today, it is for the first time that we work on a full-length film. Not an easy task, but we are trying to overcome all the difficulties that arise along the road.

“They started to emerge as early as in the stage of writing down the script. To keep the child’s attention is not a simple task. We found a solution to the challenge by appealing to new creative minds. Thus, Ismail Shomuratov wrote the script for the cartoon, he is renowned as the scriptwriter of two popular motion pictures. The working title of the picture is “Nukhot-Palvan”, but we are considering “Magic Tears” as one of the final ones. This is a story of good and evil. The Old Witch needs tears of a beauty to prolong her immortality, and kidnaps the daughter of a rich man. The father of the Belle promises great rewards, and even his daughter to marry the one who frees her from the kingdom of darkness. The young men named Ahad and Polat try to rescue the girl, but it is the Nukhot-Palvan, a slashing fellow born of a pea, who fulfills the task. The cartoon is full of adventure and intrigue, and we believe it will make its way to a very exciting and interesting venture.

“To be in time for the anniversary, we have had to redistribute forces. Normally, we work in the studio in three groups led by three animation film directors – Nazim Tulakhojaev, Dmitry Vlasov and Mavzur Mahmudov, that is, me. After the release of a presidential decree in 2006 designed to support the national cinema industry, we have created five or six ten-minute cartoons every year. Today, all three teams are working on one picture.”

“And what gift does the creative team want for the fiftieth anniversary?”

“First and foremost, what we long for is technical re-equipment. The studio needs reconstruction, it is necessary to create conditions for the work of experts in accordance with the requirements of the time. We would like to expand the studio’s capacities and the opportunities it offers. For the time being we are working in 2D format, one needs to learn 3D. Three-dimensional animation format is gaining popularity. By the way, in our country there are also movie studios that are trying to create animations in this format. They are “Cinema” and the “Futurist”.

“The national animation industry needs specialists. The state allocates more money than we can master. The situation unfolding is like that because there are very few young people in the studios. Cartoon making is a special kind of art, where you need to master the subtleties of the profession with special purpose. Graduates of universities and colleges are unaware of them, because you can only catch them in the studio, among and within the creative team. However, not all survive this period. The solution to the problem may be with the start of training specialists in vocational colleges and universities.

“Both the national television and the national cinema industry are in need of new animated films, and the Uzbekkino national agency intends to promote this direction; our wishes and recommendations were taken as the basis for relevant programs and plans. We would like them to be implemented sooner rather than later.”

“What you talk of is mainly the computer technologies. What about other techniques of creating cartoons?”

“Today, the majority of animated films are mainly drawn cartoons. They are created by using computers equipped with map cases that allow for online digitization of what an artist makes. That is a global trend, which the national cinema also has been following. The choice is for computers, because they are the very medium that provides the artist with more art-graphic tools to create the picture. And of course, they simplify the work of the entire team. As for puppet and clay animation, expensive machinery and equipment, they are used less and less frequently because of the labor-intensiveness and high cost of the technology.”

“What do you think of works by colleagues abroad?”

“I consider cartoons like “Masha and the Bear”, “Shrek”, “Ice Age”, and a range of popular animated films by Walt Disney and other studios as the most successful works in the modern animation industry. At the same time, I am deeply convinced that we should not forget the old school of animation, where the cartoons are based on all our favorite fairy tales and real characters assigned with natural and comprehensible characters.

“After all, not everything on the TV screen can be shown to children. To this category of films I refer the works full of styling and formality, not always clear even to an adult audience. There has been a lot of this kind of creativity of late. And I would not display excessive cruelty and anger. However, I am profoundly convinced that a free creative person ought to always work reasonably by controlling the course of thought independently and reflecting on the consequences of the work created.”

“What rules, canons do our animation artists adhere to in their job?”

“In certain technical solutions we are trying to keep up with foreign colleagues. We experiment with modern graphics, colors. There is growing dynamic, movement, more story conflicts, events are fast-paced. We also try to meet the needs of our audience. However, our cartoons are not like foreign ones, because in our creativity we try to build on the national folklore, on the works of Uzbek classics. This allows one to make cartoons as comprehensible as possible for our youngest viewers.”

“What can you refer to as the most notable achievements in the evolution of our animation industry?”

“Twenty years ago, all the Central Asian countries had their own studios, which produced cartoons. However, not many of them have been able to maintain and preserve this intricate and at the same time very needed kind of creativity, the demand for whose product has been growing from one year to another. In Uzbekistan, production of national cartoons has not stopped for a minute, largely due to the government support. Moreover, the domestic animation industry has developed in accordance with generally accepted international trends. It is interesting that many of the works of local animation producers receive high awards and prizes at various international festivals.”

Svetlana Radzivil takes the second place at the Grand Prix of athletics

A member of the Uzbekistan national team on athletics Svetlana Radzivil became the silver medalist of the tournament Grand Prix in Hungary.

In competitions in high jump Radzivil showed the result in 1.88 m and took the second place.

The winner of the competition Székesfehérvár Gyulai istván Memorial – Hungarian Athletics Grand Prix became Russian Irina Gordeeva (1.91). Mirela Demira (1.84) from Bulgaria closed the top three winners.
