President Signs Resolution on Celebration of Eid Ramadan

President of Uzbekistan Islam Karimov signed a resolution on 14 july on celebrating Eid Ramadan holiday.

Taking into consideration of the Muslims’ Board of Uzbekistan, the first day of Eid Ramadan, 18 july 2015 is announced as a day-off and will be marked as a holiday in Uzbekistan.

The resolution states that the sacred Eid Ramadan holiday has a great importance in the spiritual life of the people and in preserving the national and spiritual values.

Nuroniy, Mahalla funds and other departments and public organizations have been entrusted with organizing the events related to Eid Ramadan in all regions of the country on a high level and in accordance with national values of the Uzbek people.

Uzbekistan Launches 193 One-Window Centers for Entrepreneurs

It is planned that the ‘one window’ centers will begin operating no later than January 2016 on the basis of the existing 193 inspections for business registration under city and district administrations, previously created by the decision of the government.

The Decree of the President of the Republic of Uzbekistan was issued on May 15, 2015 ‘On measures to ensure reliable protection of private property, small business and private entrepreneurship, the removal of barriers to their accelerated development’, which became the basis for the implementation of the centers.

Inspections will be restructured all across the country and entrusted with a set of specific functions and tasks. Clear mechanism will be set for them for cooperation with government agencies and other organizations that provide public services through the developed system of interdepartmental electronic interaction. Material and technical sustainability of functioning of ‘one-window’ centers will be ensured by means of measures that are currently getting developed.

The work is done on explaining the procedure of interaction of the centers with the public, business entities and government agencies, determining the location of the centers, equipping them with modern material and staffing, and others.

It is important that a number of public services will be provided exclusively through the ‘one-window’ centers.

A single center for the issue of digital signatures to be created in Uzbekistan

The State Tax Committee of the Republic of Uzbekistan is developing a draft decree on the creation of a single center for the issue of digital signatures.

According to the website of the State Tax Committee, the work is carried out in the framework of execution of the Decree of the President of the Republic of Uzbekistan “On measures to ensure reliable protection of private property, small business and private entrepreneurship, the removal of barriers to their rapid development” dated May 15 of this year.

The draft stipulates that, issuance of digital signatures, which provides easy access to all kinds of services of state and economic management, state authority and commercial banks, in the near future will be carried out by the Single Center for key registration of digital signature – Scientific Information Centre of New technologies of the State Tax Committee.

The State Tax Committee together with the Ministry for the development of information and communication technologies in Uzbekistan will create the new system before January 1, 2016. At the same time, both bodies will be responsible for the smooth and trouble-free operation of the system and its information security.

Bodies of the state and economic governance, public authorities and local commercial banks before March 1, 2016 will ensure the integration of the official sites and portals that are used in the provision of services with a single system of identification and their compatibility with digital signatures issued by the Scientific Information Centre of New technologies of the State Tax Committee.

Uzbekistan, Switzerland host session of intergovernmental commission

A meeting of the Intergovernmental Commission on trade-economic cooperation between Uzbekistan and Switzerland held a session in Bern. Representatives of ministries, departments and companies of the two countries attended it.

During the meeting, the Swiss side got acquainted with the information on the current development of Uzbekistan, macroeconomic indicators, measures of the Government of the Republic of modernization and technological re-equipment of industrial enterprises, further improvement of the investment climate, as well as government programs aimed at the social and infrastructural development in the country.

The two sides exchanged information on the state and prospects of further expansion of mutual trade and economic and investment cooperation. It was pointed out the huge potential in bilateral economic relations, Jahon news agency reported.

In this connection, an agreement was reached on the implementation of specific measures aimed at strengthening cooperation in the investment sphere. In particular, a visit to Uzbekistan will be soon organized, the delegation of the Swiss companies to discuss joint implementation of specific investment projects, including those in the pharmaceutical, textile, food, chemical, engineering, electrical and other industries.

After the meeting it signed the final protocol of the Commission and the intergovernmental agreement on the project “Skills Development in Uzbekistan, Phase IV”.

The next day in Zurich hosted the Uzbek-Swiss business forum, during which the presentations of economic potential of Uzbekistan and future priority projects in the leading sectors of the economy. The event was attended by over 60 representatives of leading Swiss industrial companies and banks.

Speaking at the forum, representatives of business circles of Switzerland noted the dynamic development of the Uzbek economy, deep structural changes, the creation of new high-tech industries, favorable investment climate and opportunities for successful investment activity.

Presented at the forum on the privatization program has caused great interest of its Swiss companies aimed at creating new foreign companies, which will produce more export-oriented products based on advanced technologies.

Speaking foreign languages helps to expand horizons, communicate with a large number of people, and in general helps to be more successful. Therefore, the system of learning foreign languages is being improved everywhere across the world.

Two years ago, Uzbekistan turned to the best European models: radical transformations began. Domestic specialists continue studying international experience to further improve the foreign languages instruction. Recently, Abdurahim Nosirov, Head of the General Education Schools and Specialized Educational Institutions Department at the Ministry of Public Education, came back from his trip to France, where he explored the system of foreign language instruction. An Uzbekistan Today correspondent asked him to draw parallels between the two systems.“It is not difficult to draw parallels today, because we have improved our standards and curricula in accordance with the Common European Framework of Reference for Languages: Learning, Teaching, Assessment, which is followed in many countries, including France.

Two years ago, a system of learning foreign languages from the first grade was introduced in Uzbekistan. This corresponds to the experience of the most developed countries. Today, both in our country and in France, the conditions are created for students to be able by 15-16 years, that is, to the end of secondary school, to speak a foreign language at the equal level. The Uzbek and French training systems have their own characteristic features, and this is why they are actually interesting for mutual consideration.

Both here and in France, students have an opportunity to study an equal number of foreign languages – at least three. In the schools of Uzbekistan they include the mother tongue, which is determined according to the language of instruction, the state language, Russian and any foreign language. In France along with the state language, from the first year of training, they begin learning a foreign language, and upon the completion of entry-level training – the second one is introduced. We are interested in the French experience due to the fact that students have a choice – there are schools where even extinct languages are taught.

At the same time, we succeeded significantly in technical equipment. Already by the end of next year, the equipping of foreign language classes with necessary appliances will be completed. The list of equipment, along with the training models and visual aids includes modern means for listening, which make it possible to benefit from multimedia technology at the lessons.

In France, they have a large selection of textbooks. Publishers offer several options, and a school determines book by which the children will learn. In Uzbekistan, all schools work with single textbooks, teachers’ guides and application – a CD-ROM with multimedia tutorial software.

Systems for provision of schools with teaching staff are interesting too. We went by the way of training of foreign language teachers to the methods of teaching in elementary school. In France, a primary school teacher teaches a foreign language together with other subjects. However, our qualification requirements are higher: the teacher will master the language at the level of a University graduate, while in France the teacher just has to speak a foreign language at a level that his students should achieve in the process of training. Besides, French colleagues were greatly interested in our experience of division of class into two groups of 15-20 students; their foreign language teachers conduct lessons for the entire class with 30-35 students.

To improve the system of learning foreign languages, we pay great attention to professional development of teachers. There is a rule, that if a teacher fails at the second attempt to pass test at the State Testing Center to determine salary increment, he or she will not allowed to teach a foreign language from the next academic year, until undergoing retraining courses at their own expense. In France, the system of professional development is person-oriented, that is a teacher will complete the gaps in his/her knowledge. The professional growth is motivated by salary increments, which the same as in our country are determined based on the category. However, in France they have not three, but eleven categories.

Both systems have their pros and cons. Studying them is an important step toward the creation of an efficient education model.”

Uzbekistan national team on wrestling won five medals at the Asian Championship

In the period from July 9 to 12, the AFC youth championship in wrestling took place in Myanmar’s capital Naypyidaw.

By the results of the competitions, the Uzbek wrestlers won five medals. Representatives of Greco-Roman wrestling won three medals, one of each kind.

The national team of Uzbekistan was comprised of 14 athletes, including 4 girls.

Greco-Roman wrestling: Javohir Mirahmedov (50 kg), Islomjon Bahramov (55 kg), Kamariddin Zayniddinov (60 kg), Aram Vardanyan (66 kg), Daler Rakhmatov (96 kg). Coach – Ravshan Ruzikulov.

Freestyle Wrestling: Javohir Utkirov (50 kg), Sirojiddin Khasanov (60 kg), Shahrukh Sapaev (66 kg), Islomiddin Rahimov (74 kg), Bahodir Aslonov (96 kg). Coach – Olim Hikmatov.
