BUSINESS CLIMATE

Uzbekistan: Make advances to small business and private enterprises

The creation of favorable conditions for doing business in Uzbekistan and simplified licensing procedures have contributed to the growth of business activity. Today, 11.1 small business entities fall per thousand of people. The index is remarkably higher than in many CIS countries.

In a relatively short period, small businesses and private enterprises have turned into a decisive force in addressing economic and social issues, development of industries and services, ensuring a prosperous life. The fact is proved by the figures: in 2015, the share of this sector in the gross domestic product increased by 31% to 56.5% against 2000, the share in the volume of industrial production – from 12.9% to 38.9%, in exports – from 10.2% to 26.9%, and in ensuring employment – from 49.7% to 77.9%. In 2000-2015, the number of small businesses has grown by nearly 2.2 times.

The further elimination of barriers and licensing procedures has been an important component in the work on the support of the ‘small economy’. The statistical authorities that have been gradually reducing reporting over the recent years have demonstrated a noticeable success in this context. To date, the number of statistical reports without prejudice to the completeness and quality of data has decreased by almost thrice against 2000.

The statistical observations system has been streamlined through the development of cross-sectoral integration. In 2015, Uzbekistan launched data exchange in certain indicators of financial statements between tax authorities and organizations without inquiries of state statistical agencies to economic entities for financial statements.

When it comes to creating favorable conditions for businesses, it is worth to mention the preferences for those who are going to start a business.

Under the previous procedure, the one willing to book a corporate name had to come to a corresponding statistical body, address with a written statement, and then wait for two working days. Since August 1, 2012, the application can be sent at any time online, and replied in four hours as a reservation of a company name. More than 354,000 named have been reserved through the new peorcedure.

A convenient data collection system has been introduced since 2015. It implies that small business entities provide state statistical reports only once a year. Regarding big businesses, five forms of previous monthly statistical reports were combined into a unified state statistical report.

“The widespread introduction of modern information and communication technologies has simplified the procedure of statistical reporting for business entities. I would like to point out to the launch of an electronic reporting system eStat 2.0, by which one can submit all kinds of reports in an electronic form around the clock. Another advantages is that business entities can prepare them in their office in an electronic form, thus saving time and costs,” commented the Department Head at the State Statistics Committee of Uzbekistan Qobil Berdikulov.

State statistics authorities have introduced information systems for online public services over the past five years. Thereupon, the official websites of agencies of the State Statistics Committee offer six major and four additional interactive services. The expansion of the service range is unconditionally seen as a very important factor in raising awareness of entrepreneurs, and prosperity of their businesses.

The allocation of a specialized section ‘For Entrepreneurs’ in the official website has become another step in favor of business people. The section provides information on statistical legislation, relevant amendments, the legitimate rights of entrepreneurs, forms and procedure of submission of state statistical reports. Workshops and panel discussions are traditionally held to raise awareness of businessmen on changes in legislative acts, and on favorable conditions for them.

A new kind of electronic services has been introduced for businesses 2016. Now representatives of the sphere online, that is, an organized service on the website of the State Statistics Committee, may know what forms they must submit reports.

Such measures are aimed at the creation of facilities not only in the collection of necessary data for statistical calculations, but also to ensure stable growth of indicators showing the results of reforms.

2016 has seen the introduction of another new kind of electronic services for businesses. The information on the form of reporting in now available for businessmen on the website of the State Statistics Committee.

Such measures are aimed at facilitation of data collection for statistical calculations and for ensuring stable growth of the indicators that show the outcomes of reforms.
