Vladimir Putin pays a tribute of respect to the memory of Islam Karimov
Ceremonies devoted to the bright memory of the First President of the Republic of Uzbekistan, Islam Karimov, are continuing.
The President of the Russian Federation, Vladimir Putin, arrived in Samarqand on 6 September.
The Prime Minister of the Republic of Uzbekistan, Shavkat Mirziyoyev, met the high-profile guest at Samarqand international airport.
The President of the Russian Federation, Vladimir Putin, and the Prime Minister of the Republic of Uzbekistan, Shavkat Mirziyoyev, laid flowers at the grave of the First President of the Republic of Uzbekistan, Islam Karimov, and paid a tribute of respect to his memory.
The head of state of the Russian Federation visited the Forums Complex in Samarqand and expressed deep condolences to Islam Karimov’s spouse, Tatyana Karimova, and his daughter Lola Karimova-Tillayeva.
In the Forums Complex, a meeting took place between the Prime Minister of the Republic of Uzbekistan, Shavkat Mirziyoyev, and the President of the Russian Federation, Vladimir Putin.
Cooperation between Uzbekistan and Russia is developing consistently on the basis of the Treaty on strategic partnership, dated 16 June 2004, and the Treaty on allied relations, dated 14 November 2005.
This bilateral cooperation is of a multi-faceted and effective nature. Intergovernmental and interdepartmental ties serve as an important factor in the implementation of agreements reached at top-level meetings.
The countries also fruitfully cooperate within such international structures as the UN, the SCO and the CIS.
The Prime Minister of the Republic of Uzbekistan, Shavkat Mirziyoyev, expressed gratitude to the President of the Russian Federation, Vladimir Putin, for the visit to Uzbekistan with the goal of paying a tribute of respect to the memory of the Uzbek nation’s outstanding son, the First President of the Republic of Uzbekistan, Islam Karimov, and emphasized that this was evidence of Vladimir Putin’s high regard for Islam Karimov and the people of Uzbekistan.
It was especially noted that Uzbekistan would continue and further strengthen the relations of strategic partnership between the two countries, the foundations of which had been laid by Islam Karimov and Vladimir Putin.
The President of the Russian Federation, Vladimir Putin, especially emphasized that the First President of the Republic of Uzbekistan, Islam Karimov, did a great deal of work for Uzbekistan, for the wellbeing of his people, ensuring peace and stability at the most complicated time for the country, which served for the development of the country. V. Putin specifically emphasized that Russia is a proponent of the continuation and development of cooperation between the two states.
During the meeting, there was an exchange of views on issues of further strengthening the cooperation between the Republic of Uzbekistan and the Russian Federation in various spheres.
With this, the visit of the President of the Russian Federation, Vladimir Putin, to Uzbekistan concluded.

EXPORT
Merging domestic enterprises of leather and shoe industry of Uzbekistan, O’zbekcharmpoyabzali Association has planned to raise exports by 14.1 times this year
The goal is empowered by the range of measures on ensuring a sustainable production growth through the phased modernization of the industry, re-equipment and technological renovation of existing facilities.
Foreign investments would significantly enhance the technical capacity of the industry, allow purchasing modern equipment, which in turn will help to increase the production volumes and expand the product range
Aiming at drawing foreign investment and establishing modern enterprises, the O’zbekcharmpoyabzali Association teamed up with provincial authorities to prepare and approve a regional industry development program for 2020, which envisages 82 projects on creation of modern manufactures, modernization and expansion of existing businesses.
For example, 48 of 82 projects are aimed at establishment of new businesses, and 34 projects envisage the upgrade. The total investment in the sector over the years is expected to exceed $114 million. The production volumes will grow to $476.5 million by 2020, which is 2.8 times more YOY. Exports will grow afoot to $301.2 million, and 3,240 new jobs will be created.
The Association plans to open 12 new trade houses abroad this year to scale up its export capacity.
Moscow will lead in this context with as many as five trade houses. Three trading houses will be commissioned there in the third quarter of 2016, two of which will specialize in shoes sales, and the third one will be an exposition center of leather and footwear products by Uzbek manufacturers. Two houses will be opened late 2016, one of which will promote sports shoes.
Russia is followed by Kazakhstan to open four trade houses. Uzbek footwear trade houses will also be opened in Turkey, South Korea and China.
In the first quarter of 2016, Uzbek leather and shoe enterprises exported products for $22.3 million with 4.3 percent increase YOY. They hope to increase exports to a total of $190 million this year.
By 2020, it is planned to expand the export map to 16 countries. Export contracts have already been signed with 11 countries this year, including the abovementioned Singapore, Ukraine, Czech Republic, Kyrgyzstan, India and Pakistan.

25th Anniversary of Independence of Uzbekistan
Uzbekistan issues series of postage stamps to commemorate 25th anniversary of independence
In the framework of the events dedicated to the 25th anniversary of Independence of the Republic of Uzbekistan, Joint-stock company “Uzbekiston pochtasi” has prepared, and the Ministry for development of information technologies and communications of the Republic of Uzbekistan has put into circulation a series of postage stamps of a special issue.
The stamps depict modern architectural buildings which were built in the years of independence of the Republic of Uzbekistan, the development of industry and engineering, as well as the economy, health, sports and education.
The coupon has the monument of the Happy mother depicted in it, which is an integral part of the Independence monument. It also includes an English text: “25 years anniversary of Independence of the Republic of Uzbekistan”.
The series of postage stamps is prepared in the form of a miniature sheet comprising 8 stamps with a coupon in the center. Postage stamps are multi-color, with a circulation of 8000 copies.

Uzbekistan: What Do the Youth Want to Be?
Like ten years ago, enrollment into technical higher educational institutions remains a problem. At the same time, competition to technical colleges has grown up. In the past 5.1 persons aspired per slot at the Tashkent State Technical University while this year this indicator equaled to 6.86 persons per place.
The graduates’ interest in economic sciences has declined. Twenty-three persons claimed to one slot at the Tashkent State Economic University ten years ago. This was partially predetermined by the fact many higher educational institutions cancelled enrollment to economic departments in 2006 and the total number of seats for training future economists had naturally decreased. However, applicants’ attitude has changed overtime and this year’s competition made up 5.63 persons per slot.
Competition has grown a bit in traditionally popular areas of education – medical and legal. This year it was 11.0 and 9.77 per place per place on the average, against a ten-year-old figures – 10.2 and 8.6 respectively.
The government, however, remains the main arbiter, which sets the ratio between demand in the labor market and training of personnel, and it performs this function by determining the enrollment quotas.
They are established today on the basis of long-term forecasts on the development of branches of economy and those of social sphere. The program of modernization of material-technical basis of higher educational institutions and radical improvement of training specialists for 2011-2016 served as a guideline for action in recent years.
There has been an increase in the share of students studying in the areas of “Engineering, manufacturing and construction industries”. They made up 23% in the 2010/2011 academic year in the total quota of enrollment, while today they make up 36%. Admission quotas to the Jizzakh Polytechnic University and other technical colleges have doubled.
However, there has been a reduction in the admission to such a direction as “Education” from 31.1% down to 24.6%. It was a period of the second wave of cuts in the field of training economists – the contingent of students trained in the “Economics and business” directions reduced from 8.7% to 5.7%. A key role in this was played by re-profiling of the Andijon and Namangan Engineering Economic Institutes. Due to concentration of training at the Tashkent State University of Law and the Karakalpak State University training of specialists in “Law” decreased from 1.3% down to 0.9%. Enrollment quotas were also reduced in other directions of education in favor of technical areas from 35.5% to 32.7%.
Quotas are not the only tool with the help of which the government channels the youth in the right direction. The renewed classifier of directions and specialities of the higher education approved in 2011, their number was cut from 228 to 165, and those masters’ degrees specialities – from 1200 down to 500 on account of unification of related specialities and elimination of specialities with no demand in the fields of economy and social sphere. Moreover, the higher educational institutions review direction of training specialists depending on the need of economy. For example, this year different higher educational institutions have introduced 18 new specialities.
The share of grant slots in all areas of education has been optimized with the unchanged administration quotas, which also became an effective tool to attract the graduates’ attention to technical professions.
The analysts continue to study the results of enrollment exams into the higher educational institutions. The passing scores in many areas of education have increased this year; however, there are cases when they have decreased. For example, the passing scores have increase at the Uzbek State University of World Languages on such specialities as “Journalism”, “Theory and practices of translation” and “The English language and literature”. Maximum passing grades were observed in the direction “Journalism”: the passing score in the groups with the Russian language training on a contract basis made up 204,8 and 241,8 – in grant groups. In the Uzbek language groups these indicators made up 196,8 and 228,1 points respectively. Passing grades reduced on such specialities as “The Russian languages and literature in a foreign-language group”, “Russian philology”, “German philology”, “Spanish philology”, “Chinese philology”, and “Japanese philology”. Passing scores have increase almost in all specialities at the Tashkent Agrarian University and the Tashkent Medical Academy.

Football: national team of Uzbekistan outplays Qatar with score 1:0
On 6 September, in the framework of the third round of qualifying for the 2018 World Cup, the Uzbekistan national football team played a match against the national team of Qatar. The match ended with the score 1:0 in favor of our team.
The only goal was scored in the 86th minute by defender Egor Krimets.
In the previous match that took place on 1 September, Uzbekistan won over Syria with the score 1:0.
