Parties’ plenums took place in Tashkent
On 16 September 2016, a scheduled plenum of the Central Council of the Milliy Tiklanish Democratic Party of Uzbekistan took place in Tashkent.
The event’s participants paid a tribute of respect to the memory of the First President of the Republic of Uzbekistan, Islam Karimov.
At the plenum, there was discussion of issues relating to the participation of the Milliy Tiklanish Democratic Party of Uzbekistan in the forthcoming 4 December 2016 elections of President of the Republic of Uzbekistan and putting forward a candidate from the party for President of the Republic of Uzbekistan as well as convening the party’s next congress.
The founding charter of the Milliy Tiklanish Democratic Party of Uzbekistan specifies the party’s participation in elections of President of the Republic of Uzbekistan. Taking this into consideration, a decision was adopted at the plenum about the party’s participation in the elections of President of the Republic of Uzbekistan.
A proposal to put forward a candidate from the Milliy Tiklanish Democratic Party of Uzbekistan for the position of President of the Republic of Uzbekistan was considered. Participants in the session supported for consideration at a congress the candidature of the chairman of the Central Council of the Milliy Tiklanish Democratic Party of Uzbekistan and leader of the party’s faction in the Legislative Chamber of Oliy Majlis (parliament), Sarvar Sadullayevich Otamurodov, for the positon of President of the Republic of Uzbekistan.
In line with the effective electoral legislation, the nomination of candidates for President of the Republic of Uzbekistan from parties is carried out by parties’ highest body – congress. On the basis of this, a decision was adopted at the plenum to convene the scheduled V congress of the party on 15 October this year and to submit this issue to it for discussion.
In accordance with the law “On elections of President of the Republic of Uzbekistan” the party will submit relevant documents to the Central Electoral Commission to obtain permission for the participation of the Milliy Tiklanish Democratic Party of Uzbekistan in the elections of President of the Republic of Uzbekistan.

On 16 September 2016, a plenum of the Political Council of the Movement of Entrepreneurs and Businessmen – the Liberal Democratic Party of Uzbekistan (UzLiDeP) took place in Tashkent.
Before the session, its participants paid a tribute of respect to the memory of the First President of the Republic of Uzbekistan, Islam Karimov.
At the session, there was discussion of issues relating to UzLiDeP’s participation in the forthcoming 4 December 2016 elections of President of the Republic of Uzbekistan. It was especially emphasized that the party’s active participation in this process is necessary as the process is of important significance in the country’s socio-political life.
The session’s participants had a detailed discussion about the issue of putting forward a candidate from the Movement of Entrepreneurs and Businessmen – the Liberal Democratic Party of Uzbekistan for these elections.
In view of the will of large numbers of voters in localities, a proposal to put forward for consideration at the party’s scheduled VIII congress the candidature of a member of the Political Council of UzLiDeP Shavkat Miromonovich Mirziyoyev for the position of President of the Republic of Uzbekistan was unanimously supported.
Taking into account the fact that in accordance with Article 24² of the law “On elections of President of the Republic of Uzbekistan” the nomination of candidates for President of the Republic of Uzbekistan is carried out by the highest bodies of political parties, the session’s participants adopted a decision to convene the party’s next congress on 14 October 2016.
The Political Council of UzLiDeP also took an appropriate decision to submit to the Central Electoral Commission in a time manner that is within the timeframe specified by the country’s electoral legislation documents about the party’s participation in the elections, about holding conferences of the regional, town and district councils of the party for preparations for this important event and also about carrying out other necessary measures.

On 17 September 2016, the scheduled VI plenum of the Central Council of the People’s Democratic Party of Uzbekistan took place.
At the plenum, there was discussion of the issues of the party’s participation in the elections of President of the Republic of Uzbekistan, putting forward a candidate for President of the Republic of Uzbekistan from the People’s Democratic Party of Uzbekistan, convening the X congress of the People’s Democratic Party of Uzbekistan and its agenda, a representative quota for the party’s congress and a procedure for selecting them.
Special attention was paid at the plenum to topical tasks related to work on ensuring the worthy participation of the People’s Democratic Party of Uzbekistan (PDPU) in the forthcoming elections of President of the Republic of Uzbekistan, while making full use of wide rights and possibilities created for political parties and on the basis of the party’s programme goals and ideas as well as voters’ interests.
The main issue of the agenda, that is the issue of putting forward a candidate for President of the Republic of Uzbekistan from the People’s Democratic Party was discussed extensively.
In connection with this, the chairman of the Central Council of the PDPU and leader of the party’s faction, Hotamjon Abdurahmonovich Ketmonov, who had been supported by voters, followers and active members of the party, was put forward as a candidate from the party for President of the Republic of Uzbekistan for consideration at the party’s congress.
At the plenum, there was also a detailed discussion about issues relating to convening the X congress of the PDP of Uzbekistan on 14 October 2016 and its agenda as well as representative quotas for the party’s congress and the procedure for selecting them.
Those who made speeches paid special attention to issues of the effective organization of the work of party organizations and active members in the period of electoral campaigning, raising the quality and effectiveness of propagation events aimed at widely informing the population about these important political processes in the country, while fully exercising authorization rights enshrined in legislation.
Taking into account proposals and recommendations that had been made on all the issues discussed, appropriate decisions of the VI plenum of the Central Council of the PDPU were taken.

On 17 September 2016, the VI plenum of the Political Council of the Adolat Social Democratic Party of Uzbekistan (SDPU) took place.
At the session, there was discussion of the issue of the Adolat SDPU’s participation in the elections of President of the Republic of Uzbekistan which will take place on 4 December this year. The necessity of the party’s worthy participation in this important process in the country’s life was especially emphasized.
Members of the Political Council of the party said that elections of President are the most important indicator of a law-governed democratic state and free civil society, the main form of the free expression of people’s will and their participation in managing state and society’s affairs.
It was emphasized that the programme goals and tasks of the Adolat SDPU are the embodiment of people’s interests and that participation in the forthcoming elections is another opportunity for the wide propagation of the party’s ideas among voters, the deeper reflection of voters’ interests through the pre-election programme of the party’s candidate for President.
The plenum’s participants also had a detailed discussion about the issue of putting forward the party’s candidate for the forthcoming elections. Regarding this issue, taking into consideration the will of voters and followers of the party, a proposal to put forward for consideration at the scheduled VII congress of the party the candidature of the chairman of the Political Council and leader of the party’s faction in the Legislative Chamber of Oliy Majlis (parliament), Nariman Majidovich Umarov, was supported.
Considering that all issues relating to the party’s participation in the forthcoming elections are resolved by its highest body – congress, the session’s participants adopted a decision to convene the next VIII congress of the Adolat SDPU on 15 October 2016 in the city of Tashkent.
Participants in the plenum note the need to step up preparatory work related to taking part in the elections of President of the Republic of Uzbekistan and to submit in a timely manner relevant documents to the Central Electoral Commission.

The problems of protection of the family, motherhood and childhood, increasing the population’s awareness about the medical culture have been raised to the level of state policy in Uzbekistan
Maternal and child health is an important indicator of the level of socio-economic development of the country. The preservation of the gene pool of the nation depends, after all, largely on the health of mothers.
This was emphasized at the International “round table” meeting on the subject “Protection of motherhood and childhood is the basis of sustainable development of society: Uzbekistan’s experience”, which was held in Tashkent.
The forum was organized by the Ministry of Healthcare, Women’s Committee of Uzbekistan, Independent Institute on monitoring the formation of civil society (IIMFCS), the UN Population Fund and other organizations. Taking part in it were parliamentarians, representatives of government, public, foreign and international organizations and experts.
The event represented Uzbekistan’s experience in the sphere of consolidation of reproductive health of the population, protection of motherhood and childhood, first and foremost, in remote rural areas.
Particular attention is paid to the tasks provided for by the government programs aimed at ensuring the birth and upbringing of healthy children. Thus, in accordance with the State Program on further strengthening reproductive health, protection of maternal, child and adolescent health in Uzbekistan for 2014-2018 are being solved urgent problems on a broad and equitable access to quality health care, improvement of material and technical base and personnel potential of medical institutions, introduction of modern methods of diagnosis, and provision of skilled healthcare to mothers, children and adolescents.
Vertical management structure in the treatment process has been built in recent years to secure quality medical service, and were created for the further implementation of diagnostics and treatment methods, consistent with the recommendations of international organizations, stressed the speakers.
“The UN Population Fund renders Uzbekistan assistance in ensuring general access to services on the protection of reproductive health,” noted head of the UNPF in Uzbekistan Mieko Yabuta. “We have established close cooperation in this sphere with the Women’s Committee of the republic and the Ministry of Healthcare. Your country has achieved significant progress in all fields through consistent implementation of state programs and realizing the Sustainable Development Goals.
Also were noted great activities carried out on the development and strengthening of material and technical basis of medical facilities, including maternity hospitals, perinatal and screening centers, and rural medical stations.
The forum participants emphasized that successful work on the improvement of the healthcare system, protection of maternity and childhood was continued within the framework of the State program “The Year of Healthy Mother and Child”. Regular in-depth medical examinations have been organized across the country. Pregnant women are provided with multivitamin pills. Weeks of health-improvement of women of childbearing age, children and adolescent girls, the campaign “No one will be left without attention and care” and other events are being organized on a regular basis.
The social partnership between government authorities and civil society institutions in the implementation of state programs on the protection of motherhood and childhood and raising the medical awareness of the population aroused special interest. Great enlightenment activity is being carried out in this area in the communities and the healthy lifestyle is being introduced in the society. All conditions are being created on the basis of the principle “Healthy mother – healthy child” for involving women into mass sports movement. Cooperation between family, makhalla and educational institutions is a very important element of this activity.
Within the framework of the international “round table” foreign experts – leading specialists in reproductive health from Spain, Germany, Hungary, as well as representatives of international organizations in Uzbekistan visited the family polyclinic No.23 in Uchtepa district of the capital city, where they acquainted themselves with the work of the doctors and patronage nurses and attended the citizens’ assembly at the “Zhurzhony” makhalla.
This polyclinic has been operating since 2006. 20 general practitioners receive patients at this polyclinic fitted out with modern medical equipment. These include ultrasound devices, electric cardiographers and digital X-ray. Also functions here a physiotherapy department. The physical therapy room is fitted out with fitness equipment. Doctors carefully monitor the health of 9084 women of fertile age from nine neighboring makhallas.
“I am amazed at the extent of the work carried out on the improvement of the population’s reproductive health and the care about the youth,” said the HM Hospitals’ expert on public health Javier Casquero Lara (Spain). “Together with a group of experts within the international “round table” we visited a family polyclinic and a makhalla. I am delighted with what I have been able to see”.
The event participants adopted recommendations, which will form the basis for further activities on the protection of motherhood and childhood in our country.
