Political parties continue collecting voters’ signatures
After the Central Electoral Commission of the Republic of Uzbekistan adopted a resolution to grant the country’s four political parties permission to participate in the 4 December 2016 elections of President of the Republic of Uzbekistan, the political parties began collecting signatures of voters supporting presidential candidates.
In accordance with the law “On elections of President of the Republic of Uzbekistan”, political parties should collect in support of their presidential candidate signatures of at least 1 per cent of the overall number of voters in the Republic of Uzbekistan, and their signature lists should contain signatures of voters representing not fewer than 8 administrative-territorial units.
The Samarqand Regional council of the movement of entrepreneurs and businessmen – the Liberal Democratic Party of Uzbekistan is also carrying out this process at works, enterprises, neighbourhoods and educational establishments in conformity with provisions of legislation. In this effort, possibilities of the party’s district and town councils and more than a thousand of its primary organizations are being used productively.
“The collection of signatures is one of the important initial stages of the election campaign. Therefore, every active member of our party is making a responsible approach to this work. In accordance with our country’s effective legislation, the number of voter signatures in lists of signatures should amount to at least 1 per cent of the overall number of voters in the country. There are 2 million 373 thousand 738 voters in Samarqand Region, and 1 per cent of this number is 25 thousand. So far our party has collected more than 20 thousand signatures in support of the candidate put forward,” says the chief of the organizational-party work department of the party’s regional council, Jahongir Khojamqulov.
In the process of collecting signatures, the regional council of the party is conducting large-scale propagation events for the purpose of raising people’s political activeness and increasing the election-related awareness of citizens, especially young people voting in elections for the first time.

Fiber Glass Composite Company of Andijan region is getting prepared to commission a production line of glass fiber by the end of the current year
At present, the company daily processes two tons of raw materials and produces a wide range of finished products. Its performance promises to increase twice as soon as the enterprise enters its full capacity. Experts note that the products fully comply with international quality standards, and do not yield to their foreign counterparts in durability and cost.
Previously, the region imported fiberglass products from abroad. Having installed the imported technological equipment worth more than 1.2 billion soums (currency rates of CB RU from 06.10.2016, 1$= 3028.47 soums), we established the production of glass fiber winding for sewer pipes. It is rust and moisture resistant, has high quality and low cost. The demand for it is constantly growing. We signed agreements with more than 20 major construction organizations and enterprises, including Uzbek Metallurgical Plant and Kuvasaycement. We are currently working on expansion of the product range,” said the company head Murodjon Buronov.
It is planned to launch a new line by the end of the year in order to increase production and set exports going. To date, Uzbekistan has reached export agreements with Kazakhstan and Kyrgyzstan.

The Effect of Import Substitution
Mubarek Gas Processing Plant (GPP) is getting prepared to launch a new production of granulated sulfur within the next three months.
The plant will produce up to 80,000 tons of marketable products per year. At the same time, it will concentrate on bringing its products in conformity with international standards, as a significant part of it will be exported. The project’s total cost exceeds $9.4 million.
Many customers, primairy foreign ones, pay attention to the packaging, which should be convenient for transportation and subsequent storage. Therefore, the plant will launch a virtually fully automated process, so the finished products were packed in strong sealed bags. Among other things, this promises a serious environmental impact.
Sulfur has been turning into an extremely popular product, especially among mineral fertilizer and construction material producers. These two areas are currently boosting in Uzbekistan, while manufacturers still have to use imported raw materials, which increases the cost of the final product. However, soon they will have an alternative of granulated sulfur by the Mubarek Gas Processing Plant.
In the coming years, the company is also going to implement a major project on the construction of a new sulfur production plant from acid gas totaling more than $260 million. Specialists are finalizing the design documentation. The plant will produce 280,000 tons of sulfur per year.
To date, the company is capable of cleaning and drying 33.5 billion cubic. meters of natural gas per year, producing 186,000 tons of stable gas condensate, and 258,000 tons of liquefied gas.

XII International Uzbek Cotton and Textile Fair
Tashkent hosts XII International Uzbek Cotton and Textile Fair on 12-13 October
In accordance with the resolution of the First President of the Republic of Uzbekistan Islam Karimov from June 8, 2016, “On measures on organization and holding of the XII International Uzbek Cotton and Textile Fair”, Tashkent will host the XII International Uzbek Cotton and Textile Fair on 12-13 October, this year.
The International Cotton Association (ICA), the International Cotton Advisory Committee (ICAC), the International Agency “Cotton Outlook” and the International Textile Manufacturers Federation (ITMF) regularly cooperate with our country in the organization of this international event.
This year, the fair will be organized by the holding company “Uzpahtasanoateksport”, joint-stock company “O’zbekyengilsanoat”, the Ministry of Foreign Economic Relations, Investments and Trade of the Republic of Uzbekistan, Uzbekistan Commodity Exchange (UZEX), Uzbek Centre for Certification of Cotton Fibre “SIFAT” and other structures.
For the first time organized on the initiative of the First President of our country in 2005, the fair has evolved into an authoritative international forum in the field of cotton and textile industry.
Referring to the results of previous fairs, it can be seen that the set targets have been achieved. The fair attracted leading manufacturers in the world, contributes to the further development of market mechanisms in selling cotton fiber and realization of textile products, the strengthening of ties between the producers of Uzbekistan and foreign partners.
The main activities of the International Uzbek Cotton and Textile Fair will be held in the exhibition hall of UzExpoCentre. It is expected that in the course of conferences and meetings, the leading representatives of the world cotton and textile market will discuss issues on cotton production in Uzbekistan and abroad, extending trade and investment cooperation, and a number of cooperation agreements will be signed.
If the first fair was attended by representatives from 170 companies and enterprises of 30 countries of the world, this year bout two thousand representatives from more than 45 countries are expected to arrive.
Uzbekistan is known in the world market not only as a manufacturer of high quality industrial cotton fiber, but also as its reliable supplier. According to the holding company “Uzpahtasanoateksport”, the cotton-ginning firms are consistently modernized, and innovations are introduced in the production. The particular attention is paid to the creation of electronic reporting and monitoring system for the entire process, from the reception of cotton-fiber, its processing, and storage prior to its implementation. At the cotton-ginning factories are successfully implemented modernization projects, which allowed sharply increasing production capacity and improving fiber quality.
One of the priority directions of the reforms implemented in the industry is the development of deep processing of raw materials, and the increase in production volume with high added value. For this purpose, to the industry are attracted foreign investments, many modern enterprises are built every year. Currently, Uzbekistan has a total capacity of processing 44 per cent of cotton grown.
Today, many enterprises of light industry are united under the joint stock company “O’zbekyengilsanoat”. Manufactured modern quality clothing under the brand “Made in Uzbekistan” are exported to 45 countries. The International Uzbek Cotton and Textile Fair perform the role of an important business area. With a view to further development of the industry, for the modernization work in the years 2015-2020 are allocated 1 billion dollars.
Representatives of different countries with the developed light and textile industry, on October 12-13, will gather once again in Tashkent. The International Uzbek Cotton and Textile Fair will promote the development of market mechanisms of cotton fiber export, further strengthening the ties between manufacturers of Uzbekistan and foreign partners.

Shavkat Mirziyoyev held phone conversation with President of Tajikistan
Interim President of the Republic of Uzbekistan Shavkat Mirziyoyev held a telephone conversation with President of the Republic of Tajikistan Emomali Rakhmov on 5 October 2016.
During the conversation, the sides underlined that Uzbek and Tajik people are connected with centuries-old and time-tested relations of friendship and cooperation, which create favourable and solid foundation for further fruitful cooperation based on the principles of good neighbourliness, mutual respect and consideration of the interest of each other.
Shavkat Mirziyoyev conveyed to the President of Tajikistan a gratitude for his personal participation at the funeral ceremonies in Samarkand and his sincere words of condolences to the Uzbek people on the passing away of the First President of the Republic of Uzbekistan Islam Karimov, who stood at the origins of present Uzbek-Tajik relations.

Shavkat Mirziyoyev and Emomali Rakhmon affirmed readiness to continue open and wide dialogue and expressed their assurance that proposals and agreements, which were supported in recent Uzbek-Tajik exchanges at various levels, will allow gradual implementation of concrete tasks on further strengthening close cooperation for the benefit of the peoples of the two countries and for ensuring peace and stability in the region.

Uzbek delegation participates in the International Conference on Afghanistan
On October 5, 2016, the delegation of Uzbekistan headed by the Minister of Foreign Affairs Abdulaziz Kamilov participated in the International Conference on Afghanistan in Brussels.
Participants of the forum “Partnership for Prosperity and Peace”, which was attended by representatives of over 100 countries, including the neighboring countries, as well as heads of international organizations, discussed further assistance, including financial, to the Afghan government for political and socio-economic reforms in the years 2017-2020.

Meeting with EU High Representative for Foreign Affairs and Security Policy
On October 5, 2016, in Brussels, the delegation of the Republic of Uzbekistan headed by the Minister of Foreign Affairs Abdulaziz Kamilov held bilateral talks with the High Representative of the European Union for Foreign Affairs and Security Policy, Vice-President of the European Commission Federica Mogherini.
At the beginning of the conversation the Minister expressed gratitude on behalf of the government of Uzbekistan to the leadership of the European Union for the condolences addressed to the people of Uzbekistan on the occasion of the death of the First President I.A.Karimov.
The sides discussed topical bilateral issues, including the schedule and agenda for the upcoming meeting of the joint cooperation institutions.
The sides also exchanged views on the outcome of inter-regional meeting of “Central Asia – European Union” on October 4 and some topics of international and regional policy.
