Meeting at the Central Electoral Commission
At the Central Electoral Commission of the Republic of Uzbekistan, a meeting has taken place with experts of the Needs Assessment Mission (NAM) led by the head of the OSCE/ODIHR Election Department, Alexander Shlyk, who arrived in this country.
The chairman of the Central Electoral Commission of Uzbekistan, M.Abdusalomov, informed the experts about work being carried out by the Central Electoral Commission and district electoral commissions as part of the main events programme for the preparation and conduct of elections of President of the Republic of Uzbekistan.
Uzbekistan is holding the elections openly and transparently. All information relating to the election campaign is posted on the website of the Central Electoral Commission. The republican press centre and district electoral commissions’ press centres are working. The Central Electoral Commission’s sessions are held online.
In the opinion of experts of NAM, the Central Electoral Commission’s timely dispatch of an invitation to OSCE/ODIHR to participate in the observation of the forthcoming elections completely conforms to requirements of international electoral standards.
With the aim of ensuring guarantees of citizens’ voting rights, the Central Electoral Commission consistently improves legislative and regulatory compliance practices, taking into account recommendations from international observers, including those from OSCE/ODIHR.
The OSCE/ODIHR highly evaluated the latest changes made to the electoral legislation, particularly the decreasing of the required number of voter signatures that political parties need to collect in support of presidential candidates from 5 to 1 per cent.
Experts of the Needs Assessment Mission of OSCE/ODIHR praised online training-seminars conducted by the Central Electoral Commission for representatives of district electoral commissions, especially noting the novelty of their format as well as the importance of electoral commission members and voters themselves preparing qualitatively well for the elections.
During the meeting, there was a detailed exchange of views on issues of interest to the sides in the area of effective work organization of experts of the Needs Assessment Mission of OSCE/ODIHR for further strengthening bilateral cooperation.

Uzbek textile companies signed contracts for supply of products to the Russian Federation and other countries for more than $200 million at the recent International Fair of Products, Equipment and Technologies for Textile and Light Industry Textillegprom 2016 in Moscow.
The exhibition brought together over 90 largest textile market players from Uzbekistan. The exposition of the national stand of Uzbek enterprises occupied nearly 800 square meters, demonstrating huge capacity of this industry in Uzbekistan.
The benefits of participation of Uzbek textile manufacturers in such a significant international event are obvious. Today, Uzbekistan is turning into an attraction for all those who is somehow related to the textile industry by making consistent changes in the structure of exports from raw materials to finished products with high added value.
Domestic experts express confidence that involvement of Uzbek enterprises in the event will promote the development of new effective tools for Uzbek textile exports that meet the long-term interests of the country and foreign partners, creating a strong foundation for reliable and stable economic relations.
Such conclusions arise from the fact that representatives of many foreign companies – importers, major retail chains and retailers willingly responded to the offer to get acquainted with the national stand of Uzbekistan at the fair. It really offered much to see: the textile industry of the country was represented by a wide export range from yarn to finished garments and knitwear.
The colorful and well designed stand exhibited all areas of textile production, ranging from the production of certified high quality yarn of natural raw materials to finished cotton and silk articles.
The stand showcased samples of cotton yarn and fabrics, finished clothing, including men’s shirts, a diversity of knitted sets for children and adults, bright colored sports and recreation clothes, stylish denim articles in line with the latest fashion trends.
Home textiles were broadly presented by bed linen, kitchen accessories, bath towels and bathrobes, as well as samples of medical cotton wool and cosmetic cotton. Noble Uzbek fabrics – satin, beqasam, banoras and articles from them, which have long been exported to Europe and Asia, drew interest of the visitors. They are still relevant and popular today.
The visitors feasted their eyes with handmade silk carpets, saw a collection of traditional and modern Uzbek women’s clothing, which was artfully decorated with national ornaments embroidery, as well as souvenirs and accessories.
The Uzbek side organized a colorful show as a demonstration of the new collection of clothes of the domestic design center Shark Liboslari. National dress fully reflected the unique and rich history of Uzbekistan, a variety of shapes, cuts, colors, materials, accessories and parts that serve as an inexhaustible source of inspiration for many designers.
Representatives of foreign business circles could see a variety of traditional fabrics of Tashkent and Fergana regions with their own eyes, cuts of national clothes and abundance of jewelry of Khorezm, Bukhara gold embroidery art, the architectural heritage of Samarkand, unique oriental flavor ornaments and various embroidery techniques of Kashkadarya, Surkhandarya and Karakalpakstan.
Last year, Uzbek companies export performance exceeded $1 billion. They shipped products to over 50 countries.

The fair, included into the list of the most significant events of the International cotton advisory committee, is one the prestigious forums, determining the policy of cotton market in a world scale.
Traditionally held at the initiative of the First President Islam Karimov since 2005, the fair is organized by the Uzpakhtasanoat holding company, Uzbekyengilsanoat JSC, Ministry of foreign economic relations, investments and trade, Ministry of agriculture and water management of the Republic of Uzbekistan, Commodities exchange and Sifat centre.
A regular cooperation with the International cotton association, International cotton advisory committee, Cotton outlook international news agency and International textile manufacturers federation.
The deman for Uzbek cotton has been raising at external markets. The annual increase of the number of participants demonstrate the trend. . If in 2005, the fair was attended by 170 representatives of industrial and trading companies of some 30 countries, in 2010 over 300 representatives from more 34 countries attended the fair. This year’s fair hosts representatives from over 40 countries.
Chairman of the board of the Uzpakhtasanoat holding company, chairman of the Uzbekyengilsanoat JSC I.Khaydarov and others underlined that Uzbekistan is one of the leading countries in the world cotton market, being 6th largest producer of cotton, 5th biggest exporter. As the competition in world markets is strengthening, it is necessary to increase competitiveness of the Uzbek cotton as well.
Chief editor of the Cotton Outlook agency R.Butler particularly noted that, Uzbek cotton fiber fully meets international standards. Andrey Gitchuns, a managing director of the International cotton advisory committee, uniting 42 countries, underscored that thanks to the steadily implemented reforms Uzbeistan has become one of the main players in the world cotton market.
The fair participants had a chance to be informed about the strategy of further development of Uzbekistan’s cotton industry, providing for the creation of new promising varieties, modernization of agro-technical measures, and all the processes associated with the production – from growing to harvesting, storage and transportation of cotton fiber.
Main events of the fair are held at the special pavilion of Uzexpocentre, where participants can get acquainted with samples of 650 products of cotton plants in our country.
This year, unlike previous years, in the framework of the fair, it is scheduled to conduct three breakout sessions on such topics as “Development of the cotton industry and increasing the competitiveness of Uzbek cotton fiber on the world market”, “Improving the competitiveness of the textile industry is an important factor in increasing export opportunities”, “Scientific and technological innovations in the cotton and textile industries”.
During the two-day forum and round tables, the participants of the event, along with the discussion of the current state and prospects of the world market of cotton fiber, have an opportunity to get acquainted with the conditions available for attracting foreign investments to the textile industry of Uzbekistan, to participate in exchange trades, as well as to conclude direct trade agreements for the purchase and sale of high-quality Uzbek cotton fiber and competitive textile products.
At the exhibition halls of “Uzexpocenter”, the representatives of foreign commercial and industrial companies, specialists and international experts will be able to see samples of cotton fiber, use the services of the service center, hold preliminaries and conclude contracts and agreements.

REGIONS: Fergana region
Over 1,300 new businesses were established in the Fergana region in the first half of 2016. Commercial banks allocated 574.1 billion soums of loans to support their activities
(currency rates of CB RU from 13.10.2016, 1$= 3046.85 soums) There is a great merit of ‘single window’ public service centers that have been opened on January 1. They address the issues of state registration of entrepreneurs, their right to land, connection to engineering and communication networks, placement of outdoor advertising, re-legalization of dwelling into non-residential premises, and others. To date, they have rendered more than 3,000 services.
The Uzbekistan district of Fergana region takes the lead in this context with more than 2,000 business entities today. It is planned to implement 241 promising projects this year under the regional program of socio-economic development.
“Entrepreneurs are satisfied with the services. Since the beginning of the current year, the Single Portal of Interactive State Services has provided services to 137 businesses. There is also free advice on interaction with state agencies and different organizations, the procedure and timing of the services they provide,” says Director of the Public Service Center under the Uzbekistan District Administration Marufjon Jurayev.
The establishment of production of gypsum and lime at ‘Yaypan Qurilish Bunyodkor’ company, and brick production at ‘Ilyoskhon Shohistahon’, and car paint – at ‘Yaypan Ta’mir Service rank among recent examples of effective use of opportunities by small businesses, and creation of new industries through the introduction of modern technologies.
The number of exporting companies has also been growing in the region over the recent years. The bulk of exports accounts for agricultural products. For example, one of the leaders ‘Zafar Eldor Kelajagi’ exported agricultural products for $227,700 in the early half of 2016.
