DECEMBER 4 – THE ELECTIONS OF PRESIDENT OF THE REPUBLIC OF UZBEKISTAN

Narimon Umarov’s meeting with voters of Navoiy Region

The candidate for President of the Republic of Uzbekistan from the Adolat Social Democratic Party of Uzbekistan, Narimon Umarov, met voters of Navoiy Region on 8 November.

The meeting, which took place in the format of video conference, was opened by the acting chairman of the regional council of the Adolat Social Democratic Party of Uzbekistan, R.Hayitov.

S.Mansurova, the authorised representative of the candidate for President, familiarized those gathered with his biography.

Candidate for President of the Republic of Uzbekistan Narimon Umarov made a speech expounding the main points of his electoral programme.

He noted that in the years of independence, large-scale reforms were implemented and creative work was carried out in Navoiy Region as in all the other regions of the country. As a result, industrial production’s share in the region’s economy is increasing, its towns and villages are being modernized, and its population’s living standards are rising.

The candidate’s electoral programme was drawn up on the basis of programme goals and ideas of the Adolat Social Democratic Party of Uzbekistan. It specifies such priority tasks as further improving of the norm-setting regulatory basis for innovative work, establishing a single authorised body of innovations, innovative infrastructure and an innovation foundation.

The programme says it is necessary to work out a programme for the comprehensive development of the ecological sphere, precise mechanisms directed towards ensuring environmental protection by increasing the numbers and types of tree plantation, creating green belts in the environs of towns and areas adjacent to industrial enterprises. This is especially of significance to ensuring air purity and protecting the health of people in the town of Navoiy.

The head teacher of general education school No 4 in Karmana District and a member of the Senate of Oliy Majlis (parliament) of the Republic of Uzbekistan, G.Sattorova; the director of the Navioy ore-extraction vocational college, Sh.Norov; a lawyer of the Spark-Advokatus law firm in the town of Navoiy, Sh.Fozilova; the director of the Navoiy regional branch of the republican scientific centre of emergency medical aid, Yu.Malikov; and others expressed their opinions on the electoral programme of the candidate. They called on voters to take an active part in the forthcoming 4 December 2016 elections of President of the Republic of Uzbekistan.

Hatamjon Ketmonov’s meeting with voters of the Republic of Qoraqalpoghiston

The candidate for President of the Republic of Uzbekistan from the Uzbekistan People’s Democratic Party, Hatamjon Ketmonov, met voters of the Republic of Qoraqalpoghiston on 8 November.

The meeting, which took place in the format of video conference, was opened by a deputy of the Legislative Chamber of Oliy Majlis (parliament) of the Republic of Uzbekistan, A.Kirgizboyev.

The authorised representative of the candidate, H.Yeshimbetov, familiarized those gathered with his biography.

Candidate for President of the Republic of Uzbekistan Hatamjon Ketmonov made a speech about his electoral programme.

He said that as a result of large-scale reforms implemented in the years of independence under the leadership of the country’s First President, the Republic of Qoraqalpoghiston turned into a region with dynamic industrial development. Specifically, the Kungrad soda plant, the Ustyurt gas chemical complex, the Khojeyli glass factory, the Kungrad carbide plant, the Nukus marble and cable plants were built and commissioned. They play an important role in the economic development of the country.

The candidate noted that his electoral programme includes such noble goals for resolving the main strategic task that is Uzbekistan’s joining the ranks of developed democratic states and taking up a worthy place in the world community, as adherence to national interests, the keeping and strengthening of the country’s independence, the ensuring of the Motherland’s prosperity, peace and the people’s wellbeing, civil and interethnic accord and social stability.

Special attention is paid in the programme to such important issues as expanding the network of rural medical stations, tightening systemic control over the implementation of legislative acts regulating the provision of qualified medical aid on a preferential basis and for free, tightening state and public monitoring over the work of pharmaceutical enterprises and pharmacies as well as over prices for medicines and limiting the advertising of medicines.

The head of the faction of the Uzbekistan People’s Democratic Party in the Jokarghi Kenes of the Republic of Qoraqalpoghiston and director of the Nukus branch of the Tashkent state agrarian university, Ye.Tureniyazov; the chief editor of the Qoraqalpoghiston Ovozi newspaper, Sh.Ayapov; the head teacher of general education school No 70 in Khojeyli District, A.Orinboyeva; a master’s degree student of the Berdaq Qoraqalpogh state university, G.Seytnazarova; and others expressed their opinions on the electoral programme of the candidate. They said that the process of preparation for the elections completely conformed to the national legislation and universally-accepted international norms. They called on voters to take an active part in the forthcoming 4 December 2016 elections of President of the Republic of Uzbekistan.

Shavkat Mirziyoyev’s meeting with voters of Samarqand Region

The candidate for President of the Republic of Uzbekistan from the movement of entrepreneurs and businessmen – the Uzbekistan Liberal-Democratic Party (UzLiDeP), Shavkat Mirziyoyev, met voters of Samarqand Region on 8 November.

The meeting was opened by the chairman of the Samarqand Regional council of UzLiDeP, M.Holmuhamedov.

As a result of large-scale reforms implemented under the leadership of Uzbekistan’s First President Islam Karimov, Samarqand Region is developing comprehensively as are all the other regions of the country. Since the year 2010, its gross regional product rose by a factor of 1.7, and this dynamic pace of development is consistently maintained. In 2011 industrial production accounted for 18 per cent of the region’s economy, whereas this indicator for the year 2016 is expected to be 23.8 per cent. Over the past five years, more than 100 new joint ventures and foreign enterprises came into existence in the region, and their number reached 259. These enterprises are producing 2.5 trillion soms worth of products a year.

Candidate for President of the Republic of Uzbekistan Shavkat Mirziyoyev made a speech setting out the main points of his electoral programme.

The programme specifies such priority tasks as improving the system of state and public administration, ensuring the supremacy of law and further reforming the judicial-legal system, extending economic reforms, strengthening macro-economic stability, maintaining dynamic growth rates, developing the social sphere, further strengthening peace and accord in the country. Special attention is paid to such important issues as raising the effectiveness of the executive branch of power, strengthening the mechanisms of public control, ensuring the independence of the judicial branch of power and the justice system, economic modernization and diversification, the development of private ownership and entrepreneurship, expanding areas under fodder crops and export-oriented agricultural produce, providing employment and raising the people’s living standards and quality of life.

The meeting was held in the format of video conference. Voters who gathered in the city of Samarqand and all the district centres expressed their opinions on the electoral programme of the candidate.

The chairman of the council of the Samarqand Regional department of the Nuroniy foundation, H.Normurodov; poetess H.Bobomurodova; labour veteran A.Hoshimov; a teacher of general education school No 6 in Payariq District, A.Shulga; the chairman of the Payshanba small town in Kattaqorghon District, K.Ahmedov; the head teacher of general education school No 7 in Ishtikhon District, Sh.Umrov; and others have said that the implementation of tasks specified in the programme will serve for the further development of the country. It was emphasized that the preparation for the elections of President of Uzbekistan completely conformed to the national legislation and international democratic principles. These people called on voters to take an active part in the forthcoming 4 December elections of President of the Republic of Uzbekistan.

International fruit and vegetable fair kicks off in Tashkent

International fruit and vegetable fair kicks off at UzExpoCentre The fair, organized in line with the resolution of the First President of our country Islam Karimov on measures to organize and conduct annual International fruit and vegetable fair by Uzbekoziqovqatholding, Uzvinosanoat-holding, Uzbekoziqovqatzahira holding companies, Uzagroexport foreign trade company and Xalqaro meva-savzavot yarmarkasi direksiyasi LLC, is attended by domestic companies, specialized in growing, processing and export of fruit and vegetable products.

The forum is also attended by representatives of processing companies, trade organizations, chambers of commerce, relevant ministries and agencies, logistical companies from over 30 countries such as the US, the UK, Italy, France, the UAE, South Korea, Japan, Malaysia, India, Russia, Latvia, Azerbaijan, Turkmenistan, Iran, Afghanistan, Kazakhstan and others.

The resolution of the First President of our country “On organizational measures on reforming horticulture and viniculture spheres” on 11 January 2006 opened new opportunities to introduce market relations in agriculture and further development of farmers’ movement. As a result, intensive technologies are widely used in practice, a high-quality and abundant harvest is grown.

Before independence, the needs of our country in grain, potatoes, meat, milk and other basic food products were met by imports. As a result of the paid attention to this sphere, currently the domestic demand of population is fully met by products, grown in our country.

As international experts acknowledge, our variety of fruits and vegetables, grapes and melons are in great demand in the world market thanks to their unique taste, and most importantly – useful nutritional properties. The fruits and vegetables, grown in the fertile Uzbek land, are highly competitive. Uzbekistan is among the top ten countries in terms of exports of apricots, plums, grapes, nuts and many other agricultural products.

The International fruit and vegetable fair, held in Tashkent on 12-15 July 2015, clearly demonstrate this. According to Uzbekoziqovqatholding holding company, 270 contracts for the export of fruit and vegetables for over $ 2 billion have been signed following the fair. Vegetables account for 27 percent of exported products, the grapes – 25 per cent, fruits – 20 per cent, dried and processed products- 17.6 percent, beans – 8.4 per cent, melons- 2 percent.

The international forum presented modern trends in food industry and agriculture, fresh and dried fruits, citrus, vegetables, herbs, melons, beans and nuts, spices, beverages, packaging and packaging technologies, transport and logistics.

As part of the fair a “round table” discussions with fruit and vegetable exporters and their partners, the fair participants visited intensive gardens, enterprises, processing fruits and vegetables and refrigerated facilities.

New level of development of the productive forces

Productive forces are the combination of the mean of production with human labour power aimed at creating material wealth and other values. They are treated also as the individual (human) and material factors interrelated and interacting in creative process. They characterize “image”, aspect of one or another economic system, determine power of the state. Therefore the level of development of productive forces is considered to be the most important estimative criterion of economy development level and an indicator of social progress.

The classical theory of economics considers productive forces in combination with the relations of production formed between people in a process of production, exchange, distribution and consumption of material wealth. According to this theory, definite relations of production acting as social and economic form of motion correspond to each stage of development of productive forces. As relations of production are associated with using by people of material factors and results of production, they can be considered also as the property relations. The role of relations of production is that representing a public form of development of productive forces, they create a certain framework, incentives or anti-incentives for this development. The latter, certainly, is undesirable from the point of view of both nationwide and local economy.

Compliance of productive forces with relations of production is an important condition for maintenance of public orderliness and economic stability. In the 60s of  the last century when the USSR functioned, and Uzbekistan, as well as other federal republics, was its  integral part, there began to appear symptoms of increasing serious economic contradictions,  inability of   existing then economic management mechanism to resolve them.  Rates of economic growth decreased, it was obvious shortage of material resource and investments, economic levers and incentives were inactive, lagging behind western countries not only in technical development of production, but also in quality of life of population became evident. It was especially obviously at the regional level.  So, according to estimates, in 1990 in Russia and Ukraine  only some 30,0% of the population enjoyed total income below the  subsistence minimum, while in Uzbekistan this value made about 70,0%. Not only use, but also placement of the available productive forces left much to be desired. Many entities located in the territory of the republic were under direct supervision of the Union. They mostly worked not to reproduce goods for the domestic market, but for export. The stupendous natural and production potential of the republic was being utilized, and the income was accumulated far beyond its borders. The decisions made in a centralized order often were far from interests of Uzbekistan.

Transition of productive forces from earlier existing to a high, better condition is reached, as a rule, by raising scientific and technical level of all social production. At the same time it is not just about implementation in production of one or another innovation, but about their “replication”, saturating with innovations all branches of economy, first of all basic those. For this purpose, as practice shows, firstly, the investments, secondly, well-thought-out and purposeful industrial policy and, thirdly, a flexible and effective management system are required. Certainly, the competent experts able and capable to perform all this comprehensively, quickly and effectively are important. Today Uzbekistan possesses all mentioned components for successful development not only of productive forces, but also whole economy. The country leaders from the very first days of transition to a way of independence and sovereignty targeted liquidation of the disproportions occurred in development and placement of productive forces as a result of so-called “allied specialization”. A lot of efforts have been made to reach reorganization of industrial and territorial structure of economy, to depart from its former raw material orientation, to achieve real political and economic independence.

Since the acquisition of state independence age-old isolation of Uzbekistan from the outside world was liquidated, it became the equal subject of international law, the member of the UN, successfully cooperates with many international financial and economic institutes and organizations. Our domestic model of economic development is recognized by whole world community, and for some countries which chose as Uzbekistan, a way of independence with socially oriented market economy, it became even a peculiar practical manual for achieving dynamic development of economy and improving life quality.

Basic change in policy of productive forces use is the important reached milestone. Today it is directed to  place them correctly and achieve on this basis  equalization of level of an economic and industrial development of regions on the one hand, and releasing the capital from the excessive industrial load which developed in Soviet period on another  hand. Based on this policy in the republic there are created and successfully operated free industrial zones “Navoiy” and “Jizzakh”, and also special industrial zone “Angren” where the working companies use the whole range of privileges and preferences. According to the available data, more than 4,5 thousand entities with foreign equity participation which actively work not only at the internal, but also foreign market, carry out activity in the country today, create workplaces, hold social events, fulfill in accordance with the established order their tax and other payment liabilities.

New approach to development and placement of productive forces was most clearly manifested in change of image and economy of our village where about 60,0% of the population of Uzbekistan in the early nineties lived. It could become a basis of high rates of economic progress of the republic, however during 70 years of a former Soviet system didn’t manage to escape from cotton “vice”. In 1992 the First President of the country Islam Karimov, announcing the main priorities of economic development, noted: “Today it is necessary to return a due priority to the village. To revive agricultural industry, give hope to the rural toiler. If farmer is prosperous, there will be rich also whole republic”. This vital requirement has now been almost completely realized. Now living conditions in the village differ in nothing from conditions of city life: almost each family possesses not only cars, sometimes two those, TV set, refrigerator, but also phone, Internet and other modern household appliances. Productive forces created during the independence years on a new basis and the new principles of placement serve in full  today to dynamic development of  domestic economy and improvement of people welfare. Over the past 10-15 years, the rates of economic growth have never dropped below 8,0% .For the last 10-15 years rates of economic growth were never lower than 8,0%, and in some years they even were higher.

Results of the current half-year in which the surplus of the gross domestic product (GDP) made 7,8%,  industrial output has increased by  6,7%, and construction works scope has increased by 17,5, testify to this statement  in addition to already noted. At the same time the share of industrial production in economy increased up to 34,0%. In the first half of the year it was reached the growth of   the mastered investments  volumes by 11,8%, including foreign investments and credits – by 17,2%, 43 manufacturing facilities with a total cost of about  2,0 billion dollars have been put into operation, production of the localized domestic goods increased 1,5 times. Exporting activity has improved significantly and continues to improve. The share of finished goods in structure of export have reached more than 70,0%. Since the beginning of the current year about 600 entities which earlier didn’t have entry  to foreign markets  have been involved in export activity  export of 208 new types of products have been mastered. In a word, economy including productive forces of Uzbekistan isn’t what it was a century ago. For years of independence the economy of the republic increased almost 6 times, amount of consumer goods per capita increased 7 times, real incomes increased more than 12 times. It has increased considerably life expectancy of people,   maternal and child mortality has reduced, it has improved in the country investment and business climate.  New opportunities for development of productive forces are created by the Decree of the Interim President of the Republic of Uzbekistan Shavkat Mirziyoev “On additional measures to ensure the accelerated development of entrepreneurial activity, comprehensive protection of private property and substantial improvement of business climate” of October 5 of the current year.

As foreign analysts note, for years of independence Uzbekistan managed to depart from one-sided agrarian structure, to diversify and create new industries and factories, to reach serious breakthrough in the international relations, to subordinate the productive forces to interests of economic and national prosperity. It is thought that a fair and correct assessment is given to achievements of the country which not only pleases and creates confidence in tomorrow, but also keeps high image of Uzbekistan.
