Uzbek-Latvian intergovernmental commission meets in Tashkent
A regular session of the Uzbek-Latvian intergovernmental commission on economic, industrial and scientific-technical cooperation was held at the International Business Centre in Tashkent on 12 November 2015.
Representatives of ministries and agencies, companies of two states, responsible for foreign economic relations, trade, industry, transport, investments, environmental protection, science and education, agriculture and water management, food industry, healthcare, tourism, information technologies, railways, airways, logistics, construction and others participated in the event.
Minister of foreign economic relations, investments and trade of the Republic of Uzbekistan, co-chairman of the commission Elyor Ganiev underlined that cooperation between Uzbekistan and Latvia has been developing in all spheres, in particular, in trade-economic, industrial and scientific-technological spheres. The agreements, reached during the meeting of the heads of state of the two countries, serve as an important legal basis. The state visit of President of the Republic of Uzbekistan Islam Karimov to Latvia in October 2013, the official visit of President of the Republic of Latvia Andris Berzinsh to our country in May 2014 contributed to improving dynamically developing ties to qualitatively new levels.
Trade turnover between Uzbekistan and Latvia made up US$245.7 million in 2014 and about US$135 million in nine months of 2015.
There are 32 enterprises with Latvian capital in Uzbekistan, which work in such spheres as furniture, oil processing, textile, production of confectionary products, processing agriculture goods, services, transport, etc. Sixteen Latvian companies have their representative offices in Uzbekistan.
At the event, the sides considered issues of bilateral cooperation, including current state and perspectives of trade-economic relations, further expanding of legal base, developing cooperation in investments, transport, communication, tourism, etc.
Uzbekistan and Latvia expressed mutual interest in increasing the volume of trade turnover, expanding wide-scale trade-economic, investment and scientific-technical partnership.
The Latvian side received information on economic policy of Uzbekistan, created conditions for foreign investors, opportunities at free industrial zones Navoi, Jizzakh and Angren.
On the same day, business circles of two states participated in the business forum. The businesses of Uzbekistan and Latvia discussed issues of economic and investment potential of two states and expanding use of existing opportunities.
The participants exchanged views on further development of cooperation in the field of science and technology, import and export, cargo transportation, food industry, attracting Latvian companies to the privatization process in Uzbekistan.

Legislative chamber approves State budget for 2016
The Legislative chamber of the Oliy Majlis of the Republic of Uzbekistan held its regular session.
MPs considered the draft State budget of Uzbekistan and budgets of state targeted funds, as well as major directions of tax and budget policy for 2016. On this issue, the report was made by first Deputy Prime Minister of the Republic of Uzbekistan — Minister of Finance Rustam Azimov and the Chairman of the Committee of the Legislative chamber on budget and economic reforms A.Shadmanov.
It was noted that the main directions of fiscal policy and main macroeconomic indicators for next year provide GDP growth at 7.8%, industrial production – 8.2%, agricultural products – by 6.1%, investments – by 9.6%.
The draft Budget proposes reduction of the single tax payment for microfirms and small enterprises in the services sector from 6% to 5%, which will allow leaving up to 58.4 billion soums at the disposal of these businesses (currency rates of CB RU from 13.11.2015 1$= 2706.59 soums).
In addition, the draft State budget for 2016 envisages raising the expenditure on the maintenance of cultural institutions and sports events by 1.2 times. In order to ensure careful preservation and development of historical-architectural, social, cultural and tourist potential of the Republic, its further mass propaganda, to finance the programme of work on conservation and restoration of objects of the cultural and archaeological heritage of the country, it is proposed to allocate from the State budget 22 billion soums. These funds will contribute to the careful preservation of the historical, cultural and intellectual heritage of the nation.
At that, it is planned to raise funds allocated for social sphere and social support of the population to 59.2% of the total expenditures of the State budget.
In addition, the expenditure to support low-income families and social benefits to families with children will reach the size exceeding 2.1 trillion soums.
According to deputies, the country’s economy should be based on the latest achievements of science and technology, effective management of economic processes and the system of public education. In this regard, raising the expenditure in science by 1.36 times is important in continuing the research and development work in the framework of the State scientific-technical programs.
The legislative chamber of the Oliy Majlis, taking into account the views expressed during the discussion approved the State budget of Uzbekistan and budgets of state targeted funds, as well as major directions of tax and budget policy for 2016 and adopted a corresponding resolution.

Deputies examine draft law “On electronic government”
The Legislative chamber of Oliy Majlis of Uzbekistan held a regular session.
Members of the lower house of Parliament began their work with the examination of the draft law “On electronic government” of the Republic of Uzbekistan in the first reading.
The deputies, having considered the draft law, noted that its adoption will promote to a clear definition of the basic directions of implementation of the system “Electronic government”, the increased use of information technologies in activity of state bodies in the interaction with citizens, organizations, enhancing efficiency, transparency and openness of activity of bodies of public administration.
– Adoption of the law will create conditions for the realization and implementation of the most popular among the population and business entities e-government services, integration of complexes of information systems and databases of e-government to provide quality public services and the full transition to the unified interdepartmental electronic interaction of state bodies, – said a member of the Committee on information and communication technologies Erkin Halbutaev. – The law aims at establishing an open, constructive environment between public authorities and citizens, partnerships, effective relationships between them through the use of the potential of modern information and communication technologies.
– It should be noted that the bill in preparation has been widely discussed among experts, a number of activities with the participation of national and foreign experts has been conducted, – said a member of the Committee on information and communication technologies Shuhrat Sharafutdinov. – It takes into account the conceptual aspects of international law and best practices of the U.S., Germany, Austria, the Republic of Korea that achieved significant results in the promotion of e-government systems.
