Prescription from Bad Roads
534 kilometers of roads were built and repaired in Uzbekistan last year. Another 300 km were overhauled. All the funds disbursed totaled over 400 billion soums (currency rates of CB RU from 03.02.2015 1$= 2442.13 soums).
No country in the world can go without a developed network of roads. They deem a kind of circulatory system of the real economy. Today, 85-90% of freight turnover in Uzbekistan accounts for road transport. Therefore, construction and reconstruction of highways in line with international standards has been in focus.
O’zavtoyo’l Company designed a special program to enhance its performance and strengthen the logistical capacity of its enterprises last year. Under the document, the company adopted an action plan for purchase and repairs of equipment, upgrade of its enterprises, construction of asphalt and cement factories and quarries. During 2014, the company purchased 536 items and repaired 1,453 items of construction equipment. This year O’zavtoyo’l is planning to purchase 1,160 items of special road-building equipment, and 5,815 items by the end of 2020.
To date, the company’s enterprises are capable of producing two million tons of asphalt, 115,000 cubic meters of cement-concrete, and 1.8 million cubic meters of non-metal products. The launched upgrade of ten companies totaling more than 20.7 billion soums is expected to increase the production capacity of existing plants.
The cooperation with the World Bank on the overhaul of public roads of local importance is anticipated to turn into the biggest initiative in the near future. The first phase of the project envisages allocation of loan funds for the overhaul of public roads of local importance in Tashkent region on 158 km of 20 road sections. On the second stage, the funds will be invested in the overhaul of public roads of local importance in Andijan, Namangan and Ferghana regions.

The process of collecting voters’ signatures continues
The country has consistently made preparations for the upcoming elections on the basis of the requirements of the electoral law and the main activities of the Programme for the preparation and holding of elections of the President of the Republic of Uzbekistan, approved by the Central Election Commission.
It is known that in the country all political parties in accordance with the electoral law, as well as on the basis of the submitted documents received approval to participate in the presidential election.
Currently, the process of collecting signatures in support of the nominee for President of Uzbekistan by the Movement of Entrepreneurs and Businessmen – Liberal Democratic Party of Uzbekistan, the People’s Democratic Party of Uzbekistan, the Democratic Party of Uzbekistan “Milly Tiklanish”, the Social Democratic Party of Uzbekistan “Adolat” .
As representatives of UzLiDeP note, currently at each territorial party organization formed working groups that are responsible for the collection of signatures.
People’s Democratic Party activists pay special attention to ensure that the petitions were submitted in a timely manner and filled in accordance with the law and with the process of collecting signatures covered all administrative-territorial units of the republic.
And representatives of the Democratic Party “Milly Tiklanish” note that when collecting signatures of voters they are explained all the legal requirements for completing the subscription lists, in particular voluntary participation in this process.
As the members and activists of the party “Adolat” underline, the collection of signatures in support of the nominated party candidate for President of the Republic of Uzbekistan is an important stage of the election campaign.
Signature sheets submitted to the CEC by a political party shall contain the signatures of at least five per cent of the total number of voters of the Republic of Uzbekistan, representing not less than 8 administrative-territorial formations. Wherein in one of the administrative-territorial entity, that is, in the Republic of Karakalpakstan, each area of the city of Tashkent or political party can not collect more than eight percent of the signatures of their total number.
Voters have the right to sign once in support of only one candidate. In this case, the voter indicates his surname, first name, date of birth (the age of eighteen years – also the day and month of birth), place of residence, passport series and number, and the date of signing.
Subscription list shall be certified by the person collecting signatures, with your name, name, patronymic, place of residence, passport number and series, as well as the head of the district, urban structure corresponding to a political party.
Collection of signatures is performed at the place of work, service, study, residence, at campaign events.

Several projects implemented at SIZ Jizzakh
Several investments projects are implemented at the territory of special industrial zone Jizzakh, the newspaper Pravda Vostoka reported.
President of Uzbekistan Islam Karimov signed a decree for creation of new special industrial zone Jizzakh on 18 March 2013. The branch of the zone will be in Syrdarya region.
The zone was created in line with a memorandum of understanding on implementation of project on creation of Uzbek-Chinese industrial park in Uzbekistan. It was created to form favourable conditions for attracting foreign and local investments to creation of high technologic industrial capacities, production of competitive products with high added price, complex and effective use production and resource potential of Jizzakh and Syrdarya regions.
The special zone was created for 30 years with possibility of extension. The decree set tax and customs preferences for enterprises, operating in the zone. The enterprises, located in the zone, will be exempted from payment of income tax, property tax, tax for accomplishment and social infrastructure, single tax, and mandatory payments to Road Fund.
Four projects worth US$15.5 million will be implemented in Syrdarya branch of the zone. Production of mobile handsets, ceramic tiles, processing of products of husbandry and forage was launched at the zone.
Uzbekenergo implemented a project “Organization of production of solar water heating systems (collectors) at the SIZ JIzzakh. The enterprise started its work in August 2014. Currently, works on improvement of territory and certification of products are underway at the enterprise.
Uzbektelecom and several Chinese companies are implementing four projects for US$6.5 million at the SIZ Jizzakh, of which US$2.7 million are foreign direct investments.
The company in cooperation with Asia Telco Technologies Co. (Atel) will produce banking terminals and telemetry. In cooperation with Zhong Xing Telecommunication Equipment Company Limited (ZTE), it is planned to launch production of video and IP-telephony devices, while with Jiangsu Zhongtian Technology Co. Ltd (ZTT) – equipment and accessories for construction of optic-fibre networks.
Uzbektelecom and Huawei Tech. Investment Co. Ltd will launch production of stationary equipment OLT, subscriber hubs MXU, user terminals ONT, and distribution lines IFDT. It is planned that localization level will reach 20% after three years.
Buy Fitting Product of Uzbekistan and Urumqi Partnec Biotechno- logies Co. Ltd are implementing a project with the cost of US$4 million, of which US$3.5 million are foreign direct investments. The partners will be engaged in the issue of polypropylene pipes, fittings, valves and accessories (clips) for pipe installation. At first level, the localization level will be 24% and about 40% of production will be exported.
Golden auto parts of Uzbekistan and Fujian Huari Automobile Parts Co. Ltd of China will produce brake pads and linings for vehicles and rail transport. The Chinese company invests US$3 million to the project. Localization level will reach 48% in the first stage and will grow gradually.
Sell Screw Products and Xinjiang Nixan International Logistics Co. Ltd are implementing a project for US$4 million, of which US$3 million are foreign direct investments. Annually, the enterprises will produce 2,000 tonnes of wire products and 10,000 tonnes of metal shapes. The enterprise will supply its products to internal and external markets.
Jizzakh regional administration initiated a project “Organization of production of polypropylene yarn and carpet products”. The enterprise receives equipment from Europe and construction assembly works are underway at the object.
Uztroymateriali implements the project “Organization of production of glazed and decorated tiles”. Roison will implement a project on production of TV-sets, refrigerators, washing machines, air-conditioners, vacuum cleaners, electric and gas stoves.
