A festive and official occasion timed to the 23nd anniversary of the Constitution of the Republic of Uzbekistan on December 5 at the Uzbekistan Palace of International Forums gathered state and public figures, representatives of sciences, culture and arts, the public of the capital Tashkent, embassies of foreign nations and offices of international organizations accredited in our country.
The hokim (mayor) of the city of Tashkent Ravshan Usmanov opened the festive event.
Following the sounds of the state anthem of the Republic of Uzbekistan, President of the Republic of Uzbekistan Islam Karimov delivered a keynote speech in the festive meeting.
The head of our state stressed in particular that the Constitution of the Republic of Uzbekistan is the main legal guarantor of construction in our country, a sovereign democratic state, the interests, rights and freedoms, economic development and improve people’s welfare.
To celebrate this historic date, we will be more aware of the value of our great Basic Law to strengthen the independence, the dynamic development of the socio-economic sphere, improving the quality of life of the people, the growth of the international prestige of our country – in short, all the successes and achievements of our borders.
Another important aspect of the celebration of the Day of the Constitution is that in this day identifies priority areas for further development of society, reflecting the noble aspirations of our people, in accordance with what is announced name of the New Year.
On the initiative of President Islam Karimov, the year 2015 was declared as the Year of Care for the Senior Generation.
On the basis of the correspondingly elaborated National Program of the Year of Care for the Senior Generation has been improved regulatory framework aimed at improving the quality of life of older people. Carried out extensive work to improve the health of the older generation scale material and moral support, improve the quality of health and social services.
President Islam Karimov proposed to announce the coming year 2016 in our country as the Year of Healthy Mother and Child. The gathered expressed support for the proposal of the head of our state with a storm of applause.
The celebratory occasion ended with a festive gala concert with the performance of celebrities and young musicians.

President of the Republic of Uzbekistan Islam Karimov presented the high awards of the Motherland to a group of compatriots at an official ceremony December 5 at the Oqsaroy residence
In honor of the 24th anniversary of Uzbekistan’s state independence, a group of citizens were rewarded with high state awards – honorable titles, orders and medals – by Decrees of President Islam Karimov for their remarkable input into the advancement of our nation, who displayed selflessness in the name of consolidating the peace and harmony of the people, who demonstrated achievements in the socio-economic, scientific-technical and spiritual-enlightenment areas.
The official awards ceremony took place on December 6 at the Oqsaroy.
– Today, I am very delighted to see you, my dear ones, in this magnificent hall, to congratulate with the Constitution Day, to express my candid respect, to wish all of you health, peace and prosperity, new achievements, Islam Karimov said. – The main purpose of our meeting today is to congratulate you and accomplish the honorable mission for me to hand you, my dear ones, high awards of our Motherland- honorable titles, orders and medals.
It gives me a great pleasure and satisfaction to convey greetings to all those compatriots, who were rewarded similar titles, mentally hugging them, and express my deepest respect and good wishes, along with you.
Today, as the tradition goes, meeting on the eve of the Constitution Day, we talk about achieved results for the past period and successes on the way of implementing priority tasks, set by us – taking our worthy place along with the most developed democratic states of the world, increasing the level and quality of life of our nation, as well as on our new tasks, on events, that had an enormous impact on our life, President said.
Talking about the passing year, we have to note that the year 2015 has been a successful and favorable one for our people, we have achieved colossal achievements and results in prosperity of our Motherland, further deepening and increasing efficiency of reforms.
Manufacturing, construction and transportation, agriculture, small business and entrepreneurship, science, education, social spheres, in a word, in every area we can see high growth rates.
Taking into account, that in agricultural sphere, we have harvested around 7 million 500 thousand tons of grain, 3 million 350 thousand tons of cotton, and have adequately finished the season, as well as reached high indicators in sericulture, animal husbandry, horticulture and other spheres, we have all reasons to get satisfied with carried out works, the head of state said.
In confirmation of this, we are delighted with dynamic growth of our economy with sustainable rates. Our country is among the handful of countries, ensuring annual GDP growth rates of over 8 per cent for the last 11 years and it would be no mistake to say that this is sufficiently rare in world practice.
Commissioning this year of large high-tech enterprises, to become the locomotives of our economy, has a particular role in advancement of our country. Construction of the Ustyurt gas-chemical complex worth 4 billion US dollars on the base of Surgil field, establishing manufacture of heavy trucks and buses of world-known MAN brand in cooperation with Germany and of Isuzu buses in cooperation with Japan at the Samarkand automobile plant, Orlando and Damas cars in Khorezm has been a grandiose step in this direction, President said.
Construction of high-speed electric railway from Tashkent to Karshi, next year to Bukhara- a list of such creative works can be continued, and, undoubtedly, all of this will support further increase the standards and quality of life of our people, creating comfortable conditions, improving the authority and prestige of our nation in an international arena.
We may speak about the changing appearances of our cities and villages, abundance and affordable prices at the markets, consistent increase of salaries, the sense of satisfaction in our people from their life, their increasing confidence in the future.
Thanks to honorable service of our courageous and selfless military, employees of the law enforcement agencies, who safeguard our peaceful and harmonious life and the clear sky above us as the apple of the eye, and reliably protect inviolability of the border of our Motherland, peace and stability is ensured in our country and this is our biggest, invaluable wealth, Islam Karimov underlined.
Changing consciousness and the way of thinking, worldview of our people, strengthening sense of ownership, belonging to processes, happening around them, civil and political participation, sense of patriotism, strengthening life position “This country, this land is mine, its future depends on my work, on my contribution” is an important factor in achieved successes and milestones.
In this sense, formation of our young generation as a decisive force of transformations – self-motivated, independent-minded young people, free of old attitudes and stereotypes, having mastered modern knowledge and popular professions, willing and able to face all competitions on an equal footing with their foreign peers, is no doubt, are the guarantee of our future, a free democratic society and the prosperity of our country.
President of our country, drawing attention to the international situation, noted that the current extremely turbulent and troubled times, growing confrontations, conflicts and bloodshed in different regions of the world, the ongoing global economic crisis cause great concern and anxiety in us.
In this difficult situation we are all deeply aware that we should not allow such misfortunes to the threshold of our homeland, giving thanks to God for our current peaceful and quiet life, safeguard our clear sky as the apple of the eye, but stay well aware of the need to be vigilant and attentive.
In this regard, I wish to draw your attention to a very important issue, to the truth that has found its confirmation in our history and today’s life, Islam Karimov said.
If asked about what has protected our people throughtout our ancient history, has given them the strength to decentlu overcome hardships, I am convinced that the answer is one. In other words, whatever difficulties had to be experienced by our people, they have always united, have fought shoulder to shoulder against all troubles and misfortunes, have never given up, have been unmoved, has shown courage and bravery, determination and perseverance, inherent in our people, have been ready to die for native land.
However, along the way, our people have always been a pillar of such unique qualities as mercy and kindness, mutual assistance and harmony, generosity and humanism. It is easy to lead to many examples from history.
These qualities, that distinguish us from others, have always been in support to our people, and today, no matter what challenges stand in front of us, they give us strength for courageous overcoming, building just state and society, not inferior to anyone on any matter, strengthen confidence in the future.
Serving such a nation, mobilizing all forces, utilizing existing capacity and capability, truly, is the greatest happiness, the head of our state said.

Uzbekengilsanoat Launches Three Companies worth More than $10 million
Uzbekengilsanoat Joint Stock Company completes the implementation of several investment projects, which will be held in the framework of the launch of new textile enterprises worth more than $10 million.
According to the specialists of Uzbekengilsanoat JSC, a stable source of raw materials, high quality of cotton fiber, reasonable prices for resources, highly skilled workforce make the sector attractive for investment.
A systematic reorientation of domestic exports of raw materials for production of finished products with high added value requires the creation of new modern textile complexes with a complete production cycle.
Due to the implementation of three investment projects with total estimated value of more than $10 million, Uzbekengilsanoat expects to receive an additional 3.5 thousand tons of cotton yarn and 4.5 million of finished products per year, providing jobs for more than 600 people.
In particular, Tashkent Region is completing the implementation of the investment project based on Maxim Gold. It produces 3.5 thousand tons of cotton yarn per year. The cost of the investment project is $7 million.
The implementation of another investment project worth $ 2.44 million is being completed in the Andijan Region. Based on parts of the bankrupt enterprise ‘Beaubourg’, production of 1 million pieces of knitwear is organized. Investors was foreign company ‘Lemon International’ (Hong Kong).
Production of 3.5 million pieces of finished products per year is conducted in Jizzakh Region based on the Dustlik tractor fleet. The cost of this investment project is $600 thousand., owned by the BF Textile joint venture, operating in our country.

Number of domains in “UZ” zone surpasses 25000
According to the statistics of the Administration of the domain “UZ”, the number of domains in the zone “UZ” surpassed 25000 on 4 December 2015.
On 5 October, the number of domains has exceeded 24000, August 13 registered the 23000th domain, on 30 June we reported the registration of the 22000th and the 21000th was registered on April 28, 2015.
Note that at the beginning of 2015 there were 19171 active domains. Consequently, the growth of new domains during this period amounted to more than 30%, while in 2014 the growth was 11%.

Delegation of Uzbekistan participated in the OSCE Ministerial Council
A delegation of Uzbekistan participated in the 22nd session of the OSCE Ministerial Council on 3-4 December 2015, which was held in Belgrade (Serbia).
The head of the Uzbek delegation, speaking at the meeting, attracted attention of participants to important directions of the OSCE Ministerial Council.
The Uzbek delegation express concern with growing threat of radicalism, terrorism, extremism and drug trafficking, growing number of conflicts and confrontations in a rapidly changing international situation, growing geopolitical tensions and political confrontation, the ongoing global financial and economic crisis.
Instable situation in Afghanistan, which tends to further exacerbation, represents serious threat to stability and security of Central Asia and wider region, the Uzbek delegation said.
The Uzbek side recalled that single solution to Afghan problem is peaceful political talks, achieving internal consensus between the confronting parties in the financial, economic, humanitarian support from donor countries and the active participation of the United Nations.
Uzbekistan firmly convinced that the resolution of any acute contradictions and conflicts is only possible through political and peaceful means and with full respect for the fundamental principles of international law.
The Uzbek delegation underlined that currently, ecologic and climate changes remain in focus of international community, which have global and unpredictable character.
Tragedy of Aral Sea, which is on the verge of extinction in the period of life of one generation, is one of planetary ecologic catastrophe, the delegation said.
The Uzbek side noted that consequences of this tragedy resulted in dramatic climate change in Central Asia and beyond it. Aral Sea catastrophe threats to all world.
The most serious impact of the Aral Sea tragedy has had on living conditions and the gene pool of 65 million people of Central Asia. Extremely unfavorable ecological environment, reduction and lack of drinking water, the growth of serious diseases are only a small and not a complete list of the consequences of the tragedy.
The delegation of Uzbekistan said that that’s why Uzbekistan could not tolerate implementation of plans for the construction of huge dams and large hydropower plants on the inflows of the Amudarya and Syrdarya, in the basins of which are concentrated oases of livelihoods of millions of people, disrupt the natural flow of the rivers. The Uzbek side said that this will further deteriorate the situation with water supply in the lower reaches, leading to radical disruption of water and ecological balance, exacerbation of the problem of the Aral Sea. This will undermine the environmental safety of the vast region.
Uzbekistan believes that the issues of water and energy issues in Central Asia should be considered in accordance with universally recognized norms of international law, guaranteeing a rational and fair distribution of water resources, and ensuring interests of all states in the region.
The Uzbek delegation stated that formation and promotion of tolerance, mutual understanding and cultural diversity will play a key role in ensuring peace and security in regional and global levels.
For centuries Uzbekistan was one of the centers of enlightened Islam, standing out for strengthening in the minds of people such eternal values as the pursuit of goodness and peace and tolerance in interethnic and interreligious relations, mutual respect and harmony among people, regardless of skin color and beliefs.
Uzbekistan believes that the fight against terrorism should not be transformed into Islamophobia and take shape clear or hidden standoff with the Islamic world. Issues of promotion of tolerance, mutual understanding and respect between different cultures and religions, the problems of social integration should be a priority in the humanitarian “basket” of the OSCE, the Uzbek delegation noted.

In 2016, the Fund for the Development of Material and Technical Base of Higher Education Institutions is planning to build and strengthen the economic and technical capacities of 52 facilities of 14 universities, allocating 355.6 billion soums (currency rates of CB RU from 10.12.2015 1$= 2765.20 soums).
These works will become a logical continuation of implementation of the program of modernization of material-technical base of higher educational institutions and radical improvement of the quality of training for 2011-2016. Never before have the efforts taken such massive momentum to strengthen the material and technical base.
Over the past period, 105 facilities in 21 higher education institutions have been put into operation, including 55 learning units to seat 43 thousand students, 33 houses for accommodation of students for 9 thousand beds, 13 sports facilities and other infrastructure objects. Scope of works undertaken is estimated at 504.6 billion soums. This year, the efforts have continued. For these purposes it has been allocated 312.4 billion soums to allow for the operational use of 47 facilities in 15 universities.
Most of the buildings included in the program have not seen major repairs for the last 30-40 years, there are those who have ‘celebrated’ a half-century birthday. These include some academic buildings of Samarkand and Ferghana State Universities. Today, they acquire a ‘new’ face. At the same time, objects of historical value are repaired with the need to preserve their appearance. New academic buildings were erected that meet the current requirements for Bukhara Engineering Technology, Namangan Engineering and Technology, Karshi State University, the Uzbek State World Languages University and many other institutions.
Today, higher education institutions are considered as complex of structures that support the life of not only students, but also teachers. Great efforts are directed to ensure that all the necessary infrastructure – educational buildings, sports facilities, libraries, student accommodation, dining rooms are located in the same area, forming a single campus. And new trends are taken into account. In recent years, what has turned into a tradition is the practice of inviting foreign teachers to work. To create favorable conditions for them a special hotel was built. One of them was recently put into operation in the territory of the Uzbek State University of World Languages.
The Ministry of Higher and Secondary Special Education comments this state of affairs as the beginning of the path. In the future, all the 58 public universities in the country must form modern campuses with all facilities.
Thus, next year will be built two blocks of training, accommodation of students and two sports facilities. Reconstruction is expected at the 23 training units, eight students’ residential facilities, the two information-resource center and three dining rooms. Major repairs will be carried out in five training blocks, two dormitories of students, sports facilities and three Palaces of Culture. In addition, another 100 billion soums will be spent on outfitting universities with furnishings, inventory, modern information and communication and household appliances, as well as teaching and laboratory equipment.
