Uzbekistan keeps building a modern transportation system

Uzbekistan keeps building a modern transportation system, placing emphasis on enhanced safety and comfort for passengers. Deputy Head of the Uzbek Agency for Automobile and River Transport Shoalim Shovahobov told Uzbekistan Today about ongoing efforts:

In the years since independence, Uzbekistan has implemented a range of measures to reform the public transport sector, coordinate passenger transport traffic, provide timely and quality services. The work has been underway. The authorities pay attention to renovation of passenger transport stops to bring them in line with current standards.

We have scheduled to open 65 new passenger routes in Uzbekistan this year. Urban, suburban and intercity routes will be created with an eye to the people’s wishes. To date, we have  established passenger routes even in the most remote villages, and this work will be continued in subsequent years.

The right for transportation on passenger routes is obtained through public tenders, which are held by commissions under regional and city administrations, and by inter-agency commission of our agency. This ensures a tough competition in the market of transportation services through the creation of equal conditions for all participants. For example, 1,116 passenger routes were presented at 133 open tenders last year.

This year, carriers plan to purchase 450 modern buses and 500 trucks. The vehicles will be purchased from local producers.

65 new passenger routes with 524 vehicles were opened across the country last year. They are represented by 129 buses, 14 vans and 381 Damas cars. 413 Isuzu buses, manufactured at Samarkand Automobile Plant, were purchased on a leasing basis and through bank loans for carrying passengers. 587 trucks, 85 vans and 445 cars were purchased for commercial purposes.

Over the past 15 years, the number of passenger routes in the country has increased almost twice – up to 4,346, including 997 urban routes, 2,732 – suburban, and 617 long-distance routes.

A very important aspect – the fight against counterfeit carriage and enhanced control over private transportation companies – will remain in the spotlight. Last year alone, 28,500 infringements of the law on passenger traffic licensing were revealed during 4,600 inspections. Information on the facts revealed was forwarded to respective supervisory authorities for action. Over 20,000 car owners involved in illegal transportation were fined for more than 19 billion soums. Audits at private companies engaged in licensed passenger transportation were enhnaced. The results showed that 18 of them were engaged in additional non-licensed transportation. A total of 60 licenses were suspended and 7 were canceled for violations of license agreements on the decision of courts in 2015. They were owned by 48 different companies.

Uzbekistan has been rapidly moving towards building its own digital society. This process has involved not just government agencies but also real economy companies. In 2015, the volume of computer and software services for the population increased by 13.4%, and the overall IT services – by 15.4%.

Creation of speed broadband data transmission network ranks among the key directions of development of modern IT-infrastructure in Uzbekistan. It should cover the whole country. More than 1,800 km of fiber optic communication lines were built, and a new DWDM technology line Tashkent-Bukhara of 100 Gbit/s was launched last year with this purpose.

Installed as part of the further expansion of backbone networks, the new telecommunication equipment has increased the capacity in the international direction by 10 times, and capacity to each region’s center – by four times. That would further promote the development of national Internet content, online services, converged services like high-speed Internet, video telephony, IP-TV, HDTV-channels, and many other services.

Intensive introduction of digital television has been in progress. 68.8% of the population of Uzbekistan has been provided with access to digital television, and the opportunity to watch 12 digital channels.

The business community has received great opportunities as well. As many as 42,800 business entities were registered online in 2015 alone owing to the introduction of electronic forms of relationships between the government and business entities. Today, all tax and statistical reporting is submitted online.

Full transition to electronic declaration of goods and registration of export-import contracts has accelerated customs clearance and provision of other related services from three to one working day.

Development of systems of online payment of taxes, compulsory payments and utilities has been underway. The number of online transactions via the Internet increased 2.3 times last year, and the number of users has doubled.

International cooperation

Meeting with Director of Executive Committee of RATS of SCO

On February 9, 2016, the Minister of Foreign Affairs of the Republic of Uzbekistan Abdulaziz Kamilov received the Director of the Executive Committee of the Regional Anti-Terrorist Structure of the Shanghai Cooperation Organization (RATS of SCO) Yevgeniy Sysoyev.

The Minister congratulated Y.Sysoyev on the assumption of the position for three years according the decision of the Council of Heads of States of the Member States of the organization and stressed that Uzbekistan attaches great importance to the activities of the RATS as a main body of the SCO on ensuring the cooperation of the Member States against terrorism, extremism and separatism.

During the conversation the parties exchanged view on the preparation for the upcoming Tashkent Summit of the Heads of the SCO Member States and discussed the priority directions of the activity of the Executive Committee of the RATS in 2016 and perspective.

Legislative Chamber of Oliy Majlis of republic of Uzbekistan

“Block of democratic forces” discussed issues of labor protection

A meeting of the “Block of democratic forces” in the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan was held to discuss the draft law “On introducing amendments and addenda to some legislative acts of the Republic of Uzbekistan “On labor protection” submitted by the Cabinet of Ministers of the Republic of Uzbekistan. Previously, this bill has supported and adopted by deputies in the first reading.

It was noted that a number of legal acts, regulating the issues of labor protection, establishing the modern requirements in this sphere have been adopted over the past years. The purpose of the document is to bring the law into conformity with the requirements of the new adopted laws and other legal acts, increase employer liability and workers’ organizations on the implementation of labor protection requirements, defining the functions of special authorized state body and other state administration bodies for ensuring proper control of conditions and labor protection.

Speakers stressed that it is tamely to fix distinct concepts in the law of “labor protection”, in particular, clearly define terms such as “professional risk”, “audit of labor protection”. This will contribute to a more complete disclosure of the system of labor protection.

During the meeting, members of the Bloc also supported the bill rules aimed at increasing the requirements for employers, which will increase their level of responsibility. Stressed the need to review the individual provisions of the draft law.

Block of democratic forces considers expedient adopt a law “On labor protection” in the new edition. It was noted that certain rules of the Labor Code is also aimed at regulating the issues of labor protection and in order to avoid contradictions between the two legal acts, it is important to ensure their alignment by amending the labor code as well.

Following the meeting developed a position of the Bloc of democratic forces, and decided to submit the proposals to the responsible committee for further development of the bill.

The meeting was attended by experts, representatives of the Ministries of Labour and Social Protection of Population Finance, Economy, Justice, the Council of Federation of Trade Unions, civil society and journalists.

The Success of Young Boxers of Uzbekistan

Our young boxers successfully participated in the Traditional International Boxing Tournament in Kyrgyzstan.

Isroil Madrimov won gold medal in the weight category up to 75 kg. He defeated Abay Tulesh, Nursultan Janabaev, Nurjan Jakan (all from Kazakhstan) and Arslonbek Ochilov from Turkmenistan.

In the weight category up to 56 kg, Sardor Muzafarov by defeating his teammate Sherbek Rahmatullaev, Bayaman Alimbekov from Kyrgyzstan, Fahem Hammachi Algeria, Jafar Ali Abdulridha from Iraq and won the silver. In the super-heavy weight category (over 91 kg) Ulugbek Mubinov took second place.

In the weight category up to 52 kg, Jasurbek Latipov won the bronze medal.
