Every year of independence is recorded in history as a golden year of great construction work and comprehensive development in this country. The beautiful capital city of Tashkent, while maintaining its historical attractiveness, is developing consistently according to a far-sighted project of modernization and is turning into a modern megalopolis. Grand buildings, apartment houses, social facilities, roads and overpasses, beautiful gardens and parks are being created.

The Head of State inspected an overpass built at the intersection of Bunyodkor Street and Muqimiy Street in the capital city’s Chilonzor District.

The overpass is 900 metres long, 6 metres high and 24 metres wide, and it has 6 lanes. It creates many conveniences for drivers and pedestrians.

The number of motor vehicles in the country, including in its capital city, is rising. This is indicative of growing prosperity in the country and rising living standards. The purpose of large-scale reforms is also to raise the living standards of the population.

Traffic jams at the intersection of Bunyodkor and Muqimiy streets had created inconveniences for people. The newly-built overpass solves these problems and also is of special importance to traffic safety and continuity.

This overpass was built over a period of two months by builders of the Koprik Qurilish Tresti unitary enterprise belonging to the Ozbekiston Temir Yollari (Uzbekistan railways) joint-stock company. An above-ground roofed pedestrian crossing has also been built there.

Overpasses play a big role in cities. They are also significant from the viewpoint of ecology as they ease the problem of traffic congestion.

The President emphasized the new overpass’s significance and said that such construction work created more conveniences for the population.

President of the Republic of Uzbekistan Shavkat Mirziyoyev has examined a project of construction of an overpass at a place where Tashkent’s small ring road and Farghona Yoli road cross.

A great deal of construction work was carried out in the capital city under the leadership of the country’s First President. Many buildings constructed on the basis of modern city development projects make this city even more beautiful. New apartment houses, social facilities, roads and overpasses create broad conveniences for the city’s population and guests.

This noble work is being continued regularly and in a consistent manner by President Shavkat Mirziyoyev.

This large-scale work is being carried out to meet the requirements of the times and to improve the traffic situation in the city and thus create further conveniences for its population.

The overpass project of Mirobod District is one of such projects. Its part that is 30 metres wide and 346 metres long will be reconstructed, and its part that is 22 metres wide and 281 metres long will be built anew. Pavements will be built on both sides the overpass, and street lights will be installed. These will create big conveniences for drivers and pedestrians and provide for better traffic safety there.

The President said that the construction of modern roads and overpasses served to create conveniences for the population and to raise quality of life.

He gave instructions to carry out improvement work alongside the railway line under the overpass.

President of the Republic of Uzbekistan Shavkat Mirziyoyev has visited the Tashkent motor plant in Bektemir District.

A Presidential decree dated 5 October 2016 “On additional measures to ensure the rapid development of entrepreneurial activity, to comprehensively protect private ownership and to qualitatively improve the business climate” opens up new possibilities for the rapid development of entrepreneurial activities in this country.

In Tashkent city’s Yunusobod, Sergeli and Yakkasaroy districts, 3 technological parks were established. These serve to efficiently use existing buildings and capacity to increase the production of manufactured goods and to create jobs.

The overall area of the Tashkent motor plant in Bektemir district is 5 hectares, the area of its buildings and facilities is 3 hectares. In this territory which is currently not in use, there are a good possibility and infrastructure necessary for setting up production.

Under instructions from the President, these premises are being leased to enterprises and entrepreneurs on a preferential basis. Their rent rates are lower than in other places. These privileges evoke a lot of interest among entrepreneurs.

The Head of State said that in these premises it was necessary to initiate the production of goods for export.

In order to create favourable conditions for enterprises, a single-window centre, mini-banks and other services will be created there.

A presentation of socio-economic projects being implemented in Tashkent city was also conducted.

As part of the implementation of the above decree “On additional measures to ensure the rapid development of entrepreneurial activity, to comprehensively protect private ownership and to qualitatively improve the business climate”, meetings are being conducted with entrepreneurs in every district. A precise schedule has been worked out to attract low-income families to entrepreneurial activity and to find employment for graduates of vocational colleges.

If people’s incomes increase, their purchasing power will also increase, more money will come to local budgets, hokimiyats (governorates) will have more possibilities to build various social facilities, and there will be greater prosperity in our country, Shavkat Mirziyoyev said.

Right there, projects were presented for the creation of small industrial zones and parks in Tashkent city, as were projects being implemented by commercial banks for the production of medicines, sweets, building materials and furniture and for metal processing factories, medical and entertainment establishments.

President of Uzbekistan Shavkat Mirziyoyev visited the mahalla named after Uvaysiy in Yunosobod district, reviewed the favourable conditions, created here for workers of the citizen’s assembly, a prevention inspector and residents.

Mahalla citizens’ assemblies have taken a solid place in the life of our society as a genuine method of people’s self-government. They play an important role in implementing the tasks on ensuring a dialogue with people and human interests.

The state is creating necessary legal foundations and material-technical base so that the citizens’ self-governing bodies could effectively execute their functions. A new centre of the Uvaysiy mahalla is a vivid demonstration of this.

The mahalla predominantly contains multi-story residential apartment houses, where over 5400 people of different ethnicities live. New mahalla (community) centre helps people’s rapprochement, further strengthening the atmosphere of friendship, harmony, kindness and mutual understanding.

The centre has separate rooms for a chairperson, a secretary, counsellors of the citizens’ assembly and a prevention inspector. All rooms are equipped with modern ICT tools, furniture and corresponding literature. The room of the prevention inspector is equipped with a display to monitor the territory of the mahalla through a videolink.

The Head of our state underlined that a prevention inspector should closely liaise with every family in the mahalla, firmly control the situation in public places.

The instructions on providing prevention inspectors with service housing, cars on preferential loans, creating all necessary conditions for their life and effective work were given during the visit.

The centre has a library with computers, access to internet, electronic books, which helps organize meaningful recreation of the population, increasing the reading culture among the youth. Cosy chayhana, bakery, beauty salons, shops, sports and children’s playgrounds help not only ensure daily needs of residents, but also strengthen stable spiritual situation in the mahalla.

The active members of the mahalla, a prevention inspector should be knowledgeable about the state, successes and problems of each family, propagate the idea of unity and harmony. Only then people will start coming the citizens’ assembly, share their opinions, proposals, talk about the issues of concern, resolve them.

The President of Uzbekistan gave instructions on construction of such community centres in all regions, establishing a permanent dialogue with people, creating necessary conditions and opportunities for effective activity of prevention inspectors on crime prevention, ensuring tranquillity and safety of citizens, efficient work with juveniles.

The Head of our state Shavkat Mirziyoyev inspected a new bridge, which links the Yangi shahar and Bogishamol streets in Yunosobod district.

The bridge that spans across Bozsu canal, will help unload the traffic in the Tashkent circle road and the Amir Temur prospect, save time and resources of drivers and passengers.

The bridge with a length of 423 meters, height of 5,5 meters and width of 33 meters consists of eight lanes. It has been built in six months by the workers of the 67th bridge building division of the “Ko‘prik qurilish tresti” unitary enterprise under the “O‘zbekiston termir yo‘llari” JSC.

There are paved pathways 2 meters wide along the sides of the bridge for the convenience of pedestrians.

The President of our country, reviewing the works, carried out here, underscored that the new bridge will link transport arteries of Yunusobod and Mirzo Ulug‘bek districts and has an important significance for the whole metropolitan transport system. Previously, one had to travel 17-18 km to get from one district to another in a car.

Thanks to wide-scale creative works, the quality and effectiveness of metropolitan roads are cardinally increasing, the Head of state said. The new bridge, alongside increasing capacity, creates many additional conveniences for the population. Construction of such modern structures in short periods demonstrate the accelerated development of our country, a high creative potential of our people.

Uzbekistan: Local Solutions, Global Effect

Localization of production is currently among the major factors of additional stimulation of the national industry amid prolonged instability in global markets. Uzbekistan is confidently moving forward on this course, refusing from importing 100 different titles of goods, and considerably cutting 300 titles last year alone.

The Localization Program for 2017-2019 envisages the implementation of projects with a total output of $ 3.4 billion. A total of 1,146 projects on the establishment of competitive import-substituting manufactures are scheduled for three years.

960 projects with a total output of localized products at approximately 6.5 trillion soums (currency rates of CB RU from 27.03.2017, 1$= 3548.11 soums) are scheduled for 2017. A total of 122 kinds of popular products are recommended for production by domestic manufacturers. More than 400 additional localization projects with an annual output of over 900 billion soums are currently getting prepared for launch. Once launched, they will be included in the Localization Program with the appropriate benefits and preferences.

There are new criteria for extended and re-included localization projects. It is envisaged to ensure the development of at least 36% of products in the first year, at least 45% in the second and at least 50% in the third year from the moment of inclusion in the program. In turn, the share of exports in the total volume of sold products should reach at least 20% in the second and about a third in the third years of operation.

Imports in more than 100 commodity groups – mine trolleys, vacuum pumps, tower cranes, refractory and acid-resistant materials, sandwich panels, carpets, artificial turf, bottles, starch and others – have been completely discontinued over the last three years. Imports of 350 items have been cut more than twice: TVs, air conditioners, refrigerators, vacuum cleaners, lamps, car filters and radiators, steel and copper pipes, ceramic tile, linoleum, various types of fabrics, paints, children’s toys, sports equipment and other goods.

Numbers

Nearly 2,000 localization projects have been carried out in Uzbekistan over the past seven years, making import substitution effect go beyond $7.5 billion per year.

We highly value the fact that on January 10, 1992 Italy was among the first countries to recognize the independence of Uzbekistan, supported its independent development and sovereignty.

Over the past years dynamic and equal relations have been established between the two countries. We are maintaining open and constructive political dialogue, mutually beneficial cooperation in trade- economic, investment, cultural and humanitarian spheres.

I warmly recall our meeting on December 8, 2016 during the OSCE Council of Foreign Ministers in Hamburg, where we discussed the development prospects of our partnership in detail. On March 23-25, 2017, the delegation of the Ministry of Foreign Affairs of the Republic of Uzbekistan, which arrived in Delhi within the framework of the Uzbek-Indian inter-ministerial consultations, held bilateral meetings and negotiations with the Minister of State for External Affairs of the Republic of India Mobashar Jawed Akbar, the Secretary of State of the Ministry of Commerce and Industry Rita Teaotia, the President of the “India-CIS” Chamber of Commerce and Industry Rajan Madhu, the President of the Associated Chambers of Commerce and Industry of India Sandeep Jajodia, the Director General of the Federation of Indian Chambers of Commerce and Industry Ambika Sharma.

The state and prospects of the development of relations between Uzbekistan and India have been discussed in detail, with an emphasis on the implementation of specific joint projects, primarily in the economic sphere.

Senate to Convene for General Session

On March 22, a meeting of the Kengash (Council) of the Senate of the Oliy Majlis was held by the chairman of the upper house of parliament Nigmatilla Yuldoshev.

The Kengash adopted a resolution to convene the ninth plenary session of the Senate of the Oliy Majlis on March 28-29, 2017, in the city of Tashkent.

The agenda of the Senate general session includes consideration of a number of bills aimed at the gradual reform and liberalization of all spheres of socio-political and socio-economic life of the country, the implementation of the State Program for the execution of the Strategy for Actions in the Year of Dialogue with the People and of Human Interests.

Among them are the draft laws “On Amendments and Addenda to the Constitution of the Republic of Uzbekistan”, “On the Supreme Judicial Council of the Republic of Uzbekistan”, “On Amendments and Addenda to the Law of the Republic of Uzbekistan on Courts”, the Civil Procedure and Economic Procedural Codes of the Republic of Uzbekistan, “On introducing amendments and addenda to some legislative acts of the Republic of Uzbekistan in connection with the adoption of additional measures to ensure the reliable protection of citizens’ rights and freedoms” and others.

At the same time, the senators will hear reports of the Ombudsman of the Oliy Majlis, the Accounts Chamber, the Prosecutor General, the Minister of Internal Affairs, the Chairman of the Board of the Central Bank, the Chairman of the State Committee for Nature Protection.

The plenary session will also discuss other issues related to the competence of the Senate of the Oliy Majlis.

To coordinate the work of the committees and the staff of the upper house of parliament, a working group has been set up by the Kengash to prepare and hold the ninth general meeting.

Oksana Champion Again

Gymnast from Uzbekistan, Oksana Chusovitina, has won the gold medal of the World Cup in artistic gymnastics in Baku, which was attended by athletes from 23 countries.

The absolute record holder in the number of participation in the Olympics (seven) and Olympic champion in the vault, scored 14.333 points. In the finals, she overwhelmed Australia’s Emily Little (14.067 points), the runner-up, and the Slovenian athlete Teye Belak (13,750 points), who earned the bronze medal.
