About results of Presidential Elections held on 29 march 2015 

In accordance with Articles 90, 117 of the Constitution, Articles 14, 35, 36 of the Law “On Elections of the President of the Republic of Uzbekistan”, Articles 5 and 9 of the Law “On the Central Election Commission of the Republic of Uzbekistan” on the basis of protocols of district election commissions for the elections of the President of the Republic of Uzbekistan, and protocols on the results of counting of votes of precinct election commissions for the elections of the President of the Republic of Uzbekistan, formed at representations of the Republic of Uzbekistan in foreign countries, the Central Election Commission

DECIDES:

  1. To recognize the elections of the President of the Republic of Uzbekistan in order and valid in accordance with the Constitution of the Republic of Uzbekistan and the Law of the Republic of Uzbekistan “On elections of President of the Republic of Uzbekistan”.
  2. To consider Islam Abduganiyevich Karimov asthe elected President of the Republic of Uzbekistan.
  3. To publish this decision in the media.

CEC: the media provided equal conditions for presidential candidates

In accordance with the decision of the Central Election Commission of the Republic of Uzbekistan, candidates to the post of the President of Uzbekistan were created equal conditions for the use of the media in the whole period of campaigning, which lasted from February 14 to March 28, 2015. Each of them were given 900 minutes (15 hours) airtime on TV and radio channels “Uzbekistan” and “Yoshlar”, 10 pages of printed area on newspapers “Halk Suzi”, “Narodnoye Slovo” and “Pravda Vostoka”.

In addition, by decisions of the district election commissions, candidates were given 5 pages of printed area for territorial publications, and 180 minutes (3 hours) of airtime for the territorial TV and radio channels.

The Ministry for the development of information technologies and communications at the request of the Central Election Commission in the period from February 14 to March 28 conducted daily monitoring of coverage of the candidates in the media.

The results of the monitoring show that the airtime was enough for allow candidates to talk to the electorate about their political programs in detail.

The presidential candidates of the Republic of Uzbekistan, as well as their trustees, effectively used these opportunities within 6 weeks of campaigning. Speeches of candidates in the media were aimed at conveying to the voters, the general public about their election programs, their reflected positions on the socio-economic and socio-political development of the country.

The media provided equal conditions for the candidates on using free airtime. During the election campaign, the media adhered to the principles of equal opportunities for all candidates.

In particular, on the TV channel “Uzbekiston” candidates were covered in the next air time:

– the candidate of the People’s Democratic Party of Uzbekistan was covered 17 hours 11 minutes 47 seconds, including exactly 15 hours 00 minutes within the allotted airtime;

– the candidate of the Democratic Party of Uzbekistan “Milly Tiklanish” – 16 hours 56 minutes 9 seconds, including 14 hours 48 minutes 55 seconds within the allotted airtime;

– the candidate of the Movement of Entrepreneurs and Businessmen – Liberal Democratic Party of Uzbekistan – 14 hours 33 minutes 18 seconds, including 2 hours 58 minutes 40 seconds within the allotted airtime;

– the candidate of the Social Democratic Party “Adolat” – 17 hours 17 minutes 44 seconds, including 14 hours 55 minutes 32 seconds within the allotted airtime. A similar airtime was covered also on the radio channel “Uzbekistan”.

On the TV channel “Yoshlar”:

– the candidate of the People’s Democratic Party of Uzbekistan was covered 15 hours 24 minutes 59 seconds (including 13 hours 59 minutes 57 seconds of agitation);

– the candidate of the Democratic Party of Uzbekistan “Milly Tiklanish” – 15 hours 7 minutes 51 seconds (including 13 hours 48 minutes 50 seconds of agitation);

– the candidate of the Movement of Entrepreneurs and Businessmen – Liberal Democratic Party of Uzbekistan – 6 hours 40 minutes 42 seconds (including 1 hour 52 minutes 40 seconds of agitation);

– the candidate of the Social Democratic Party “Adolat” – 15 hours 14 minutes 50 seconds (including 13 hours 52 minutes 2 seconds of agitation). A similar airtime covered candidates also on the radio channel “Yoshlar”.

On regional TV channels of the National Broadcasting Company of Uzbekistan each candidate were given 180 minutes throughout 14 regions, that is, on the whole it made 2520 minutes or 42 hours.

– the candidate of the People’s Democratic Party of Uzbekistan used 33 hours 4 minutes 33 seconds;

– the candidate of the Democratic Party of Uzbekistan “Milly Tiklanish” – 35 hours 40 minutes 38 seconds;

– the candidate of the Movement of Entrepreneurs and Businessmen – Liberal Democratic Party of Uzbekistan – 2 hours 40 minutes 38 seconds;

– the candidate of the Social Democratic Party “Adolat” – 33 hours 43 minutes 33 seconds.

On regional radio channels of the National Broadcasting Company:

– the candidate of the People’s Democratic Party of Uzbekistan used 17 hours 4 minutes 31 seconds;

– the candidate of the Democratic Party of Uzbekistan “Milly Tiklanish” – 19 hours 17 minutes 18 seconds;

– the candidate of the Movement of Entrepreneurs and Businessmen – Liberal Democratic Party of Uzbekistan – 8 minutes 42 seconds;

– the candidate of the Social Democratic Party “Adolat” – 16 hours 37 minutes 22 seconds.

Among the non-state media, the TV channel «UzReport» covered the candidate from the People’s Democratic Party of Uzbekistan 3 hours 8 minutes 12 seconds, the candidate of the Democratic Party of Uzbekistan “Milly Tiklanish” – 3 hours 21 minutes 44 seconds, the candidate of the Movement of Entrepreneurs and Businessmen – Liberal –Democratic party of Uzbekistan – 1 hour 41 minutes 37 seconds, the candidate of the Social Democratic Party “Adolat” – 3 hours 35 minutes 20 seconds.

The results of the monitoring confirm that, the timing of the news coverage of a candidate from the UzLiDeP as head of state, in aggregate terms, did not exceed allocated to the other three candidates airtime and print space. Hereby, news coverage of current head of state was due to the necessity of bringing to the public the most important decisions taken by the President and the broadcast of the celebration of the national holiday Navruz.

Thus, in the period of election campaign mass media has complied with all requirements of the legislation on equal opportunities for all candidates to the use of media.

More Cement, More Energy Efficiency

More Uzbek companies have been increasingly gearing the bigger share of their products toward foreign markets despite the negative situation on the global market. This is a striking outcome of the introduction of advanced equipment and quality standards, which enable local manufacturers to resist the competition in foreign markets, and also the evidence of the catalyzing diversification of the domestic real sector.

A plant for the ‘dry method’ production of Portland cement and white cement, meeting all current requirements and standards, was launched in March 2014 in Zafarabad district of Jizzakh region. Today, it ranks among the most advanced domestic enterprises in the sector. Most of the country’s cement plants produce cement by the old ‘wet method’, which consumes 25-30% more energy. In addition, the company has applied the latest system of environmental protection. Wastes which are obtained during the calcination of cement feedstock undergo a complicated cleaning system, after which the remained gas is withdrawn into the atmosphere through sanitary pipe, and the dust is returned to production.

The plant was built almost from scratch in just one year. The Almalyk Mining and Smelting Plant selected the Turkish company Dal Teknik Makina Ticaret ve Sanayi AS as a foreign partner, which proposed a project with a rotary kiln for white cement and Portland cement. They signed a turnkey contract for the development of document package for the technological component and supply of equipment.

After the launch the plant’s capacity made up 350,000 tons of white cement and 760,000 tons of Portland cement per year, with more than 70% of export share. In a short time the company’s products have become so popular that it was decided to extend the existing line. Currently, the Almalyk Mining and Smelting Plant is completing the process of signing a contract with Dal Teknik Makina Ticaret ve Sanayi AS. It provides for the development of a turnkey document package for the technological component, supply of equipment, construction and commissioning works, which are expected to increase the plant’s capacity to one million tons per year.

It is reasonable to mention a strong feedstock base of the enterprise. The reserves of Kutarmin and Balyklitau limestone deposits promise 150 years of active service. The Kutarmin limestone is unique in its composition and can be used for the production of white cement. The components for the production of white cement and Portland cement are imported from different cities of the country: gypsum comes from Bukhara, kaolin – from Angren, quartz sand – from Navoi, limestone and loess from Jizzakh, and iron supplements are supplied from Almalyk.

Pilot photovoltaic power plant officially launched in Namangan region

An official opening ceremony of the pilot photovoltaic power plant with the capacity of 130 kilowatt has been held in Pap district of Namangan region on 7 April 2015.

Representatives of ministries and department of Uzbekistan, Embassy of South Korea in Uzbekistan, as well as Korean companies participated in the event.

The station was constructed within implementation of the memorandum of understanding between Ministry of Trade, Industry and Energy of the Republic of Korea and Ministry of Economy of Uzbekistan.

The document was signed within a state visit of the South Korean President to Uzbekistan on 17 June 2014.

Uzbekenergo and Korea Association of Photoelectric Industry participated in the construction of the solar power station in Namangan region. Equipment of Hanhwa, JSPV, S-Energy and TopSum were used in construction of the testing solar power station. The station produces 500-600 KWH of electricity a year.

Governor of Pap district Bakhodir Rakhmanov said that South Korea provided a US$700,000-grant to construction of the station. He noted that Uzbekenergo financed other expenses related with construction of the station.

He said that over 490 solar panels of four models were installed at the station, which was constructed in three months. The project will improve electricity supply of Gulistan and Kandigon villages.

The station will allow to receive data to implement wide-scale projects on construction of solar power stations in Uzbekistan, as well as test Korean equipment and learn Korean experience in this area.

International Jazz Festival to take place in Tashkent

The International Jazz Festival in Uzbekistan will be held from 8 April to 8 May 2015 in Tashkent.

This Festival is organized on the occasion of the International Jazz Day by the State Conservatory of Uzbekistan, The State Jazz Orchestra of Uzbekistan named after B. Zakirov and the Ilkhom Theatre, with the support and participation of the Embassies of U.S.A, France, India and Latvia as well informational support of NAESMI and under the auspices of the UNESCO Office in Tashkent.

April 30 was officially designated as International Jazz Day by UNESCO in November 2011 in order to highlight jazz and its role in uniting people in all corners of the globe. The United Nations General Assembly formally welcomed this decision to proclaim April 30 as International Jazz Day in December 2012.

The International Jazz Day contributes to recognize the power of jazz to promote peace, dialogue among cultures, diversity, and respect for human rights and human dignity. International Jazz Day brings together communities, schools, artists, historians, academics, and music fans all over the world to celebrate and learn about jazz and its roots, future and impact.

The main event of the International Jazz Daywill be organized with the participation of Ms Irina Bokova, UNESCO’s Director-General, and legendary jazz pianist and composer Herbie Hancock, who serves as UNESCO Goodwill Ambassador for Intercultural Dialogue and Chairman of the Thelonious Monk Institute of Jazz. In addition, countries all over the world are encouraged to join the celebrations and pay tribute to jazz in any way possible. The objective is to create a global community of people who connect and build peace through jazz. In 2014, the International Jazz Day was celebrated in over 190 countries.

The festival aims to give the opportunity to jazz musicians from Uzbekistan and abroad to celebrate this universal language of peace, cultural diversity and inter-cultural dialogue through a series of events:

– master classes

-musical encounters

The International Jazz Festival in Uzbekistan will be held with the participation of jazz musicians and groups from Uzbekistan and abroad:).

State Jazz Orchestra named after B. Zakirov (Uzbekistan) was formed in 1995 under the “Turkistan” Arts Palace and is named after Batyr Zakirov. The repertoire includes jazz pieces by composers such as D. Gershwin, D. Ellington, as well as works of popular Uzbek composers: I. Akbarov, D. Omonullaeva, E. Salikhov, S. Ramazanov, D. Ilyas. To date, the best musicians of the Republic of Uzbekistan work in the orchestra. Artistic director and leading soloist of the jazz orchestra is a singer and composer – Mr. Mansour Tashmatov, People’s Artist of Uzbekistan, laureate of international competitions and festivals. In 2004, on the basis of the orchestra the International Jazz Festival was held with participation of Italian musicians.

“Jazzirama” jazz band (Uzbekistan) was founded in 2011 by students of the State Conservatory of Uzbekistan, in particular pianist Sanjar Nafikova and saxophonist Saidmuratom Muratov. The main goal of the band is to promote the Uzbek folk music, merging it with jazz, avant-garde and other modern styles. This is a prime example of that art has no boundaries and borders. Different cultures can penetrate each other, merge, mutually enriching new sonic palette. It is in this process where new styles, genres and directions.

Ari Roland Jazz Quartet (New York, USA) is inspired by jazz music from the 1930’s through 1950’s, also known as the “Golden Age of Jazz.” The ensemble’s repertoire includes pieces by jazz legends such as Charlie Parker, Dizzy Gillespie, and Billie Holiday as well as their own critically acclaimed original compositions. In addition to their performances in New York the quartet has a busy touring schedule. They also direct international programs bringing young musicians from different communities together to play jazz. Ari Roland Jazz Quartet visited Uzbekistan in December 2009 to hold a jazz concert.

Sitar Fusion group is led by Pandit Prateek Chaudhuri. He is an acclaimed artist, considered one of the most outstanding Sitar players in India today. The musical performance blends the classical Indian tradition (on the sitar and Indian percussion drums, and a keyboard). Mr Chaudhuri’s skillfull picking on the strings of the sitar respectively blend grace, fluidity and dexterity with each note of music.

Pierre de Bethmann (France), professor at the Paris Conservatory, has worked as a regular sideman with major French jazz artists such as Moutin Reunion 4tet, David El-Malek, Stéphane Huchard, Pierrick Pedron, Rosario Giuliani, Géraldine Laurent. On top of his main dedication to modern jazz, he took part in other types of musical projects, such as tours with American singer James Taylor (1998 and 1999), Reunion singer Danyel Waro (2002-2003), Brazilian singer Marcia Maria (2006-2008), and French organist and composer Thierry Escaich. He recorded ten albums as a leader or co-leader (Prysm and Ilium). He is laureate and winner of many musical prizes and awards: Victoire du Jazz 2008 – French instrumental album of the year, Django Reinhardt Prize 2004 – French musician of the year, Django d’Or 1998 – French group of the year (Prysm), 1st prize at the Concours National de Jazz de La Défense in 1994.

Xylem TRIO (Latvia) performs very wide spectrum of music as original work’s modern arrangements from classics (J.S. Bach, G.F. Handel etc.) to folk songs, jazz and contemporary movie music, where the arrangers are the musicians themselves, putting together world, jazz and academic music elements. Xylem TRIO also plays contemporary composers original music specially written for them. Xylem Trio plays very active in throughout the Latvia including all biggest concert halls and collaborates with concert organization Latvijas Koncerti, National Radio and Television. The first recorded album Christmas Letter (made together with composer Raimnods Tigulis) received Latvian Music Records Award 2009 in the category Best instrumental, film or theatre album of the year. On 2010 Xylem TRIO recorded album “In The Mood Of Giya Kancheli” which received Latvian Music Records Award 2010 in the category Best instrumental, film or theatre album and Best Debut.
