Uzbekistan is implementing energy-saving technologies
Seven sub-projects to inculcate energy-efficient technologies and to improve the processes of power economy were recently demonstrated to representatives of mass media in the course of a two-day media tour arranged by the Ministry of Economy of the Republic of Uzbekistan. Once implemented, they are expected to save in prospect up to 30 million kWt/h of electricity and about 6 million c. m. of natural gas a year.
Abounding in natural resources, the Republic of Uzbekistan is greatly interested in the development and wide introduction of energy-saving technologies, as well as in the application of innovative approaches to the rational use of energy resources. The efficient utilization principle can not only save the country’s power reserves for future generations, but also to reduce the prime cost of output, thus raising the competitiveness of national enterprises in the domestic and foreign markets. It is with a view to attaining a sustainable pace of economic growth that the Republic’s leaders are carrying out active work on the expansion of a scope of energy-saving potentialities in Uzbekistan. One of such initiatives is a project, called “Increasing the energy efficiency of industrial enterprises”.
In keeping with the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan, “On measures to implement the project “Increasing the energy efficiency of industrial enterprises together with the International Development Association (IDA)” dated 25th July 2011, the Ministry of Economy of the Republic of Uzbekistan started realizing a given project in conjunction with the World Bank. At the initial stage, the IDA, a sub-division of the World Group, earmarked US $25 million.
Later on, the project received additional funding within the framework of a new credit line. Amenably to the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan, “On additional measures to implement the project “Increasing the energy efficiency of industrial enterprises together with the International Development Association” dated 12th June 2013, the Uzbek government also appropriated US $100 million towards its realization. The following domestic banks – Uzpromstroybank, Asaka and Khamkorbank – are commissioned to distribute the money funds for the purchase of modern equipment and technology.
That’s why the aim of the media tour under discussion was to inform the general public of the results of steps taken in the country to raise the efficiency, with which power resources are used in the national manufacturing sector. Its participants visited several industrial enterprises and production facilities located in Tashkent province, including the Almalyk Mining-and-Smelting Plant, AO Toshkent Eg-Moy Kobminati, Maksam-Chirchik, Ammofos-Maksam and two enterprises of the Uzpakhtasanoatexport Holding Company. One of the enterprises actively inculcating power-saving technologies in electricity production is the Almalyk MSP, a leader of national non-ferrous metallurgy. Its production base incorporates 8 mining facilities, 5 mining and processing enterprises, metallurgical, mechanical-repair and calciferous works, sulphur production facilities, auxiliary workshops and other enterprises. During the media tour specialists from the Almalyk Mining-and-Smelting Plant demonstrated how the power-saving machinery functions at their enterprise.
In the words of Dmitry Timoschuk, the AMSP’s chief power engineer, two projects have been brought to completion at the plant, in a move to raise the level of energy efficiency. In particular, a 6-kWt frequency transformer was installed at a waste-storage workshop of a copper-ore dressing plant’s 2A pulp-pumping station. As well as that, compressor stations at a zinc- and copper-smelting works were re-equipped. All these improvements made it possible to increase the economic effect up to 12.5 million kWt/h of electric power last year. The second stage of the IDA’s credit line envisages the realization of another three projects in the period 2016-2017. These include the reconstruction of a workshop for filtration and drying of copper- and gold-containing concentrate and the sub-station No 54, as well as the technical re-equipment of a compressor station at a copper-smelting works. The expected annual economy of natural gas and electricity, according to experts’ forecasts, will come to 17 million c. m. and 48 million kW/t, respectively.
To increase productivity at the AO “Toshkent Eg-Moy Kombinati”, a project was launched to build a new boiler-house and to upgrade boiler equipment.
“Today, as many as five boilers are installed at the enterprise’s workshop, – pointed out Tatyana Sidorova, a financial manager at the AO “Toshkent Eg-Moy Kombinati”. – Actually, the low-pressure boilers are functioning in the interchangeable mode, when it is necessary to conduct regular preventive works and repairs, taking into account decrepit equipment. Using the resources received from the World Bank, we upgraded our low-pressure boilers. Furthermore, three new-generation units were installed as close to our production facilities as possible. This enables us to reduce heat losses during the transportation of steam, which is needed for the production of vegetable oil and fat. The boiler-house’s old building was located far from the main production workshops (350-400 meters), which entailed some 30 per cent of heat losses. The new boilers, according to calculations, will save the same percentage of aggregate annual economy of power resources. Apart from ensuring a lower level of electricity expenditure with a bigger productivity of heat and steam, the new equipment installed there will significantly decrease the emission of hothouse gases into the atmosphere. The enterprise was given a US $960,000 credit to fund the acquisition of modern technologies. The construction of a new boiler-house at the enterprise was recently finalized. All the required communications were laid, including water-supply, sewerage, electricity and gas-supply etc. With the equipment being assembled, start and adjustment works are under way to date. The new equipment will be put into service in April.
A considerable volume of energy resources is also saved in the country’s chemical industry, in particular, at such enterprises as the AO Maksam-Chirchik and Ammofos-Maksam, specializing in the production of agricultural fertilizers. At the AO Maksam-Chirchik, for instance, a natural-gas fire heater was moved to a section of heat-recovery machinery in a reforming furnace. It is owing to this modernization that the expenditure of natural gas and emissions of harmful substances into the atmosphere were cut appreciably. Moreover, the efficiency, with which the heat from flue gases appearing in the reforming surface is used, was significantly increased. And the temperature of flue gases emitted into the atmosphere fell.
The enterprise’s specialists also demonstrated to the media tour’s participants the outcome of a project to replace 5 high-voltage 800 kW electric motors by less energy-intensive ones. The decrepit equipment consumed more than 24.8 million kWt of electric power a year. Today, thanks to the installation of modern 630-kWt motors, the annual expenditure of electricity is decreased by over 5.2 million kWt/h.
Enterprises of the AO Uzpakhtasanoat, which is part of the Uzpakhtasanoatexport Holding Company, are also busy introducing up-to-date energy-efficient technologies. In particular, using a credit line from the International Development Association, they bought 1,200 street lamps that receive power supply from solar batteries. The journalists visited one of these enterprises – the cotton-processing factory, Uzbekiston, which managed to reduce its consumption of electric power by installing 12 solar battery-supply street lamps in the nearest areas and the enterprise’s territory alike. This considerably changed the lighting engineering appliances, the outward appearance and infrastructure around procurement stations of cotton factories. Their installation resulted in an appreciable reduction of electricity used to illuminate the adjacent territory. The annual economy exceeded 3.5 million kWt/h of electric power.
Additionally, the media-tour participators were given a chance to acquaint themselves with a rather interesting and efficient plant installed at the AO Bektemirspirt. The novel technology applied there made it possible to organize a waste-free production facility. The carbonic gas that accompanies the process of grain fermentation was previously emitted into the atmosphere, with only a modicum of it being used for technical purposes. The new production line installed at the enterprise accomplishes the multistage purification of this gas, filters it, whereupon the pure food gas condensate is packed in gas bags. A given product is widely used for the production of aerated beverages and mineral water, hence the great demand for it among local producers. According to Ozoda Mutalova, a chief technologist at the AO Bektemirspirt, the newly installed plant turns out 12 tons of pure carbonic gas a day.
The credit lines provided by the International Development Association and commercial banks of Uzbekistan under the project in question enabled many power-intensive industrial enterprises to significantly cut their expenditure of electric power and natural gas, to organize waste-free production and to install renewable sources of electricity. All in all, 81 sub-projects are implemented at 32 industrial enterprises countrywide, which, in keeping with preliminary calculations, will ensure the annual economy of more than 539 million kWt/h of electric power and over 252 million c. m. of natural gas, thus making a considerable contribution to the sustainable development of the national economy.

On 27-28 April, 2016, the delegation of the Ministry of Foreign Affairs of the Republic of Uzbekistan took part in the Fifth regular meeting of Foreign Ministers of the Member States of the Conference on Interaction and Confidence Building Measures in Asia (CICA) in Beijing.
At the opening ceremony of the meeting of foreign ministers Chinese President Xi Jinping delivered a welcoming speech.
Following the meeting, the declaration of CICA Council of Foreign Ministers was adopted.
